Well, to be an actual bill, a passed bill, it would have to be passed by the Senate too, and then go to Obama's desk for signing. But of course he would veto it.
I get the feeling that this is just being done so that Trump can point back later and say he can't allow certain Obama actions because the Will of the People (the House of Reps is in closest contact with the people), the will of the people was expressed by Issa's bill. Therefore, Trump will roll back whatever Obama did.
It would be unprecedented but then these are unprecedented times.
I get the feeling too that perhaps this is being put in place to roll back Obama's possible "legalization" of five million + "dreamers." He may try to legalize millions of illegal aliens with the stroke of a pen. If he does that, then Trump could point to Issa's bill and revoke Obama's action.
Trump should be able to make an easy case for how Obama sought time after time to harm America, and so the people's voice (the House of Reps) had to take steps to minimize the damage.
Whatever. It's sure a curious story.
