An excuse for the rest of the world to invade America?  Is this why they are so obviously following the pattern laid out by the Germans?  So that the rest of the world says, "Hey, we know what you are about to do and you need to stop."   That direct mention of the military is odd...they don't point out diplomatic methods.  Possible santions.  Food shortages.  I look forward to reading what you find out.  I also have to go to work, though.

It's endorsed by Bill Clinton, apparently...

"The Global Centre's mission to promote the 'responsibility to protect' in order to prevent future genocides is particularly close to my heart. I wish you much success with the Global Centre."

Nasty... I'll await your in-depth report. This bit caught my eye...

Conflict Resolution Opportunity
Kenya, Uganda

*NOTE: CrisisWatch indicators up and down arrows, conflict risk alerts, and conflict resolution opportunities are intended to reflect changes within countries or situations from month to month, not comparisons between countries. For example, no "conflict risk alert" is given for a country where violence has been occurring and is expected to continue in the coming month: such an indicator is given only where new or significantly escalated violence is feared.

Me: The 'response' would be what exactly? 'Peace keeping' duties? Or arrest of the government followed by trials by the people? Then free and fair elections?

The R2P Concept

The Responsibility to Protect - known as R2P - refers to the obligation of states toward their populations and toward all populations at risk of genocide and other large-scale atrocities. This new international norm sets forth that:

    * The primary responsibility to protect populations from human-made catastrophe lies with the state itself.

    * When a state fails to meet that responsibility, either through incapacity or ill-will, then the responsibility to protect shifts to the international community.

    * This responsibility must be exercised by diplomatic, legal, and other peaceful measures and, as a last resort, through military force.

These principles originated in a 2001 report of the International Commission on Intervention and State Sovereignty and were endorsed by the United Nations General Assembly in the 2005 World Summit Outcome Document paragraphs 138 and 139.
here is that World Summit Outcome Document

Quote
Responsibility to protect populations from genocide, war crimes, ethnic cleansing
and crimes against humanity
138. Each individual State has the responsibility to protect its populations from
genocide, war crimes, ethnic cleansing and crimes against humanity. This
responsibility entails the prevention of such crimes, including their incitement,
through appropriate and necessary means. We accept that responsibility and
will act in accordance with it.
The international community should, as
appropriate, encourage and help States to exercise this responsibility and
support the United Nations in establishing an early warning capability.

139. The international community, through the United Nations, also has the
responsibility to use appropriate diplomatic, humanitarian and other peaceful
means
, in accordance with Chapters VI and VIII of the Charter of the United
Nations, to help protect populations from genocide, war crimes, ethnic
cleansing and crimes against humanity
. In this context, we are prepared to take
collective action
, in a timely and decisive manner
, through the Security
Council, in accordance with the Charter, including Chapter VII, on a case-bycase
basis and in cooperation with relevant regional organizations as
appropriate, should peaceful means be inadequate and national authorities are
manifestly failing to protect their populations from genocide, war crimes,
ethnic cleansing and crimes against humanity.
We stress the need for the
General Assembly to continue consideration of the responsibility to protect
populations from genocide, war crimes, ethnic cleansing and crimes against
humanity and its implications, bearing in mind the principles of the Charter
and international law. We also intend to commit ourselves, as necessary and
appropriate, to helping States build capacity to protect their populations from
genocide, war crimes, ethnic cleansing and crimes against humanity and to
assisting those which are under stress before crises and conflicts break out
.

This is a declaration!

Can you read past their vagueness and see what they are declaring to the nations of the world?

Why mention Bosnia without mentioning East Timor.Would it be because America,Australia and the UK armed funded and trained Suharto,s thugs that killed 3/4 of a million people in East Timor and Indonesia. Why mention Bosnia without mentioning Croatia where 250,000 Serbs were ethnically cleansed from Krajina,a piece of land where Serbs had lived in for 500 years.Would it be because America fully backed the Croatian Army with Operation Storm so called because it was based on Operation Desert Storm.Genocide is obviously not genocide when it is our genocide. After the abomination committed in Yugoslavia by multinational forces  you can conclude that this garbage has nothing to do with humanity its just an excuse to plunder mineral wealth under a pretend humanitarian flag.In short an excuse for the NWO/Globalists to go and do whatever they want. They have proven on dozens of occasions that they don,t give a fig for the suffering of others. The crocodile tears being shed here are clearly transparent and truly repugnant at that.

"There are potentially desirable limits to the indefinite extension of political democracy A government which lacks authority will have little ability, short of cataclysmic crisis, to impose on its people the sacrifices which may be necessary"
(1975 Trilateral Commission Report on the Governability of Democracies)
Quote
To achieve world government, it is necessary to remove from the minds of men their individualism, loyalty to family tradition, national patriotism and religious dogmas ... We have swallowed all manner of poisonous certainties fed us by our parents, our Sunday and day school teachers, our politicians, our priests, our newspapers and others with vested interests in controlling us. The reinterpretation and eventual eradication of the concept of right and wrong which has been the basis of child training, the substitution of intelligent and rational thinking for faith in the certainties of the old people, these are the belated objectives ... for charting the changes of human behavior.
- DIRECTOR, WORLD HEALTH ORGANIZATION Brock Chisolm

On January 20, 1993, William Jefferson Clinton took the oath of the presidency and gave his address:
Quote
"Let us resolve to make our government a place for what Franklin Roosevelt called 'bold, persistent experimentation'. There is NO longer a clear division between what is FOREIGN and what is DOMESTIC, the world economy, the world environment, the world AIDS crisis, the world arms race, they effect us all. Today, as an Old Order PASSES, the New World is more free but less stable. When the will and conscience of the international community is defied, we will ACT with FORCE when necessary."

Quote
"It is to the sacred principles enshrined in the UN Charter to which we will henceforth pledge our allegiance."
-G.H.W.Bush, speech to the UN, Feb. 1, 1992

Quote
"The idea was that those who direct the overall conspiracy could use the differences in those two so-called ideologies (marxism/fascism, socialism, capitalism, etc.) to enable them (the Illuminati) to divide larger and larger portions of the human race into opposing camps so that they could be armed and then brainwashed into fighting and destroying each other."
- Myron Fagan

Quote
"In the next century, nations as we know it will be obsolete; all states will recognize a single, global authority. National sovereignty wasn't such a great idea after all."
- Strobe Talbot, Clinton's Deputy Secretary of State, as quoted in Time, July 20th, l992.

Quote
"Today, America would be outraged if U.N. troops entered Los Angeles to restore order [referring to the 1991 LA Riot]. Tomorrow they will be grateful! This is especially true if they were told that there were an outside threat from beyond [i.e., an "extraterrestrial" invasion], whether real or promulgated, that threatened our very existence. It is then that all peoples of the world will plead to deliver them from this evil. The one thing every man fears is the unknown. When presented with this scenario, individual rights will be willingly relinquished for the guarantee of their well-being granted to them by the World Government."
- Dr. Henry Kissinger, Bilderberger Conference, Evians, France, 1991

All eyes are opened, or opening, to the rights of man. The general spread of the light of science has already laid open to every view the palpable truth, that the mass of mankind has not been born with saddles on their backs, nor a favored few booted and spurred, ready to ride them legitimately
