The U.S. army reportedly deployed a specialized "psychological operations" team to help convince American legislators to boost funding and troop numbers for the war in Afghanistan.

The operation was ordered by three-star general in charge of training Afghan troops Lt. Gen. William Caldwell, Rolling Stone Magazine reported in a story published late on Wednesday.

An officer in charge of the unit objected when he was ordered to pressure the visiting senators and was harshly reprimanded by superiors, according to the magazine.

"My job in psyops is to play with people's heads, to get the enemy to behave the way we want them to behave," the officer, Lt. Colonel Michael Holmes, told Rolling Stone.

I predict any hearings held on this (assuming if any are held) might lead to The Chewbacca Defense  ::)

Map from Conflict to Peace: A Discussion on the Army’s New Doctrine for Stability Operations and the Implications for Foreign Po

On Tuesday, October 7th the US Army will introduce a significant change to pre-existing doctrine with Field Manual 3-07 Stability Operations. Like the counterinsurgency manual before it, this first piece of major doctrine dedicated exclusively to stabilization and reconstruction again raises the visibility of irregular challenges, underscoring their increased prominence in contemporary national security decisionmaking and planning.

Earlier this year, the Army revised and reissued its capstone doctrine - Field Manual 3-0 Operations, where for the first time stability operations were elevated to a level on par with traditional warfighting. The Army’s new stability operations doctrine goes further calling for a comprehensive approach to stabilization efforts that envisions integration of a variety of stakeholders not traditionally combined as full partners in complex contingencies. It represents a ground breaking effort in doctrine development, as it emerges from a year of detailed collaboration between the Army and an unprecedented community of practice including the wider US military, civilian USG practitioners, think tanks, and a collection of international, non-governmental, and private voluntary organizations.

The release of the new doctrine provokes key policy questions on the use of military forces in the future. Not the least of which are when, where, to what extent, for what purpose, and toward what end will the United States engage in stabilization efforts in the future? Further, to what extent should U.S. land forces optimize for stability operations? This event seeks to begin framing the new Army doctrine for stability operations in this wider policy context.

MSNBC just reported about the article, via one Chris Jansing who was more upset that it made the military look desperate in their war effort, not one mention of treason or that even anything slightly nefarrious went on, save one split second when she quizickly stated that psy-ops were typically used on the enemy.  "ON THE ENEMY!"

If anyone of those senators had an ounce of manhood left in their metro beltway bones they'd call that traitor in on the Senate floor and kick his ass on CSPAN.

If there are not immediate hearings in the next 24 hours then they risk waking up tens of millions more Americans to the wholesale treason by NGOs like CFR/CSIS/Brookings who have maintained these genocides overseas against the will of the people and the actual US Government.

They are anti-government trilateral terrorists!

How much more obvious does it get?

Another Runaway General: Army Deploys Psy-Ops on U.S. Senators

By Michael Hastings
February 23, 2011 11:55 PM ET

The U.S. Army illegally ordered a team of soldiers specializing in "psychological operations" to manipulate visiting American senators into providing more troops and funding for the war, Rolling Stone has learned – and when an officer tried to stop the operation, he was railroaded by military investigators.

The orders came from the command of Lt. Gen. William Caldwell, a three-star general in charge of training Afghan troops – the linchpin of U.S. strategy in the war. Over a four-month period last year, a military cell devoted to what is known as "information operations" at Camp Eggers in Kabul was repeatedly pressured to target visiting senators and other VIPs who met with Caldwell. When the unit resisted the order, arguing that it violated U.S. laws prohibiting the use of propaganda against American citizens, it was subjected to a campaign of retaliation.

"My job in psy-ops is to play with people’s heads, to get the enemy to behave the way we want them to behave," says Lt. Colonel Michael Holmes, the leader of the IO unit, who received an official reprimand after bucking orders. "I’m prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressman, you’re crossing a line."

Military Report: Secretly 'Recruit or Hire Bloggers'
http://www.bradblog.com/?p=5862

A study, written for U.S. Special Operations Command, suggested "clandestinely recruiting or hiring prominent bloggers."

Since the start of the Iraq war, there's been a raucous debate in military circles over how to handle blogs --- and the servicemembers who want to keep them. One faction sees blogs as security risks, and a collective waste of troops' time. The other (which includes top officers, like Gen. David Petraeus and Lt. Gen. William Caldwell) considers blogs to be a valuable source of information, and a way for ordinary troops to shape opinions, both at home and abroad.

This 2006 report for the Joint Special Operations University, "Blogs and Military Information Strategy," offers a third approach --- co-opting bloggers, or even putting them on the payroll. "Hiring a block of bloggers to verbally attack a specific person or promote a specific message may be worth considering," write the report's co-authors, James Kinniburgh and Dororthy Denning.

More on FM 3.07: Stability Operations

The Center for Strategic and International Studies (CSIS) International Security Program (ISP) hosted Lt. General William B. Caldwell, USA, Commanding General, United States Army Combined Arms Center and Ft. Leavenworth; to introduce Field Manual 3-07: Stability Operations yesterday. SWJ was able to attend and found the panel discussion very informative as well as interesting. We hope to post some highlights from the discussion here in the near future. In the meantime CSIS has posted video and audio at their web page for this event. The army's new stability operations doctrine calls for a comprehensive approach to stabilization efforts that envisions integration of a variety of stakeholders not traditionally combined as full partners in complex contingencies. The CSIS panel discussion included Ambassador John Herbst. Coordinator for Reconstruction and Stabilization, United States Department of State; Ambassador Dick Solomon, President, United States Institute for Peace; Ambassador Michael Hess, Assistant Administrator of the Bureau for Democracy, Conflict and Humanitarian Assistance, United States Agency for International Development; Samuel A. Worthington, CEO and president of InterAction, Nathan Freier, a senior fellow at CSIS, and Rick Barton, codirector of the Post-Conflict Reconstruction Project.

Did a Top General Run Psyops on Senators?

By Spencer Ackerman and Noah Shachtman Email Author
February 24, 2011  | 3:40 pm

Photo: U.S. Army

Aides to a prominent general are insisting that their boss didn’t run a psychological operation on members of Congress. But the emails they provided to Danger Room to back up their denials appear to reinforce the initial charges: that Lt. Gen William Caldwell IV, head of training in Afghanistan, used propaganda personnel to spin visiting U.S. Senators.

It’s a potentially serious offense. If Caldwell did order the operation, it could violate a decades-old law called the Smith-Mundt Act, which forbids the government from targeting propaganda at American citizens. On Thursday, Caldwell’s boss, Gen. David Petraeus, announced he’ll investigate the “facts and circumstances” of a potentially improper use of information operations. That’s the key question.

The accusations come from the leader of an information operations unit in Afghanistan, Lt. Col. Michael Holmes, who tells Rolling Stone that Caldwell’s staff retaliated against him after he balked at their efforts to use him to influence American dignitaries.

One of Caldwell’s aides says that Holmes wasn’t acting in an “Information Operations,” or “IO,” capacity when dealing with the visiting legislators. Holmes may have been trained in psychological operations. But, at the time, Holmes was functioning as a garden-variety staff officer for Caldwell. According to the aide, they prepared some briefing books and talking points in advance of the dignitaries’ visits — nothing more, nothing less.

“Conducting research on important issues for individual VIP visitors to tailor talking points and connect with their interests and concerns is not IO. I guarantee all senior commanders have staff performing this kind of work. It’s merely being prepared and doing your homework,” the aide emails.

According to this version of events, only after Holmes found himself in hot water in an investigation did he run to Hastings with a story of a propaganda-happy Caldwell.

But internal emails from Caldwell’s command, known as NATO Training Mission-Afghanistan (NTM-A), show that Holmes routinely worked on information operations for the general.

First, a disclosure: Both Michael Hastings, the author of the Rolling Stone piece, and Caldwell, are long-time friend of this blog.

According to Hastings’ piece, Caldwell asked Holmes for information on visiting legislators that a quick Googling could retrieve: voting records, pet issues, and “pressure points we could use to leverage the delegation for more funds” and “more people,” Holmes recounted to Hastings — something the Afghanistan training effort still needs. Holmes initially cooperated. But in mid-March 2010, according to an NTM-A timeline obtained by Danger Room, Holmes “expressed concern” that the tasking was an “illegal” psychological operation.

That prompted Caldwell’s chief of staff, Col. Joseph Buche, to investigate. On March 30, an NTM-A lawyer determined “evidence” that Holmes and a subordinate, Maj. Laural Levine, were in an “inappropriate relationship” in which they wore civilian clothes and drank alcohol off-base, in violation of a military restriction on boozing it up in Afghanistan. The investigation had a new target.

In the emails reviewed by Danger Room, Holmes defends his trips off base in civilian clothing — as part of what it takes to conduct information operations. One email from May 10, 2010, refers to a documentary NTM-A wanted to make about “community policing.” Referring to the documentary as the work of an IOTF — an Information Operations Task Force — Holmes says that for the film to be persuasive, “there should be no open military presence either on film, or in the area during the shooting.” That means getting the men in “sportscoats and chinos” and the women in headscarves. His signature line calls him the chief of an “IO FST” — an Information Operations Field Support Team.

A different email explains that the Afghan government also sought to get U.S. military personnel in civilian garb, so they’d be less conspicuous. On May 4, 2010, a State Department official, Thomas C. Niblock, affirmed that a spokesman for President Hamid Karzai wanted U.S. forces at a Kabul media center to “strive to be in civilian clothing whenever possible.”

Not everyone agreed. Jack Kem, Caldwell’s top civilian deputy, balked at having military personnel in civvies, for fear that their “concealed weapons” would be legally problematic if the servicemembers were captured. But in his defense, Holmes continued to argue that at weekly meetings with an Information Operations Task Force, he was asked to wear civilian clothes.

Ultimately, Holmes departed Afghanistan in September, after calling the inquiry into his civilian clothing a “Kangaroo court.” He now runs a consulting firm specializing in “strategic communications” — another cousin of propaganda — in Texas, according to a Facebook page.

The clothes issue is less important than what it shows: that Holmes indeed was working on information operations for Caldwell. Caldwell’s staff argues that Holmes wasn’t working on information ops when he was dealing with U.S. senators or congressmen. But Caldwell’s aide conceded that he can’t document that claim.

Ultimately, it’ll for Petraeus to determine. But in Holmes’ case, the already-blurry lines between spin and propaganda got muddied by having an information operations officer involved in congressional gladhandling. “It is a pretty big old red line,” says Bob Mackey, a retired Army officer with intelligence experience, as Smith-Mundt is supposed to block the military from even using “truthful IO” on Americans.

For what it’s worth, one of the targets of the alleged psyops campaign, Sen. Carl Levin, is claiming no harm, no foul. Levin’s long been an advocate of boosting up training for the Afghan security forces so U.S. troops can withdraw. “I have never needed any convincing on this point,” he said in a statement, expressing confidence that “the chain of command will review any allegation that information operations have been improperly used in Afghanistan.”

Strategic communication becoming important weapon for modern Army

Fort Leavenworth — Hardly a decade has passed in U.S. history that the military hasn't developed what's touted as the latest, greatest weapon.

During and after World War I, aircraft and tanks grew from a novelty to essential battlefield weapons. They promised to reduce the need for infantry, until it took millions of men in uniform to storm the beaches of Normandy and the Pacific to finally end World War II.  "Technology has that tendency to make war look easy," said Adrian Lewis, a former Army officer and now history professor at the University of North Texas. "People think it will go quick and ignore the fact that you have to put people on the ground and they will get killed."

The atomic bomb was to make war almost unthinkable. Who would want to wage war against a nation that possessed the new ultimate weapon? Then the North Koreans ignited a peninsular war that has remained at a stalemate for 60 years.  Better aircraft, faster and heavily armored battle tanks and smarter bombs followed. So did wars in Vietnam, the Persian Gulf, Bosnia and limited engagements in Haiti, Somalia and Panama.

But in fighting terrorists and insurgents, some feel the best weapon may be one that doesn't fire bullets, but neutralizes the enemy just as well. It's what Lt. Gen. William Caldwell IV calls "strategic communications."

It's part shooting one's mouth off, part letting the desired audience know what the U.S. military and government are all about. Caldwell shared his concept with military historians and officers last week at a conference hosted by Fort Leavenworth's Combat Studies Institute. The three-day affair examined the implications of fighting nonstate enemies - those who fight not in a common uniform but cloaked in ideology bent on disrupting government and spreading fear and destruction.

Before becoming commander of Fort Leavenworth this summer, Caldwell was a deputy commander for strategic effects for multinational forces in Iraq. Among other duties he was the spokesman for U.S. forces, something foreign to this Army Ranger and former commander of the 82nd Airborne Division.  Without training, he learned the best way to engage the media was to be honest, open, relevant and ready. Sometimes not saying anything is an appropriate response. However, he also learned that effective communication and success in Iraq meant using whatever means necessary to convey the message.

He toured the country to see operations firsthand, made sure that unit commanders kept the media in mind when planning operations, and introduced the online video-sharing site YouTube to the military. Once a month he went to Dubai to make the rounds with Arabic media, working to develop relationships.  Those efforts run counter to the military culture in which officers are taught to avoid talking to the media, to wait until an investigation is done before releasing information.

But, Caldwell said, that has to change. The military has to be open with Iraqis and Americans. Terrorists are using the Internet, audio and video to wage a war. That's why he fought to get intelligence declassified quickly for public consumption, knowing the Americans needed to tell their side of every battle.  Caldwell's ideas meld well with the Army and Marines' new counterinsurgency doctrine, also written at Fort Leavenworth while Gen. David Petraeus, now the top leader in Iraq, was commander. The manual speaks at great length about the need to identify the needs of the population and counter the influence of insurgents seeking to take power from the government.

In short, instead of shooting mortars, rolling tanks into a neighborhood or calling in an air strike, the better approach may be to engage the population through an active dialogue and explain what the United States' mission is all about.  Presenters at the Fort Leavenworth symposium agreed that the U.S. needs to do a better job of explaining its intentions across the world. Just what is the compelling national interest? Does it want to stabilize a country so the residents can live in peace and prosperity? Or is it all about the oil?

Caldwell said the message coming out from insurgents is that the U.S. is on a great crusade, conjuring up images of the Middle Ages with knights conducting a holy war to regain ground and treasure in the name of Christianity. He played a short video clip produced by terrorists that included the voices of numerous fundamentalist Christian clergy from across America.  They talked about fighting back against Islam, rounding up all Muslims in the United States and the war being a struggle for the very existence of Christianity. Meanwhile, President Bush and others speak of creating a democratic and free Iraq. The challenge, Caldwell said, is letting Iraqis know that Americans have no desire to colonize Iraq or be permanent occupiers.

I'm sorry, but I've read this three times and I still don't know what "psychological operations" entails. Hypnotic suggestions? Subliminal emails? Psychic powers? I guess the writer assumes I'll look it up on wikipedia?

The majority of Americans are gullible to these types of measures. We are in Afganistan not because of terror but rare earth materials.

Maybe Congressman woo woo Wu has had some psyops done on him to, that would explain his paranoid rants against his own supporters, the fact his campaign staff all quit after the election, and that Wu was caught sneaking into a restricted airport area and soliciting votes from travellers getting of their airplanes.

Yes, but if these decision-makers had been manipulated (or brain washed) they wouldn't know it, would they? Although I wouldn't put anything past the war-mongering military who want to keep themselves relevant, in effect the entire population of the US has been psycho-oped into senseless paranoia: we are in imminent danger from terrorists under every bed. Why else would we have a military budget that is equal to all other nations in the world combined?

Many of our represetatives have never been in the military and fewer still in combat. I would think that they would be smart enough know when they're being set up and lied to. But then, most of America bought the yarn. Sending our military to war has been reduced to a TV commercial.

Big deal, we are all subjected to Psychops every time we turn ont the TV, listen to a campaign speech or read a magazine. Call it marketing and it sounds much less malevolent.

Outside the military this is known as PR, or, as dgb100 points out, marketing.

That's the end of Lt Col Holmes' career. The army doesn't like whistle-blowers.

The army sometimes loses sight of its mission, which is to serve, and execute the policy of the US, and instead, begins trying to control those who help make that policy. It's not the only government agency at fault in that respect.

Posted by: samsara15 | February 24, 2011 3:52 PM |

The War on Terror has never been personal, it's just business.. It's far to big a business to be determined by whether it's winnable, whether it was a good idea in the first place and how much it costs. So plainly you can't leave important decisions like how to get unlimited funds flowing to the military, intelligence, contractors and the Afghan government to the vagaries of democratically-elected representatives. What would that do to the bottom lines of Raytheon, Northrop-Grumann, Halliburton, the Xe-Blackwater mercenary collective, etc? It's about time this country realised that in a globalized world, one of the biggest and most important markets is the war market - how can a responsible administration "watch a country end a war due to the irresponsibility of its people. The issues are much too important for voters to be left to decide for themselves."

I have often wondered why so many of our Congressmen are such pushovers, and make irrational decisions. Well, we may have proof of why they are that way, if this story is true. I would dare say it goes beyond just military issues.

Congress, you guys need to wake up and smell the deceptive tricks played on you by those who surround you, and quit giving blind obedience to these types. I have often thought something like this could be possible.

Some of these old and easily bought and or misled Senators need to quit or be fired. They are owned, and thus not leaders. Its time for the people to get them out of office! No one should be allowed to stay in office as long as some of these goons. They have forgotten who they work for!

Report: Army targeted U.S. senators with psy-ops
« Reply #27 on: February 24, 2011, 08:39:08 pm »
The U.S. army reportedly deployed a specialized "psychological operations" team to help convince American legislators to boost funding and troop numbers for the war in Afghanistan.

"I'm prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressman, you're crossing a line," he added.

Among those targeted were senators John McCain, Joe Lieberman, Jack Reed, Al Franken and Carl Levin, as well as Representative Steve Israel of the House Appropriations Committee, the magazine said.

The team also targeted Admiral Mike Mullen of the Joint Chiefs of Staff.

'Inside their heads'
According to Holmes, he and his four-man team arrived in Afghanistan at the end of 2009 in order to determine the effects of American propaganda on Afghans and the Taliban, the magazine reported.

Soon, though, Caldwell ordered the unit to gather profiles of visiting dignitaries, including their likes and dislikes and "hot-button issues," the magazine reported.

Holmes was asked how the general could secretly manipulate the lawmakers, Rolling Stone said.

"How do we get these guys to give us more people?" Caldwell asked, according to the magazine. "What do I have to plant inside their heads?"

U.S. law bars the military from using psyops on Americans, and every defense authorization bill explicitly prohibits the manipulation, the magazine reported.

"Everyone in the psyops, intel ... knows you're not supposed to target Americans," a veteran member of similar team told Rolling Stone. "It's what you learn on day one."

Petraeus orders probe into alleged psyops use

By Deb Riechmann and Pauline Jelinek - The Associated Press
Posted : Thursday Feb 24, 2011 12:43:08 EST

WASHINGTON — The top U.S. commander in Afghanistan is calling for an investigation into charges that an army unit trained in psychological operations was improperly ordered to manipulate American senators to get more money and troops for the war.

A senator allegedly targeted said Thursday that he’s confident there will be a review of the facts, but played down the idea that he was manipulated.

The staff of Lt. Gen. William Caldwell, head of the effort to train Afghan security forces, ordered the information operations unit to compile profiles, voting records and other information on visiting lawmakers to leverage in a campaign to get more assistance, said a story Thursday on Rolling Stone’s website. It says the campaign also improperly targeted the chairman of the Joint Chiefs of Staff, Adm. Mike Mullen, and others.

Caldwell’s office denied it. But a press statement from Kabul said that the commander of forces in Afghanistan, Gen. David Petraeus would order a probe “based on the information” in the article.

The military cell devoted to what is known as “information operations” believed their mission on arriving in Afghanistan in November 2009 was to assess the effects of U.S. propaganda on the Taliban and local Afghan population, the magazine said, quoting Lt. Col. Michael Holmes, whom it identified as the leader of the five-man team.

Holmes said they resisted the order to compile information on congressional delegations that were visiting there and think of what information “to plant inside their heads.” He said they were subjected to retaliation for resisting.

“My job in psy-ops is to play with people’s heads, to get the enemy to behave the way we want them to behave,” Holmes is quoted as saying. “When you ask me to try to use these skills on senators and congressman, you’re crossing a line.”

Those singled out in the campaign included Sens. John McCain, R-Ariz., Joe Lieberman, I-Conn., Jack Reed, D-R.I., Al Franken, D-Minn., and Carl Levin, D-Mich. Rep. Steve Israel, D-N.Y., of the House Appropriations Committee; the Czech ambassador to Afghanistan; the German interior minister, and a host of influential think-tank analysts, the story said, without identifying the international figures by name.

Levin pointed out Thursday that he has long been in favor of building up Afghan forces.

“For years, I have strongly and repeatedly advocated...

i don't even know what to say about this whole thing except, it goes all the way from top to bottom, how brainwashed and f**ked up the military is.
if i was prez i might have to kind of take out the garbage and reorganize the mil a LOT. ugly job that

It is important to realize that the military (traditional/constitutional) exposed this shit. The CSIS/Kissinger puppet (he speaks at all of their meetings as exposed by AI) is the anti-government trilateral terrorist. He compromises our military with these wholesale acts of treason.

Remember that CSIS wants us to turn on our traditional military because they will actually defend the American people as the whistleblower has shown. They have to actually take an oath on the constitution which CSIS does not!

CSIS has to take an oath to destroy the constitution.

They have a perverse and overt confict of interest...the more the constitution is compromised, the greater their power.

Rolling Stone: Another Runaway General as Army Deploys Psy-Ops on U.S. Senators

by Michael Hastings

The list of targeted visitors was long, according to interviews with members of the IO team and internal documents obtained by Rolling Stone. Those singled out in the campaign included senators John McCain, Joe Lieberman, Jack Reed, Al Franken and Carl Levin; Rep. Steve Israel of the House Appropriations Committee; Adm. Mike Mullen of the Joint Chiefs of Staff; the Czech ambassador to Afghanistan; the German interior minister, and a host of influential think-tank analysts.

The incident offers an indication of just how desperate the U.S. command in Afghanistan is to spin American civilian leaders into supporting an increasingly unpopular war. According to the Defense Department’s own definition, psy-ops – the use of propaganda and psychological tactics to influence emotions and behaviors – are supposed to be used exclusively on "hostile foreign groups." Federal law forbids the military from practicing psy-ops on Americans, and each defense authorization bill comes with a "propaganda rider" that also prohibits such manipulation. "Everyone in the psy-ops, intel, and IO community knows you’re not supposed to target Americans," says a veteran member of another psy-ops team who has run operations in Iraq and Afghanistan. "It’s what you learn on day one."

When Holmes and his four-man team arrived in Afghanistan in November 2009, their mission was to assess the effects of U.S. propaganda on the Taliban and the local Afghan population. But the following month, Holmes began receiving orders from Caldwell’s staff to direct his expertise on a new target: visiting Americans. At first, the orders were administered verbally. According to Holmes, who attended at least a dozen meetings with Caldwell to discuss the operation, the general wanted the IO unit to do the kind of seemingly innocuous work usually delegated to the two dozen members of his public affairs staff: compiling detailed profiles of the VIPs, including their voting records, their likes and dislikes, and their "hot-button issues." In one email to Holmes, Caldwell’s staff also wanted to know how to shape the general’s presentations to the visiting dignitaries, and how best to "refine our messaging."

Congressional delegations – known in military jargon as CODELs – are no strangers to spin. U.S. lawmakers routinely take trips to the frontlines in Iraq and Afghanistan, where they receive carefully orchestrated briefings and visit local markets before posing for souvenir photos in helmets and flak jackets. Informally, the trips are a way for generals to lobby congressmen and provide first-hand updates on the war. But what Caldwell was looking for was more than the usual background briefings on senators. According to Holmes, the general wanted the IO team to provide a "deeper analysis of pressure points we could use to leverage the delegation for more funds." The general’s chief of staff also asked Holmes how Caldwell could secretly manipulate the U.S. lawmakers without their knowledge. "How do we get these guys to give us more people?" he demanded. "What do I have to plant inside their heads?"

According to experts on intelligence policy, asking a psy-ops team to direct its expertise against visiting dignitaries would be like the president asking the CIA to put together background dossiers on congressional opponents. Holmes was even expected to sit in on Caldwell’s meetings with the senators and take notes, without divulging his background. "Putting your propaganda people in a room with senators doesn’t look good," says John Pike, a leading military analyst. "It doesn’t pass the smell test. Any decent propaganda operator would tell you that."

At a minimum, the use of the IO team against U.S. senators was a misue of vital resources designed to combat the enemy; it cost American taxpayers roughly $6 million to deploy Holmes and his team in Afghanistan for a year. But Caldwell seemed more eager to advance his own career than to defeat the Taliban. "We called it Operation Fourth Star," says Holmes. "Caldwell seemed far more focused on the Americans and the funding stream than he was on the Afghans. We were there to teach and train the Afghans. But for the first four months it was all about the U.S. Later he even started talking about targeting the NATO populations." At one point, according to Holmes, Caldwell wanted to break up the IO team and give each general on his staff their own personal spokesperson with psy-ops training.

It wasn’t the first time that Caldwell had tried to tear down the wall that has historically separated public affairs and psy-ops – the distinction the military is supposed to maintain between "informing" and "influencing." After a stint as the top U.S. spokesperson in Iraq, the general pushed aggressively to expand the military’s use of information operations. During his time as a commander at Ft. Leavenworth, Caldwell argued for exploiting new technologies like blogging and Wikipedia – a move that would widen the military’s ability to influence the public, both foreign and domestic. According to sources close to the general, he also tried to rewrite the official doctrine on information operations, though that effort ultimately failed. (In recent months, the Pentagon has quietly dropped the nefarious-sounding moniker "psy-ops" in favor of the more neutral "MISO" – short for Military Information Support Operations.)

Under duress, Holmes and his team provided Caldwell with background assessments on the visiting senators, and helped prep the general for his high-profile encounters. But according to members of his unit, Holmes did his best to resist the orders. Holmes believed that using his team to target American civilians violated the Smith-Mundt Act of 1948, which was passed by Congress to prevent the State Department from using Soviet-style propaganda techniques on U.S. citizens. But when Holmes brought his concerns to Col. Gregory Breazile, the spokesperson for the Afghan training mission run by Caldwell, the discussion ended in a screaming match. "It’s not illegal if I say it isn’t!" Holmes recalls Breazile shouting.

In March 2010, Breazile issued a written order that "directly tasked" Holmes to conduct an IO campaign against "all DV visits" – short for "distinguished visitor." The team was also instructed to "prepare the context and develop the prep package for each visit." In case the order wasn’t clear enough, Breazile added that the new instructions were to "take priority over all other duties." Instead of fighting the Taliban, Holmes and his team were now responsible for using their training to win the hearts and minds of John McCain and Al Franken.

On March 23rd, Holmes emailed the JAG lawyer who handled information operations, saying that the order made him "nervous." The lawyer, Capt. John Scott, agreed with Holmes. "The short answer is that IO doesn’t do that," Scott replied in an email. "[Public affairs] works on the hearts and minds of our own citizens and IO works on the hearts and minds of the citizens of other nations. While the twain do occasionally intersect, such intersections, like violent contact during a soccer game, should be unintentional."

Fire Lt. Gen. Caldwell NOW and End the "Psy-Ops" War Against Congress

by Tom Andrews

Lt. General William Caldwell needs to be fired. Now. General Caldwell, a three star general in charge of training Afghanistan troops allegedly ordered that the Army’s arsenal of psychological weapons of war be trained on Members of Congress and other “VIPs” in order to manipulate them into giving the Army more money and troops for its Afghanistan operation.

According to Rolling Stone, the head of an Army “Information Operations” unit in Afghanistan, Lt. Colonel Michael Holmes, has been under orders from Caldwell to find “pressure points” to use against the visiting Congressional delegations and secretly manipulate them without their knowledge. Holmes quoted the general’s Chief of Staff:  “What do I have to plant inside their heads?”

General Caldwell should face court marshal proceedings for violating his oath of office and US law. The Justice Department should launch an immediate investigation to determine just how widespread this propaganda operation is and how high up the chain of command it goes. Congress should act immediately as well. The House and Senate Armed Services Committees should schedule public hearings and the investigative arms of both houses, as well as the General Accounting Office, should launch investigations.

This latest Rolling Stone bombshell needs all the attention that the Obama administration and the Congress gave reporter Michael Hastings’ last story on an out-of-control General, Stanly McChrystal. This is worse. General McChrystal was guilty of frat boy style insubordination. Lt. General Caldwell, and whoever else was involved in this outrage, was attempting a form of military coup by attacking elected civilian leaders through psychological warfare. If you are frustrated by civilian control over your military, take them out. In this case the weapon of choice was the arsenal available to them by the Army’s psychological warfare operation.

As a Member of the House Armed Services Committee, I was cognizant of the Pentagon’s use of spin to get the result that they wanted. I was in office for less than a month when I was invited for a personal “consultation” with the Chairman of the Joint Chiefs of Staff.  I am certain that Chairman Powell was less interested in my views of military strategy than he was of my vote.

Sen. Jack Reed, Westpoint grad, 82 Airborn Army Ranger, has been all over MSM all day, but he hasn't looked or sounded upset in the least.  He's calling for investigations into possible criminal action, but he's emotionless about it.  Haven't heard anything publicly from any of the others yet.  McCain's the one of the six from whom I'd expect at least a little fire though.

No, no, no, you misread me  ;D!  They must "feel" like jack a**es! They definitely are not going to show it!  That would be an admission that #1 The technology/skills are available and work; #2 They fell for it and did something that could be considered questionable or something that they might not have done without the psyop (if it is determined that the psyop was used on them).  Therefore, they have to remain normal and not appear to be affected.
