In reaction to the early Friday morning shooting spree in north Tulsa, Chief of Tulsa Police Chuck Jordan has announced the formation of a joint city-federal task force to find the killer.

Five people were shot in the early morning hours Friday in an area roughly along N. Peoria Ave. between 63rd St. North and 36th St. North.

Three of the victims died; all five were black.

Jordan tells KRMG the task force, dubbed "Operation Random Shooter," will include members of the U.S. Marshals Service, the Federal Bureau of Investigation, and the Tulsa County Sheriff's Office in addition to Tulsa police officers.

Among those in attendance, District One City Councilor Jack Henderson, TPD Deputy Chief Dennis Larsen, Mayor Dewey Bartlett, and NAACP Chapter President Rev. Warren Blakney, Sr.

Police announced late Friday afternoon they believe the suspect to be a white man driving a white pickup truck.

That has led to speculation that the shootings were racially motivated, and Jordan indicated investigators certainly would not discount that possibility.

Councilor Henderson urged members of his district, in which all five shootings occurred, to cooperate with authorities in locating the killer.

Rev. Blakney echoed the call for cooperation, and reiterated Henderson's earlier statements that those who feel uncomfortable calling police can call him, or other religious leaders, who will ensure the information gets to the task force.

Anyone with information about the crime is urged to call 918-596-COPS (2677); Jordan told KRMG that hotline will be manned 24 hours a day during the course of the investigation.

He added that the investigation itself will run around the clock; the task force will be comprised of approximately 30 law enforcement personnel from the various agencies.

The Oklahoma State Bureau of Investigation, while not formally a part of the task force, routinely works with TPD by providing forensic and investigative support, and will do so in this case.

During Saturday's news conference, KRMG learned police believe the truck was an older model.

Police have not released any additional details about the truck, nor its driver.

Nor have they received results of ballistics test performed on the bullets recovered from the victims, though they did indicate that a small-caliber weapon was used.

TPD is waiting for the ballistics results from the OSBI, which Jordan said should happen on Monday.

Chief Jordan indicated that one of the two survivors was able to give police information, and described him as a "witness" as well as a victim of the crime, but added that the second survivor is not a witness.

The chief acknowledged that the description of the suspect could match "fifty thousand people in Tulsa," but asked residents to watch for anything suspicious or out of place.

The FBI had previously announced that they would be investigating the crimes under federal hate crime legislation.

As the nation debates whether more guns or fewer can prevent tragedies like the Virginia Tech Massacre, a notable anniversary passed last month in a Georgia town that witnessed a dramatic plunge in crime and violence after mandating residents to own firearms.

In March 1982, 25 years ago, the small town of Kennesaw – responding to a handgun ban in Morton Grove, Ill. – unanimously passed an ordinance requiring each head of household to own and maintain a gun. Since then, despite dire predictions of "Wild West" showdowns and increased violence and accidents, not a single resident has been involved in a fatal shooting – as a victim, attacker or defender.

The crime rate initially plummeted for several years after the passage of the ordinance, with the 2005 per capita crime rate actually significantly lower than it was in 1981, the year before passage of the law.

Prior to enactment of the law, Kennesaw had a population of just 5,242 but a crime rate significantly higher (4,332 per 100,000) than the national average (3,899 per 100,000). The latest statistics available – for the year 2005 – show the rate at 2,027 per 100,000. Meanwhile, the population has skyrocketed to 28,189.

By comparison, the population of Morton Grove, the first city in Illinois to adopt a gun ban for anyone other than police officers, has actually dropped slightly and stands at 22,202, according to 2005 statistics. More significantly, perhaps, the city's crime rate increased by 15.7 percent immediately after the gun ban, even though the overall crime rate in Cook County rose only 3 percent. Today, by comparison, the township's crime rate stands at 2,268 per 100,000.

This was not what some predicted.

A. Guns save more lives than they take; prevent more injuries than they inflict

* Guns used 2.5 million times a year in self-defense. Law-abiding citizens use guns to defend themselves against criminals as many as 2.5 million times every year -- or about 6,850 times a day. This means that each year, firearms are used more than 80 times more often to protect the lives of honest citizens than to take lives.

* Armed citizens kill more crooks than do the police. Citizens shoot and kill at least twice as many criminals as police do every year (1,527 to 606). And readers of Newsweek learned that "only 2 percent of civilian shootings involved an innocent person mistakenly identified as a criminal. The 'error rate' for the police, however, was 11 percent, more than five times as high."

* Handguns are the weapon of choice for self-defense. Citizens use handguns to protect themselves over 1.9 million times a year. Many of these self-defense handguns could be labeled as "Saturday Night Specials."


B. Concealed carry laws help reduce crime

* Nationwide: one-half million self-defense uses. Every year, as many as one-half million citizens defend themselves with a firearm away from home.

* Concealed carry laws are dropping crime rates across the country. A comprehensive national study determined in 1996 that violent crime fell after states made it legal to carry concealed firearms. The results of the study showed:

    * States which passed concealed carry laws reduced their murder rate by 8.5%, rapes by 5%, aggravated assaults by 7% and robbery by 3%; and

    * If those states not having concealed carry laws had adopted such laws in 1992, then approximately 1,570 murders, 4,177 rapes, 60,000 aggravated assaults and over 11,000 robberies would have been avoided yearly.

* Vermont: one of the safest five states in the country. In Vermont, citizens can carry a firearm without getting permission... without paying a fee... or without going through any kind of government-imposed waiting period. And yet for ten years in a row, Vermont has remained one of the top-five, safest states in the union -- having three times received the "Safest State Award."

* Florida: concealed carry helps slash the murder rates in the state. In the fifteen years following the passage of Florida's concealed carry law in 1987, over 800,000 permits to carry firearms were issued to people in the state. FBI reports show that the homicide rate in Florida, which in 1987 was much higher than the national average, fell 52% during that 15-year period -- thus putting the Florida rate below the national average.

* Do firearms carry laws result in chaos? No. Consider the case of Florida. A citizen in the Sunshine State is far more likely to be attacked by an alligator than to be assaulted by a concealed carry holder.

    1. During the first fifteen years that the Florida law was in effect, alligator attacks outpaced the number of crimes committed by carry holders by a 229 to 155 margin.

    2. And even the 155 "crimes" committed by concealed carry permit holders are somewhat misleading as most of these infractions resulted from Floridians who accidentally carried their firearms into restricted areas, such as an airport.


C. Criminals avoid armed citizens

* Kennesaw, GA. In 1982, this suburb of Atlanta passed a law requiring heads of households to keep at least one firearm in the house. The residential burglary rate subsequently dropped 89% in Kennesaw, compared to the modest 10.4% drop in Georgia as a whole.

* Ten years later (1991), the residential burglary rate in Kennesaw was still 72% lower than it had been in 1981, before the law was passed.

Amazing how all the news reports do not offer this 100% cure to such violent acts which are performed either by indivuals or coordinated by a new PHOENIX PROJECT. These acts of violence, coincidently, have been predicted (to almost the exact day) by the Rockefeller Foundation in their 2012 report published years ago.
