Patrick Redmond graduated with a Doctorate in History from the University of London, England in 1972. He taught at the University of the West Indies in Trinidad, then at  Adhadu Bello University in Kano, Nigeria before joining IBM.  He worked in IBM for 31 years before retiring. During his career at IBM he held a variety of jobs. These included; from 1992 until 2007 working at the IBM Toronto lab in technical, then in sales support. He has written two books and numerous articles. Here is a presentation he gave in Toronto on April 13, 2008.

I want to thank Yvon for inviting me here to talk about new technologies. What I’m going to do is give you an introduction to three technologies that are becoming more and more important. The first is RFID chips, the second genetic engineering, and the third synthetic biology. This will give you an understanding of what is happening and where science is going.

We will start with RFID chips:

So what are they? They are Radio Frequency Identification Devices. An RFID is a microchip with an attached antenna. The microchip contains stored information which can be transmitted to a reader and then to a computer.

RFID’s can be passive, semi-passive or active. Active RFID’s have an internal power source such as a battery. This allows the tag to send signals back to the reader, so if I have a RFID on me and it has a battery, I can just send a signal to a reader wherever it is. They can receive and store data, and be read at a further distance than the passive RFID’s. The batteries can only last a short while. But the current batteries in the RFID’s can last for over a hundred years, because of their self-generating power. Ultrawideband (UWB) allows the small battery operated RFID tag to be sensed over fairly wide areas. For instance, GE Aircraft Engines in Ohio has installed five readers in the factory and it covers over 30,000 square feet so they can track everything within that area with only the five readers. That gives you an idea of the distance that can be covered by an RFID tag that might be on you or on equipment.

The readers can transmit over telephone or by internet to computers and they use satellites as well. For example, Digital Angel has signed contracts with satellite providers to transmit their data for military personnel location beacons (PLBs). These beacons use the COSPAS-SARSAT satellite system. This system has some 400,000 digital beacons around the world and it’s rising to some 900,000. By the year 2009 they plan to have a GL stationary satellite system that will enable them to find the location and details of any beacon. You may sometimes see these at night; the GO stationary systemscan track any beacon. Skiers sometimes use them so that they can be identified, and sailors as well, if they become lost at sea they will be able to be tracked. Anything that has an RFID tag can be tracked by a reader or a computer.

An example of such transmission is a chip sold by Zarlink. This chip is implanted in a person; it tracks problems and if one is detected, it alerts the doctor who uses a two way RF link to interrogate and adjust the implanted device. Semi-passive RFIDs have an internal power source that let them monitor environmental conditions, such as temperature and shock, but they still require RF energy from the reader to respond.

Passive RFID’s do not have a power source but use a signal sent by the scanner to power the microchip circuit to transmit back their stored information. Passive RFID’s are getting very small. Hitachi a few years ago produced a chip (called the mu chip) that was the size of a pencil point; if you take a pencil and put it on a piece of paper you get a little dot. That’s how small they’re getting. In 2007 Hitachi came out with a chip that was even smaller, they call it RFID powder. They are just like the talcum powder you would put on a baby.

Somark Innovations in Jan 10, 2007 announced an invisible RFID ink. This can be applied to cattle, prime cuts of meat, military personnel and it can be read through hair.

I brought along a couple of the larger size chips, and this particular chip I got from Gillette fusion blades. I bought one of the blades and you can see that on one side what looks like a bar code and if you open it up you can see parts of a RFID chip on the back. This one here is from the Gap. One of my daughters went to the Gap; they put the tag directly on the clothing and the instructions just say to remove before washing and wearing. If you put it up to the light you will see the RFID chip inside it. These chips are quite small and can be put on the back of labels. They would not be noticeable in badges or ID cards; they could even be put in the eye of a person, they are that small.

In order for chips to be useful, they have to have a unique product number and because of this, MIT (Massachusetts Institute of Technology) started developing some standards. It’s called the AutoID Center. They then passed it on to the AutoID Group within the Uniform Clothes Council. It will assign codes and publish specifications, so if you have a company, government agency, or church you can contact these people and they will give you a set of numbers.

So let’s say there are three or five people in this room wearing the same white hat and each one of them has a chip on it with a different number. We could differentiate everything even if you’re all wearing the same clothes, it doesn’t really matter because everything has a unique number. MIT has the architecture of participation called EPC Global so if you go on Google and type in EPC Global and you will come up with the website they will give you instructions on how to apply and get chips. So if you want to chip yourself, your family, relatives, company or anything like that; you can do it.

It works with people who want to use this technology. One of many companies who sell the chip is called, Technic Imitations. If you have a company and you go to one of their presentations, they will give you books like this that tell you what the chips look like, how they work, the types that are sold, and what the readers look like. They will help you install chips in your company. It’s a very big business and it’s spreading very quickly.

When you use active or passive chips, active chips have advantages when you want to track items or people over longer distances. Soldiers can have active chips so they can be tracked via satellite wherever they might be in the battlefield. You can get one for your car, so you can be tracked if you are on the 407 or something.

Passive ones suffice if you are only interested in tracking over shorter distances. For example, in a sea container coming in from China, every box and every item within the box can have a chip on it. A reader can track all the items as a box passes through it. In a warehouse it is used to ensure the right shipments go to the right places. A man carrying a skid on a forklift can have the goods inside the box verified without even opening it.

They are using the chips to track inventory in order to be able to monitor what items are going where, if the right items are in the truck, etc. The passive chips are being put on devices to ensure they are valid.

There’s a lot of counterfeit drugs being produced and sold over the internet. Viagra is one of the most commonly counterfeited ones although there are many others. To ensure that people get the correct drugs they sometimes put chips on the containers so when you’re buying them you know that you are buying the correct drug.

RFID’s are a great economic help to a company because they reduce theft and loss. They also streamline inventory, reduce turnaround time and handling. They’ve allowed companies to adjust production in response to inventory levels and to respond on demand. That’s why companies are interested, because of these big economic benefits and efficiency.

When you go to Wal-Mart, Best Buy, the U.S. Military and many other agencies around the world, you will see that they are all implementing RFID chips on items and increasingly on people.

The recent growth of the RFID industry has been staggering: From 1955 to 2005, cumulative sales of radio tags totaled 2.4 billion; in 2007 alone, 2.24 billion tags were sold worldwide and analysts project that by 2017 cumulative sales will top 1 trillion–generating more than $25 billion in annual revenues for the industry.

We’re starting to see chips being implemented in credit cards, debit cards and passports, driver’s licenses, health cards, and many other things. Increasingly they are being used to monitor people as well as items. RFID tags embedded into clothes and personal belongings allow people to be tracked and monitored in shopping malls, libraries, museums, sports arenas, elevators, and restrooms. American Express has them on their blue cards. They are announcing plans to place people-tracking readers in stores to track customers movements and observe their behavior. If you bought something with your credit or debit card, they will know what items you bought and if the items were chipped, they will know what you were buying. In this way they will be able to track you.

In 2006, IBM received a patent approval for an invention called, "Identification and tracking of persons using RFID-tagged items." One stated purpose was to collect information about people that could be "used to monitor the movement of the person through the store or other areas."

When somebody enters a store a reader "scans all identifiable RFID tags carried on the person," and correlates the tag information with sales records to determine the individual’s "exact identity." A device known as a "person tracking unit" which then assigns a tracking number to the shopper "to monitor the movement of the person through the store."

If I had three readers in this room, I could scan everybody in one second and I would know right away who’s here; so it would scan that quickly. The computers are getting quite sophisticated and capable of doing large numbers of scans at any given time. One company recently announced a computer that reads data transactions at 200 million/second, an incredible number.

Here’s an example of how they are being used in companies; a few oil companies have given their employees smart cards so that they know where they are at any time of the day. This ensures that people do not go where they are not authorized to go. They will see how many times an individual might go to the washroom or outside to have a cigarette; things like that. It allows continuous tracking of people, and so more and more companies are thinking it’s a novel idea.

In early 2007, the American government complained to the Canadian government that they were tracking American contractors who were visiting Canada by placing loonies ($2.00 Canadian coins) with tiny RFID transmitters in their pockets. And a CIS officer when confronted with this said: "Ah, give us a break! You might want to know where the individual was going, what meetings he’s attending, who he’s talking with and everything like that." So if they wanted they could track people with chipped loonies.

The University of Washington students, faculty and staff are being tracked as they move around the site so the details of where they’ve been, what they’re doing and with whom, will be stored in their database. One of the professors at the University was asked, "Will you check on this student?" so he checked on him and said, "Oh, he’s on the fourth floor just standing outside room 452 and now he’s moving into the classroom."

In London you can buy a monthly pass to the transit cars that have an RFID on it and if you link the bus pass to a person’s name you can track where this person is on the bus and subway system throughout London, England. Last year the police were getting four requests a month and now they are getting close to 100.

Just last week the London police announced that they were putting RFID chips on all of the 31,000 police in London. Now this may be on their ID card, they did not say if they were going to put them directly on their body, but they were getting chipped; it was published in the Daily Mail. Some of the police were complaining that they "are going to know where we are at any time, we won’t be able to go into a coffee shop and get a donut." All 31,000 police in London now have RFID’s so if they ever need to stop or control people they can direct 1,000 troops immediately to the scene.

In Southern China they’re implementing RFID readers in the city of Shenzhen to track the movement of citizens; all citizens have an ID card with a chip so they can identify who is in what part of the city at any point in time.

The chips and National ID cards that they are trying to bring in now contain not only a number, but also a person’s work history, education, religion, ethnicity, police record and reproductive history. The United States has been trying to implement the National ID card for a few years now and there are strikes going on in different states as they try to resist this National ID that will identify everyone in the country.

Canada is adding a Real ID to the license plates and we don’t hear anything about it, its being done a lot more secretly than it is in the States where there is a lot of public debate. The increase of the use of RFID chips is going to require a increased rate of the UBF spectrum, as a result in the United States they’re going to stop using the UBF spectrum of the VHF frequency in 2009 and everything is going to go digital. You may have seen that on television in the United States.

Canada is going to do the same thing, they’ll say it still works, and instead of the antenna on your roof you’ll use a black box. The reason they’re doing this is that the UBF and VHF analog frequency are being used for the chips, so they don’t want to overload the chips with television signals, because the chips signals will now be receiving those frequencies.

A friend of mine from Quebec says his cows have a chip embedded under the skin. All farm animals have to be chipped and he says he’s no longer allowed to kill as many cows as he wants. He was given a limit of two cows that he could kill and use only for the farm. All the others had to be sold to particular companies who could control those cows and get food from them. So he could only kill two and the others he had to sell to a supermarket chain.

People are being chipped now. There’s a trend that they’re promoting in the media in terms of chipping people; they’re saying why not chip children for safety, so we can protect them, especially if they’re in the hospital then nobody could steal the newborn babies. Why don’t we chip the sick, then if someone has a heart attack and falls on the floor, we can read the signal in the chip and send someone to help them. We should chip the military so we would be able to know where the soldiers are and if they’re alive. After we could chip people on welfare so we could make sure they’re not cheating the government. Then we can chip all the criminals so that we could control them, and we’ll chip workers because a lot of them goof off at work. Then we’ll chip all the pensioners because they’re just taking money from us; and after that we’ll chip everyone else.

Some 800 hospitals in the United States are now chipping their patients. You can turn it down, but it’s available. Four hospitals in Puerto Rico have put them in the arms of the Alzheimer’s patients, and it only costs about $200 per person.

The Baja Beach Club in Barcelona gets patrons chipped. A BBC reporter went the club and got himself chipped. He said it was like getting a needle in your arm; they just rubbed it with some antiseptic and put a chip in. Because it was fairly small, he said it didn’t hurt too much and he had it inside him so whenever he ordered he would just move his arm and pay for it. The reader on the bar would read the signal and since he had his bank account information on the chip on his arm it would deduct the money from his bank account.

Nigel Gilbert of the Royal Academy of Engineering said that by 2011 you should be able to go on Google and find out where someone is at any time from chips on clothing, in cars, cell phones, and inside many people themselves.

Chips are becoming more and more sophisticated. Nature Magazine reported recently that a drug containing microchips has been developed that will release drugs at the right time and amount. They can put a chip in you and release drugs so you don’t have to take a pill every day. This particular one that they’re selling lasts for over 140 days, you just have to get chipped three times a year with this drug and it releases it every day automatically. We will probably start hearing more about things like this in the near future.

In 2006, LifeScience.com said that European researchers have developed neuro-chips, they’ve coupled together living brain cells in silicone circuits and done a lot of experimentation on rats and snails. An electrical signal from a neuron is recorded in the chips transistors, while the chip’s capitulators stimulate the neurons. They can create neuro-stimulators and use them to alleviate pain and lessen the debilitating effects of Parkinson’s disease.

There are gastric stimulators that can treat obesity, they would make you feel hungry so you wouldn’t want to eat anymore, it would just be necessary to put a chip in your brain that would connect and send signals. In another study, neuro-chip implants were developed and are being used on violent prisoners. They were implanted with the microchip (but they didn’t know they were implanted), and when the implant was set at 160 megahertz’s all the subjects became lethargic and slept about 22 hours a day. The implants ended all aggression in violent prisoners. Another interesting application is a silicone chip implant that mimics the hippocampus, the area of the brain known for creating memories. If successful, the artificial brain prosthesis could replace its biological counterpart, enabling people who suffer from memory disorders to regain the ability to store new memories. It’s being developed by Professor Berger at the Center for Neural Engineering at the University of Southern California.

They’re working on rats and monkeys, so if applied to humans what this could do is restore your short-term memory which people lose as they get older, or it could replace your existing short-term memory with artificial short-term memory.

Applied Digital Solutions has a Verichip that is compatible with human tissue and can be used on implantable pacemakers or put defibrillators in artificial joints. It can be injected using a syringe and used as a sort of bar code in security applications. That’s seen as one of the easy ways to implement chips in people through injections. They could very easily inject it via a flu shot or a vaccine.

Verichip is working on a glucose microchip that would determine glucose levels. You wouldn’t have to draw blood to monitor glucose level. All you need is to have the doctor read your chip and your information and tell what your blood levels have been for the past month or two.

IBM has demonstrated a tiny device that measures heart rate and is able to sense when a person wearing it is in distress, after which it will call a cell phone for immediate help. The distress signal is sent wirelessly via Bluetooth.

Zarlink has developed the first swallowable camera capsule which uses Zarlink’s RF transmitter to relay real-time images from the gastrointestinal tract. Our MICS (Medical Implant Communication Services) platform is designed with in-body communication systems that will improve patient care, lower healthcare costs, and support new monitoring, diagnostic and therapeutic applications.

Currently the chip uses 100 hair-thin electrodes that sense the electro-magnetic signature of neurons firing in specific areas of the brain in, for example, the area that controls arm movement. The activity is translated into electrically charged signals and are then sent and decoded using a program, which can move either a robotic arm or a computer cursor. According to the Cyberkinetics’ website, three patients have been implanted with the BrainGate system. The company has confirmed that one patient (Matt Nagle) has a spinal cord injury, while another has advanced ALS.

This shows that human thoughts can be converted into radio waves and used by paralyzed people to create movement.

Matt Nagle sends the thoughts to a computer to decipher. He can turn his TV on or off, change channels, and alter the volume. (BBC 2005) He can also move his arms and pick up things.

In addition to real-time analysis of neuron patterns to relay movement, the Braingate array is also capable of recording electrical data for later analysis. A potential use of this feature would be for a neurologist to study seizure patterns in a patient with epilepsy.

Braingate is currently recruiting patients with a range of neuromuscular and neurodegenerative diseases, so if you want a computer chip in your brain you can just go on the website and volunteer.

What are the problems about these new technologies? Let me just give you a brief explanation. Chips are going to end privacy. There’s a website called Spychips.com operated by Katherine Albrecht; they research the use of RFID’s by different companies. They have been warning people about them because chips that have economic or health data could get that data stolen.

The New York Times in October of 2006 said that any card that doesn’t require swiping (in other words that doesn’t have a chip in it), is vulnerable to un-authorized charges and put people at risk for identity theft. You can buy scanners in electronics stores for $60 or more that can read the information on the chip.

They are finding that once implanted in people, chips can be damaging to our health. For example, the body of a rodent who was tested started rejecting some chips and started a development of cancer. Also there is a danger of viruses; you are all familiar with software viruses on your computers, imagine if you got a virus in your chip that deletes your information in your chip.

If chips can disseminate medicine then they can disseminate other things too; anything put inside a microchip can be activated by a signal. And finally, with this technology, subliminal mind control becomes possible. I went on to Google and did a search on mind control; you might find it interesting to check that yourself. I read one on patents; there are patents that exist for mind control. This is what one states: non-aural carriers, in the very low or very high audio frequency range or in the adjacent ultrasonic frequency spectrum, are amplitude or frequency modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain. This is patent number 5,159,703 1992.

Another explains a device that can be placed in the auditory cortex of the brain. This device allows the following process: someone speaks into a microphone, the microphone then has the sounds coded into microwaves which are sent to the receiver in the brain and the receiver device will transform the microwaves back so that the person’s mind hears the original sounds. In other words, a person with this device in their head will hear whatever the programmers send via microwave signals. (Phillip L. Stoklin took out patent number 4,858,612 on this.)

What do things like this mean to people of faith? You know from the Apocalypse, which is the last book of the Bible, that microchips are unacceptable to God.

Chapter 13, Verses 16-17: "And he (the beast) shall make all, both little and great, rich and poor, freeman and bondmen, to have a character in their right hand, or on their foreheads. And that no man might buy or sell, but he that hath the character, or the name of the beast, or the number of his name."

Chapter 16, Verse 2: "The first angel poured out his vial upon the earth, and there fell a sore and grievous wound upon men who had the character of the beast; and upon them that adored the image thereof."

Chapter 20, Verse 4: "And I saw seats; and they sat upon them; and judgment was given unto them; and the souls of them that were beheaded for the testimony of Jesus, and for the word of God, and who had not adored the beast nor his image, nor received his character on their foreheads, or in their hands; and they lived and reigned with Christ a thousand years."

If people have chips they will be tracked wherever they are. And there is a reasonable expectation that their bodies will be controlled and manipulated, as this technology is increasingly refined. Their minds will also be manipulated, they can certainly be made or induced to follow whatever people want them to follow. It’s quite conceivable that they could be made to denounce God also.

SAN FRANCISCO (Reuters) - International Business Machines Corp is looking to the building blocks of our bodies -- DNA -- to be the structure of next-generation microchips.

As chipmakers compete to develop ever-smaller chips at cheaper prices, designers are struggling to cut costs.

Artificial DNA nanostructures, or "DNA origami" may provide a cheap framework on which to build tiny microchips, according to a paper published on Sunday in the journal Nature Nanotechnology.

Microchips are used in computers, cell phones and other electronic devices.

"This is the first demonstration of using biological molecules to help with processing in the semiconductor industry," IBM research manager Spike Narayan said in an interview with Reuters.

"Basically, this is telling us that biological structures like DNA actually offer some very reproducible, repetitive kinds of patterns that we can actually leverage in semiconductor processes," he said.

The research was a joint undertaking by scientists at IBM's Almaden Research Center and the California Institute of Technology.

Right now, the tinier the chip, the more expensive the equipment. Narayan said that if the DNA origami process scales to production-level, manufacturers could trade hundreds of millions of dollars in complex tools for less than a million dollars of polymers, DNA solutions, and heating implements.

"The savings across many fronts could add up significantly," he said.

But the new processes are at least 10 years out. Narayan said that while the DNA origami could allow chipmakers to build frameworks that are far smaller than possible with conventional tools, the technique still needs years of experimentation and testing.

Progress. You see they have a thing called "progress." They hate something called stagnant civilization,  “arrested” civilizations; and to them it's a progress.  Progress to them is done through those who are willing to kill and become the top chutzpah of the king—king of the ape-men.  Then it jumps from there into the future to the year 2001, and then a space journey encounters, supposedly, on the trail of this obelisk that they unearthed. It ends up on Jupiter; but it's all occultic. It's nothing to do with space travel. There's a Masonic initiation in it. You will see the computer HAL on board the spaceship traveling to Jupiter. It kills off two of the guys that are with him and then tries to kill off the third guy. He outsmarts it and disables it, meaning he overcame all the natural laws.

HAL is the son, like HALOGEN, you know, HAL-CYON. HAL and H-A-L, one letter after each one in the alphabet is IBM, you see.  IBM, you speak it and it's I-beam, the beam from the eye, the eye of Ra. The beaming from the eye is between the pyramid, the capstone and the rest of the pyramid.

Everything is shown to you. It's not necessary you understand. It's only necessary that you think you understand, whatever comes out of these movies, chomping away – “ah it's a good movie. What's next? Have no idea what it means.”

Then "2010" is a follow-up to the movie, and it shows you what's supposed to happen in 2010.  There's a big thing at the end, where this guy who escapes the computer remembers in the next movie he's timeless, he's ageless, as he's become a god, because he overcame HALCYON, you see, the sun, the natural order.  He overcame all the laws and he's a god; and a new sun appears in the sky, but "as above so below," so a new sun will appear on the earth: A messiah, a being, an entity, whatever it is. They bring force to you with much hullabaloo and fanfare I'm sure.


They're telling you their system. They show you their religion from evolution, which is their belief system both physical and spiritual, because they do believe in reincarnation; but they don't believe that everybody reincarnates. There's a whole theology behind that, even though encouraged to believe in it amongst the lesser, as they call it. They have a different belief system for themselves, a specialized one; well, naturally, that's a special one. You can't foresee what is everyone else. So there's the physical and inbreeding which is terribly, terribly important to them because it's part of the “spiritual recycling,” you might say, of the same dynasties within dynasties; and that's what they claim gives them their power and intellect and the right to dominate and so on; and they give us religions.

Religion is to tie, to rebind, to re-tie. They tie our minds down. When you're tied, you're not free to think.  We're told we're free, so that's how it compensates. We're told we're free, even though we're crippled at birth by a system, which is indoctrination.

Vicky Davis (12/04/07), former systems analyst who lost her job in the 1990’s when so many of the “knowledge jobs” were outsourced to India. Her website, www.channelingreality.com, consists of four main topics: The Silent War, New Federalism, The Coup d-Etat, and Shock and Awe.  

Silent War: Privatized government is conducting low-intensity conflict (i.e., terrorism) against the people of the U.S.  It is an information war and a form of cultural warfare.  

The New Federalism: The Clinton administration re-invented government, passing framework legislation, based on implementation and funding by NGO’s (non-governmental  organizations- note: This violates constitution).  For example, the Smart Growth Network, funded by the EPA, got grants from federal agencies and private entities.  Agenda 21 (UN Agenda for the Twenty-First Century) was a coup d’etat in which government functions were contracted out to private corporations.  The new government structures amount to a “market-based government.”  Check report by William Perry, Ashton Carter, and Phillip Zelikow, entitled “Catastrophic Terrorism- Elements of a National Preventative Policy.”  In 1991/1992, under Bush senior, Douglas Noble and a committee of corporations wrote “New American Schools for the New World Order.”   The board of the “New American Schools Development Corporation” includes James Jones, James Baker, John Clendenon, and Louis Gerschner (CEO of IBM).

Agenda 21. under the banner of “smart growth” (thank you, George Orwell) and environmentalism, calls for re-wilding huge sections of the U.S.  It tries to establish special places, called World Heritage Sites.  President Clinton’s “Council on Sustainable Development” mandated that city mayors had to be engaged in “sustainable development.”  He set up “Conference of Mayors,” an international conference in Paris.  Participants included the Aspen Institute of France and the Aspen Institute of Berlin.   This was followed by “Transatlantic Summit of Mayors” in 2000.

The Coup d”Etat: The 9/11-NAU (North American Union) connection is the establishment of the Free Trade Agreement of the Americas (FTAA).  Colin Powell signed the Inter-American Democratic Charter on 9/11/2001.  This is intended to be the Magna Carta of the Americas.  In the early 1990’s, Sandy Berger, working for Anthony Lake (Department of National Security) set up the merger of all governments of all countries in the western hemisphere.  Goal was to have four summits, set direction of working groups with representatives of each country to “harmonize” the laws and coordinate the policies of the future “Pan-American Union.”  (By the way, all this is highly treasonous to the U.S. Constitution and to the American people).  However, when John Deutch left the CIA, Lake couldn’t be confirmed, and George Tenet was selected to be CIA director.  At the time, Tenet was lobbying for the Solar Industry.  Senator David Boren then selected him to be his Chief of Staff, where he worked on CIA issues.  As CIA director, all Tenet did was establish a paper trail on “Osama the boogie man” (the designated patsy of 9/11 and other government-sponsored synthetic terrorism acts).  Check out the movie: Invasion of the Body Snatchers.  BORSTOR.  The Plan, the Code name for Operation 9/11 was “The Big Wedding,” because it was supposed to be catalyst for merger of all western hemisphere countries.  

As a systems analyst, Vicky Davis was trained to look for the conceptual thinking behind the words, using the Yourdan Method, that helps you identify major processes, organize information and create indices and a hierarchy of concepts.  Total Information Awareness- the computer system- springs from DARPA- of the Dept. of Defense.

The NAFTA corridors are planned to be smart corridors, totally automated, with remote sensors so that they can ID the people in cars.  They will be designed to toll you by the mile using surveillance software of total domain awareness.  GIS (Geographic Information Systems), P-tech and Promis software technology will be used to establish command and control centers.

The New Federalism: Book report, “The Blair House Papers,” by Clinton and Gore, indicates that the era of big government is over.  Now, government is “privatized” through contracting out government functions to private corporations.  Al Gore headed up the FTAA and re-invention of government.  The new American way of war will be to use Command and Control Centers.  Thomas Barrett, professor at the R.I. Military College, drew up the Pentagon’s New Map.  He is father of net-centered warfare- 21st century military force.  The old model is no longer needed.  Art Sobrosky, author of The New American Way of War  has website.  Now military will utilize “effects-based operations” (i.e., terrorism), using small teams like Al Qaeda (aka Al CIA-duh), working groups (teams of government workers from the U.S., Canada and private sector, etc.), and think tanks (to write policy papers, etc.).   The Report from Iron Mountain was written by the Rand Corporation and IBM.

          Vicky Davis, who maintains the www.channelingreality.com website, was a contract Computer Systems Analyst/Programmer.  After the year 2000, she could no longer find contracts for her skills, even though she had 20 years of solid and successful years of experience.  Vicky believes the loss of her career is the result of the Knowledge Trade Initiative, which deliberately outsourced many, many American knowledge jobs... primarily to India.


9/11 as a computer crime?

Davis stated that on the morning of 9/11 there was denial of service to the risk management system designed to block such attacks.  I didn’t say that (although I’ve read it)  - what I said was that the emergency open communications line between the FAA and NMCC went dead - neither party was aware of it and it is my belief that the PTECH software was used to shut it down.

A key piece of software used on 9/11 was owned by the company PTECH.  PTECH has connections to the PROMIS software, which was written for the Justice Department by Bill Hamilton of Inslaw.  PROMIS allowed operators to traverse justice department systems to obtain information on cases including investigations and assets listed in bankruptcies.  The only way this could have been done is if the software had a “back door” through the IBM hardware controller.  “This is arcane knowledge,” and only a highly trained IBM technical support person could have devised it.  The Justice Department under Attorney General Edwin Meese confiscated the software and wouldn’t pay Hamilton, inventor of the software.  Hamilton sued and after years of litigation, they were rescued by IBM, when Inslaw was about to go under.   Rescue by IBM meant that IBM then owned the PROMIS software.

Indira Singh, Consulting Systems Analyst to J.P. Morgan for Morgan’s Risk Management systems on 9/11, has maintained that Arab’s were trying to sell PTECH software to the J.P. Morgan bank.  But, because of inconsistencies (to a fellow Systems Analyst) in Singh’s testimony, Vicky believes this may be just a cover story.  IBM marketed PTECH “Framework” software that produces tables and lists of all resources on the computer.  It provided a ‘window on the world’ into the computer system.  The “back door” capability of PROMIS built into the PTECH software was a way to get into the bank’s software by stealth, without at user ID or password.   This corresponds to the Congressional investigation of the Inslaw software in the 1990’s.

A 1992 Congressional investigation included allegations that the FBI was being subverted.  When FBI agents wanted  to execute a raid, they would find that evidence would be gone.  Apparently, criminals were being informed ahead of time that they were being investigated.   The implication is that the PROMIS software had the backdoor and that back door was being exploited to warn off criminals that they were being investigated.  Noteworthy - the CEO of IBM in the 1990’s, Louis Gerstner, Jr., later became CEO of the Carlyle Group.

Vicky began her career in 1976 in Silicon Valley and based on her experience there, she thinks she knows how the PTECH “back door” might have worked.  One company Vicky interviewed with wrote software for a warehouse system involving fork lifts and wireless communication.  This wireless communication allowed the forklift operator to update the computer inside the warehouse even while he was driving the forklift.  If a similar (very low tech) strategy was used on 9/11, this “Trojan Horse,” could have been simply a chip on a circuit board.  All they would need to do is record the first 25 characters and they could hack into any corporate and government computer system. Using a keystroke recorder burned into the extra chip along with passive communications software that would upload the characters on demand, the hacker could obtain the User ID and Password of any User on the system.

If that’s the way they did it, it would have been the perfect crime.  One person could have shutdown the line connecting the FAA and NMCC (National Military Command and Control).  “Coincidentally,” the person manning the NMCC on the morning of 9/11 was a first day employee and his boss was away at a meeting.  So, the new man on the job didn’t even know that on the morning of 9/11 the communication between FCC and NMCC was down.

Vicky believes that a coordinated sequence of events lead to PTECH and 9/11.  At the G-8 meeting in Houston in 1999 and at the 2000 United Nations meeting in Okinawa, Japan, there was considerable talk about bridging the “digital divide,” that is, the gap between developed and undeveloped countries.  The Plan of Action presented in Genoa was for governments and NGO’s (non-governmental organizations) to bring the internet to under—developed countries.  The partnership team to help implement this included MARKLE, headed by Zoe Baird, Anderson Consulting Company, the Chubb Corporation, and AIG.   The idea was to export our knowledge jobs (bio-tech, computer, etc.) to India.  At that time, the US economy was 65% dependent on the knowledge industry.  On Nov. 9, 2001, President Bush signed the Knowledge Trade Initiative which was a torpedo to our economy.

 
New Federalism  

Under Clinton and Gore’s “re-inventing government”  program, they implemented what has been termed ‘New Federalism’ which is essentially the privatization of government.  Congress passes framework legislation and funding; but the programs are implemented by a partnership of Foundations and Non-Governmental organizations - funded by corporations.  This leaves in place the façade of a federal government, but it is actually closer to the German model of socialism (ref. Ludwig Von Mises).

The Harvard paper written by Phillip Zelikow and Ashton Carter lays this out: “Catastrophic Terrorism, a National Policy” includes a reference to “market-based governance.”   'New Federalism is market-based 'governance.  There is a video on Newt Gingrich’s Americansolutions.org website where Elaine Kamarck, PhD. describes market-based governance in a presentation titled, “End of Government As We Know it” .  Clinton’s ‘New Federalism’ was the end of constitutional government and the beginning of the communist system of “governance by soviets” with soviet being defined as councils or committees.

The soviet system corresponds to the idea of “virtual government,” where all policies come from a central source.  The policies come from the EU and UN in Geneva (or where ever), and then are implemented by NGO’s.  But in this “virtual government,” there is no representation for people.  The most active part of the United Nations is UNESCO.  Their sustainable development groups are charged with  implementing U.N. environmental policies.  Under the heading of accountability, they have to tag and inventory everything because remote “governance” requires computerized monitoring of the performance of the soviets and the level of cooperation of the people.

The World Bank plan is to measure our productivity relative to the resources we consume.   If the ratio of our productivity to consumption is over 1 that’s OK, but if not, you are a “useless eater,” and perhaps need to be disposed of.  This idea is codified in the U.N. term, “family dependency ratio,” which refers to this kind of analysis being applied to an entire family.

These ideas are kind of implicit in what they write about their “poverty reduction strategies.”  The strategy is that under-developed countries would get development dollars if they reduce poverty.  To even get the development dollars, then, third world leaders more or less have to eliminate the poor.   The “poverty reduction” campaigns are eliminating poor people in Africa.  Indeed, much of the modern environmental movement traces back to the eugenics movement.  The definition of the environment as “everything we touch and everything that touches us” justifies the totalitarian control of everything under the heading of efficient utilization of resources.  This corresponds to the The Report from Iron Mountain, written by the Rand Corporation concerning population reduction.  It is Vicky’s belief that this report is real and that it served to provide the plan to the various players. Indeed, our government is fomenting revolution in a lot of countries.  

 
Turnkey Democracy and Revolution

The National Endowment for Democracy (NED) is a granting agency funded by the U.S. government that provides grants for organizations representing business, labor, the International Republican Institute, and National Democratic Institute.  NED provides “turn-key democracy”  through the soviet system of NGO’s.  NED has been linked to the “Color Revolutions” that are now going on all over the world.

 
Control of Resources by Supply Chain

Our transportation system and transportation systems all over the world are being redesigned to facilitate “supply chain management.”  The monopoly cartels will control all supplies through supply chain management.  For example, Dell Computers have lots of components.  Each component generates orders and each of these generates lots of smaller orders.  The idea is that if you want to stay in business, you control all aspects of the supply chain, thereby putting everyone else out of business.

Thus, we have to break up the monopolies.  It seems that Sec. of Treasury Paulson and Fed Reserve Chairman Bernanke want to set up an E-Bay style auction to handle the junk assets.  Only in this reverse auction, the government rewards the lowest bidder.  This is essentially D-Day for the capitalistic system and it gives Secretary Paulson unprecedented control over the economy and the system.  It also sets up a new market mechanism.  It is not a bail out, per se.  All these pieces of legislation have U.N. Agendas embedded in them.   If you control the supplies - you control country.

If this evil program is implemented, the UN system of “governance by soviets” will have complete control- forever.  The concept of “virtual governance” by computer system includes a national health care system.  The nationalization of medical records and outcome performance measuring provides the capability for human experimentation and potentially genetic modification- of people.  What scares Vicky, is that they could create a population of drones, like an ant colony, using genetic modification.

Essentially 9/11 was part of a Mind War experiment- to see how the population would react when you couple emotional shock with absurd explanations.

At first, all government revenues were from tariffs.  Then in 1913, tariffs were cut in half, with the remaining being paid by American citizens and business.  This has resulted in the indenture of the American people.  Now our labor is collateral to the bankers.  Americans need to awaken and snap out of their dream-sleep.

The global elite sure love to flaunt their intentions in front of the masses. Take the recent IBM propaganda push for the Global Information Grid (GIG) (ad 1, ad 2, ad 3) technology or “Smart Grid” as they call it. Their most brazen push so far is blatantly showing how all of your personal information would be accessible from a single database that is connected to multiple agencies around the world. They even push their eugenics propaganda when they talk about “tailoring vaccines to your DNA”.  These ads run multiple times a day on national television right now!

   UNISYS, an international computer security firm that has ties to virtually all sectors of the government, is actually taking on the eugenics agenda from a technological perspective called “Supply Chain Eugenics”. According to their recent propaganda video, they describe the many facets of industry that their security technology can protect or control by using Artificial Intelligence software that can determine problems or attacks before they occur. This software is oddly familiar to the capabilities of the AI software recently coming back out into the spotlight known as Ptech. They also specifically make the point multiple times in their video that those who do not comply with the system “get left behind” and will die.

   The major example of a modern day place using this technology is the city of Minneapolis, Minnesota. During the bridge collapse over the Missouri River in 2007, the City’s Information website was being “bombarded” by traffic and needed attention in order to help notify the general public of the disaster. The Chief Information Officer, Lynn Willenbring, states that UNISYS called her and offered to take over all of the IT functions of the city immediately in order to “fix” their problems, free of charge! Today, UNISYS runs all IT functions of transportation and security in the City of Minneapolis, with street cameras and database “protection” software. They also have wireless broadband anywhere in the city, accessible by businesses and citizens alike.

   However, while all of those things may seem like nice “perks” and benefits, do not be fooled. They are all tools of control used by the NWO to suppress the population. They will have the power of  all of your personal data and total control over the use of the internet at their fingertips allowing them to make sure that people only travel where they say we can and only use what they provide for us and only hear what they want us to hear. It will be used to totally monopolize the markets and make everything function in their favor.

   The video provided by Anti-Illuminati Film Productions, shows how the UNISYS video is linked to Indira Singh’s testimony on Ptech, as well as accounts by John Zachman, the “father” of enterprise architecture (aka free thinking AI). It also shows how even 14 years ago in the Hollywood movie, “The Net” starring Sandra Bullock, the entire concept with Ptech (Gatekeeper in the movie) and the GIG going on right now, was thrown right in our faces and we didn’t even know it! In the wake of potential catastrophic events, lets hope that the majority of the world wakes up about this before its too late because the price of remaining unaware  is nothing short of slavery.

US computer giant IBM announced on Tuesday that it has agreed to buy business analytics software firm SPSS for 1.2 billion dollars in an all-cash deal.

IBM's has offered the Chicago-based company 50 dollars a share, a more than 40 percent premium over SPSS's closing price of 35.09 dollars in New York on Monday.

The companies said in a statement that the deal is expected to close in the second half of the year and is subject to the approval of SPSS shareholders and regulatory clearances.

IBM said the acquisition will expand its software portfolio and business analytics capabilities, which allow companies to better control costs and allocate resources through data capture, data mining and statistical analysis.

According to an IDC study cited in the statement, the worldwide market for business analytics software is expected to grow four percent over last year to 25 billion dollars this year.

"With this acquisition, we are extending our capabilities around a new level of analytics that not only provides clients with greater insight -- but true foresight," said IBM's general manager for information management Ambuj Goyal.

"Predictive analytics can help clients move beyond the 'sense and respond' mode, which can leave blind spots for strategic information in today's fast paced environment -- to 'predict and act' for improved business outcomes."

IBM said predictive analytics technology can be used, for example, to reduce credit risk, increase customer loyalty and detect and prevent fraud.

"Clients will be able to identify which customers to target, how to reach them, when to make contact and the most appropriate action to take," it said.


"Predictive analytics will also be an essential component of the smarter business systems that IBM is helping companies and organizations build to help confront the complex challenges presented by the exponential growth of data."

SPSS, founded in 1968, employs some 1,200 people and has more than 250,000 clients around the world. Its revenue grew four percent in 2008 to 303 million dollars.

IBM announced meanwhile that it has acquired Ounce Labs, a privately-held company based in Waltham, Massachusetts that makes software designed to help firms reduce the risks and costs associated with security and compliance.

Financial terms of the deal were not disclosed.

"Ounce Labs solutions use advanced capabilities to scan software source code and identify potential security and compliance vulnerabilities during the earliest stages of software development," IBM said.

"Ounce Labs software can also help organizations to rapidly assess and remediate the level of risk posed to their businesses through their legacy applications."

IBM rational software general manager Daniel Sabbah said the acquisition would allow the company to "provide customers an end-to-end application security testing solution for managing security and compliance across all stages of the software delivery process."

Founded seven years ago, Ounce Labs has a clientele base that includes the US Defense Department and Lockheed Martin.

The purchases announced Tuesday came three months after IBM failed in a bid to buy Sun Microsystems, which was acquired instead by business software giant Oracle.

IBM's share price lost 0.34 percent to 117.23 dollars in early trading in New York on Tuesday.

The secret scheme is being touted as a service for the protection of the people by high government officials, but some insiders who object to the move say it's just another way for Big Brother to control its subjects.

Transmitters

"Top-level national security agents are trying to convince sources in the Bush Administration to begin the project in which every man, woman and child will be implanted with a tiny transmitter," claims Davis Milerand, a critic of government intervention who says he has received leaked information from inside sources.

"They're trying to say this will be a good way for authorities to quickly track down missing persons and children, as well as criminals and spies.

Injections

"But with the astounding technology of today, everything about you could be contained in one tiny microchip, which would be connected to a government computer.

"Any government agency will know what any person has done and is doing at any time."

Other sources say the tiny transmitters can be injected painlessly from a tiny gun in humans without them even knowing it through a nationwide vaccination program.

"All the government would have to do is make up something like the swine flu vaccine," Milerand says.

"Imagine if they said there was a vaccine for AIDS.  People would rush in droves to get shots.

"The doctors themselves may not even know what they're injecting.  They could be told the microchips are genetic implants that reprogram the body into fighting disease."

He adds:  "The program would require all federal, state and local government workers to undergo the injections.

"It would only be a matter of time before everyone is implanted with a microchip, a slave to the government."

A consortium of Pacific Northwest utilities have joined Battelle, Areva and IBM in seeking Department of Energy stimulus funding for a $178 million project that could be one of the broadest smart grid demonstration projects to date.

The Pacific Northwest Smart Grid Demonstration Project wants to collect energy usage data from 60,000 utility customers and 112 megawatts of energy generation capacity across five northwestern states.

The partners want to spend $178 million over five years to collect information from 15 test sites across a wide range of geographies and population types, as well as test a number of technologies to monitor the transmission system and give homeowners insight into their energy usage.

The partners have applied to the DOE's $615 million Smart Grid Demonstration Grant Program to cover up to half the costs of the project. That's the smaller of two DOE programs created by the American Recovery and Reinvestment Act to fund smart grid deployments, and is aimed at more experimental projects (see DOE Issues Rules for $3.9B in Smart Grid Stimulus Grants).

So far, publicly announced applications to the demonstration grant program include projects from Pacific Gas & Electric, Southern California Edison and San Diego Gas & Electric, a transmission grid monitoring system involving multiple Western U.S. utilities, and a handful of smaller research projects that had already been promised research funding (see PG&E Wants DOE Dollars for Underground Air Energy Storage, SoCal Edison Wants A123's Biggest Grid Battery Ever, Green Light posts here and here and DOE Hands Out $47M For Smart Grid Demos).

The first deadline for applications to the demonstration grant program passed last week. As with the larger $3.4 billion pool of grants for commercial-scale projects, industry observers expect thre DOE may give out all the money available in the first round of funding set for later this year (see Green Light post).

The Pacific Northwest project does have some heavyweights on board that could help it compete for its share of the stimulus pie. Battelle runs the DOE's Pacific Northwest National Laboratory, which led one of the first smart grid experiments, the Gridwise project, in 2006 (see The Smart Home, Part I).

Areva is a French nuclear power and electricity giant, and IBM is deeply involved in multiple smart grid pilot projects elsewhere around the world (see Green Light post).

Utilities joining on the project include the federal Bonneville Power Administration, as well as Idaho Falls Power, Portland General Electric, Avista, Seattle City Light and others.

Why test?
Managing a campaign on two fronts is a severe test of management and leadership that should be rehearsed.  Having well developed plans is obviously an important but most plans are generic and often break down during live implementation. As the military strategist von Moltke observed – ‘No plan survives first contact with the enemy’. As a potential crisis develops, therefore, it is essential to test the robustness of the plan and ensure it is aimed at the specific target being faced, not some generic threat. Moreover, even with the most robust of plans, success is dependent on individuals putting the plan into operation and making the right decisions at the right time. Establishing effective team working and crisis decision making can only be done through testing and rehearsal. The news is full of conjecture but Health Organisations, including the UK’s NHS (National Health Service) and leading biotech and pharmaceutical companies have been planning their responses to the next (this) pandemic for years.

Each organisation plans with their own performance in mind. The NHS (for example) wouldhave wanted to know weaknesses to their standard plans. Pharmaceutical companies will have been planning in an effort to increase their returns on investments.

ATLANTA, April 27 (Reuters) - A leading U.S. health agency staged a war game this week to test its response to one of the worst health emergencies it could imagine -- an outbreak of avian flu on American soil.

The exercise, which ended on Friday, was designed to simulate how the Centers for Disease Control and Prevention would marshal its resources, coordinate with other branches of government and, crucially, reassure the public while preparing it for a possible pandemic.

"If we were at the beginning of a pandemic this is exactly what it would look like," said CDC Director Julie Gerberding at a news conference early in the 48-hour drill, which involved hundreds of officials.

If things turn out wrong it could lead to a "catastrophe beyond our planning," she said.

In the script, a student infected with a new strain of H5N1 virus returns from Indonesia where a bird flu outbreak is under way. He dies but not before infecting others including members of a swimming team.

On Day One, 12 people contract the disease in four states and 25 percent die, a rate that shows the virus to be particularly lethal.

By Day Two, there are 25 cases and CDC is forced to consider whether to recommend ordering schools to close, banning flights from Indonesia or even shutting U.S. borders.

They decide against these measures but send experts to Indonesia, release a quarter of the U.S. stockpile of flu vaccines and force all international flights to land at just 10 airports to screen passengers and limit the disease's spread.

Health experts say that in real life it's just a matter of time before a global flu pandemic strikes. The 1918 pandemic killed up to 100 million people -- 650,000 in the United States -- and there have been two subsequent less-severe pandemics.

"24"

In some ways the war game resembled the hit U.S. TV show "24," with health officials battling in real time to save the United States from imminent disaster, though of course minus the violence.

Like the Counter Terrorism Unit at the heart of "24," the CDC used its Director's Emergency Operations Center, a high-tech command post at which scores of doctors and public health experts assist decision makers who in turn brief government leaders.

Behind the scenes, planners draw on a wealth of research.

In calculating whether to close the border, for example, there are hundreds of studies on the movement of pathogens, the impact of public health decisions on the economy and the potential social and political repercussions.

"What we do (in the exercise) is tailor our thoughts over the last few years to the specific scenario that is playing out. These are the facts on the ground: do our theoretical constructs hold," said Martin Cetron, CDC director of the division of global migration and quarantine.

Another consideration was whether to adopt a "containment" model, by trying to stop the virus' spread, or a "mitigation" model, by taking steps such as closing schools to lessen its impact once it can pass freely from person to person, he said.

If they overreact, it could stifle the economy and cause a host of unintended consequences. If they do too little they could fail to impede the spread of the disease.

So will the United States be safer? The exercise is part of a long-term plan involving multiple layers of government to prepare for public emergencies. The game, set up by a team of former military planners, is followed by an extensive effort to analyze mistakes.

"Doctrine number one is that we are learning, so we expect to make mistakes ... We expect to own the mistakes that we make .... We are a great agency but we are not perfect," Gerberding told a staff briefing at the outset of the drill.

But in an ominous note, the next stage of the exercise to be held over the summer will start with the assumption that the bird flu outbreak has become a full blown pandemic.

Preparing for a Natural Disaster of Pandemic Proportions

Since September 11th, and even before, the federal government has run war games. These drills have been designed to prepare for the eventuality of another attack, whether another airplane hijacking, a suicide bombing, or a CBRN attack. Mostly our focus and attention has been on these types of incidents.

Homeland Security includes the efforts of first responders, public safety and of critical infrastructure organizations. Importantly, it addresses a range of hazards and disasters, both natural and manmade. At the heart of the homeland security process is the understanding of anticipation, indications and warning, mitigation, response and recovery.

Last week, another type of war game was held, one that was intended to help prepare the country for a global outbreak of a highly transmissible strain of influenza -- a pandemic. While admittedly such outbreaks have occurred infrequently in history, their occurrences are also unpredictable. This war game is described in Agency Uses Mock Outbreak to Prepare for Disaster
A 22-year-old Georgetown University swim team member just back from Indonesia eats dinner with his teammates but then develops a fever and doesn't accompany them to a meet in New York. That is how a flu pandemic in the United States started.

Unfortunately, a winter storm created a public safety issue and caused the CDC to abort the war game midway through the program, postponing the conclusion of the exercise until April.

The question of how to deal with a possible outbreak of pandemic flu, likely to be a strain of the much publicized H5N1 bird flu, in the United States has been controversial. There has been an on-going debate over whether the fears of a pandemic outbreak of H5N1, or avian flu, was a real risk, or if the crossover of the disease from poultry to humans was possible. This question was back in the news this week, and raised to a new level of awareness and concern that at least at the Center for Disease Control, the possibility is all too real. In addition to the war game, the CDC issued new guidelines in preparation for a flu pandemic.

Probably one of the more scary observations is that if an outbreak were to occur, it is likely that it would take four to six months to prepare a vaccine to protect against a pandemic flu, the guidelines are considered critical to restricting the virus in the interim.
Among other things, these new guidelines have created a scale of 1 to 5, with five representing the most severe outbreak. As expressed in the CDC news release :
"The threat of a pandemic continues to be real. We need to continue helping state and local decision-makers determine some of the specific actions they could take during the course of a pandemic to reduce illness and save lives," said HHS Secretary Mike Leavitt. "An important consideration for action is the severity of a pandemic once it emerges. The new CDC guidelines are a step forward in that direction."

Among the recommended actions in case of a pandemic outbreak are:

1. Asking ill persons to remain at home or not go to work until they are no longer contagious (seven to 10 days). Ill persons will be treated with antiviral medication if drugs are available and effective against the pandemic strain.

2. Asking household members of ill persons to stay at home for seven days

3. Dismissing students from schools and closing child care programs for up to three months for the most severe pandemics, and reducing contact among kids and teens in the community

4. Recommending social distancing of adults in the community and at work, which may include closing large public gatherings, changing workplace environments and shifting work schedules without disrupting essential services.

Why is all of this so important, and how does it relate to homeland security? The answers start with this from the Washington Post article:
The H5N1 strain of avian influenza, or bird flu, has killed millions of birds and 164 people, mostly in Asia, since 2003. It does not pass from person to person efficiently. But it is highly lethal and still evolving; many experts believe it has the potential to cause a pandemic.

Further, the response to an outbreak of a pandemic flu, if it happened, would come under the heading of “All Hazards” Crisis Management that is governed by HSPD-8. HSPD-8:
"...establishes policies to strengthen the preparedness of the United States to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by requiring a national domestic all-hazards preparedness goal, establishing mechanisms for improved delivery of Federal preparedness assistance to State and local governments, and outlining actions to strengthen preparedness capabilities of Federal, State, and local entities."

How real is the threat from H5N1 and how possible is it for the “bird flu” to spread to humans? Two articles highlight the most recent outbreaks of the “flu” in poultry.

Deadly Bird Flu Virus Found in Britain and First case of bird flu found on British farm

Simply, these two articles talk about the gassing of 159,000 turkeys from Europe’s largest poultry producer that were infected with H5N1 while in a sealer shed. The question of transmission is raised. The Washington Post article includes this:
Bird flu has killed or prompted the slaughter of millions of birds worldwide since late 2003. It has killed at least 164 people worldwide, but remains difficult for humans to catch. Experts fear it could mutate into a form that spreads easily among people, potentially sparking a global pandemic. So far, most human cases have been traced to contact with sick birds.

The final point for now, and one that underscores the potential threat is this, Pandemic flu may be only two mutations away (a biologically technical piece):
The difference between a flu virus that kills millions, and one that kills only a few comes down to just two amino acid changes, researchers say.
