Japan is such a homogenous society - barely any faces that are not Japanese. So I would guess it's zero. Just a guess. Surprise me... :)

Had to look. I was wrong.... 27 people were allowed into Japan.

Japan has other problems, like an aging demographic. Also their population density is significantly higher than many developed countries (owing to limited tracts of fertile land).
