The Manhattan district attorney's office has smashed a sinister plot to smuggle nuclear weapons materials to Iran through unwitting New York banks, the Daily News has learned. Officials plan to unseal a 118-count indictment Tuesday accusing a Chinese national of setting up a handful of fake companies to hide that he was selling millions of dollars in potential nuclear materials to Tehran. "This case will cut off a major source of supply to Iran and it shows how they are going ahead full steam to get a nuclear bomb. Long-range missiles they pretty much have already," a law enforcement source close to the case said. "We think it is one of the largest suppliers of weapons of mass destruction to Iran." Experts say Iran, under the leadership of President Mahmoud Ahmadinejad, appears close to amassing enough nuclear material to make an atom bomb. A United Nations embargo bans Iran from acquiring the high-tech metals needed to make a long-range nuclear weapon a reality. The indictment will outline the financial conspiracy behind 58 different transactions, including shipments of various banned materials from China to Iran between 2006 and late 2008.

Among them:

    * 33,000 pounds of a specialized aluminum alloy used almost exclusively in long-range missile production.
    * 66,000 pounds of tungsten copper plate, which is used in missile guidance systems.
    * 53,900 pounds of maraging steel rods, a superhard metal used in uranium enrichment and to make the casings for nuclear bombs.

The recipient is believed to have been a subsidiary of the Iranian Defense Ministry. The suspect, who is not believed to be in the U.S., set up four bogus import-export companies that did business with six Iranian shell firms, one source said. "They took elaborate steps to conceal the identity of the shipper and the recipient," the source said. The deals went through "several" New York banks, which cooperated when the alleged plot was uncovered. "The New York banks were completely unaware," the source said. Authorities first stumbled over the scheme seven months ago in an unrelated probe into Iranian money-laundering through Lloyd's, a British bank. In January, Lloyd's paid a $350 million fine to settle accusations it "stripped" information from Iranian money transfers to New York banks, hiding where the cash came from. Officials said they suspected that money was also used to finance Iran's nuke program. "The important thing is to put sunlight on these deals," the law enforcement source said.

WASHINGTON/NEW YORK, April 7 (Reuters) - The U.S. government on Tuesday slapped sanctions on a Chinese metals company and six Iranian companies suspected of collaborating on a scheme to transfer missile and nuclear technology from China to Iran.

A New York grand jury also indicted the Chinese metals company, LIMMT Economic and Trade Co Ltd, and its manager, Lee Fangwei, on 118 counts including suspicion of shipping 33,000 pounds (15,000 kg) of specialized aluminum alloy used for long-range missile production from China to Iran. Lee was charged with the suspected misuse of Manhattan banks employed to transfer money between China and Iran by way of Europe and the United States. The actions by the U.S. Treasury Department and a grand jury convened by the New York state prosecutor in Manhattan come as the United States has sought tougher U.N. sanctions against Iran to halt its nuclear program, which Western nations believe is designed for making weapons. Tehran says the program is aimed at increasing its civilian power capacity. China is bound by three U.N. Security Council sanctions resolutions forbidding support for or contact with individuals or companies linked to Iran's missile and nuclear programs. China and Russia reluctantly backed all three resolutions and say they are complying with sanctions. But U.N. diplomats say a number of Chinese, Russian and Western firms have continued to try to skirt the restrictions on selling sensitive technology to Iran. "Materials may be dual-use, but when they are sent to front companies set up by the Iranian military, and the defendants use false end-user certificates and dummy names, there's not much doubt that the use is for weapons," Manhattan District Attorney Robert Morgenthau told reporters. Morgenthau also said he would request the arrest and extradition of Lee, also known as Karl Lee and by several other aliases, from the Chinese government. He is believed to be at large in China.

It was so shocking no one could even understand it and it was ignored, but we know exactly what he means. It was the same warning that Gary Hart made which caused AJ to get on the air before 9/11. The timing of the movie contagion is very suspect as well as CSIS white papers. GINGRICH: Yeah, I just want to go back, frankly, to the homeland security question, because it's important for us to confront this. I helped develop the model for homeland security. It hasn't been executed well.

The fact is, we have enemies who want to use weapons against us that will lead to disasters on an enormous scale. And the original goal was to have a Homeland Security Department that could help us withstand up to three nuclear events in one morning.

And we need to understand, there are people out there who want to kill us. And if they have an ability to sneak in weapons of mass destruction, they're going to use them. We need to overhaul and reform the department, but we need some capacity to respond to massive events that could kill hundreds of thousands of Americans in one morning.

Newt Gingrich helped set up Homeland Security right after 9/11, but Homeland Security was developed before 9/11 by a grant from the RAND Corporation. Also, the fact that he says it was built to respond to 3 nuke attacks in one morning is the craziest batshit insanity I have ever heard in my life. The implications of that statement are mind boggling. Three nuclear attacks in one morning? A Nixon/Johnson 3AM call x 3?!?!?!?!

Protective Actions and Guidelines

In the United States, federal agencies have been planning responses to nuclear emergencies for decades. 18 Historically the planning has focused primarily on emergencies involving accidental releases of radioactive materials, such as from nuclear power plants. The Environmental Protection Agency (EPA) first developed a Protective Actions Guide (PAG) manual in 1975. Following the Three Mile Island accident in 1979, President Carter issued an executive order establishing the Federal Emergency Management Agency (FEMA) as the lead agency coordinator for the nation’s radiological emergency response and preparedness. Under the arrangement, EPA was assigned the task of establishing PAGs for radiological response planning, and it issued the Manual of Protective Action Guides and Protective Actions for Nuclear Incidents with input from other federal agencies. 19

Following the terrorism acts of September 11, 2001, DHS was created by the Homeland Security Act of 2002, which consolidated twenty-two agencies (including FEMA) into one single federal agency. DHS has a threefold mission: to lead the unified national effort to secure America; to prevent and deter terrorist attacks and protect against and respond to threats and hazards to the nation; and to secure the nation’s borders while welcoming lawful immigrants, visitors, and trade. 20 The Top Official (TOPOFF) exercise, also directed by Congress in response to the September 11, 2001 terrorist attacks, was designed to strengthen the nation's capacity to prevent, protect against, respond to, and recover from large-scale terrorist attacks involving weapons of mass destruction (WMD).

Managing the Next Domestic Catastrophe: Ready (or not)?

Even with the vast number of government agencies in place to assure America’s safety, the federal government and the nation are not ready for the next catastrophe.  There is still a great deal of confusion over who will be in charge during a disaster and no guidelines are in place to determine and assess the capabilities that states, cities, and towns should have to ensure they are prepared for the worst.  The improvements in preparedness are evident with several additions to federal government infrastructure.  

The Federal Emergency Management System (FEMA) has developed more than 200 prescripted mission assignments across 27 federal agencies to strengthen and streamline response capabilities in advance of actual events.  

The Department of Defense is creating a trained and ready Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) Consequence Management force that will be able to respond rapidly during a catastrophe.  As a means to progress the movement towards better homeland security and disaster preparedness,

the Center for Strategic and International studies has made several recommendations:  

(1) merge the National Security Council and Homeland Security Council into a single organization with a single staff,

(2) establish a clear chain of command inside the Department of Homeland Security (DHS) to ensure that the Secretary can carry out his or her responsibility to serve as the federal government’s coordinator for incident management,

(3) state clearly that the Department of Defense will not have the lead in responding to catastrophic incidents but will be expected to play a substantial support role when needed, and

(4) create a partnership between the Office of Management and Budget and the NCS Strategic Planning Directorate to lead the development of integrated budget planning across homeland security mission areas.

America is not ready for the next catastrophe. Almost seven years have passed since the nation was attacked here at home by violent Islamist extremists who remain free and who have made clear their willingness to use weapons of mass destruction against the United States, should they be able to acquire or build them. Almost three years have passed since Hurricane Katrina devas- tated the Gulf Coast and laid bare myriad flaws in the nation’s preparedness and response system. Simply creating the Homeland Security Council, the Department of Homeland Security (DHS), and U.S. Northern Command was not enough to make the country prepared. There are still no detailed, government-wide plans to respond to a catastrophe. There is still considerable confusion over who will be in charge during a disaster. There are still almost no dedicated military forces on rapid alert to respond to a crisis here at home.

There are still no guidelines to determine and assess the capabilities that states, cities, and towns should have to ensure they are prepared for the worst. To be sure, a number of significant steps have been taken, and the nation is clearly more prepared than it was seven or eight years ago. There is a National Homeland Security Strategy that provides overall direction for the federal government’s homeland security policies and programs. Hundreds, if not thousands, more people focus each and every day on improving national preparedness than before the September 11 attacks.

A National Response Framework describes how the federal government will work with state, local and tribal governments as well as the private sector and nongovernmental organizations during domestic incidents. Fifteen National Planning Scenarios have been drawn up to guide government planning for catastrophes. The Federal Emergency Management Agency (FEMA) has developed more than 200 prescripted mission as- signments across 27 federal agencies to strengthen and streamline response capabilities in advance of actual events. The Department of Defense is creating a trained and ready Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) Consequence Management force that will be able to respond rapidly during a catastrophe, and the National Guard has almost completed its development of 17 CBRNE Emergency Response Forces spread around the country to help bridge the gap between the immediate response to a crisis and the arrival of more extensive federal capabilities.

Although significant progress has been made in the past several years– with many achievements extremely hard-won, through the tireless work of senior leaders and public servants across the government—what ultimately matters to the American public is not how far we have come but how far away we still are from being prepared for the next catastrophe. The task of readying America to face the threats of the post–September 11 era is an enormous one and poses a fundamental challenge for the next President.

Preventing, protecting against, preparing for, and responding to a domestic catastrophe are basic tasks of government at all levels. Unfortunately, today’s efforts to provide homeland security, particularly at the federal level, are not unlike the governmental equivalent of a children’s soccer game. One can see a tremendous amount of activity under way and considerable energy on the field, but the movements are often not very well coordinated. Players tend to huddle around the ball—in this case, whatever happens to be the crisis or headline issue of the day—and follow it wherever it goes, even if in doing so they neglect their assigned positions. In such an environment, it is not impossible to score a goal, but that outcome is usually due more to luck than to skill. Given that this is not a competition the nation can afford to lose, what can be done to improve America’s odds?

The key for the next Administration will be to bring order to the relationships, processes, and implementation of its homeland security system. Which organizations at the federal, state, and local level will perform what roles, who is the lead official at each level of the response, and how do all the players work together as a team? What processes should guide how stakeholders interact and ensure that everyone is working toward the same goals? What plans are needed to prepare the government to deal effectively with future catastrophes, and how should government at all levels decide what it needs so that it can execute those plans? Finally, how can the government translate its strategies and plans into trained and ready capabilities on the ground that can be deployed effectively in accordance with comprehensive, integrated plans developed in advance of a specific catastrophe?

Many of the building blocks required to move the country toward being truly prepared to handle a catastrophe already exist in some form, but the next Administration needs to bring the pieces together, fill in the gaps, and provide the resources necessary to get the job done. If implemented, the following major recommendations –slightly condensed from their full discussion in the body of this report—would go a long way toward getting America ready to manage the next domestic catastrophe, whatever form it might take.


■ Merge the National Security Council and Homeland Security Council into a single organization with a single staff.

The U.S. government has artificially separated homeland security from national security. Securing the homeland is a matter of national security—and it has both domestic and international components. Dividing homeland security from national security has resulted in fractured, partial solu- tions and has greatly weakened the ability of the federal government to generate unity of effort. Merging the National Security and Homeland Security Councils and their staffs will greatly enhance the federal government’s ability to develop holistic strategies and policies, and it will ensure that the homeland security aspects of national security policy are also supported by the political and bureaucratic power of the White House.

■ Establish a clear chain of command inside DHS to ensure that the Secretary can carry out his or her responsibility to serve as the federal government’s coordinator for incident management.

The relationship between DHS and FEMA continues to be murky and confusing. If the Hurricane Katrina experience showed anything, it illustrated the perils of not having a clear understanding of who is in charge of what—both in Washington and in the field—during a catastrophe. The absence of a clear framework for the DHS-FEMA relationship has had an extremely pernicious effect on homeland security policy in the past several years and has noticeably hampered the federal government’s efforts to improve preparedness. The next Administration and Congress should work together to put into a law a clear chain of command, from the President down to the field level, for the coordination of domestic incidents.

Under this new clarified framework, the Secretary of Homeland Security will serve as the principal federal coordinator of domestic incidents as directed in Homeland Security Presidential Directive (HSPD) 5, “Management of Domestic Incidents,” and will report directly to the President. While the FEMA Administrator should be able to advise the President directly on the subset of emergency management matters, as specified in law, the operational chain of command for the overall incident should run from the President to the Secretary of Homeland Security, and then within DHS from the Secretary to the FEMA Administrator. In the field, the DHS chain of command during an incident should extend to the 10 FEMA Regional Administrators, who would execute their responsibilities on the ground through designated “Lead Federal Coordinators,” as discussed in more detail in the following recommendation. During a catastrophe, the Lead Federal Coordinator would be the single federal official on the ground responsible for coordinating the overall federal effort with all of the other response efforts.

■ Consolidate the positions of Principal Federal Official and Federal Coordinating Officer into the single position of Lead Federal Coordinator, who would report through the FEMA Administrator to the Secretary of Homeland Security.

During and after a catastrophe, there must be one DHS official on the ground, responsible to the President and accountable for the agency’s performance. It makes no sense to have a Principal Federal Official (PFO) who reports to the Secretary of Homeland Security and lacks line authority over a Federal Coordinating Officer (FCO) who reports to the FEMA Administrator, particularly when the FEMA Administrator works for the Secretary and FEMA is part of DHS. The continuing existence of the PFO and FCO positions perpetuates confusion at all levels—federal, state, local—and indeed reflects the larger DHS-FEMA bureaucratic battle. It is time for this battle to end. As the relationship between DHS and FEMA is restructured, the PFO and FCO positions should be eliminated in the National Response Framework and in statute, respectively, and replaced with a single position: Lead Federal Coordinator (LFC). In practice the LFCs should typically be very senior officials in each of the 10 FEMA regional offices and they should have the authorities of the FCO as described in the Stafford Act of 1988. Ensuring that there is a single DHS senior official on the ground during a crisis—who reports through the Secretary to the President, who has the power to coordinate and distribute federal assistance (whether directly or through delegation of authority), and who already knows the state and local players—would greatly increase unity of effort.

■ State clearly that the Department of Defense will not have the lead in responding to catastrophic incidents but will be expected to play a substantial support role when needed.

The persistent debate about whether the Department of Defense (DoD) should ever lead the response to a catastrophe instead of DHS should be settled. The next Administration should restate emphatically that DHS will be the Lead Federal Coordinator during domestic incidents, but should also make clear that DoD will be expected to play a significant supporting role in catastrophes, working within the HSPD-5 framework. As outlined in the National Response Framework, the federal government should have a single, scalable framework for incident management, led by a single federal agency. The nation cannot afford to have one system for 98 percent of all events, and a different, DoD-led system for the 2 percent of events that are “high end.” At the same time, the next Administration should make very clear that DoD will no longer hold the civil support mission at arm’s length and will be expected to play a very significant supporting role in the aftermath of a catastrophic event—a role that will require that DoD resource, train, and equip its forces accordingly.

■ Initiate a robust dialogue on the subject of how to balance the need to enable the federal government to directly employ federal resources within a state or states during the most extreme circumstances with the constitutional rights of states.

The idea of expanding the role of the federal government during a domestic catastrophe is anathema to many in the homeland security community; but in light of the threats faced by the nation in the post–September 11 environment, it is only prudent to ensure that the country’s preparedness system includes the ability of the federal government to exercise its full authority under the law to save lives and protect property during a major disaster. It is not impossible to imagine scenarios in which state leadership is severely weakened in its ability to orchestrate an effective response effort, or others in which the state leadership is in place but the state’s capacity to execute decisions made by those leaders is severely degraded. In such instances, it may be appropriate for the federal government to exercise the authority granted to it under the Stafford Act more fully than is envisioned today.

The goal of adapting the current system is not to enable the federal government to “take over” management of a catastrophe over the objections of a state governor, but rather to develop an understanding with state governors in advance about the conditions under which the federal government might need to directly employ federal resources within a state or states in the most extreme circumstances in order to execute its responsibility to save lives and protect property. The principle of managing a crisis at the lowest level of government possible should remain a fundamental feature of the American approach to domestic emergency management. At the same time, the next Secretary of Homeland Security, with the President’s strong backing, should work closely with state governors to begin exploring how the current system could be adapted in a mutually acceptable way that balances the need to fully empower the federal government under existing law with maintenance of the constitutional right of states to self-governance during a catastrophe.

■ Conduct a Quadrennial National Security Review and create a National Security Planning Guidance.

There is growing consensus that the federal government needs a mechanism to develop an inte- grated set of national security priorities, assess trade-offs among these different priorities, and assign roles and responsibilities for these priorities across the interagency. To achieve these objectives, the next Administration should direct the National Security Council (NSC) to lead a Quadrennial National Security Review (QNSR) in the first few months of the new term. The review would engage the relevant national security agencies, focus on a select set of critical national security priorities, and produce two major documents: an integrated National Security Planning Guidance and a public National Security Strategy, both of which would include treatment of homeland security issues. The National Security Planning Guidance would elaborate on the broad priorities articulated in the QNSR; provide more specific guidance on priorities, roles, and missions; and lay out timelines for the implementation of major planning objectives. In addition, the planning guidance would be the starting point for Cabinet agencies to develop their own more detailed strategies.

■ Create a Senior Director for Strategic Planning within the merged NSC to lead interagency strategic planning efforts and oversee their implementation.

The federal government cannot develop or implement the kinds of integrated national security strategies and programs that are needed to meet the challenges of the 21st-century security environment in the absence of strong leadership and coordination at the White House level. As part of the NSC, the next President should create and empower a robust strategic planning directorate, led by a Senior Director for Strategic Planning. Rather than relying on the 1- to 2-person strategic planning offices that have sometimes been a part of the NSC organization, the next President and National Security Adviser need at least 10–15 people leading strategic planning efforts on a daily basis. This office should be responsible for leading the QNSR and developing the National Secu- rity Planning Guidance. This office also should be responsible for guiding the interagency process to develop detailed plans for responding to catastrophic events, as well as the associated effort to develop requirements for catastrophe response at the federal level that are then fed into the federal budget process.

■ Establish a robust interagency organization overseen by the NSC but housed at DHS that is responsible for the development of integrated and detailed interagency plans and for identification of specific requirements for the federal departments.

Although considerable progress has been made in 2007 and 2008, the federal government still does not have a set of detailed interagency plans associated with the 15 National Planning Sce- narios. The next Administration should establish a strong interagency organization—closely overseen by the NSC Strategic Planning Directorate but housed at DHS—that is responsible on a daily basis for developing integrated, interagency operational plans for responding to catastrophic events. These plans would be updated regularly, perhaps every year or two. Creating such plans is one of the most important steps that the federal government can take to improve national readiness, and the interagency organization should be backed strongly by the NSC, should be staffed with the best possible personnel with planning expertise, and should be high on the radar screen of the next Secretary of Homeland Security. Complementing its deliberate planning function, it should be focal point for identifying specific requirements for federal departments, which are then validated by the relevant agencies and fed into their internal resourcing systems.

■ Create a partnership between the Office of Management and Budget and the NSC Strategic Planning Directorate to lead the development of integrated budget planning across homeland security mission areas.

To more fully integrate the implementation of homeland security policy, the next Administration should develop a partnership between the Office of Management and Budget (OMB) and the NSC Strategic Planning Directorate charged with devising a method of examining budgets across homeland security mission areas. This process should entail a front-end review of agency budget proposals in the planning stages, across mission areas and programs to identify priorities, capability gaps, overlaps, and shortfalls at the outset of the budget cycle. This partnership will require that NSC and OMB begin reviewing the agency budget plans together over the course of the summer before the President’s budget is submitted. The final budget submission to Congress could then include proposals presented not only by mission area but also by major programs that support the mission requirements. Participating NSC staff, taking the lead role, should be drawn mainly from the Strategic Planning Directorate but should also include other members of the NSC staff with deep knowledge of the particular subject matter areas. To facilitate this integrated review across mission areas, a new OMB staff group with significant policy expertise and cross-agency purview should be developed and should play a major role in the process.

■ Substantially revise the Target Capabilities List.

The federal government has directed state and local governments today to focus their preparedness investments on 37 target capabilities, but the target capability levels do not differentiate between big cities, smaller cities, small towns, and rural areas. Nor is there very clear guidance on how to measure whether state and local jurisdictions have achieved the prescribed target capability levels. The next Secretary of Homeland Security and FEMA Administrator should build on work that is just getting under way in FEMA to substantially revise the Target Capabilities List (TCL) so that desired target capabilities levels are linked to different types of jurisdictions and the guidelines provided differentiate between cities and towns around the country in terms of area, population size and density, numbers of potential high-risk targets, and other factors.

This effort should also clearly describe performance objectives for target capabilities in commonsense terms, linking those objectives to the particular needs of different sizes and types of jurisdictions. Equally important, a revised TCL will specify how progress toward those objectives will be judged. Once the objectives and evaluative measures are developed, DHS and state and local governments will have an agreed-on basis for assessing capability development, something that does not exist today. Particularly in light of the great dissatisfaction expressed by many state and local officials with the consultation process for the original TCL, published as part of the National Preparedness Guidelines, it is critically important that FEMA to adopt a truly collaborative process in undertaking this revision.

■ Reform the DHS grants program to be a flagship component of DHS that is well managed, transparent, highly credible, and tightly linked to federal priorities.

The DHS grants program and the organization within the department that administers the program will inevitably be crucial to DHS’s success in building preparedness at the state and local levels. Recognizing that the grants program and its administration contribute strongly to how DHS is viewed beyond the Beltway, the next Secretary and FEMA Administrator should make reforming the grant program a high priority. The FEMA regional offices should become in effect the front lines of the grant program process, as they are much closer to the state and local grant recipients than is DHS headquarters in Washington. Central to the reform effort should be linking the grant program more tightly to the strategic priorities outlined in policy guidance documents such as the Guidelines and a revised Target Capabilities List. Grant applications should explain how proposed investments will achieve target capability levels, grant recipients should report progress toward target capabilities using agreed-on evaluative measures contained in a revised TCL, and federal evaluations should be undertaken in addition to the self-assessment process, perhaps as a condition of grant eligibility.

■ Host a catastrophic event tabletop exercise for very senior officials early in each new Administration.

The new Administration should bring together its Cabinet officials for a tabletop exercise focused on managing a catastrophic event in the first 60 days of the new term. Such an exercise would force Cabinet officials to become familiar with their basic homeland security responsibilities and would give them all a better understanding of the scope and type of challenges the federal gov- ernment would likely face should some catastrophe occur. This kind of exercise also would help spur Cabinet Secretaries toward focusing their agencies on critical vulnerabilities early in the next Administration.

■ Reform TOPOFF to make it much closer to a “no-notice” exercise.

Because it involves extensive advance coordination, TOPOFF—the “top officials” capstone exercise—may not offer sufficient insight into the nation’s overall preparedness for catastrophic events. Only an exercise that is “no-notice,” or close to it, will provide an accurate picture of how well the federal government can coordinate its own efforts internally and work collaboratively with state and local governments as it responds to a catastrophe. Given the practical challenges associated with major field exercises, it may be useful to focus initially on holding no-notice tabletop exer- cises at the federal and state government level to test decisionmaking and coordination processes before determining whether it is possible to proceed to a full-fledged no-notice field exercise.

■ Complete and expand the existing effort to create homeland security regional hubs that leverage the resources of the FEMA regional offices.

Common sense dictates that leaders in Washington, D.C., cannot directly manage the response to a catastrophe taking place hundreds or thousands of miles away. FEMA’s recent initiatives to rein- vigorate its regional offices and make them the essential link between Washington and the field are critical and must be fully implemented. Without this connective tissue between Washington and the state and local levels, it will be difficult, if not impossible, to realize any meaningful vision of national preparedness. The FEMA regional offices should be responsible for developing regional strategies and plans, functioning as a one-stop shop for preparedness activities and the grant programs, and building on existing regional collaborative structures. To ensure that the regional offices can be fully effective, the next Administration should establish requirements making them the principal coordinators for federal agencies in the field. Finally, a very senior official in each regional office with bureaucratic, operational, and “Washington” skills should be predesignated as the Lead Federal Coordinator for each region.

■ Create regional homeland security task forces, drawn largely from existing National Guard units, to complement the regional homeland security hubs.

Creating regional homeland security task forces from existing National Guard units would provide a military complement to the FEMA regional offices. The next Secretary of Defense and Chief of the National Guard Bureau should work closely with governors and U.S. Northern Command (NORTHCOM) to organize National Guard–led homeland security task forces in each region. Not only would these task forces create a focal point for regional military planning, exercising, and training, they would ensure that each region of the country has a rapid response force able to help bridge the three- to five-day gap between the immediate aftermath of an event, when local first responders are the only capabilities on the scene, and the arrival of most federal capabilities.

■ Implement and fund a strengthened version of the National Security Professional Program and fund and implement an expanded DHS professional development and education system.

The next Administration needs to beef up the requirements in the National Security Professional Program and provide additional resources for implementing Executive Order 13434, which created it. Without a workforce that has the skills and experience to operate across all the dimensions of homeland security—prevention, protection, preparedness, response, and recovery—the nation will not be able to protect itself against future catastrophes or manage them when they do happen. Rotation through different positions in the government to gain core competencies needs to be linked explicitly to eligibility for career advancement, as it was for uniformed military officers as part of the 1986 Goldwater-Nichols Act.

Ideally, the professional development and education program envisioned in the executive order would also include opportunities for state- and local-level personnel to serve in the federal government. To support these rotational assignments and build a robust system of training and professional education, the next Administration should work with Congress to mandate that participating agencies fund a 3–5 percent personnel float. Complementing professional development at the interagency level, the next Secretary of Homeland Security should ensure that the DHS Learning and Development Strategy is appropriately funded and implemented, expand current education and development plans, and engage institutions of higher learning in a dialogue about future needs for homeland security professionals.


DHS requires more personal information from employees, contractors

New data elements include financial history and mother's maiden name

The Homeland Security Department is updating and expanding its record collection to include new categories of personal information on all employees, contractors and volunteers who regularly need access to DHS facilities. The new categories of information include maiden name, mother's maiden name, clearance level, identifying physical information, financial history, duty date and weapons-bearer designation, states a Federal Register notice on June 25 .

Other information to be collected includes date of birth, Social Security Number, organizational and employee affiliations, fingerprints, digital color photograph, digital signature and telephone phone numbers.

The Personal Identity Verification Management System is being updated to support implementation of the Homeland Security Presidential Directive 12 that covers physical and logical access to federal facilities. Public comment will be taken until July 27.

The system covers all DHS employees, contractors and their employees, consultants and volunteers who require long-term access to DHS facilities and computer systems, the department said. The system also has been expanded to cover federal emergency responders, foreign nationals on assignment and other federal employees detailed to DHS.

Personal information that is provided to DHS may be shared in DHS, as well as with appropriate federal, state, local and tribal agencies on a need-to-know basis, the notice states.

Missing Nukes: Treason of the Highest Order

Missing Nukes on August 29-30, 2007

According to a wide range of reports, several nuclear bombs were “lost” for 36 hours after taking off August 29/30, 2007 on a “cross-country journey” across the U.S., from U.S.A.F Base Minot in North Dakota to U.S.A.F. Base Barksdale in Louisiana. [1] Reportedly, in total there were six W80-1 nuclear warheads armed on AGM-129 Advanced Cruise Missiles (ACMs) that were “lost.” [2] The story was first reported by the Military Times, after military servicemen leaked the story.


It is also worth noting that on August 27, 2007, just days before the "lost" nukes incident, three B-52 Bombers were performing special missions under the direct authorization of General Moseley, the Chief of Staff of the U.S. Air Force. [3] The exercise was reported as being an aerial information and image gathering mission. The base at Minot is also home of the 91st Space Wings, a unit under the command of Air Force Space Command (AFSPC).

According to official reports, the U.S. Air Force pilots did not know that they were carrying weapons of mass destruction (WMDs). Once in Louisiana, they also left the nuclear weapons unsecured on the runway for several hours. [4]

U.S. Air Force Deputy Chief of Staff for Operations, Plans, and Requirements, Major-General Richard Y. Newton III commented on the incident, saying there was an “unprecedented” series of procedural errors, which revealed “an erosion of adherence to weapons-handling standards” [5]

These statements are misleading. The lax security was not the result of procedural negligence within the U.S. Air Force, but rather the consequence of a deliberate tampering of these procedures.  

If a soldier, marine, airman, or sailor were even to be issued a rifle and rifle magazine — weaponry of a far lesser significance, danger, and cost — there is a strict signing and accountability process that involves a chain of command and paperwork. This is part of the set of military checks and balances used by all the services within the U.S. Armed Forces.

Military servicemen qualified to speak on the subject will confirm that there is a stringent nuclear weapons handling procedure. There is a rigorous, almost inflexible, chain of command in regards to the handling of nuclear weapons and not just any soldier, sailor, airman, or marine is allowed to handle nuclear weapons. Only servicemen specialized in specific handling and loading procedures, are perm certified to handle, access and load nuclear warheads.

Every service personnel that moves or even touches these weapons must sign a tracking paper and has total accountability for their movement. There is good reason for the paperwork behind moving these weapons. The military officers that order the movement of nuclear weapons, including base commanders, must also fill out paper forms.

In other words, unauthorized removal of nuclear weapons would be virtually impossible to accomplish unless the chain of command were bypassed, involving, in this case, the deliberate tampering of the paperwork and tracking procedures.

The strategic bombers that carried the nuclear weapons also could not fly with their loaded nuclear weaponry without the authorization of senior military officials and the base commander. The go-ahead authorization of senior military officials must be transmitted to the servicemen that upload the nuclear weapons. Without this authorization no flights can take place.

In the case of the missing nukes, orders were given and flight permission was granted. Once again, any competent and eligible U.S. Air Force member can certify that this is the standard procedure.

There are two important questions to be answered in relation to the "lost" nukes incident:

1. Who gave the order to arm the W80-1 thermonuclear warheads on the AGM-129 Advanced Cruise Missiles (ACMs)? At what level in the military hierarchy did this order originate? How was the order transmitted down the command chain?

2. If this was not a procedural error, what was the underlying military-political objective sought by those who gave the orders?

The Impossibility of "Losing" Nuclear Weapons

As Robert Stormer, a former U.S. lieutenant-commander in the U.S. Navy, has commented: “Press reports initially cited the Air Force mistake of flying nuclear weapons over the United States in violation of Air Force standing orders and international treaties, while completely missing the more important major issues, such as how six nuclear cruise missiles got loose to begin with.” [6]

Stormer also makes a key point, which is not exactly a secret: “There is a strict chain of custody for all such weapons. Nuclear weapons handling is spelled out in great detail in Air Force regulations, to the credit of that service. Every person who orders the movement of these weapons, handles them, breaks seals or moves any nuclear weapon must sign off for tracking purposes.” [7]

Stormer continues:

    “Two armed munitions specialists are required to work as a team with all nuclear weapons. All individuals working with nuclear weapons must meet very strict security standards and be tested for loyalty — this is known as a ‘[Nuclear Weapons] Personnel Reliability Program [DoDD 5210 42].’ They work in restricted areas within eyeshot of one another and are reviewed constantly.”[8]

Stormer unwraps the whole Pentagon cover-up by pointing out some logical facts and military procedures. First he reveals that: “All security forces assigned [to handle and protect nuclear weapons] are authorized to use deadly force to protect the weapons from any threat [including would-be thieves].” [9]

He then points out a physical reality that can not be shrugged aside: “Nor does anyone quickly move a 1-ton cruise missile — or forget about six of them, as reported by some news outlets, especially cruise missiles loaded with high explosives.”

He further explains another physical and procedural reality about nuclear weapons assembly:

“The United States also does not transport nuclear weapons meant for elimination attached to their launch vehicles under the wings of a combat aircraft. The procedure is to separate the warhead from the missile, encase the warhead and transport it by military cargo aircraft to a repository — not an operational bomber base that just happens to be the staging area for Middle Eastern operations.” [10]

This last point raises the question of what were the nuclear weapons meant for? In this context, Stomrer puts forth the following list of important questions to which he demands an answer:

1. Why, and for what ostensible purpose, were these nuclear weapons taken to Barksdale?
2. How long was it before the error was discovered?
3. How many mistakes and errors were made, and how many needed to be made, for this to happen?
4. How many and which security protocols were overlooked?
5. How many and which safety procedures were bypassed or ignored?
6. How many other nuclear command and control non-observations of procedure have there been?
7. What is Congress going to do to better oversee U.S. nuclear command and control?
8. How does this incident relate to concern for reliability of control over nuclear weapons and nuclear materials in Russia, Pakistan and elsewhere?
9. Does the Bush administration, as some news reports suggest, have plans to attack Iran with nuclear weapons?

It is a matter of perception, whether it is “clear” or “unclear”, as to why the nuclear warheads had not been removed beforehand from the missiles.

For those who have been observing these series of “unclear” events it is becoming “clear” that a criminal government is at the helm of the United States. There was no way that the six nuclear missiles could have been “mistakenly” loaded, especially when their separate warheads had to be affixed to the missiles by individuals specialized in such a momentous task.

It is also being claimed that military teams in both U.S.A.F. Base Minot and U.S.A.F. Base Barksdale made major "procedural errors". What are the probabilities of this occurring simultaneously in two locations?

It is also worth noting that original reports from military sources talked about only five of the six nuclear warheads from Minot being accounted for in Barksdale.[11] Nuclear warheads are also kept in specialized storage areas or bunkers. The Role of the Nuclear Weapons Surety Program: What happened to Electronic Monitoring?

The Nuclear Weapons Surety Program is a joint program between the U.S. Department of Defence and the U.S. Department of Energy. The National Security Agency (NSA) is also involved as well as other U.S. federal government agencies. The Nuclear Weapons System Safety Program is part of this program, which involves a monitoring and safeguards regime for the U.S. nuclear arsenal.

The Nuclear Weapons Security Standard falls under the Nuclear Weapons Surety Program and is in place to disallow any “unauthorized access to nuclear weapons; prevent damage or sabotage to nuclear weapons; prevent loss of custody; and prevent, to the maximum extent possible, radiological contamination caused by unauthorized acts.”

Under this or these safeguards system there also exists a rigorous control of use scheme, which is tied to the military chain of command and the White House.

“Command and Control (C2)” and “Use Control”

“Use control” is a set of security measures designed to prevent unauthorized access to nuclear weapons. These measures involve weapons design features, operational procedures, security, and system safety rules.

“Command and Control” or “C2” involves the Office of the President of the United States of America. C2 is an established line of command, which is tied to the White House. Without it, nuclear weapons cannot be deployed or armed as they were in U.S.A.F. Base Minot. It is these two control elements that establish the basis of authorization through which “absolute control of nuclear weapons” is maintained “at all times.”  

In addition to the checks and balances in place in regards to handling nuclear weapons, the Defence Threat Reduction Agency (DTRA) and its partners manually and electronically inspect and monitor all U.S. nuclear weapons through the Nuclear Weapon Status Information Systems.

More Unanswered Questions: What Happened to the Computerized Tracking System?

The Nuclear Management Information Systems “interface with each other and provide [the U.S. Department of Defence] with the ability to track the location of nuclear weapons and components from cradle-to-grave [meaning from when they are made to when they are decommissioned].” [12]

The Military Times also makes an omission that exposes the official narrative as false and indicates that the event was not just a mistake: “The Defense Department uses a computerized tracking program to keep tabs on each one of its nuclear warheads, said Hans Kristensen, director of the Nuclear Information Project at the Federation of American Scientists. For the six warheads to make it onto the B-52, each one would have had to be signed out of its storage bunker and transported to the bomber.” [13]

This is where the chain of command in regards to military officers falls into play. If any of the stocked inventories of nuclear weapons are moved to an authorized location they will be noticed and tracked by the DTRA and will require the relevant authorization. There is also a code system involved that is tied to the chain of command.

The fact that the incident only apparently became known to the U.S. Air Force when military personnel reported it, suggests that either the nuclear weapons were ordered to be moved or that the electronic tracking devices had been removed or tampered with. This scenario would need the involvement of individuals with expertise in military electronics or for those responsible for the monitoring of nuclear weapons to look the other way or both.

Mysterious Deaths in the United States Air Force: Whitewash and Cover-up

Several military personnel died under mysterious circumstances shortly before and after the incident. There are now questions regarding the fate of these individuals in the U.S. Air Force who could have had relationships in one way or another to the incident or possibly have been directly involved. It is also necessary to state that there is no proof that these deaths are linked to the August flight from Minot to Barksdale in question.

Citizens for Legitimate Government has pointed towards the involvement of the U.S. Air Force in a cover-up and has linked several deaths of U.S. servicemen to the incident. Lori Price has also stated for Citizens for a Legitimate Government that “you need about fourteen signatures to get an armed nuke on a B-52.”

NEW YORK (TheStreet) -- Ron Paul's campaign said on Monday that Newt Gingrich wants the Constitution to die, based on a book the former House speaker wrote the foreword to.

A sentence from page 91 of the book "Creating a New Civilization: The Politics of the Third Wave," according to, says: "For this wisdom above all, we thank Mr. Jefferson, who helped create the system that served us so well for so long and that now must, in its turn, die and be replaced."

The headline comes from the "Paulitical Ticker" section of Paul's campaign Web site that features Jack Hunter. In the blog post, Hunter says that he is not using hyperbole and that he isn't kidding.

"We can assume the Tofflers [authors Alvin and Heidi] are talking about Thomas Jefferson. Understanding 'Jeffersonian democracy' is integral to understanding American constitutional government, the system Mr. Jefferson 'helped create,' " Hunter writes.

Gingrich wrote in the foreword that the book was a key effort in empowering citizens to invent a new civilization.

Two emails and a phone call to Gingrich's campaign seeking comment were not returned by the time this story was published.

EMP: The Greatest Threat to America, and What We Can Do about It

"It's bewildering.  Pathetic.  Frightening.  And it seems that the mainstream media avoids talking about it for fear that Americans will panic.  Well, Americans ought to be panicking -- anything to get them to bang on Congress's door and force our representatives to immediately act on the pending legislature now in Congress called the SHIELD Act -- a bill based on the previous HR 5026 -- that unanimously passed in the House of Representatives on June 9, 2010.

The disaster I am referring to is an electromagnetic pulse (EMP), which can easily be caused either by Mother Nature as a geomagnetic solar storm or by an enemy with a low-cost, short range, ship-launched missile armed with a nuclear warhead.  The national consequences of an EMP destroying our electrical grid are far-reaching, with long-lasting, continent-wide crippling effects to our electricity-dependant infrastructure.

At the press conference organized by EMPactAmerica on September 23, 2011, this dangerous threat to our national security was exposed for what it truly is -- the most likely event to happen to the U.S., naturally or man-made, that has the potential to bring the country to its knees.

The National Academy of Science points out that protecting the grid against this threat is critical, and getting a bill passed is necessary to do that.  An EMP, if not deflected, will shut down and paralyze our country.  Just think about the role electricity plays in water, food, heating and cooling, communications, transportation, distribution, the economy and banking.  Congressman Roscoe Bartlett, who made a statement on the floor of the House in support of the HR 5026, told Congress that an EMP attack would create $1-$2 trillion in damages and take four to ten years to recover.  The truth is that within one year we would no longer be a sovereign nation.

The HR 5026 that passed in the House was stalled in the Senate during the lame-duck session.  More recently, Congressman Trent Franks introduced the SHIELD Act, which goes beyond HR 5026 -- i.e., requiring an automated protection plan and hardware-based solution to be developed within six months.  EMPactAmerica points out that Americans need to get Congress to focus on this immediately.

The EMPactAmerica conference "Standing Up to Ahmadinehad: Military and National Security Policy Experts Call on President Obama to Confront the Iranian Threat" presented the undeniable fact that the Iranian regime is prepared to use its nuclear weapons in the form of an EMP detonation in the skies 70-100 miles above "the great Satan" and to do so without attribution.  A panel of ten EMP and terrorist experts spoke to an audience of concerned reporters and involved activists with the hope of stimulating awareness, discussion, and action.

The panel was extremely impressive.  Opening remarks came from EMPact's president, Dr. Peter Vincent Pry, Director of the U.S. Nuclear Strategy Forum.  He pointed out that "we are so vulnerable with this threat because we are unprepared."  Therefore, "it is not acceptable for Iran to be allowed to build nuclear weapons."

Lt. General Thomas McInerny, retired Air Force and member of the Iran Policy Committee, advised that we must have a strategy to hold nations accountable that sponsor or allow terrorists to live in their nation and deter them from doing so.  He confirmed that Iran is at the heart of most attacks through proxies like Hezbollah, Hamas, al-Qaeda, and others.  "The Iranian regime likes to keep their 'fingerprints off' while spreading propaganda, money and weapons to others ready to do the killing and dying for them."  Brigadier General Kenneth Chrosniak, retired, U.S. Army War College, Bronze Star recipient, added to the discussion that "we must plan for the worst-case situation, and we are not being told about the worst threat in the forefront of America."

Sitting next to Kenneth Chrosniak was a masked man with several bodyguards.  He announced his name: Reza Kahlili, the well-known ex-CIA spy from the Revolutionary Guards of Iran.  Reza Kahlili is presently an instructor at the Joint Counterintelligence Training Academy of the Department of Defense, and he is the author of A Time to Betray.  The audience cheered.  Mr. Kahlili clearly stated that "Americans do not understand the ideology of the radicals in Iran who want to conquer the world[.]  They are an existential threat to Israel, America, and the world ... they see the weakness of America as a symbol of Allah empowering them with nuclear capabilities[.] ... [W]e must support the Iranians people fighting for freedom through regime change ... this will halt the Iranian threat to Western civilization."

Ken Timmerman, CEO of Foundation for Democracy of Iran and author of Countdown to Crisis: The Coming Iranian Nuclear Showdown, spoke passionately about the total ineffectiveness of sanctions against Iran because they are not enforced.  Lieutenant Col. Tony Shaffer, retired, U.S. Army, Bronze Star recipient, and Senior Intelligence Officer in the Defense Intelligence Agency, spoke out about "not being able to stop 9/11, but committed to stopping this threat."  An EMP will be Iran's best way to "economically destroy our way of life by taking out large portions of our infrastructure."

As if these spokespeople weren't enough to convince anyone of the importance of the SHIELD Act, there were four more panelists that added further convincing arguments.  Claire Lopez, strategic policy and intelligence expert on national defense, Islam, Iran, and counterterrorism issues, explained that Islamic ideology as written in the Koran drives the Iranian regime to create "proxy" terrorists in other countries, including bases in Venezuela, and weapons-smuggling in Mexico, along with supporting the Muslim Brotherhood in Egypt.  "Iran prefers proxies, and they are united with the same sharia ideology."  Chet Nagel, former CIA officer, author of Iran Covenant, suggested that "[t]he military solution is to use EMP against Iran, but with President Obama it will be unthinkable."  Therefore, "make the 2012 election count in America's interest."

We also heard from Tim Brown, a retired, twenty-year decorated FDNY firefighter, 9/11 survivor, and first responder to the WTC attack in 1993 and to the 1995 attack on the Federal Building in Oklahoma City.  He emphasized that there "is no excuse for us to be so vulnerable.  The cost of transformers to protect the grid is inconsequential and would give us a fighting chance."

Peter Huessy, President of GeoStrategic Analysis of Potomac, Maryland, a defense and national security consulting firm, presented the cost for a "grid insurance' system that is being tested this month and will be ready to go shortly after.  The numbers are relatively low in the face of the astronomical losses an EMP attack would deliver to the US."  About $60 million to protect the three hundred largest transformers immediately, and $400-$600 million to additionally protect three thousand others.  These are one-time costs for equipment that bolts down, plugs in, and immediately works to protect against all forms of electromagnetic storms and nuclear EMP effects as well."

All I can say after listening to this panel is that the Obama administration would be much wiser to invest American taxpayer dollars in our national security than it is having issued loans to Solyndra for solar panels!  With such a simple solution possible, it is unimaginable that the grave threat of an EMP in America is not being talked about in every news medium, not to mention how the public should be demanding that the SHIELD Act be passed immediately.

Dr. Pry summed up the conference with three concepts he feels are necessary for our national security strategy -- "Missile Defense, Iranian Regime Change, and Military Actions" -- and then ended with the slogan of EMPactAmerica: "Prepare.  Protect.  Recover."  So, Americans, let's make our voices heard by demanding that our government protect us by insuring the grid!"

Covert Action Between September 4 and October 24, 1970(6)

On September 4, 1970, Allende won a plurality in Chile's presidential election, Since no candidate had received a majority of the popular vote, the Chilean Constitution required that a joint session of its Congress decide between the first-and second-place finishers. The date set for the congressional session was October 24, 1970.

The reaction in Washington to Allende's plurality victory was immediate. The 40 Committee met on September 8 and 14 to discuss what action should be taken prior to the October 24 congressional vote. On September 15, President Nixon informed CIA Director Richard Helms that an Allende regime in Chile would not be acceptable to the United States and instructed the CIA to ploy a direct role in organizing a military coup d'etat in Chile to prevent Allende's accession to the Presidency.

Following the September 14 meeting of the 40 Committee and President Nixon's September 15 instruction to the CIA, U.S. Government efforts to prevent Allende from assuming office proceeded on two tracks(7). Track I comprised all covert activities approved by the 40 Committee, including political, economic and propaganda activities. These activities were designed to induce Allende's opponents in Chile to prevent his assumption of power, either through political or military means. Track II activities in Chile were undertaken in response to President Nixon's September 15 order and were directed toward actively promoting and encouraging the Chilean military to move against Allende.

1. Track I


Initially both the 40 Committee and the CIA fastened on the so-called Frei re-election gambit as a means of preventing Allende's assumption of office. This gambit, which was considered a constitutional solution to the Allende problem, consisted of inducing enough congressional votes to elect Alessandri over Allende with the understanding that Alessandri would immediately resign, thus paving the way for a special election in which Frei would legally become a candidate. At the September 14 meeting of the 40 Committee, the Frei gam-bit was discussed, and the Committee authorized a contingency fund of $250,000 for covert support of projects which Frei or his associates deemed important. The funds were to be handled by Ambassador Korry and used if it appeared that they would be needed by the moderate faction of the Christian Deniocratic Party to swing congressional votes to Alessandri. The only proposal for the funds which was discussed was an attempt to bribe Chilean Congressmen to vote for Alessandri. That quickly was seen to be unworkable, and the $250,000 was never spent.

CIA's Track I aimed at bringing about conditions in which the Frei gambit could take place. To do this, the CIA, at the direction of the 40 Committee, mobilized on interlocking political action, economic, and propaganda campaign. As part of its political action program, the CIA attempted indirectly to induce President Frei at least to consent to the gambit or, better yet assist in its implementation. The Agency felt that pressures from those whose opinion and views he valued -in combination with certain propaganda activities- represented the only hope of converting Frei. In Europe and Latin America, influential members of the Christian Democratic movement and the Catholic Church were prompted either to visit or contact Frei. In spite of these efforts, Frei refused to interfere with the constitutional process, and the re-election gambit died.


On September 14, the 40 Committee agreed that a propaganda campaign should be undertaken by the CIA to focus on the damage that would befall Chile under an Allende government. The campaign was to include support for the Frei re-election gambit. According to a CIA memorandum, the campaign sought to create concerns about Chile's future if Allende were elected by the Congress; the propaganda was designed to influence Frei, the Chilean elite, and the Chilean military.

The propaganda campaign included several components. Predictions of economic collapse under Allende were replayed in CIA-generated articles in European and Latin American newspapers. In response to criticisms of El Mercurio by candidate Allende, the CIA, through its covert action resources, orchestrated cables of support and protest from foreign newspapers, a protest statement from an international press association, and world press coverage of the association's protest. In addition, journalists -agents and otherwise- traveled to Chile for on-the-scene reporting. By September 28, the CIA had agents who were journalists from ten different countries in or en route to Chile. This group was supplemented by eight more journalists from five countries under the direction of high-level agents who were, for the most part, in managerial capacities in the media field.

Second, the CIA relied upon its own resources to generate anti-Allende propaganda in Chile. These efforts included: support for an underground press; placement of individual news items through agents; financing a small newspaper; indirect subsidy of Patria y Libertad a group fervently opposed to Allende, and its radio programs, political advertisements and political rallies; and the direct mailing of foreign news articles to Frei, his wife, selected leaders, and the Chilean domestic press.

Third, special intelligence and "inside" briefings were given to U.S. journalists, at their request. One Time cover story was considered particularly noteworthy. According to CIA documents, the Time correspondent in Chile apparently had accepted Allende's protestations of moderation and constitutionality at face value. Briefings requested by Time and provided by the CIA in Washington resulted in a change in the basic thrust of the Time story on Allende's September 4 victory and in the timing of that story.

A few statistics convey the magnitude of the CIA's propaganda campaign mounted during the six-week interim period in the Latin American and European media. According to the CIA, partial returns showed that 726 articles, broadcasts, editorials, and similar items directlv resulted from Agency activity. The Agency had no way to measure the scope of the multiplier effect -i.e., how much its "induced" news focused media interest on the Chilean issues and stimulated additional coverage- but concluded that its contribution was both substantial and significant.


On September 29, 1970, the 40 Committee met. It was agreed that the Frei gambit had been overtaken by events and was dead. The "second-best option" -the cabinet resigning and being replaced with a military cabinet- was also deemed dead. The point was then made that there would probably be no military action unless economic pressures could be brought to bear on Chile. It was agreed that an attempt would be made to have American business take steps in line with the U.S. government's desire for inimediate economic action.

The economic offensive against Chile, undertaken as a part of Track I, was intended to demonstrate the foreign economic reaction to Allende's accession to power, as well as to preview the future consequences of his regime. Generally, the 40 Committee approved cutting off all credits, pressuring firms to curtail investment in Chile and approaching other nations to cooperate in this venture.

These actions of the 40 Committee, and the establishment of an interagency working group to coordinate overt economic activities towards Chile (composed of the CIA's Western Hemisphere Division Chief and representatives from State, the NSC, and Treasury), adversely affected the Chilean economy; a major financial panic ensued. However, U.S. efforts to generate an economic crisis did not have the desired impact on the October 24 vote, nor did they stimulate a military intervention to prevent Allende's accession.

2. Track II

As previously noted, U.S. efforts to prevent Aliende's assumption of office operated on two tracks between September 4 and October 24. Track II was initiated by President Nixon on September 15 when he instructed the CIA to play a direct role in organizing a military coup d'etat in Chile. The Agency was to take this action without coordination with the Departments of State or Defense and without informing the U.S. Ambassador. While coup possibilities in general and other means of seeking to prevent Allende's accession to power were explored by the 40 Committee throughout this period, the 40 Committee never discussed this direct CIA role. In practice, the Agency was to report, both for informational and approval purposes, to the White House.

Between October 5 and October 20 1970, the CIA made 21 contacts with key military and Carabinero (police) officials in Chile. Those Chileans who were inclined to stage a coup were given assurances of strong support at the highest levels of the U.S. Government both before and after a coup.

Tracks I and II did, in fact, move together in the month after September 15. Ambassador Korry, who was formally excluded from Track II, was authorized to encourage a military coup, provided Frei concurred in that solution. At the 40 Committee meeting on September 14, he and other "appropriate members of the Embassy mission" were authorized to intensify their contacts with Chilean military officers to assess their willingness to support the "Frei gambit." The Ambassador was also authorized to make his contacts in the Chilean military aware that if Allende were seated, the military could expect no further military assistance (MAP) from the United States. Later, Korry was authorized to inform the Chilean military that all MAP and military sales were being held in abeyance pending the outcome of the congressional election on October 24.

The essential difference between Tracks I and II, as evidenced by instructions to Ambassador Korry during this period, was not that Track II was coup-oriented and Track I was not. Both had this objective in mind. There were two differences between the two tracks: Track I was contingent on at least the acquiescence of Frei; and the CIA's Track II direct contacts with the Chilean military, and its active promotion and support for a coup, were to be known only to a small group of individuals in the White House and the CIA.

Despite these efforts, Track II proved to be no more successful than Track I in preventing Allende's assumption of office. Although certain elements within the Chilean army were actively involved in coup plotting, the plans of the dissident Chileans never got off the ground. A rather disorganized coup attempt did begin on October 22, but aborted following the shooting of General Schneider.

On October 24, 1970, Salvador Allende was confirmed as President by Chilean Congress. On November 3, he was inaugurated. U.S. efforts, both overt and covert, to prevent his assumption of office had failed.

EMP is a burst of electromagnetic energy which occurs naturally (solar flares) and from manmade sources (nuclear detonations). The non-radioactive pulses of magnetic energy adversely affect a wide range of electronic devices, ranging from cell phones, personal computers and vehicle ignitions, to power grids and satellites and air traffic control systems.

The absence of vital power and communications equipment poses major difficulties for disaster recovery officials, health care providers, utilities, and the business community in serving the public in the aftermath of such an incident.

Reports from the Congressional EMP Commission and the National Academy of Sciences characterize electromagnetic pulse as a potentially catastrophic threat.

Is Newt Gingrich's EMP Doomsday a Reality? Experts say NO!

"We've been EMP'd!" your commanding officer screams over the noise of incoming gunfire. "Electronics are down!"

This may sound familiar if, like me, you're a fan of "Call of Duty: Modern Warfare 3" -- a hugely popular first-person video game based in a fictional near-future when the U.S. goes to war with Russia. But if you've been following the GOP presidential campaign recently, you might think one or two of the candidates are out of touch with the not-so-fictional near future.

In particular, it seems Newt Gingrich has been playing too much "Call of Duty."

Gingrich has been a long-time worrier about the threat of an attack on the U.S. from a rich terrorist organization or rogue nation -- such as North Korea or Iran -- that could cripple the nation, killing "millions" of citizens. But how could such a dastardly deed be accomplished?  Citing the specter that has been hanging over us since the Cold War, he believes the U.S. is vulnerable to an electromagnetic pulse -- or EMP for short. A nuclear weapon could be detonated above North America, reasons Gingrich, and the resulting electronic interference would render the nation's power grid, satellites, computers etc., useless. Death and mayhem would ensue. It would be a bit like "Mad Max," but with less '70's hairdos.

"Without adequate preparation, we would basically lose our civilization in a matter of seconds," he said during a 2009 conference.

The situation is apparently so dire that Gingrich co-wrote a doomsday book on the topic, called "One Second After."

Although game developers take the effect of EMP damage for granted, what are the realities of a space-based nuclear detonation?

Supporting Gingrich's argument, the impact of high-altitude nuclear tests during the Cold War proves that detonating nuclear bombs is a bad idea all-round.  In 1962, the U.S. detonated a 1.4 megaton nuke 200 miles above the Pacific Ocean to, you know, see what would happen. Although situated 900 miles from the blast site, Hawaii felt the impact from the famous "Starfish Prime" explosion. Streetlights were knocked out, telephone communications were blocked and household alarms were triggered.  Beautiful equatorial auroral displays also lit up the sky. The event was nicknamed the "rainbow bomb." The nuclear blast had caused all kinds of upper-atmosphere turmoil that generated rapid and powerful changes in the Earth's magnetic field, producing a pulse throughout the atmosphere below. The resulting induction of electrical currents shorted unshielded electrical supplies, like Honolulu's streetlights.  Radiation also surged above the atmosphere, causing indiscriminate damage to a number of satellites. The world's first commercial communications satellite Telstar was also badly bruised by the incident.

In the same year, a similar test by the Soviets -- using a smaller warhead over a populated region of Kazakhstan -- generated an amplified EMP effect due to the stronger geomagnetic field at that latitude, causing a power station to fail and catch fire.

Some of the effects of an EMP are analogous to a geomagnetic storm, when the solar wind and coronal mass ejections (CMEs) interact with the Earth's magnetosphere. Although not as localized as a nuclear explosion, there are worries that an intense solar storm could generate huge currents across the Earth's atmosphere, shorting entire power grids.

In 1989, for example, the Hydro-Quebec power company in Canada was caught unawares by a huge solar eruption that generated intense atmospheric disruption, overloading the power supply, impacting thousands of customers. Solar flares and CME's regularly cause global communication outages and sometimes even turn satellites into "zombiesats."

OK, so the physics is there, Gingrich's concerns appear to be well-placed. Or are they?

Although Cold War tests have proven that there is some impact by a high-altitude nuclear blast to assets on the ground via an EMP, the result is far from certain.

Commenting in The Space Review last year, Yousaf M. Butt, a nuclear physicist and consultant with the Federation of American Scientists, said, "If terrorists want to do something serious, they'll use a weapon of mass destruction -- not mass disruption. They don't want to depend on complicated secondary effects in which the physics is not very clear."

(UPDATE: As noted by readers' comments below, Butt's opinions on the impact of an EMP attack were rebutted by a follow-up article in The Space Review. Despite this, it is still my opinion that an EMP attack by a terrorist group or rogue state is far less likely than other types of attacks.)

Like an intense solar storm, although the worst-case scenario could inflict damage on satellites and national power grids, there's no certain way of knowing the impact of any given solar event. The same goes for a hypothetical EMP attack. The target is indiscriminate and the outcome is far from certain.

Surely, if a rogue state or terrorist organization had a nuclear warhead, they'd much rather find new and ingenious ways of rolling it into Washington, D.C. undetected rather than strapping it atop a rocket and blasting it into space?

Besides, the Pentagon's Missile Defense Agency has got that scenario covered if anyone was stupid enough to send any projectile toward the U.S.

According to Pentagon spokesman Richard Lehner, downing an incoming missile would be pretty straightforward. There's an arsenal of interceptor missiles just waiting for the opportunity to take out an EMP threat before it explodes.

"It doesn't matter if the target is Chicago or 100 miles over Nebraska," he said. "For the interceptor, it's the same thing."

Alas, Gingrich's EMP concern is, at best, misplaced.

In my opinion, the threat of a solar flare-induced disaster is far more serious than a megalomaniac or rogue state flying a nuclear warhead into space. And what about asteroids? There's lots of those floating around just waiting for the opportunity to drop into some unsuspecting gravitational well. There are plenty of real space-based threats out there that could be added to political wrangling without having to make one up.

Unfortunately, real space threats aren't politically "real" until a meteorite flattens a city.

1945 (Historical Fiction)

At the start of the novel, the United States, having won over Japan, is in no mood to enter a new war, and Americans accept the fait accompli ("done deal") of German domination over Europe. An alternate Cold War seems in the offing; even the British, with a German-dominated Europe at their doorstep, squander much of their resources on a colonial war in the former French Indochina.

US President Andrew Harrison (the writers chose to have a fictional character in this role rather than Harry Truman or some other historical character who might have succeeded Roosevelt on this time-line) has a summit with Hitler at Reykjavík, Iceland. The meeting goes badly, the two leaders sharply confront each other and Hitler secretly decides to accelerate preparations for a surprise attack on both the US and Britain. As part of these preparations, a beautiful German spy seduces and suborns the White House Chief of Staff and makes him a key German spy.

The book's protagonist, Lieutenant Commander James Martel - at the inception Head of Naval Intelligence at the American Embassy in Berlin - is one of the few who suspects the gathering storm, watching the new weapons displayed at the parade commemorating Germany's victory over the Soviet Union and encountering the well-known commando Otto Skorzeny who is his main opponent throughout the book.

Skorzeny makes meticulous secret preparations for raids to destroy the US atomic bomb programs in Oak Ridge National Laboratory and Los Alamos National Laboratory. (During the war with Japan, the Manhattan Project was put on the back-burner, so that in 1945 the US is far from already possessing a nuclear bomb.) The bulk of the book is devoted to Martel, back in the US, getting a glimmering of the threatened attack and unsuccessfully trying to sound a warning.

The German raid takes place, and though eventually beaten back it succeeds in causing great damage, killing key scientists and setting the US nuclear program behind Germany's; moreover, the Germans seize the uranium mines in the Congo region, while launching all-out war against Britain.

I think the NYTimes put the Gingrich quote out on the front page to make sure their liberal readers got a good look at the potential opposition in the next election ... perhaps to rekindle that "Yes We Can" spirit that is now lacking in Obama's base. (Now it's, "WTF?").
As a Bilderberg official rag, the NYTimes is fulfilling their propaganda assignment; tit for tat - as Newt spews, so does the Times.
Gingrich is obviously a 'troll' for the NWO: the problem with him is that imo, he actually believes all the stuff he says and writes - and is looking for his new civilization of transhumans with the passion of a fanatic: the ends justify the means. Our ends, his means.

Doomsday Cult Leader Newt Gingrich Proposed "SPACE MIRRORS" to Defend Against Climate Change


Newt Gingrich "has suggested" building "a mirror system in space" could improve the Earth’s habitability.

In a Dec. 9, 2011, column titled, "The Gingrich Tragedy," New York Times columnist David Brooks expressed ambivalence about the new front-runner in the Republican presidential race, former House Speaker Newt Gingrich, R-Ga. Brooks said that ideologically, Gingrich "comes closest to my worldview." But Brooks added that he was repelled by Gingrich’s "bombastic" style and "revolutionary temperament — intensity, energy, disorganization and a tendency to see everything as a cataclysmic clash requiring a radical response." In the column, Brooks cites negatively what he considered half-baked ideas by Gingrich. "For example, he has called for ‘a massive new program to build a permanent lunar colony to exploit the moon’s resources.’ He has suggested that ‘a mirror system in space could provide the light equivalent of many full moons so that there would be no need for nighttime lighting of the highways.’" The space-mirror system seemed so outlandish that we felt compelled to check whether Gingrich really suggested it. We e-mailed Brooks to ask where he found this quote, but we didn’t hear back. We did, however, locate a similar quote in an article by Andrew Ferguson published in the New York Times magazine on June 29, 2011. Ferguson read 21 books by Gingrich -- a famously prolific author -- in an attempt to answer his article’s titular question: "What Does Newt Gingrich Know?"

Here’s a portion of what Ferguson wrote:

"Gingrich’s first book, Window of Opportunity: A Blueprint for the Future, came out in 1984 and contained the seeds of much of what was to follow.

"Beneath its cover image — a flag-draped eagle inexplicably threatening the space shuttle— the backbencher Gingrich was identified as chairman of the congressional Space Caucus, a position that inspired a series of ‘space cadet’ jokes that took years to die. Window of Opportunity was co-written by Gingrich’s second wife, Marianne, and a science-fiction writer called David Drake.  ...

"In Window of Opportunity, Gingrich introduced himself as a futurist, a role he has played off and on throughout his career. There are problems inherent in futurism, most of them involving the future, which the futurist is obliged to predict (it’s his job) and which seldom cooperates as he would hope. Gingrich has called some and missed some. In 1984, he saw more clearly than most that computers would touch every aspect of commercial and private life, but nobody any longer wants to build ‘a large array of mirrors [that] could affect the earth’s climate,’ warming it up so farmers could extend the growing season."

Because the quotes from Brooks and Ferguson are slightly different, we wanted to look directly at the book ourselves before making our judgment.

In the book, Gingrich proposes (among many other ideas) "five simple steps to a bold future" in space, most unusually a lottery in which randomly selected taxpayers would win a spot on a space shuttle flight. But the floating mirror idea isn’t on this list. Instead, it’s included in Gingrich's recap of a June 1979, NASA-sponsored new concepts symposium in Woods Hole, Mass., "where 30 experts brainstormed a range of pioneering options for NASA worthy of Lewis and Clark."

Here’s how Gingrich summarized the idea:

"The climate group at the Woods Hole conference suggested that a large array of mirrors could affect the earth’s climate by increasing the amount of sunlight received by particular areas, citing recent feasibility studies exploring the possibilities of preventing frosts in Florida or enabling farmers in high altitudes to plant their wheat earlier. A mirror system in space could provide the light equivalent of many full moons so that there would be no need for nighttime lighting of the highways. Ambient light covering entire areas could reduce the current danger of criminals lurking in the darkness. Mirrors could be arranged to light given metropolitan areas only during particular periods, so there would be darkness late at night for sleeping."

Brooks’ portrayal glosses over the fact that Gingrich was primarily reciting proposals made by participants at a NASA-sponsored forum. Still, Gingrich cited them approvingly. Still, we didn’t want to stop with a look at whether Brooks framed the issue fairly. We also wanted to know whether this was ever a mainstream idea -- and whether it’s technologically feasible. One thing that’s clear is that it was not a new idea by the time it was raised at Woods Hole. At least two space pioneers promoted the concept in the 1920s, a full four decades before man landed on the moon. Hermann Oberth (1894-1989), a scientific author based in Germany, published several books in the 1920s that anticipated the "first rockets and satellites, … the landing on the moon, interplanetary probes, international manned space stations, and reusable space ferries," according to the museum that celebrates his life near Nuremberg, Germany. Among the ideas discussed in his books was "extraterrestrial utilization of the sun's energy with huge space mirrors that beam the collected sun energy down to earth." These ideas were popularized in a book by another space pioneer, an Austro-Hungarian named Hermann Noordung (1892-1929) in a 1928 book, The Problem of Space Travel: The Rocket Motor. So the idea is an old one. But despite several decades’ worth of advances in space technology by the time Gingrich published his book, space experts and scientists told us that the idea never got much beyond the science fiction stage. Yuri Pavlovich Semenov -- until 2005 the chief designer for Energia, the developer of Russian manned spacecraft -- "was quite a proponent" of the idea, said Marcia Smith of During the Soviet era, Semenov and his allies thought such a technology could light up the northern latitudes of the USSR. However, "it was considered impractical by the mainstream space crowd, not just technically but in terms of the potential environmental effects," Smith said. John Logsdon, the founder and retired director of the Space Policy Institute at the George Washington University Elliott School of International Affairs, said that similar ideas "have been suggested over the years by ‘out of the box’ thinkers, but they never entered the mainstream." Others have suggested using mirrors to reflect the sun’s rays away from the earth, as a way to attack global warming, said Edward Ellegood, a space policy analyst at Embry-Riddle Aeronautical University. But where Gingrich’s idea is concerned, Ellegood said, "It’s probably not even remotely cost-effective." Here’s another problem: "Micro-meteorite bombardment would destroy these mirrors over a few-year time period," said Gregory Bothun, a University of Oregon physicist. The experts we spoke to for this story agreed that even if the idea proposed by Gingrich in 1984 was economically and technically feasible, it would entail too many downsides to be desirable. "Imagine a world where it never got dark! What would this do to plants, animals, my sleep, and the souls of poets and lovers everywhere?" said Scott Denning, an atmospheric science professor at Colorado State University, in an e-mail. "Imagine having a really annoying neighbor who beams sodium vapor lamps into your bedroom windows. Now imagine everyone in the world having such a neighbor."

Raymond S. Bradley, a geoscientist at the University of Massachusetts, put it simply:

"This is not a mainstream idea. It is one of the dumbest ideas I have heard of."

Our ruling

Gingrich co-wrote his book more than a quarter century ago, and since he doesn’t appear to have reiterated the call for floating mirrors in recent years, we can safely assume the idea is no longer at the top of his policy agenda. But did cite the idea approvingly in his book, so we rate Brooks’ statement True.

Newt Gingrich the Galactic Historian

The writer was Historian of the U. S. House of Representatives from 1983 to 1995. He was fired from that job as one of the first acts of Speaker Newt Gingrich when he took power. Speaker Gingrich hired his own historian, a fellow Georgian and member of his cadre who had served as a “down-link hostess” for Gingrich’s controversial telecourse “Renewing American Civilization.” Gingrich fired her during the first week she was on the job.

Trying to figure out Newt Gingrich has become a cottage industry now that he is running for president.  He is a self-confessed revolutionary who wants to fundamentally change America.  He is ambitious, power hungry, and ruthlessly focused.  He is a natural for Washington, where such attributes are both feared and admired. How did Newt get this way?  What makes him tick? Much has been written about him since he sprang into public consciousness in 1994 with his “Contract with America” that was instrumental in upsetting the Democratic Party’s 40-year control of the House of Representatives and eventually gained him the Speakership. But little has been written about his big vision as a transformational figure not only for the United States but for the whole planet.

If men are from Mars and women are from Venus, Newt Gingrich is from the planet Trantor, a fictional world created by Isaac Asimov in his classic Foundation series about galactic empire.   Newt’s master plan for America does not come from a Republican Party playbook.  It comes from the science fiction that he read in high school.  He is playing out, on a national and global scale, dreams he had as a teenager with his nose buried in pulp fiction.

Newt is an avid reader of both history and science fiction.  About the time he finished reading Arnold Toynbee’s A Study of History, the sweeping story of the entire human race, and Edward Gibbon’s Decline and Fall of the Roman Empire, he discovered Isaac Asimov’s three books Foundation (1951), Foundation and Empire (1952), and Second Foundation (1953).  To Newt’s amazement the Foundation series was an inspired version of Gibbon’s Decline and Fall set thousands of years in the future rather than the past.  Newt was more fascinated by the fictional decline of an empire of a million planets than he was the real decline of ancient Rome.

Asimov’s fiction had greater sweep than the historical works of Toynbee and Gibbon.  To an impressionable young man, the fate of one planet was nothing compared to an entire galaxy of worlds.  As one paperback cover of Foundation proclaimed: “In a future century the Galactic Empire dies and one man creates a new force for civilized life.”  Newt liked the idea of one man shaping the destiny of entire civilizations.  That fictional man, Hari Seldon, was a special breed of historian who frequented a far-off planet called Trantor.  Newt found his role model not in his stern stepfather, but in a historian from another planet, a great historian and teacher who thought really big galactic-size thoughts.

Trantor was the administrative center of the inhabited universe.  It was a teeming planet of 40 billion bureaucrats, scientists, politicians, and religious leaders, with tons of intrigue great and small.  It was the planet where people of power gravitated.  It was a lot like Rome in its heyday.  It was a lot like Washington D.C., where some think there are indeed 40 billion bureaucrats.

Newt dreamed of going to Washington, becoming Speaker, and saving America and planet Earth.

He knew he could do this even if most people didn’t like him.  To become Speaker takes a few hundred thousand votes in a single congressional district and a few hundred votes of members of the majority party in the House to become Speaker.  The Speakership is the highest constitutional office one can achieve with so few votes.  It is the one office that has no defined powers and no constitutional limits on power.  It is an office that has the potential to rival the presidency.

Hari Seldon, Newt’s fictional hero and role model, according to the Encyclopedia Galactica, published on another planet called Terminus, was born to middle-class parents, just like Newt was.  Seldon was a brilliant child with an aptitude for mathematics who would become the founder of a new field called psychohistory.  Here is Newt’s own explanation of the field of psychohistory and his fascination with Hari Seldon from his political manifesto To Renew America (1996), published during his tenure as Speaker.

While Toynbee was impressing me with the history of civilizations, Isaac Asimov was shaping my view of the future in equally profound ways….For a high school student who loved history, Asimov’s most exhilarating invention was the ‘psychohistorian’ Hari Seldon.  The term does not refer to Freudian analysis but to a kind of probabilistic forecasting of the future of whole civilizations.  The premise was that, while you cannot predict individual behavior, you can develop a pretty accurate sense of mass behavior.  Pollsters and advertisers now make a good living off the same theory.

Edward Gibbon saw the decline of Rome, Hari Seldon saw the decline of the galactic empire, and Newt Gingrich saw the decline of America.  Newt says America’s decline began in the 1960s with liberal hippies and Lyndon Johnson’s Great Society.  History and fiction seem more exciting when there is decline.  This gives heroes, visionaries, demagogues, and politicians something to fix.  People on Planet Earth have different views about exactly what parts of our civilization are in decay.  Hari Seldon had the same problem trying to convince a commission on Trantor that things were going sour in the Galactic Empire.  Newt learned that Hari Seldon could not save the Galactic Empire from decay but that he could predict its decline.  Likewise, Newt alone could not save America from decline, but he could alert people to the decline and find ways to minimize it.

Hari Seldon predicted that it would take only a small cadre of 100,000 persons who could be trained in the ways of civilization to eventually change the whole galaxy.  On Trantor and across the galaxy on Terminus, the cadre took shape through a highly disciplined group of scholars and visionaries called “The Foundation.”  Their job was to create an encyclopedia of all knowledge.  “While the Foundation scholars,” Newt wrote, “were incapable of stopping the Empire’s decline, they could compile knowledge and teach small cadres in a way that would limit the Dark Ages and accelerate the eventual Renaissance.”  Newt’s parallel plan for America was to lead us out of the Dark Ages of the Welfare State and into the glorious renaissance of what he called the “Opportunity Society.”

While Hari Seldon created the Foundation to carry out his work, Newt used a variety of foundations and organizations to foster his work.  The first was GOPAC, originally founded by Pete DuPont in 1979 to help elect Republicans to office.  Newt took over GOPAC and made it a powerful fund-raising and educational arm of the Republican Party, offering seminars, educational video tapes, and programs designed to build the cadre of conservative Republicans.  His signature course, “Renewing American Civilization” was first offered in 1993, shortly before his successful effort to unseat the Democratic majority in the House.  It was right out of Hari Seldon’s galactic playbook.  Since he resigned the Speakership in 1998, Newt has expanded his reach, his personal brand, and his cadre with such entities as the Gingrich Foundation, The Gingrich Group, The Center for Health Transformation, American Solutions for Winning the Future, Gingrich Communications, and Gingrich Productions (run by his third wife Callista).

Exhibit 42 of the House Ethics Committee report issued in the wake of Speaker Gingrich’s ethics violations regarding the suspicious tax-exempt status of his course Renewing American Civilization, reveals how much Newt internalized the fictional historian Hari Seldon.  Scribbled in Newt’s own hand are notes he made during a 1992 meeting with a major contributor of GOPAC. He outlined his role as a visionary leader.  His “primary mission” was to be an “advocate of civilization”—a “definer of civilization”—the “teacher of the rules of civilization”—and “leader (possibly) of the civilizing forces.”  Newt saw his mission as “universal rather than national.”

Newt Gingrich assumes the mantle of the history professor when it suits the occasion.  Other times he plays down his academic background.  When in professor mode he likes to recommend books.  None carry more weight in understanding his political and personal drive and his strategy to transform America more than the science fiction of Isaac Asimov.  The greatest influence on Newt Gingrich, the conservative Republican, was the liberal atheist Isaac Asimov.  Many in Newt’s generation, including me, read that stuff with great gusto and fascination.  It was marvelous entertainment. 

Newt saw not just entertainment but a...

using the Foundation trilogy as his political handbook,

a guide to how one man creates a new force for civilized life. 

Two thousand years ago Cicero observed that to be ignorant of history was to remain always a child.  To which we might add a Gingrich corollary:  to confuse science fiction with reality is to remain always a child.

Political debate about space policy is rarely edifying, especially when it arises not from any interest in the subject but from a hamhanded attempt gain a perceived political advantage. That seems to be what happened in the Republican debate on Saturday night.

Asked how his policy positions differed from those of Newt Gingrich, Mitt Romney surprisingly offered as his first example something space-related: “We could start with his idea to have a lunar colony that would mine minerals from the moon. I’m not in favor of spending that kind of money to do that.” Later, he offered another one: “He even talked about a series of mirrors that we could put in space that would light our highways at night. I’ve got some better ideas for our resources.”

As reported by Jeff Foust at Space Politics, Newt’s response was, as usual, swift and expansive:

“I’m proud of trying to find things that give young people a reason to study science and math and technology, and telling them that some day in their lifetime that they can dream of going to the Moon, they can dream of going to Mars,” he said. “I grew up in a generation where the space program was real, where it was important, where, frankly, it is tragic that NASA has been so bureaucratized.” He then cited Iowa State University, just up the road from the debate in Ames, as an example of a place doing “brilliant things” that attract students. “I’m happy to defend the idea that America should be in space and should be there in an aggressive, entrepreneurial way.”

Where did Mitt get this stuff? Probably from this David Brooks column on Newt’s big-government Hamiltonian conservatism:

His 1984 book, “Window of Opportunity,” is a broadside against what he calls the “laissez-faire” conservatism — the idea that government should just get out of the way so the market can flourish. . . .

Gingrich loves government more than I do. He has no Hayekian modesty to restrain his faith in statist endeavor. For example, he has called for “a massive new program to build a permanent lunar colony to exploit the Moon’s resources.” He has suggested that “a mirror system in space could provide the light equivalent of many full moons so that there would be no need for nighttime lighting of the highways.”

Romney spoke as though these were current Gingrich campaign themes, when in fact they come from a book over a quarter of a century old. It’s also worth noting that this is the only mention that Romney has ever made of space policy in the campaign, other than a cryptic, almost non-sequitur comment at the New Hampshire debate in June, in response to a question posed to Gingrich about the then-imminent retirement of the space shuttle:

I think fundamentally there are some people — and most of them are Democrats, but not all — who really believe that the government knows how to do things better than the private sector.

Presumably the target of that comment was Gingrich, but it’s not clear exactly what Governor Romney meant by it.

Newt’s technophilia has been a fundamental part of his political persona since the beginning of his career, as Michelle Quinn pointed out yesterday at Politico. In the early ’80s, when he wrote the book David Brooks refers to, he was on the board of directors of the L-5 Society, which was formed in the ’70s to promote the settlement and industrialization of space (Barry Goldwater was also on the board; the group later merged with the National Space Institute to become the present-day National Space Society). The idea at the time was that orbital colonies, located at points between the earth and the moon, would pay for themselves by constructing giant satellites in geosynchronous orbit using lunar materials (such as silicon and aluminum from the silicates of the lunar highlands) that would collect solar energy and beam it to earth via microwaves. The orbiting-mirrors concept, called “lunetta,” was originated by the brilliant space visionary (and developer of the workhorse Centaur upper stage) Krafft Ehricke. All of this was based on the assumption that the space shuttle was going to live up to its seventies promise of safe, low-cost routine access to space — a promise that, since Challenger was lost in 1986, it has been clear it would never fulfill.

That was then and this is now, and Newt’s space policy has evolved quite a bit since then, but David Brooks and Mitt Romney seem stuck in the early eighties. I don’t think that Newt is promoting lunettas these days, but he remains interested in lunar mining — as are a number of entrepreneurs. For instance, in April of this year, a new company was formed in Silicon Valley by Microsoft veterans and others to start mining it robotically, with a first lunar landing planned as soon as 2013.

Does lunar mining make economic sense? It depends on the markets, of course. There are rare earths there, which are valuable per pound (a useful trait for a commodity with high transportation costs) and strategically important for the electronics industry, and whose price has been skyrocketing recently due to a monopoly on them by China. Some, such as Apollo geologist/astronaut Jack Schmitt, have long promoted lunar mining as a source for helium 3, an isotope with characteristics preferable to deuterium for fusion (though we don’t currently have the reactor technology for it). But the most compelling argument for lunar mining right now is its ability to dramatically reduce the cost of exploration beyond the earth-moon system by using the water and oxygen trapped in lunar rocks to make propellant — which constitutes most of the mass of the payload for giant rockets such as the planned Space Launch System — as well as for life support. Having propellants in other locations allows full reusability of the vehicles, and could make possible not just the exploration but the settlement of the moon and other bodies. Developing such resources would, in the words of George W. Bush science adviser John Marburger, “incorporate the Solar System in our economic sphere.” That, I suspect, is the vision that Newt has in mind.

I also suspect Governor Romney assumed that Newt was proposing a massive NASA project to build the “lunar colony” that the governor derided as unrealistic pie-in-the-sky (almost literally) in austere times. If so, he knocked the stuffing out of a straw man, because Newt is actually on record as wanting to bypass the agency, if not abolish it outright.

I am for a dramatic increase in our efforts to reach out into space, but I am for doing virtually all of it outside of NASA through prizes and tax incentives. NASA is an aging, unimaginative, bureaucracy committed to over-engineering and risk-avoidance which is actually diverting resources from the achievements we need and stifling the entrepreneurial and risk-taking spirit necessary to lead in space exploration.

Nearly two years ago, when the Obama administration came out with its new plan to shift crew transportation to low earth orbit from NASA to competitive commercial industry, Newt (along with Bob Walker and Dana Rohrabacher) was one of the few Republican politicians to support what should have been an obvious position for a Republican supposedly in favor of free enterprise and competition, while most supposed conservatives were demanding, when it came to human spaceflight, a “public option.”

What does this exchange tell us about the two candidates? I think it provides a window into their mindsets. Newt sees space as a frontier of human opportunity and plenty, and wants to direct space policy toward opening it using the traditional American tools of entrepreneurship and competition (unlike most people on the Hill who care about space, who only do so as a means of national prestige and jobs in their states and districts). It’s hard to tell how Mitt Romney views it, since he has not offered an alternative to Gingrich’s vision, but by denigrating the development of new resources because it’s a little too “far out,” he comes off as someone who not only has given no serious thought to space policy other than as a cudgel against his political opponent, but as a soulless technocrat. To me, it was worse than his ten-grand-bet gaffe.
