FPRI senior fellow Lawrence Husick discussed technology, the defining characteristic of modern terrorists. By the late 20th century, technology had leveled the playing field between individuals and small groups and the worlds most powerful nations. It’s not just the technology of WMD but of everyday things: as 9/11 proved, it permitted 19 young men to turn airplanes into cruise missiles. Terrorism is about leverage, being able to exert an out-scale force through the use of a long enough lever arm and strong enough fulcrum. It’s a tool of the smart.

The military calls terrorism warfare between unmatched adversaries. Aymmetric warfare tactics are used by more than just Al Qaeda: the recent book, Unrestricted Warfare: China’s Master Plan to Destroy America (Pan American, 2002), by two colonels in China’s PLA, is the best outline of it yet.

As 9/11 demonstrated, the old-style mutual assured destruction doesn’t work. This war involves what could be called MUD: Multilateral, Unconstrained Disruption. The adversary’s goal is to sufficiently disrupt the U.S. so that it will withdraw from the world. Toward this end, bin Laden has urged more attacks on the joints of the economy: things that are important in a way the Liberty Bell, the value of which is symbolic, is not.

Today’s societal commons include the Internet, the electric power grid, rail systems, and air-traffic control systems, which no one is responsible to protect. In The World is Flat (2005), Friedman notes that in the globalized world there is no way to disentangle ourselves from the rest of the world. Even were we to reduce our reliance on Middle Eastern oil, our trading partners in the Far East such as Japan could never do so. Therefore, we need to protect things outside our own borders and alliances. We can’t return to 9/10, and we were vulnerable even then. Our goal can only be security, not immunity.

In and of itself, technology is use-neutral. But students can think about how a given technology can be used, offensively and defensively, and the vulnerabilities it creates. Video has long been used as tool for communication; Mr. Husick offered the example of the Civil Defense Administration’s 1951 Bert the Turtle film (see www.conelrad.com), which taught children how to duck and cover to survive nuclear attack. But video can also be exploited as it was by Leni Riefenstahl’s films for Adolf Hitler. The Internet is essential to students, but can also be used for stegonography, hidden writing in Internet graphics. The Internet was designed by our military as network that could sustain damage from nuclear attack by Russians and still keep working; today, shutting down one Islamist website has no effect, when the world-wide web represents less than 1 percent of the material flowing through the Internet.

In the U.S., cell phones represent convenience and safety. Elsewhere, with landlines lacking, the hard-to-trace cell phone is the norm. Meanwhile, prepaid cards and disposable numbers permit anonymity and can even be used as remote trigger devices for bombs.

Enterprise software programs now run huge swaths of economy: more than 85 percent of Fortune 2000 companies run SAP R3, designed by a German company. The program runs everything in the company: personnel, ordering, manufacturing, accounts receivable and payable, and as such leaves us highly vulnerable. Mr. Husick urged having students look at any technology this way to recognize the risks it poses.

Market prices are more than single data points. They are the Σ of n intentions, preferences and decisions of innumerable market participants. Markets efficiently aggregate this data, however, recent advances in computing power and analytical techniques have allowed market prices to be disaggregated in order to draw reasonable inferences about the presence and actions of market participants including those initially unknown to the observer. That's what they get for running on windows platforms..

And that's why they want to force us to use Windows and only Windows. They've basically conditioned the sheeple into thinking Windows is the only operating system out there for non-Apple computers, and the sheeple most likely think "Apples are too expensive, so I'm just gonna buy a cheap PC with Windows". The amount of people who don't even know of Linux is frightening. To me, being a Linux advocate is like being a 9/11 Truth activist...most of the sheeple have been pre-programmed to think you're a weirdo if you use anything other than Windows on a non-Apple machine.

Unplug it. Wink And that's for all computers... ignorant people will tell you Linux & Mac's are more secure that Windows boxes... but the fact of the matter is the NSA has backdoors in every piece of computer equipment in the US (and probably abroad). Linux has had the SELinux patches (created by the NSA) built into it since at least the 2.6 kernel (probably to a lesser ability before that too) and Mac's since the mid 90's.

And before someone rips me a new arse for suggesting Windows is secure, I don't mean that at all. Windows is just as insecure as every other OS (worse actually)... but the reason so many exploits/viruses/malware/spyware applications exist for Windows is not necessarily because it's so chopped full of holes, it's because they have 95% of the market, making them the target for malicious activity. If Mac's had 95% of the market I guarantee they'd have just as many problems; you see, the viruses makers and hackers would be spending all their time looking for problems on those OS's instead of focusing on Windows. Got it? OK, good. Smiley

A. Windows, Linux, Mac, and UNIX are ALL Susceptible to the Agile framework. Agile IS NOT "Script Kiddie" code. IT IS AN AI Framework that has been improved and been under constant evolution and development for well over 60 years now. Get it?

B. Every device with an FCC compliance sticker on it is susceptible - because FCC regulations require this... Go read the docs b ehind what that sticker means. Then go google "tempest timeline". Hopefully then you'll begin to have an inkling.

C. You must either convert all your AC power to DC using special power conditioning hardware (which will blow when they blow the grid and costs a lot of money....) or You must not be on the GRID AT ALL.

That simple.

Now, in addition to that let me say that the grid itself was built from the ground up to b e a weapon and historhy tells us this., Think about it every time they raid some one they ALWAYS cut the POWER First ..... Why? Because nothing is more disorienting than loosing something you take for granted.
This will go beyond that because many people will be unable to fend for themselves without electrical power.  Think about what you would do if all electricity went out for the next year or 2. 

Enough said.

However we must realize that this attack on the power grid most likely will not occur until after they have forced every one on to internet 2 and pushed them into their homes under quarantine.  After all they can't have people out being able to grow food  in a crisis like that now can they?

Realize their goal is to kill as many people with this attack as possible. If every one is already in a situation that fo9rces them  into their homes -unable to go outside. Then millions more people will be affected by this attack and they will achieve it's maximum killing potential .

Well yeah, except what she means is the govt. "We're following the story that AP released today on a recent cyber attack on U.S. power grids by Russian and Chinese cyber attackers. Several months ago, acts of cyber aggression against the United States morphed and took on strange new characteristics when looked at from a high level.

More and more the investigation and analysis of these aggressive cyber attacks are becoming laser focused on the "how they did it" and less and less on an equally important examination segment that I refer to as Strategic Intent (SI). Strategic Intent is the process of understanding a derivative of Digital DNA components. The objective of SI is to gain insight into the motivations and strategic intentions of those behind the acts of cyber aggression. This must be done at a level that places each individual act in context with all the other acts launched by a single cyber adversary.

Back in 1989, an article by Gary Hamel and C.K. Prahalad called "Strategic Intent" was published in the Harvard Business Review. Hamel and Prahalad argued that in order to achieve success, an organization must align its end result to its means through the process of Strategic Intent. We have taken this fundamental construct and modified it for direct application to the analysis of acts of cyber aggression. This approach was designed to provide insight and foresight into an adversary's strategic architecture (a high-level blueprint for the deployment of new cyber warfare capabilities), the acquisition of new cyber warfare competencies and the migration of existing competencies to the cyber warfare domain.

The following represent the top three attributes of strategic intent:

      Discovery
   3.

      Destiny

Applying strategic intent to acts of cyber aggression results in a particular point of view about the long-term intent that a cyber adversary hopes to build over the near term. It is a view of the future that conveys the unified sense of direction. In addition, it implies what a cyber adversary perceives as inherently worthwhile. Our approach and methodology reverse engineers the intent thru scenario based intelligence analysis (SBIA) and trans-disciplinary intelligence engineering (TIE). Using these two techniques we create a plan that an adversary might establish to realize their strategic objectives.

Using this approach we examined a microcosm of cyber events that has taken place in the past twenty-four months. Going down this path we came face to face with a very concerning scenario that seems to be supported by several disparate acts of cyber aggression and general events. Could China and Russia be collaborating on acts of cyber aggression against the United States?

A more troubling version around the same theme was Russia and China teaming up to create a systematic action plan of cyber reconnaissance, cyber intelligence collection and ultimately acts of cyber aggression. If this is indeed reality, the resulting risks would be severe.

As far back as 2005, China and Russia embarked on an unprecedented military collaboration. Nothing creates a bond between two organizations than a common adversary. In fact, a joint military exercise took place that had analysts sounding an alarm. It appeared that the exercises were directed toward a specific third party, the United States.

So tell us what you think. Are Russia and China working together and launching or supporting acts of cyber aggression against the United States? Are the cyber infiltrations on the power grid a real time example of a collaborative effort between China and Russia?"

The one overwhelming fact that you missed is that the power companies themselves are giving China and Russia direct access by putting these systems on the internet. Despite warnings to the people in charge of how corporate assets are managed, (yeah this is political type speech to cover up the specifics) they are with full knowledge making the system so that Russia and China will be able to attack it. The idiots are handing the cyber attackers cart blanche abilities when they can easily make it physically impossible to access equipment. What he may or may not realize what he himself is actually referring to is the ARCHITECTURES that the power grid is run on/managed through.  Deliberately built in INSECURITY.

Over 45 years ago, an impending national crisis highlighted the critical need for reliable and interoperable telecommunications for the Federal Government. President John F. Kennedy recognized the threat during the Cuban Missile Crisis and, as a result, established the National Communications System.  [INSERT Yeah, but if President John F. Kennedy were alive, & President today, he would have you fired, and arrested for high treason against the Constitution and Bill of Rights for deliberately jeopardizing and providing permanent hijacking capability into United States Communication infrastructure.

Background and History of the NCS

The genesis of the National Communications System (NCS) began in 1962 after the Cuban missile crisis when communications problems among the United States, the Union of Soviet Socialist Republics, the North Atlantic Treaty Organization, and foreign heads of state threatened to complicate the crisis further. After the crisis, President John F. Kennedy ordered an investigation of national security communications, and the National Security Council (NSC) formed an interdepartmental committee to examine the communications networks and institute changes.


This interdepartmental committee recommended the formation of a single unified communications system to serve the President, Department of Defense, diplomatic and intelligence activities, and civilian leaders. Consequently, in order to provide better communications support to critical Government functions during emergencies, President Kennedy established the National Communications System by a Presidential Memorandum on August 21, 1963. The NCS mandate included linking, improving, and extending the communications facilities and components of various Federal agencies, focusing on interconnectivity and survivability.


On April 3, 1984, President Ronald Reagan signed Executive Order (E.O.) 12472 which broadened the NCS' national security and emergency preparedness (NS/EP) capabilities and superseded President Kennedy's original 1963 memorandum. The NCS expanded from its original six members to an interagency group of 23 Federal departments and agencies, and began coordinating and planning NS/EP telecommunications to support crises and disasters.


With the addition of the Office of the Director, National Intelligence in September 2007, the NCS membership currently stands at 24 members


Each NCS member organization is represented on the NCS through the Committee of Principals (COP) -- and its subordinate Council of Representatives (COR). The COP --formed as a result of Executive Order 12472, provides advice and recommendations to the NCS and the National Security Council through the President's Critical Infrastructure Protection Board on NS/EP telecommunications and its ties to other critical infrastructures. The NCS also participates in joint industry-Government planning through its work with the President's National Security Telecommunications Advisory Committee (NSTAC), with the NCS's National Coordinating Center for Telecommunications (NCC) and the NCC's subordinate Information Sharing and Analysis Center (ISAC).

After nearly 40 years with the Secretary of Defense serving as its Executive Agent, President George W. Bush transferred the National Communications System to the Department of Homeland Security (DHS). The NCS was one of 22 Federal agencies transferred to the Department on March 1, 2003, in accordance with Executive Order 13286. A revised Executive Order 12472 reflects the changes of E.O. 13286. On November 15, 2005, the NCS became part of the Department's Directorate for Preparedness after nearly two years under the Information Analysis and Infrastructure Protection Directorate. Currently, the DHS Under Secretary for National Protection and Programs serves as the NCS Manager.

The US government has admitted the nation’s power grid is vulnerable to cyber attack, following reports it has been infiltrated by foreign spies. The Wall Street Journal (WSJ) newspaper reported that Chinese and Russian spies were behind this “pervasive” breach. It said software had been left behind that could shut down the electric grid. “The vulnerability is something [we] have known about for years,” said US Homeland Security Secretary Janet Napolitano. “We acknowledge that… in this world, in an increasingly cyber world, these are increasing risks,” Ms Napolitano added. The WSJ reported that the intruders had not sought to damage the power grid or any other key infrastructure so far, but suggested they could change their approach in the event of a crisis or war.

Security watchers said that, if true, the involvement of the Chinese and Russians in such a scenario would show they were strategically thinking about how either to constrain the US or to inflict more damage if they felt a need to do so. “I think that China recognises if in a very strategic sense you want to ensure you have the ability to exploit another country’s potential weakness or vulnerability, but do it in a way that isn’t confrontational or cause an international crisis, then this is a very good way of doing that,” Eric Rosenbach, of Harvard University’s Kennedy School of Government’s Belfer Center, told Reuters news agency. The motives behind these potential attacks are undoubtedly military or political in nature, said Tim Mather, chief security strategist for the RSA Conference, the world’s biggest security event.

The Defense Department supports a controversial Arizona cyber security plan.

Pentagon cyber security wonks are looking to the Grand Canyon State for the future of information warfare defense, thanks to a bill in the Arizona legislature that would create the country's first State Infrastructure Protection Center (SIPC).

Like its national namesake -- the FBI-housed NIPC -- the Arizona SIPC would be poised to respond to physical and cyber attacks on seven critical infrastructures: telecommunications, energy, banking, finance, transportation, water and emergency services. But it would be overseen by the state's emergency management department, and be comprised primarily of state agencies.

It would also maintain close ties to the Pentagon, which has endorsed the proposal. Under the plan, the Department of Defense would provide the SIPC with up-to-date, sanitized information on network vulnerabilities and ongoing attacks through a new Computer Emergency Response Team (CERT) established within the Arizona National Guard.

"The National Guard is the perfect conduit between the [Defense Department] and the state," says James Christy, law enforcement and counterintelligence coordinator for the Pentagon's Defense-wide Information Assurance Program, who helped draft the proposal. "The National Guard works for the state governor most of the time, but they can be federalized in times of crisis."

The Guard's quasi-federal status is key to the plan, which Christy wants to see spread to all fifty states. He argues that state-level involvement is needed to protect critical infrastructures from terrorists and foreign info-warriors. "If we were ever to see a strategic attack on the nation, what you need is somebody on the local level, and then upstream it to the national level," says Christy.

"If something happens here in the state, it could disrupt Luke Air Force Base, for example, which is here in the Arizona," agrees Representative Wes Marsh, the bill's sponsor. "The cyber impacts the physical, and that's what's so unique about the bill."

But the SIPC bill is not without critics, and an earlier version passed Arizona's House of Representatives only to be shot down in the Senate. At issue: The legislation foresees crafting the SIPC out of existing hardware and personnel, at no cost to taxpayers -- a proposition Arizona governor Jane Hull says is unrealistic.

Moreover, the bill would require the state's technology managers to promulgate a series of cyber security plans -- including use of intrusion detection systems in every government agency -- but doesn't offer any money for that effort.

"The governor has concerns because it's not funded, and it calls for the creation of fifteen different plans with no implementation strategy or funding," says Susan Patrick, strategic communications manager with Arizona's Government Information Technology Agency, the group that would be responsible for pushing the reforms. "It also calls for us to use existing resources, and we have no statewide information security specialists in our agency."

Marsh counters that the state should already be using IDS systems, and other security measures, across the board, and argues that availability of freeware programs like Snort and PGP should alleviate cost concerns. "Current statutes require them to have disaster recover and reconstitution plans," says Marsh. "Information assurance is a critical component of that."

SCADA systems used to be completely separate from the internet cloud.  I see no reason why they cannot go back to the "old way", especially when national security is at risk. 
This tells me one thing:
