About an hour and a half ago, Peter Power posted the statement below, in which he mentions that the company he was working on 7/7 was "Reed Elsevier."

Our client three years ago agreed to be named in the BBC programme since the attitude of the producer and his team was very balanced (several conspiracy theorists were also invited to take part). We even allowed our complete exercise material to be made available to the BBC. Regrettably broadcasting in 2008 might have jeopardised an ongoing court case, so they had little choice about postponing it to 2009.
 
Early in 2005 Reed Elsevier, an organisation specialising in information and publishing that employs 1,000 people in and around London, asked us to help them prepare an effective crisis management plan and rehearse it before sign-off. Several draft scenarios were drawn up and the crisis team themselves set the exercise date and time: 9.00am on 7 July.

The test was planned as a table-top walk through for about six people (the CM team) in a lecture room with all injects simulated. Everything was on MS PowerPoint. The location of their Central London office near to Chancery Lane was chosen as one test site. With many staff travelling to work via the London underground system, the chosen exercise simulated incendiary devices on three trains, very similar to a real IRA attack in 1992, as well as other events.

As there had been eighteen terrorist bomb attacks on tube trains prior to 2005, choosing the London Underground was logical rather than just prescient. With this in mind it was hardly surprising that Deutsche Bank had run a similar exercise a few days before and, prior to that, a multi-agency (and much publicised) exercise code-named Osiris II had simulated a terrorist attack at Bank tube station. Moreover, I had also taken part in a BBC Panorama programme in 2004 as a panellist alongside Michael Portillo MP et al, in an unscripted debate (we had no idea at all what the scenario was to be?) on how London might once again, deal with terrorist attacks, only this time it was fictional (created entirely by the BBC).

In short, some of the research for our exercise had already been done. The scenario developed for our client even started by using fictitious news items from the Panorama programme then, as with any walk through exercise, events unfolded solely on a screen as dictated by the facilitator without any external injects or actions beyond the exercise room. Also factored into the scenario was to be an above ground fictitious bomb exploding not far from the head office of the protected Jewish Chronicle magazine where for exercise purposes, our imagined terrorists would have been aware that commuters would now be walking to work (past a building already considered a target) as some tube stations would have been closed.

Of just eight (8) nearby tube stations that fell within possible exercise scope, three were chosen that, by coincidence, were involved in the awful drama that actually took place on 7 July 2005. A level of scenario validation that on this occasion, we could have done without.

An exercise that turns into the real thing is not that unusual. For example, in January 2003, thirty people were injured when a tube train derailed and hit a wall at speed. At the same time, the City of London Police were running an exercise for their central casualty bureau where the team quickly abandoned their plans and swung into action to cope with the real thing.

For a surprising number of people such coincidents cannot be accepted as such. There just has to be a conspiracy behind them, despite the obvious point that painstaking research will always identify probable above possible scenarios.   By the way, the only reason I was asked to speak on TV news that day, when there was still much confusion about the real tragedies, was to encourage more organisations to thoroughly plan their own exercises knowing the threat of terrorism is and remains, very real. One tragic consequence being Islam, a great Abrahamic, monotheistic faith (along with Judaism and Christianity), has undeservedly become vilified by some people.

POWER: Precisely, and it was about half past nine this morning, we planned this for a company and for obvious reasons I don’t want to reveal their name but they’re listening and they’ll know it. And we had a room full of crisis managers for the first time they’d met and so within five minutes we made a pretty rapid decision that this is the real one and so we went through the correct drills of activating crisis management procedures to jump from slow time to quick time thinking and so on.
Peter Power, head of Visor Consultants, was a former Scotland Yard official, working at one time with the Anti-Terrorist Branch.

The odds of such a coincidence are absolutely staggering, which led some to charge that Power’s drill was set up ahead of time by people with insider foreknowledge of 7/7.

Just as happened on 9/11, when exercises involving hijacked aircraft overlapped with the real attacks, some charge that the drill was a cover for the real attack in case any of its perpetrators were caught.

One would consider Power’s culpability to be minimal, otherwise he would not have announced that the drill had taken place on BBC radio. However, his reaction to WeAreChange to the question of who he was working for on 7/7 indicated that he was most uncomfortable about talking about the truth. Reed Elsevier has a proud heritage stretching back to the late 19th century and to the pioneering work of two industrialists, one English, one Dutch.

Albert E Reed laid part of the foundations of what is today Reed Elsevier when he set up a newsprint manufacturing plant at Tovil Mill in Kent, England in 1894. His business became a public company under his own name in 1903.

It was not until 1970 that the company was renamed Reed International Limited. It expanded through merger and acquisitions and by producing industrial magazines through its subsidiary IPC Business Press Ltd and consumer magazines through IPC Magazines Ltd. Next week -- 13-16th September 2005, Europe's biggest arms fair will be held at the ExCel Centre, in London's Docklands area. Protestors are planning a week of events to oppose it, from 9-16th September. While the main dealers of death involved are the arms dealers themselves, the companies that host DSEI must also take a large share of the blame for any injuries, death or torture, that result from the use of the 'defence systems' on show at DSEI (aka 'Defense Systems and Equipment International).

These companies include the event's organisers, Reed Elsevier -- who are also part-owners of the ExCel Centre itself. By creating DSEI they are making the international arms dealers' work that much easier. So let's take a look at what Reed Elsevier-- hardly a household name -- actually does.

Exhibitions
If you search the main Reed website (www.reed-elsevier.com/) for 'DSEI', you get the result -- 'Searching on - dsei Found no documents'. This is not a surprise. Reed is a large publishing company, that only recently bought up Spearhead, the previous organisers of DSEI, and Reed's publicity does not exactly shout about its involvement in the arms fair. The division of Reed that has responsibility for DSEI -- Reed Exhibitions, within the business section -- organises '430 events in 32 countries. Reed Exhibitions has offices and agents in 43 countries'. This means that DSEI is a relatively small section of the business for even this sub-section of Reed Elsevier.

However, the accounts for DSEI Limited, now a subsidiary of Reed Elsevier, showed a profit of £824,551 in 2000 (before its buy-out by Reed), this is no small potatoes, even for a company such as Reed Spearhead's remaining activities also include organising the 'Offshore Europe' exhibitions, a major event for petroleum companies, held in Aberdeen. The last event, in 2003, boasted an attendance of 26,337 industry personnel, and 'confirmed contracts totalling more than US$325 million announced or signed at the show'. This exhibition, plus DSEI, netted Spearhead profits of £2,258,800 before tax in 2003.

The Lancet says the exhibition is incompatible with its values
Medical journal The Lancet has launched a scathing attack on its owner, Reed Elsevier, for helping to organise Europe's largest arms fair.

Reed is helping to stage the Defence Systems and Equipment International show starting in London on Tuesday.

The journal said it was "deeply concerned" by the company's "connection to the arms trade".

But Reed said all exhibitors were strictly regulated and some technology on display was designed for civil use.

The forthcoming event - staged in conjunction with the Ministry of Defence - showcases new technology for both military and civil use.

Exhibitors include defence companies BAE Systems, EADS and Lockheed Martin.

In an editorial, The Lancet urged Reed Elsevier to sever all links with the arms trade, claiming they were incompatible with the journal's values.

"On behalf of our readers and contributors, we respectfully ask Reed Elsevier to divest itself of all business interests that threaten human, and especially civilian, health and well-being," the journal said.

"Values of harm reduction and science-based decision making are the core of public-health practice.

"Certain military technologies that Reed Elsevier has allowed to be showcased at DESi are contrary to these values."

The Lancet, first published in 1823, is among 2,000 scientific and medical journals published by Reed every year.

Tightly regulated

Reed said all exhibitors had to comply with strict regulations on the use of their equipment or else face expulsion and potential prosecution.

It insisted that much of the technology on display - such as air ambulances and fire-fighting equipment - was designed for civil use.

"The defence industry is central to the preservation of freedom and national security," a company spokesman said.

"DSEi, like all Reed Elsevier business activities, complies with the principles of the United Nations Global Compact, to which Reed Elsevier is a signatory."

Protest action

Concerns have also been expressed over the amount of police resources needed to maintain security around the exhibition.

When the show was last held in London, in 2003, more than 2,500 police officers and security guards policed the site.

Critics had threatened to disrupt the exhibition because they feared it would attract countries with poor human rights records.

Some 60 people were arrested following a series of protests and police also stopped and searched a number of campaigners under anti-terrorism laws.

Two of the protesters later failed in a bid to have the searches ruled unlawful in the High Court and then the Court of Appeal.

Though Giuliani personally approves clients, not all come with unblemished backgrounds. In December 2002, Giuliani Partners agreed to a lucrative contract to represent Florida-based security startup Seisint Inc., created by a close friend, Hank Asher. Seisint's data-mining product -- code-named Matrix -- caught the attention of federal and state authorities after Sept. 11 because the firm said that by searching through billions of public records, it could identify potential terrorists.

But Asher harbored a secret: In the early 1980s, he had smuggled kilos of cocaine from Colombia into Florida aboard his private jet. Asher was never charged with a crime but disclosed his past to federal agents later in life when he helped an effort to rid a Florida community of drug smugglers.

In documents introduced in a 2004 lawsuit, dissident Seisint shareholder Gerald Brauser alleged that Giuliani was hired to use his "influence with the federal government to enable Mr. Asher to take an active role in Seisint as a chief executive officer despite the allegations about his drug dealing." Giuliani and his firm were aware of the problems in Asher's past before taking the job, sources familiar with the situation said, speaking on the condition of anonymity because the work was covered by a confidentiality agreement.

The Bush administration committed $12 million in grants for Matrix, and more than half a dozen states joined. In the summer of 2003, newspapers disclosed Asher was collaborating with federal and state officials on Matrix despite his drug-running past, and he resigned from the company. Giuliani would later give a public defense of Asher, without mentioning he had been paid by Asher's company.

"I have a great admiration for what he's doing," Giuliani told a Florida newspaper in January 2004. "People do a lot of things in life. It's a question of what you can do to make up for it, and Hank has done a lot."

Matrix also faced mounting criticism from privacy advocates over its data mining. The Bush administration ended its funding in 2005, and most states dropped from the project in the face of lawsuits and bad publicity.

The turn of events prompted some Seisint investors to reexamine the contract Giuliani had negotiated. What they found startled them: Giuliani Partners was to receive $2 million a year in consulting fees, a commission on sales of Seisint products, and 800,000 warrants to buy company stock, according to the minutes of the December 2002 Seisint board meeting in which the contract was approved. Knowledgeable sources said Giuliani's firm got most of that compensation, with the warrants proving particularly valuable because Seisint was sold to data giant LexisNexis for $775 million. Brauser sued Seisint's board, alleging Giuliani was not worth the money. "The Board of Directors allowed the corporation to waste corporate assets by allowing the company to enter into a contract for which the company received no benefit," Brauser alleged.

When LexisNexis bought the company, Brauser's lawsuit was dismissed by agreement of both sides. Asher and Seisint officials declined to be interviewed. LexisNexis, the current parent company, distanced itself from the Giuliani contract, saying it was terminated shortly after Asher was jettisoned from the company.

Structural changes in world advertising are also strongly linked to global media consolidation. Further, globalization depends on a commercial media system to market their wares worldwide. It, in turn, is partnered with a handful of "super-advertising agencies" dominating a $400 billion global industry and consolidating just as fast as media companies.

About 100 second tier players are also important. Among them - Gannett, Knight-Ridder and Thomson Reuters in the US and others around the world like Mexico's Televisa, Venezuela's Cisneros Group, London-based Pearson plc, and global publisher Reed Elsevier. These companies dominate their own national and regional markets and have extensive ties and joint ventures with the giants. Together, first and second tier operators control much of the world's media - from TV and radio to publishing, films, music, and so forth, and the entire system is still undergoing change because of continued consolidation.

These companies are in it together, but the race will determine who wins, so it's likely to end up with a small handful of very large finalists. As a result, the global media market is more a cartel than a competitive marketplace. The largest firms have similar dominant shareholders. They each own portions of the others. Their directorships interlock. The CEOs all know each other, are on a first name basis, and communicate regularly as they plot the future of their businesses.

First and second tier operators are also connected through their investment bankers - Goldman Sachs, Morgan Stanley and Merrill Lynch among them. Financial houses, of course, are matchmakers and make multi-millions at their trade. For them, the more the better, and they had a heyday in the 1990s with deals worth hundreds of billions.

There is big money in weapon sales, so I go for the weapons angle where Reed is concerned. The 7/7 bombings would have facilitated sales at the DSEI exhibition, regarded as the biggest in Europe, that was held a few weeks after 7/7.  They also held an exhibition for arms dealers in the Middle East and organize the Shot Show in the US.

Peter Power, the former Scotland Yard official Anti-Terrorist Branch official, who oversaw drills of the very events of the London bombings on the morning of 7/7 as they were happening, has revealed more details behind the events for the first time in three and a half years.

A statement, apparently from Mr Power, has appeared in the comments section of a recent blog posting regarding comments Power made on the BBC last week.

As we highlighted, the “crisis management expert” revealed that some companies used the shut down of the city of London on Wednesday, during the G20 protests, as a dress rehearsal for an influenza pandemic.

In response to an explanation of who Peter Power is, which was added by the Uncensored Magazine blog, Mr Power himself posted a lengthy statement in which he reveals that the company he was working with on 7/7 was London based information giant Reed Elsevier.

The company is most notable for its ownership of the Lexis/Nexis legal database, as well as many other information sources. As Elsevier, it runs a vast number of science journals, including some of the biggest and most reputable ones. Reed is also known as a host of large exhibitions. The company part owns the ExCel Centre in London’s Docklands area, where the G20 summit was held this past weekend.

Here is Peter Power’s statement in full:

    There has been much nonsense written about why my company ran an exercise on 7 July 2005 that had very close parallels to the real thing that day. Since then I have made several attempts to add my own comments to numerous sites that seem to get increasingly excited about their own conspiracy theories and in the process exclude any rational debate. It seems those who occupy the world of finding conspiracy theories to replace just about any coincidence, do not want to have any dialogue with those offering a different view, but I have not yet given up hope. I am therefore hoping, perhaps naively, that someone might like to read an honest and factual account about a particular exercise my company ran in London three years ago.

    Unfortunately, the BBC had postponed in 2008 a programme in their ‘conspiracy files’ series that would have done this. Our client three years ago agreed to be named in the BBC programme since the attitude of the producer and his team was very balanced (several conspiracy theorists were also invited to take part). We even allowed our complete exercise material to be made available to the BBC. Regrettably broadcasting in 2008 might have jeopardised an ongoing court case, so they had little choice about postponing it to 2009.

    Early in 2005 Reed Elsevier, an organisation specialising in information and publishing that employs 1,000 people in and around London, asked us to help them prepare an effective crisis management plan and rehearse it before sign-off. Several draft scenarios were drawn up and the crisis team themselves set the exercise date and time: 9.00am on 7 July.

    The test was planned as a table-top walk through for about six people (the CM team) in a lecture room with all injects simulated. Everything was on MS PowerPoint. The location of their Central London office near to Chancery Lane was chosen as one test site. With many staff travelling to work via the London underground system, the chosen exercise simulated incendiary devices on three trains, very similar to a real IRA attack in 1992, as well as other events.

    As there had been eighteen terrorist bomb attacks on tube trains prior to 2005, choosing the London Underground was logical rather than just prescient. With this in mind it was hardly surprising that Deutsche Bank had run a similar exercise a few days before and, prior to that, a multi-agency (and much publicised) exercise code-named Osiris II had simulated a terrorist attack at Bank tube station. Moreover, I had also taken part in a BBC Panorama programme in 2004 as a panellist alongside Michael Portillo MP et al, in an unscripted debate (we had no idea at all what the scenario was to be?) on how London might once again, deal with terrorist attacks, only this time it was fictional (created entirely by the BBC).

    In short, some of the research for our exercise had already been done. The scenario developed for our client even started by using fictitious news items from the Panorama programme then, as with any walk through exercise, events unfolded solely on a screen as dictated by the facilitator without any external injects or actions beyond the exercise room. Also factored into the scenario was to be an above ground fictitious bomb exploding not far from the head office of the protected Jewish Chronicle magazine where for exercise purposes, our imagined terrorists would have been aware that commuters would now be walking to work (past a building already considered a target) as some tube stations would have been closed.

    Of just eight nearby tube stations that fell within possible exercise scope, three were chosen that, by coincidence, were involved in the awful drama that actually took place on 7 July 2005. A level of scenario validation that on this occasion, we could have done without.

    An exercise that turns into the real thing is not that unusual. For example, in January 2003, thirty people were injured when a tube train derailed and hit a wall at speed. At the same time, the City of London Police were running an exercise for their central casualty bureau where the team quickly abandoned their plans and swung into action to cope with the real thing.

    For a surprising number of people such coincidents cannot be accepted as such. There just has to be a conspiracy behind them, despite the obvious point that painstaking research will always identify probable above possible scenarios. By the way, the only reason I was asked to speak on TV news that day, when there was still much confusion about the real tragedies, was to encourage more organisations to thoroughly plan their own exercises knowing the threat of terrorism is and remains, very real. One tragic consequence being Islam, a great Abrahamic, monotheistic faith (along with Judaism and Christianity), has undeservedly become vilified by some people.

To re-cap the situation, on the afternoon of July 7th, 2005, Power told a BBC radio interviewer that his company was running an exercise for an unnamed group that revolved around three bombs going off at precisely the same tube stations and precisely the same time as those that were hit that morning.

The transcript is as follows.

    PETER POWER: At half past nine this morning we were actually running an exercise for a company of over a thousand people in London based on simultaneous bombs going off precisely at the railway stations where it happened this morning, so I still have the hairs on the back of my neck standing up right now.

    HOST: To get this quite straight, you were running an exercise to see how you would cope with this and it happened while you were running the exercise?

    POWER: Precisely, and it was about half past nine this morning, we planned this for a company and for obvious reasons I don’t want to reveal their name but they’re listening and they’ll know it. And we had a room full of crisis managers for the first time they’d met and so within five minutes we made a pretty rapid decision that this is the real one and so we went through the correct drills of activating crisis management procedures to jump from slow time to quick time thinking and so on.

The odds of such a coincidence are absolutely staggering, which led some to charge that Power’s drill was set up ahead of time, or used by people with insider foreknowledge of 7/7.

Just as happened on 9/11, when exercises involving hijacked aircraft overlapped with the real attacks, some charge that the drill was a cover for the real attack in case any of its perpetrators were caught.

Power alluded to the nature of the simulations in the days after 7/7, in an effort to downplay the significance of the mock-versus-real events.

Less than one week after the bombings, as Power and his company Visor consultants received correspondence and questions, mostly stemming from our articles on the drills, a short statement was issued, concluding with the following comments:

    “Beyond this no further comment will be made and based on the extraordinary number of messages from ill informed people, no replies will henceforth be given to anyone unable to demonstrate a bona fide reason for asking (e.g. accredited journalist / academic).”

Power’s culpability is seemingly minimal - after all why would he announce the drill on national radio hours after the attack? - but his reaction to questions regarding the drills highlighted that he was not comfortable discussing the subject further.

Indeed, in December 2007, when Power was approached politely by members of the We Are Change group, who explained who they were and what they were doing, he refused to answer any of their questions on camera, saying he would not tolerate the approach.

Peter Power of Visor Consultants, who openly admitted during a BBC  interview shortly after the London bombings of July the 7th 2005, that he was running an exercise for a company of over a thousand people in London based on simultaneous bombs going off precisely at the railway stations where the 7/7 bombings occurred, has disclosed  that the company he was working for was Reed Elsevier.

On April the 6th, in response to a news item and a short blog related to the 7/7 bombings that were posted on the Uncensored website, he stated in the comment section that in 2005 Reed Elsevier asked Visor Consultants to prepare an effective crisis management plan and rehearse, and he wrote that:  ” Several draft scenarios were drawn up and the crisis team themselves set the exercise date and time: 9.00am on 7 July…”.   You can read his full statement here, which he provided to the j7: July 7th Truth Campaign Blog website back in October 2008, although it evidently did not attract any media attention then.  It has now however, as the major alternative news sites, Prisonplanet.com and Infowars.com have published the story.

So what does Reed Elsevier do? Its website shows that the company invests heavily in disseminating information across the globe, describing itself as a world leading provider of professional information and online workflow solutions in the science, medical, legal, risk information and analytics, and business sectors, as well as being one of the world’s largest media companies.   It owns a wide variety of companies and publications, from LexisNexis to Gray’s Anatomy and New Scientist magazine.

It promotes the unfounded notion that climate change is a threat and hails support for the United Nations Global Compact, and its activities are as diverse as  funding medical facilities in the developing world, to hosting meetings to discuss designing a transatlantic agenda.

In recent years it has been criticized for promoting the arms industry, as it has organized arms exhibitions in the Middle East, the UK and the US where inhumane weapons and torture devices have been exhibited.   Reed Exhibitions, a a subsidiary of Reed Elsevier, runs The Shot Show in the US where electroshock batons and stun belts have been up for sale,  in conjunction with torture devices that bear that inhumane caption: “Making Grown Men Cry Since 1975″ according to the  Campaign Against Arms Trade (CAAT).

In addition, Reed Exhibitions purchased the IDEX fair which has been a subject of some controversy too.  According to the Independent, ( http://findarticles.com/p/articles/mi_qn4158/is_20070417/ai_n19013376/ ) IDEX,  named  “the world’s largest and fastest growing defence exhibition,”  organized an exhibition in 2007 in the United Arab Emirates and invited the defence minister of Sudan, a regime condemned for sponsoring the “genocide” in Darfur, as well as put land mines and cluster bombs up for sale.

Reed Exhibitions  owned the Defence Systems and Equipmentreedagm07small International, (DSEI) a defence and security equipment exhibition, which is held every two years in London Docklands.   It staged a show from the 13th to the 16th of  September in 2005,  a few weeks after the 7/7 London bombings, described as Europe’s biggest arms fair.   Likely owing to criticism say campaigners, who believed the company was making the international arms dealers’ work that much easier,  the company sold the DSEI to Clarion Events in April 2008.

The Wikipedia page about the DSEI,  the big arms fair held in London, which is supported by the Department of Defense,  states that the DSEI was sold to Clarion Events in 2008.  On Wikipedia under the heading: 'Current ownership' it reads: " In April 2008 DSEi was acquired by Clarion Events, the largest independent event organiser in the UK. At the same time Clarion also acquired ITEC - a conference and exhibition dedicated to military simulation, training and education - and Latin American Aerospace and Defence."

But is it? As this screen shot from the DefenseWorld.net website indicates Reed Exhibitions is the organiser.

Defence Exhibitions
Members of the medical and scientific communities, which purchase and use many journals published by Reed Elsevier, agitated for the company to cut its links to the arms trade. Two UK academics, Dr. Tom Stafford of Sheffield University and Dr Nick Gill, launched petitions calling on Reed Elsevier to stop organising arms fairs. A subsidiary, Spearhead, organised defence shows, including an event where it was reported that cluster bombs and extremely powerful riot control equipment were offered for sale.

In February 2007, Richard Smith, former editor of the British Medical Journal, published an editorial in the Journal of the Royal Society of Medicine, arguing that Reed Elsevier's involvement in both the arms trade and medical publishing constituted a conflict of interest. He suggested that if academics began to disengage with Reed Elsevier, the company would be likely to end their arms fairs, as arms fairs only comprise a small proportion of their business.

On June 1, 2007, Reed Elsevier announced that they would be exiting the Defence Exhibition business during the second half of 2007.

This means that the company no longer organises arms fairs around the world. The decision followed a high-profile campaign, coordinated by CAAT, which highlighted the incompatibility of Reed's involvement in the arms trade and their position as the number one publisher of medical and science journals and other publications. CAAT welcomed the decision and applauded the board of Reed Elsevier for recognising the concerns of its stakeholders.


But wait a minute, didn't Peter Power say his client for the exercise on 7/7 was a 1,000 employee organisation, "a thousand people in the whole organisation" unquote (video below) that's how it came across on the day especially as he Freud-fluffs his additional "in the crisis team" part of his spiel? Reed International will have more than 1,000 employees (worldwide, it was never mentioned that it employed 1,000 people in London, it was just 1,000 employees in the whole organisation). Or should he have said that SPEARHEAD was his client on the day where an exercise in crisis management flipped over into ... oh, yeah, it just went live. Isn't this like that scene in The Italian Job where Michael Caine shouts, "I only told you to blow off the bloody doors!"
