Germany and the USA signed an agreement on Monday March 16 in Berlin on future scientific and technological  cooperation on security matters, which signals an opening from the new American administration on Homeland Security matters. The agreement, which shows an increasing level of globalization on the political stage, stresses a focus on security measures that "do not inhibit personal freedoms". However, the recent track record of both governments should give citizens of both countries pause.
