The Senate on Thursday approved a major national service bill that triples the AmeriCorps program, despite concerns from some conservatives that it could allow politically charged groups to benefit from extra funding.

The Senate voted 78-20 to increase AmeriCorps to 250,000 from its current 75,000 positions. The legislation is expected to cost $6 billion over five years.

The House could take up the bill as early as Monday, sending it then to President Obama for his signature.

The package, called the Generations Invigorating Volunteerism and Education Act, or GIVE Act, encourages a broad range of Americans to give back to their communities. It would create five groups to help poor people, improve education, encourage energy efficiency, strengthen access to health care and assist veterans.

UPDATE:

Between being first officially “reported” to the House and being voted on by the full House, bill managers stripped one whole section of the measure that created a Congressional Commission on Civil Service, thus removing the section that contained the language cited above concerning “a workable, fair, and reasonable mandatory service requirement for all able young people” and a possible requirement for “all individuals in the United States” to perform such service. The section could be restored during the Senate-House conference committee meeting. A new, separate bill containing that language has since been introduced in the House.

Exactly.  That's how they usually operate.  A 3rd option is attach it to a "Must Pass" Bill of some sort that has nothing to do with MNS and bury it deep within the thousands of pages of it, in some subsection, etc.

If in fact this is but a first tally, or tactit, well guys and girls, these freaks are on the way to involuntary service, and to the draft, or better said, involuntary service not to exclude military.

Hillary and Obama discussed this long before the election, thinks about it, who is Obama's playmates in his cabinet.

Hope I'm wrong, but it appears to me this is the first step, just an oppinion, but being a cynical bastrrrd, they need to fill the boots and uniforms.

Soon enough, on a economical basis alone, citizens will be lining up, this so called bill will be their key to domination in the future. It may appear fluff and sugar coated now, but hold on, give it time, the shiiitpot will be reaking with domination.

A BILL

To establish the Congressional Commission on Civic Service to study methods of improving and promoting volunteerism and national service, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘Congressional Commission on Civic Service Act’.

SEC. 2. FINDINGS.

Congress finds the following:

(1) The social fabric of the United States is stronger if individuals in the United States are committed to protecting and serving our Nation by utilizing national service and volunteerism to overcome our civic challenges.

(2) A more engaged civic society will strengthen the Nation by bringing together people from diverse backgrounds and experiences to work on solutions to some of our Nation’s major challenges.

(3) Despite declines in civic health in the past 30 years, national service and volunteerism among the Nation’s youth are increasing, and existing national service and volunteer programs greatly enhance opportunities for youth to engage in civic activity.

(4) In addition to the benefits received by nonprofit organizations and society as a whole, volunteering and national service provide a variety of personal benefits and satisfaction and can lead to new paths of civic engagement, responsibility, and upward mobility.

SEC. 3. ESTABLISHMENT.

There is established in the legislative branch a commission to be known as the ‘Congressional Commission on Civic Service’ (in this Act referred to as the ‘Commission’).

SEC. 4. DUTIES.

(a) General Purpose- The purpose of the Commission is to gather and analyze information in order to make recommendations to Congress to--

(1) improve the ability of individuals in the United States to serve others and, by doing so, to enhance our Nation and the global community;

(2) train leaders in public service organizations to better utilize individuals committed to national service and volunteerism as they manage human and fiscal resources;

(3) identify and offer solutions to the barriers that make it difficult for some individuals in the United States to volunteer or perform national service; and

(4) build on the foundation of service and volunteer opportunities that are currently available.

(b) Specific Topics- In carrying out its general purpose under subsection (a), the Commission shall address and analyze the following specific topics:

(1) The level of understanding about the current Federal, State, and local volunteer programs and opportunities for service among individuals in the United States.

(2) The issues that deter volunteerism and national service, particularly among young people, and how the identified issues can be overcome.

(3) Whether there is an appropriate role for Federal, State, and local governments in overcoming the issues that deter volunteerism and national service and, if appropriate, how to expand the relationships and partnerships between different levels of government in promoting volunteerism and national service.

(4) Whether existing databases are effective in matching community needs to would-be volunteers and service providers.

(5) The effect on the Nation, on those who serve, and on the families of those who serve, if all individuals in the United States were expected to perform national service or were required to perform a certain amount of national service.

(6) Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.

(7) The need for a public service academy, a 4-year institution that offers a federally funded undergraduate education with a focus on training future public sector leaders.

(Cool The means to develop awareness of national service and volunteer opportunities at a young age by creating, expanding, and promoting service options for primary and secondary school students and by raising awareness of existing incentives.

(9) The effectiveness of establishing a training program on college campuses to recruit and educate college students for national service.

(10) The effect on United States diplomacy and foreign policy interests of expanding service opportunities abroad, such as the Peace Corps, and the degree of need and capacity abroad for an expansion.

(11) The constraints that service providers, nonprofit organizations, and State and local agencies face in utilizing federally funded volunteer programs, and how these constraints can be overcome.

(12) Whether current Federal volunteer programs are suited to address the special skills and needs of senior volunteers, and if not, how these programs can be improved such that the Federal government can effectively promote service among the ‘baby boomer’ generation.

(c) Methodology-

(1) PUBLIC HEARINGS- The Commission shall conduct public hearings in various locations around the United States.

(2) REGULAR AND FREQUENT CONSULTATION- The Commission shall regularly and frequently consult with an advisory panel of members of Congress appointed for such purpose by the Speaker of the House of Representatives and the majority leader of the Senate.

SEC. 5. MEMBERSHIP.

(a) Number and Appointment-

(1) IN GENERAL- The Commission shall be composed of 8 members appointed as follows:

(A) 2 members appointed by the Speaker of the House of Representatives.

(B) 2 members appointed by the minority leader of the House of Representatives.

(C) 2 members appointed by the majority leader of the Senate.

(D) 2 members appointed by the minority leader of the Senate.

(2) QUALIFICATIONS- The members of the Commission shall consist of individuals who are of recognized standing and distinction in the areas of international public service, national public service, service-learning, local service, business, or academia.

(3) DEADLINE FOR APPOINTMENT- The members of the Commission shall be appointed not later than 90 days after the date of the enactment of this Act.

(4) CHAIRPERSON- The Chairperson of the Commission shall be designated by the Speaker of the House of Representatives at the time of the appointment.

(b) Terms-

(1) IN GENERAL- The members of the Commission shall serve for the life of the Commission.

(2) VACANCIES- A vacancy in the Commission shall not affect the power of the remaining members to execute the duties of the Commission but any such vacancy shall be filled in the same manner in which the original appointment was made.

(c) Compensation-

(1) RATES OF PAY; TRAVEL EXPENSES- Each member shall serve without pay, except that each member shall receive travel expenses, including per diem in lieu of subsistence, in accordance with applicable provisions under subchapter I of chapter 57 of title 5, United States Code.

(2) PROHIBITION OF COMPENSATION OF FEDERAL EMPLOYEES- Notwithstanding paragraph (1), any member of the Commission who is a full-time officer or employee of the United States may not receive additional pay, allowances, or benefits because of service on the Commission.

(d) Meeting Requirements-

(1) FREQUENCY-

(A) QUARTERLY MEETINGS- The Commission shall meet at least quarterly.

(B) ADDITIONAL MEETINGS- In addition to quarterly meetings, the Commission shall meet at the call of the Chairperson or a majority of its members.

(2) QUORUM- 5 members of the Commission shall constitute a quorum but a lesser number may hold hearings.

(3) MEETING BY TELEPHONE OR OTHER APPROPRIATE TECHNOLOGY- Members of the Commission are permitted to meet using telephones or other suitable telecommunications technologies provided that all members of the Commission can fully communicate with all other members simultaneously.

SEC. 6. DIRECTOR AND STAFF OF COMMISSION; EXPERTS AND CONSULTANTS.

(a) Director-

(1) APPOINTMENT- The Commission shall have a Director who shall be appointed by the Chairperson with the approval of the Commission.

(2) CREDENTIALS- The Director shall have credentials related to international public service, national public service, service-learning, or local service.

(3) SALARY- The Director shall be paid at a rate determined by the Chairperson with the approval of the Commission, except that the rate may not exceed the rate of basic pay for GS-15 of the General Schedule.

(b) Staff- With the approval of the Chairperson, the Director may appoint and fix the pay of additional qualified personnel as the Director considers appropriate.

(c) Experts and Consultants- With the approval of the Commission, the Director may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, but at rates for individuals not to exceed the daily equivalent of the maximum annual rate of basic pay for GS-15 of the General Schedule.

(d) Staff of Federal Agencies- Upon request of the Commission, Chairperson, or Director, the head of any Federal department or agency may detail, on a reimbursable basis, any of the personnel of that department or agency to the Commission to assist it in carrying out its duties under this Act.

SEC. 7. POWERS OF COMMISSION.

(a) Hearings and Sessions- The Commission may, for the purpose of carrying out this Act, hold public hearings, sit and act at times and places, take testimony, and receive evidence as the Commission considers appropriate.

(b) Powers of Members and Agents- Any member or agent of the Commission may, if authorized by the Commission, take any action which the Commission is authorized to take by this section.

(c) Obtaining Official Data- Upon request of the Chairperson, the head of any department or agency shall furnish information to the Commission that the Commission deems necessary to enable it to carry out this Act.

(d) Physical Facilities and Equipment- The Architect of the Capitol, in consultation with the appropriate entities in the legislative branch, shall locate and provide suitable facilities and equipment for the operation of the Commission on a nonreimbursable basis.

(e) Administrative Support Services- Upon the request of the Commission, the Architect of the Capitol and the Administrator of General Services shall provide to the Commission on a nonreimbursable basis such administrative support services as the Commission may request in order for the Commission to carry out its responsibilities under this Act.

SEC. 8. REPORTS.

(a) Interim Report- The Commission shall submit an interim report on its activities to Congress not later than 20 months after the date of the enactment of this Act.

(b) Final Report-

(1) DEADLINE- The Commission shall submit a final report on its activities to Congress not later than 120 days after the submission of the interim report under subsection (a).

(2) CONTENTS- The final report shall contain a detailed statement of the findings and conclusions of the Commission, together with its recommendations for proposed legislation.

SEC. 9. TERMINATION.

The Commission shall terminate not later than 30 days after submitting its final report under section 8(b)(1).

WASHINGTON – Tens of thousands of Americans, from teenagers to baby boomers, soon will get a fresh chance to lend a helping hand in a time of need.

The House voted 275-149 Tuesday for a $5.7 billion bill that triples positions in the Clinton-era AmeriCorps program, its largest expansion since the agency's creation in 1993, and establishes a fund to help nonprofit organizations recruit and manage more volunteers. AmeriCorps offers a range of volunteer opportunities including housing construction, youth outreach, disaster response and caring for the elderly.

Congress was sending the bill to President Barack Obama, who often cites his years as a Chicago community organizer for giving him his political start. Obama has made national service programs a high priority. His budget proposal calls for more than $1.1 billion for the programs, an increase of more than $210 million.

The president, who began an eight-day European trip Tuesday, plans to sign the measure when he returns to Washington.

"I call on all Americans to stand up and do what they can to serve their communities, shape our history and enrich both their own lives and the lives of others across this country," Obama said in a statement.

With the nation plunging deeper into a recession, Obama and backers of the effort see it as a way to channel a rising desire among Americans to help their neighbors.

"History has ... shown that in time of crisis, Americans turn to service and volunteering for healing, for rebuilding and for hope. The spirit of generosity in the American people is one of the greatest assets of our nation," Rep. George Miller, D-Calif., chairman of the House Education and Labor Committee, said during debate on the bill.

Applications to AmeriCorps have exploded with the plunging employment market. Last month, there were 9,731 applications submitted to the AmeriCorps online system, more than triple the 3,159 submitted in February 2008. In the AmeriCorps program, 75,000 people spend 10 months to a year helping build affordable homes or responding to disasters. Most receive an annual stipend of slightly less than $12,000.

Last year, more than 500 AmeriCorps members helped coordinate more than 200,000 Habitat for Humanity volunteers to build 1,700 new homes. Some AmeriCorps participants also helped families get ready for homeownership.

The bill provides for gradually increasing the size of AmeriCorps to 250,000 enrollees over eight years.

"People are feeling their own pain, but they're also feeling their neighbors' pain," said Alan Solomont, board chairman of the government-run Corporation for National and Community Service, which oversees AmeriCorps and will be in charge of overseeing new programs for middle and high school students and people 55 and over.

The legislation outlines five broad categories where people can direct their service: helping the poor, improving education, encouraging energy efficiency, strengthening access to health care and assisting veterans. People working in these new corps would provide such services as weatherizing homes or teaching computer skills to seniors or the unemployed.

The measure also encourages people to observe Sept. 11 as a national day of service and remembrance.

Mark Andrews, senior director for U.S. operations for Habitat for Humanity International, said the bill was "absolutely necessary" because it will provide the organization with more participants who have specialized skills in construction or family services. These AmeriCorps members are then able to train more volunteers.

"National service gives us the opportunity to bring in some of the best and the brightest, in terms of young people right out of school, as well as folks who have completed their career and want to give back to their communities in a more significant way," Andrews said.

People 55 and older could also earn $1,000 education awards by getting involved in public service. Those awards can be transferred to a child, grandchild or even someone they mentored.

Tom Nelson, AARP's chief operating officer, said the bill gives more older Americans the chance to apply their years of experience to helping others.

Nelson said his group is hearing from thousands of people who say, "How do I get involved, how do I help my community?"

"That older volunteer can be the ideal volunteer," he said.

The bill also ties volunteer work to money for college in other ways.

Sixth graders through high school seniors could earn a $500 education award for helping in their neighborhoods during a new summer program.

Education awards for AmeriCorps participants would increase from $4,725 to $5,350. That money can be used to help pay for college or help pay off student loans. Future increases would be tied to increases in the maximum size of Pell grants.

The bill is named for Sen. Edward M. Kennedy, D-Mass., who with Sen. Orrin Hatch, R-Utah, has been its champion. Kennedy is being treated for brain cancer but returned to Washington last week to vote for the legislation.

A BILL

      Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

      This Act may be cited as the `Congressional Commission on Civic Service Act'.

SEC. 2. FINDINGS.

      Congress finds the following:

            (1) The social fabric of the United States is stronger if individuals in the United States are committed to protecting and serving our Nation by utilizing national service and volunteerism to overcome our civic challenges.

            (2) A more engaged civic society will strengthen the Nation by bringing together people from diverse backgrounds and experiences to work on solutions to some of our Nation's major challenges.

            (3) Despite declines in civic health in the past 30 years, national service and volunteerism among the Nation's youth are increasing, and existing national service and volunteer programs greatly enhance opportunities for youth to engage in civic activity.

            (4) In addition to the benefits received by nonprofit organizations and society as a whole, volunteering and national service provide a variety of personal benefits and satisfaction and can lead to new paths of civic engagement, responsibility, and upward mobility.

SEC. 3. ESTABLISHMENT.

      There is established in the legislative branch a commission to be known as the `Congressional Commission on Civic Service' (in this Act referred to as the `Commission').

SEC. 4. DUTIES.

      (a) General Purpose- The purpose of the Commission is to gather and analyze information in order to make recommendations to Congress to--

            (1) improve the ability of individuals in the United States to serve others and, by doing so, to enhance our Nation and the global community;

            (2) train leaders in public service organizations to better utilize individuals committed to national service and volunteerism as they manage human and fiscal resources;

            (3) identify and offer solutions to the barriers that make it difficult for some individuals in the United States to volunteer or perform national service; and

            (4) build on the foundation of service and volunteer opportunities that are currently available.

      (b) Specific Topics- In carrying out its general purpose under subsection (a), the Commission shall address and analyze the following specific topics:

            (1) The level of understanding about the current Federal, State, and local volunteer programs and opportunities for service among individuals in the United States.

            (2) The issues that deter volunteerism and national service, particularly among young people, and how the identified issues can be overcome.

            (3) Whether there is an appropriate role for Federal, State, and local governments in overcoming the issues that deter volunteerism and national service and, if appropriate, how to expand the relationships and partnerships between different levels of government in promoting volunteerism and national service.

            (4) Whether existing databases are effective in matching community needs to would-be volunteers and service providers.

            (5) The effect on the Nation, on those who serve, and on the families of those who serve, if all individuals in the United States were expected to perform national service or were required to perform a certain amount of national service.

            (6) Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.

            (7) The need for a public service academy, a 4-year institution that offers a federally funded undergraduate education with a focus on training future public sector leaders.

            (Cool The means to develop awareness of national service and volunteer opportunities at a young age by creating, expanding, and promoting service options for primary and secondary school students and by raising awareness of existing incentives. (Hitler-Jugend, anyone?)

            (9) The effectiveness of establishing a training program on college campuses to recruit and educate college students for national service.

            (10) The effect on United States diplomacy and foreign policy interests of expanding service opportunities abroad, such as the Peace Corps, and the degree of need and capacity abroad for an expansion.

            (11) The constraints that service providers, nonprofit organizations, and State and local agencies face in utilizing federally funded volunteer programs, and how these constraints can be overcome.

            (12) Whether current Federal volunteer programs are suited to address the special skills and needs of senior volunteers, and if not, how these programs can be improved such that the Federal government can effectively promote service among the `baby boomer' generation. (Then, if they don't want to "serve", you just classify them as "useless eaters" and ship 'em off to FEMA camps, huh?)

      (c) Methodology-

            (1) PUBLIC HEARINGS- The Commission shall conduct public hearings in various locations around the United States.

            (2) REGULAR AND FREQUENT CONSULTATION- The Commission shall regularly and frequently consult with an advisory panel of members of Congress appointed for such purpose by the Speaker of the House of Representatives and the majority leader of the Senate.

SEC. 5. MEMBERSHIP.

      (a) Number and Appointment-

            (1) IN GENERAL- The Commission shall be composed of 8 members appointed as follows:

                  (A) 2 members appointed by the Speaker of the House of Representatives.

                  (B) 2 members appointed by the minority leader of the House of Representatives.

                  (C) 2 members appointed by the majority leader of the Senate.

                  (D) 2 members appointed by the minority leader of the Senate.

            (2) QUALIFICATIONS- The members of the Commission shall consist of individuals who are of recognized standing and distinction in the areas of international public service, national public service, service-learning, local service, business, or academia.

            (3) DEADLINE FOR APPOINTMENT- The members of the Commission shall be appointed not later than 90 days after the date of the enactment of this Act.

            (4) CHAIRPERSON- The Chairperson of the Commission shall be designated by the Speaker of the House of Representatives at the time of the appointment.

      (b) Terms-

            (1) IN GENERAL- The members of the Commission shall serve for the life of the Commission.

            (2) VACANCIES- A vacancy in the Commission shall not affect the power of the remaining members to execute the duties of the Commission but any such vacancy shall be filled in the same manner in which the original appointment was made.

      (c) Compensation-

            (1) RATES OF PAY; TRAVEL EXPENSES- Each member shall serve without pay, except that each member shall receive travel expenses, including per diem in lieu of subsistence, in accordance with applicable provisions under subchapter I of chapter 57 of title 5, United States Code. (YOU DON'T EVEN GET PAID FOR IT!)

            (2) PROHIBITION OF COMPENSATION OF FEDERAL EMPLOYEES- Notwithstanding paragraph (1), any member of the Commission who is a full-time officer or employee of the United States may not receive additional pay, allowances, or benefits because of service on the Commission.

      (d) Meeting Requirements-

            (1) FREQUENCY-

                  (A) QUARTERLY MEETINGS- The Commission shall meet at least quarterly.

                  (B) ADDITIONAL MEETINGS- In addition to quarterly meetings, the Commission shall meet at the call of the Chairperson or a majority of its members.

            (2) QUORUM- 5 members of the Commission shall constitute a quorum but a lesser number may hold hearings.

            (3) MEETING BY TELEPHONE OR OTHER APPROPRIATE TECHNOLOGY- Members of the Commission are permitted to meet using telephones or other suitable telecommunications technologies provided that all members of the Commission can fully communicate with all other members simultaneously.

SEC. 6. DIRECTOR AND STAFF OF COMMISSION; EXPERTS AND CONSULTANTS.

      (a) Director-

            (1) APPOINTMENT- The Commission shall have a Director who shall be appointed by the Chairperson with the approval of the Commission.

            (2) CREDENTIALS- The Director shall have credentials related to international public service, national public service, service-learning, or local service.

            (3) SALARY- The Director shall be paid at a rate determined by the Chairperson with the approval of the Commission, except that the rate may not exceed the rate of basic pay for GS-15 of the General Schedule.

      (b) Staff- With the approval of the Chairperson, the Director may appoint and fix the pay of additional qualified personnel as the Director considers appropriate.

      (c) Experts and Consultants- With the approval of the Commission, the Director may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, but at rates for individuals not to exceed the daily equivalent of the maximum annual rate of basic pay for GS-15 of the General Schedule.

      (d) Staff of Federal Agencies- Upon request of the Commission, Chairperson, or Director, the head of any Federal department or agency may detail, on a reimbursable basis, any of the personnel of that department or agency to the Commission to assist it in carrying out its duties under this Act.

SEC. 7. POWERS OF COMMISSION.

      (a) Hearings and Sessions- The Commission may, for the purpose of carrying out this Act, hold public hearings, sit and act at times and places, take testimony, and receive evidence as the Commission considers appropriate.

      (b) Powers of Members and Agents- Any member or agent of the Commission may, if authorized by the Commission, take any action which the Commission is authorized to take by this section.

      (c) Obtaining Official Data- Upon request of the Chairperson, the head of any department or agency shall furnish information to the Commission that the Commission deems necessary to enable it to carry out this Act.

      (d) Physical Facilities and Equipment- The Architect of the Capitol, in consultation with the appropriate entities in the legislative branch, shall locate and provide suitable facilities and equipment for the operation of the Commission on a nonreimbursable basis.

      (e) Administrative Support Services- Upon the request of the Commission, the Architect of the Capitol and the Administrator of General Services shall provide to the Commission on a nonreimbursable basis such administrative support services as the Commission may request in order for the Commission to carry out its responsibilities under this Act.

SEC. 8. REPORTS.

      (a) Interim Report- The Commission shall submit an interim report on its activities to Congress not later than 20 months after the date of the enactment of this Act.

      (b) Final Report-

            (1) DEADLINE- The Commission shall submit a final report on its activities to Congress not later than 120 days after the submission of the interim report under subsection (a).

            (2) CONTENTS- The final report shall contain a detailed statement of the findings and conclusions of the Commission, together with its recommendations for proposed legislation.

SEC. 9. TERMINATION.

      The Commission shall terminate not later than 30 days after submitting its final report under section 8(b)(1).

I suppose it means to dream up ways to manipulate the masses with a PR campaign. Not something I personally care to fund.

Socio, thanks for pointing out the scary stuff. Folks, in this case the words "mandatory" and "compulsory" don't even need to be in the bill. After handing out TOD, most said they hadn't had time to watch it. But when I mentioned this bill, they pretty much shrugged and said they aren't surprised. I'm thinkin they did watch it and after seeing Rham Emanuhell talk about compulsory national service they are seeing reality. The modern Stasi is gonna be formed which will usher in the New World Order. 7,000,000 Obamanoids doing his bidding here at home is scary as hell. Sometimes I wonder if I'm just having a really bad dream.

   SEC. --. SENSE OF THE SENATE.

    (a) Findings.--The Senate finds the following:

    (1) President John F. Kennedy said, ``The raising of extraordinarily large sums of money, given voluntarily and freely by millions of our fellow Americans, is a unique American tradition . . . Philanthropy, charity, giving voluntarily and freely . . . call it what you like, but it is truly a jewel of an American tradition''.

    (2) Americans gave more than $300,000,000,000 to charitable causes in 2007, an amount equal to roughly 2 percent of the gross domestic product.

    (3) The vast majority of those donations, roughly 75 percent or $229,000,000,000, came from individuals.

    (4) Studies have shown that Americans give far more to charity than the people of any other industrialized nation--more than twice as much, measured as a share of gross domestic product, than the citizens of Great Britain, and 10 times more than the citizens of France.

    (5) 7 out of 10 American households donate to charities to support a wide range of religious, educational, cultural, health care, and environmental goals.

    (6) These charities provide innumerable valuable public services to society's most vulnerable citizens during difficult economic times.

    (7) Congress has provided incentives through the Internal Revenue Code of 1986 to encourage charitable giving by allowing individuals to deduct contributions made to tax-exempt charities.

    (Cool 41,000,000 American households, constituting 86 percent of taxpayers who itemize deductions, took advantage of this deduction to give to the charities of their choice.

    (b) Sense of the Senate.--It is the sense of the Senate that Congress should preserve the income tax deduction for charitable contributions through the Internal Revenue Code of 1986 and look for additional ways to encourage charitable giving.

  

   SA 722. Mr. BURR proposed an amendment to amendment SA 687 proposed by Ms. Mikulski ( for herself and Mr. Isakson) to the bill H.R. 1388, entitled ``The Edward M. Kennedy Serve America Act, an Act to reauthorize and reform the national service laws.''; as follows:

    On page 213, line 21, strike ``Code.'.'' and insert the following: ``Code.

    ``(d) Special Rule for Individuals Working With Vulnerable Populations.--

    ``(1) IN GENERAL.--Notwithstanding subsection (b) or any other provision of law, on and after the date that is 2 years after the date of enactment of the Serve America Act, a criminal history check under subsection (a) for each individual described in paragraph (2) shall, except in a case approved for good cause by the Corporation, include--

    ``(A) a drug test for controlled substances, as defined in section 102 of the Controlled Substances Act (21 U.S.C. 802);

    ``(B) the searches described in subsection (b)(1) and subparagraph (A) of subsection (b)(2); and

    ``(C) the background check described in subsection (b)(2)(B).

    ``(2) INDIVIDUALS WITH ACCESS TO VULNERABLE POPULATIONS.--An individual described in this paragraph is an individual who--

    ``(A) serves in a position in which the individual receives a living allowance, stipend, national service educational award, or salary through a program receiving assistance under the national service laws; and

    ``(B) as a result of such individual's service in such position, has or will have access, on a recurring basis, to--

    ``(i) children age 17 years or younger;

    ``(ii) individuals age 60 years or older; or

    (A) play critical roles in responding to the needs of people living throughout the developing world; and

    (B) advance the international public diplomacy of the United States.

    (2) In light of the barriers many Americans face to volunteering overseas--

    (A) paid fellowships would help reduce financial barriers for Americans otherwise unable to afford volunteer service; and

    (B) flexibility in the duration of volunteering opportunities would reduce another barrier, helping to expand the number of Americans able to participate in international volunteering opportunities.

    (3) The Volunteers for Prosperity Program has successfully promoted international volunteer service by skilled American professionals.

    (4) In its first 4 years, the VfP Program helped to mobilize thousands of skilled Americans, including doctors, nurses, engineers, businesspeople, and teachers, through a network of 250 nonprofit organizations and companies in the United States, to carry out development and humanitarian efforts for those affected by great global challenges in health, the environment, poverty, illiteracy, financial literacy, disaster relief, and other challenges.

    (5) The VfP Program has undertaken activities, including--

    (A) direct outreach to leading nonprofit organizations and companies in the United States;

    (B) promotion of the work of skilled Americans and nonprofit organizations and companies in the United States as it relates to international volunteer service;

    (C) public recognition of skilled American volunteers;

    (D) support for organizations that utilize skilled Americans as volunteers;

    (E) participation in the development of special initiatives to further opportunities for skilled Americans; and

    (F) leadership of an innovative public-private partnership to provide eligible skilled Americans with financial assistance for volunteer assignments.

   SEC. 5102. DEFINITIONS.

    In this title:

    (1) APPROPRIATE CONGRESSIONAL COMMITTEES.--The term ``appropriate congressional committees'' means--

    (A) the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and

    (B) the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.

    (2) VFP OFFICE.--The term ``VfP Office'' means the Office of Volunteers for Prosperity of the United States Agency for International Development.

    (3) VFP PROGRAM.--The term ``VfP Program'' means the Volunteers for Prosperity Program established through Executive Order 13317.

    (4) VFPSERVE.--The term ``VfPServe'' means a program established by the VfP Office, in cooperation with the USA Freedom Corps, to provide eligible skilled professionals with grants to offset the travel, living, and other related costs of volunteering abroad.

    (5) VFP LEADERS.--The term ``VfP Leaders'' means a program established by the VfP Office created for those who wish to apply for grants of up to 80 percent of volunteers' expenses to offset travel, living, and other related costs of volunteering abroad and who commit to sharing their volunteer experiences with their communities when they return. VfP Leaders shall be selected from applicants by the Administrator of the United States Agency for International Development based on criteria developed by the Administrator.

   SEC. 5103. VOLUNTEERS FOR PROSPERITY PROGRAM.

    (a) Establishment.--The President is authorized to establish, under the auspices of the United States International Agency for Development, the Volunteers for Prosperity Program, to promote long-term, sustainable, and broad based development by addressing the needs of those living in the poorest areas of the world.

    (b) Office of Volunteers for Prosperity.--The President may establish an Office of Volunteers for Prosperity to carry out the purpose of subsection (a).

    (c) Functions.--The VfP Office shall pursue the objectives of the VfP Program described in subsection (d) by--

    (1) implementing the VfPServe Program to provide eligible skilled professionals with matching grants to offset the travel, living, and other related costs of volunteering abroad with nonprofit organizations;

    (2) implementing the VfP Leaders Program to provide those Americans who are accepted into the program with grants of up to 80 percent of volunteer's expenses to offset travel, living, and other related costs of volunteering abroad;

    (3) otherwise encouraging participating nonprofit organizations to promote short- and long-term international volunteer service by skilled American professionals, including connecting such professionals with nonprofit organizations, to achieve such objectives;

    (4) helping nonprofit organizations in the United States recruit and effectively manage additional skilled American professionals for volunteer assignments throughout the developing world;

    (5) providing recognition for skilled American volunteers and the nonprofit organizations deploying them;

    (6) helping nonprofit organizations and corporations in the United States to identify resources and opportunities in international volunteer service utilizing skilled Americans;

    (7) encouraging the establishment of international volunteer programs for employees of United States corporations; and

    (Cool encouraging international voluntary service by highly skilled Americans to further the objectives set forth in subsection (d).

    (d) VfP Program Objectives.--The objectives of the VfP Program should include--

    (1) eliminating extreme poverty;

    (2) reducing world hunger and malnutrition;

    (3) increasing access to safe potable water;

    (4) enacting universal education;

    (5) reducing child mortality and childhood disease;

    (6) combating the spread of preventable diseases, including HIV, malaria, and tuberculosis, as well as providing general medical and dental healthcare and prevention;

    (7) providing educational and work skill support for girls and empowering women to achieve independence;

    (Cool creating sustainable business and entrepreneurial opportunities, including developing global partnerships in the areas of economic growth, microenterprise, asset development, and agricultural and rural development;

    (9) increasing access to information technology;

    (10) contributing to disaster and humanitarian response efforts; and

    (11) promoting cross-cultural exchange, including citizen diplomacy and improving international and intercultural understanding, language education, and conflict management and resolution.

    (e) Volunteers for Prosperity Serve Program.--To further carry out the purpose of subsection (a), the President may establish the Volunteers for Prosperity Serve (VfPServe) Program to provide eligible skilled professionals with grants to offset the travel, living, and other related costs while volunteering abroad.

    (f) Volunteer Leaders Program.--To further carry out the purpose of subsection (a), the President may establish the Volunteers for Prosperity Leaders (VfP Leaders) Program to provide eligible individuals who commit to sharing their volunteer experiences with their communities when they return and are selected by the Administrator of the United States Agency for International Development with grants of up to 80 percent of the travel, living, and other related costs while volunteering abroad.

    (g) Management.--The VfP Program shall be managed by the Administrator of the United States Agency for International Development and shall be operated by employees of the Office of Volunteers for Prosperity and may not be managed on a contracting basis by a nongovernmental entity.

    (h) Use of Funds.--

    (1) IN GENERAL.--The VfP Office may provide grants to offset the travel, living, and other related costs of volunteering abroad to any participating nonprofit organization that has members who possess skills relevant to addressing any objective described in subsection (d) and--

    (A) provides a dollar-for-dollar match for VfPServe grants --

    (i) through the nonprofit organization with which the individual is serving; or

    (ii) by raising or providing private funds; or

    (B) has been selected to participate in the VfP Leaders Program.

    (2) NONDISCRIMINATION REQUIREMENT.--The VfP Office may not provide a stipend to an individual under paragraph (1) unless the nonprofit organization to which the individual is assigned has certified to the VfP Office that it does not discriminate with respect to any project or activity receiving Federal financial assistance, including a stipend under this title, because of race, religion, color, national origin, sex, political affiliation, or beliefs.

    (3) COMPLIANCE WITH INELIGIBLE SERVICE CATEGORIES.--Service carried out by a volunteer receiving funds under this section may not provide a direct benefit to any--

    (A) business organized for profit;

    (B) labor union;

    (C) partisan political organization; or

    (D) religious or faith-based organization for the purpose of proselytization, worship or any other explicitly religious activity.

   SEC. 5104. COORDINATION AND REPORT.

    (a) Coordination.--The VfP Office shall coordinate its efforts with other United States Government and private efforts that aim to send skilled professionals to serve in developing countries.

    (b) Reports.--

    (1) FISCAL YEAR 2010.--Not later than 180 days after the date of the enactment of this Act, the Administrator of the United States Agency for International Development shall submit to the appropriate congressional committees a report detailing plans to establish the VfP Program as a program operated under the United States Agency for International Development for the first year of operations in fiscal year 2010.

    (2) FISCAL YEARS 2011 THROUGH 2014.--Not later than one year after the date of the enactment of this Act, the Administrator of the United States Agency for International Development shall submit to the appropriate congressional committees a report detailing plans to implement the VfP Program for fiscal years 2011 through 2014 and ongoing activities of the program.

    (3) CONTENT OF PLANNING REPORTS.--The reports required under this subsection shall describe--

    (A) the budget needs and expectations for the VfP Program;

    (B) the annual objectives for the VfP Program;

    (C) the number of volunteers to receive programming services from the VfP Program or grants from VfPServe and VfP Leaders;

    (D) a system of financial accountability to ensure that grants provided under VfPServe and VfP Leaders are provided to volunteers to enable individual volunteer service;

    (E) the creation of systems to ensure that each volunteer's activities meet the objectives of the VfP Program identified in section 5103;

    (F) the systems of coordination with other Federal agencies; and

    (G) the personnel and staff needs for the following fiscal year.

   SEC. 5105. AUTHORIZATION OF APPROPRIATIONS.

    (a) In General.--There are authorized to be appropriated to carry out this title $10,000,000 for fiscal year 2010, and such sums as may be necessary for each of the fiscal years 2011 through 2014.

    (b) Allocation of Funds.--Not more than 10 percent of the amounts appropriated pursuant to subsection (a) may be expended for the administrative costs of the United States Agency for International Development to manage the VfP Program, and the remainder shall be divided evenly between VfPServe and VfP Leaders grants.

    ``(C) provide information about the health benefits and side effects of all contraceptive methods (including barrier methods) used--

    ``(i) as a means to prevent pregnancy; and

    ``(ii) to reduce the risk of contracting sexually transmitted infections, including HIV and AIDS;

    ``(D) encourage family communication between a parent and a child about sexuality;

    ``(E) teach young people the skills to make responsible decisions about sexuality, including how to avoid unwanted verbal, physical, and sexual advances and how to avoid making verbal, physical, and sexual advances that are not wanted by the other party;

    ``(F) teach young people the skills to develop healthy relationships, including skills to prevent dating violence and sexual violence;

    ``(G) teach young people how alcohol and drug use can affect responsible decisionmaking; and

    ``(H) not teach or promote religion.

    ``(b) Distribution of Materials.--No assistance made available under the national service laws shall be used to distribute, or aid in the distribution by any organization of, obscene materials to minors on school grounds.''.

    ``(B) a search of the State criminal registry or repository in the State in which the program is operating and the State in which the individual resides at the time of application; and

    ``(C) submitting fingerprints to the Federal Bureau of Investigation for a national criminal history background check.

    ``(2) INDIVIDUALS WITH ACCESS TO VULNERABLE POPULATIONS.--An individual described in this paragraph is an individual age 18 or older who--

    ``(A) serves in a position in which the individual receives a living allowance, stipend, national service educational award, or salary through a program receiving assistance under the national service laws; and

    ``(B) as a result of such individual's service in such position, has or will have access, on a recurring basis, to--

    ``(i) children age 17 years or younger;

    ``(ii) individuals age 60 years or older; or

    ``(iii) individuals with disabilities.

    ``(3) EXCEPTIONS.--The provisions of this subsection shall not apply to an entity--

If President Barack Obama signs the Serve America Act as expected later this month, the country will take a big step in that direction.

The legislation, which includes a variety of measures to encourage public service -- such as an expansion of AmeriCorps and the establishment of four new service corps -- designates Sept. 11 as a national day of service.

The idea was the brainchild of David Paine, who co-founded a group called My Good Deed with friend Jay Winuk.

They want to transform Sept. 11 into a celebration of the volunteerism that swept the nation after the 2001 terrorist attacks.

"The role 9/11 played in triggering, or rather reinvigorating, the spirit of service in this country was monumental," said Paine, who grew up on Long Island, N.Y., and now lives in Newport Beach, Calif. "It inspired a spirit of unity I have never seen in my lifetime."

Winuk's brother Glenn, a New York attorney who trained as a volunteer firefighter, rushed to the World Trade Center after the first airliner hit on Sept. 11 to help. He died when the towers collapsed.

Jay Winuk, who lives in the New York City suburb of Mahopac, said the day of service has gained widespread support from groups representing the victims of the attack.

"How do we want to tell future generations about 9/11?" Winuk asked. "Are students going to be taught about the attacks or those people who came from around the country to volunteer and send supplies?"

The nation already has a day of service -- Martin Luther King Day -- but Winuk and Paine think that aspect of the annual observance has oftentimes been lost because it is a federal holiday and many people treat it simply as a three-day weekend.

Nor do they want to suggest a particular volunteer activity or cause to get involved in.

Instead, their Web site -- MyGoodDeed.org -- offers people an opportunity to list whatever type of service they feel comfortable with.

"It attracts people to serve who typically have not engaged in charitable service before," Paine said, noting that the site has received more than 1 million visits from people in 170 countries.

The Bush administration was reluctant to designate Sept. 11 as a day of service. President George W. Bush instead issued a proclamation declaring it as Patriot Day.

Paine and Winuk decided last year to make certain the next president would support their idea and pressed both major candidates to endorse the concept.

Republican candidate John McCain and Obama both halted their campaigns on Sept. 11, 2008, and made a joint visit to Ground Zero. They also appeared separately at a forum at Columbia University to discuss the importance of national service.

Sen. Chuck Schumer, D-N.Y., lobbied for inclusion of the day of service in the legislation.

"This is the most appropriate way, commemorating the thousands -- whether they were policemen, firefighters, construction workers or ordinary citizens -- who said I want to help," Schumer said. "So it's touching, it's moving, it strikes a chord about what America is all about."

Alan Khazei, founder and CEO of the civic group Be the Change, said that eight years after the terrorist attack, it is still fresh enough in the public consciousness that people will be drawn to the idea of public service as a way to memorialize the event.

And he's particularly encouraged that Obama dedicated this year's Martin Luther King Day as a day of service, even though he had not yet been sworn in as president.

Khazei hopes Obama uses his bully pulpit to also encourage public service this Sept. 11. And if he does, Khazei predicted, "There is a service movement that is going to embrace this."
Highlights of the legislation

WASHINGTON -- The Edward M. Kennedy Serve America Act authorizes a major expansion to the federal government's financial support for community service.

The president is expected to sign the legislation later this month.

It allows Congress to provide money to:

-- Expand AmeriCorps from 75,000 positions to 250,000 by 2017. Participants would be encouraged to focus on projects involving education, health care, clean energy, veterans, and economic opportunity.

-- Expands the age and income eligibility for Foster Grandparents and Senior Companions. Under a new Silver Scholars program people age 55 and older who volunteer for 350 hours or more would be eligible for a $1,000 grant for education. The grant could be transferred to a child or grandchild to defray the cost of their education.

-- Establishes a Volunteer Generation Fund to award grants to states and nonprofits to recruit and train volunteers.

-- Establishes Nonprofit Capacity Building Grants to help small to mid-sized nonprofits.

-- Establishes a National Service Reserve Corps of former national service workers and military veterans who would be trained to respond to a major disaster under the coordination of FEMA.

-- Establishes a Summer of Service program for 6th to 12th graders who would receive grants of $500.

-- Establishes a Call to Service Campaign and designates Sept. 11 as a national day of service.

-- Establishes a Social Innovation Fund to pay for experimental approaches to intractable community problems.

National Service Set to Grow
Congressional bill could expand AmeriCorps by billions of dollars.

Less than three months after he took office, and seven months after a large New York send-off, much of President Barack Obama's volunteer service program - centered on bulking up AmeriCorps to 250,000 participants, with service opportunities virtually from cradle to grave - is headed to his desk for a signature.

After passing two different bills - the Serve America Act in the Senate, and the Generations Invigorating Volunteerism and Education Act (GIVE) in the House - the two chambers settled on one version under the former name, which got final House approval on Tuesday.

The bill would vastly increase opportunities for service by young people and the stipends that go along with AmeriCorps service.

It is unclear exactly how the legislation will affect funding for AmeriCorps. During the presidential campaign, Obama called for tripling the size of AmeriCorps (which has funding for 75,000 volunteers per year), and he reiterated that stance in a March 6 letter to Sen. Edward Kennedy (D-Mass.).

The bill does not contain an appropriation; instead, it would reauthorize and expand the focus of the programs and the number of volunteers needed.

During the campaign, Obama's staff estimated that his entire service program would cost about $1.1 billion a year; the Congressional Budget Office has estimated the cost of the GIVE Act at $6 billion over five years and the Serve America Act at almost that much.

What Would Expand

In addition to young people, the new expanded elements of AmeriCorps would provide service opportunities for seniors, teachers, scientists, engineers, accounting and Internet technology professionals, and others not contemplated in the original service legislation passed almost two decades ago.

Four new service corps would be created: Clean Energy (to increase energy conservation and efficiency), Education (to increase student engagement, achievement and graduation), Healthy Futures (to improve health care access) and Veterans Service Corps (to improve services for veterans).

High school students would be able to give a summer of service and in return get a $500 educational stipend.

The education grant that AmeriCorps volunteers receive after their service would be increased from the current maximum of $4,750 to $5,350, with further increases pegged to the rising maximum level of Pell Grants (slated to rise to more than $6,000 in 2011.)

 Volunteers who earn education awards would be able to transfer them to family members. For example, senior citizens could use the awards themselves or transfer them to a child or grandchild.

A corps of former service participants would be established to be deployed quickly during times of natural disasters and other emergencies.

 The Obama administration has singled out its support for the Community Solutions Funds grant program, which would provide seed money for social entrepreneurs to test new volunteer service programs.

WASHINGTON (Reuters) - The U.S. Congress gave its final approval on Tuesday to the biggest expansion in a half century of public service programs that seek armies of volunteers to meet people's needs during economic hard times.

At a cost of $5.7 billion over five years, the bill would establish and expand community service programs to work in a host of fronts including education and healthcare, while responding to disasters and providing opportunities for the old, young, needy and disabled at home and abroad.

Heeding calls by President Barack Obama, the often-divided Congress approved the initiative overwhelmingly.

The House passed the bill, 275-149, a week after it sailed through the Senate, 78-20. With rising unemployment and record home foreclosures, Obama vowed to quickly sign it into law.

"I call on all Americans to stand up and do what they can to serve their communities, shape our history and enrich both their own lives and the lives of others," Obama said in a statement issued by the White House.

AmeriCorps, a network of national service programs, would carry out much of the work and would have its workforce more than tripled to 250,000. Members of AmeriCorps receive a stipend to help cover expenses as well as an annual award to help with education costs that, under the bill, would increase to $5,350 from $4,725.

The legislation also would create service opportunities for older Americans and retirees and allow them to transfer their education awards -- up to $1,000 for at least 350 hours of service -- to a child, foster child or grandchild.
In addition, it would create a Summer of Service program for middle- and high-school students who can earn a $500 education award to put toward college. It also would bolster a program that supports service opportunities for skilled professionals in developing countries.

The measure would designate September 11 as a national day of service and remembrance of the 2001 attacks on the United States.

In passing the legislation, lawmakers renamed it in honor of a veteran senator who has dedicated much of his life to promoting public service, Democrat Edward Kennedy.

Kennedy, a chief sponsor of the bipartisan bill, said, "This legislation will enable many more Americans to do something for their country."

The measure is seen as providing the biggest boost in community service programs since Kennedy's older brother, then-President John Kennedy, made a famous appeal in 1961: "My fellow Americans: Ask not what your country can do for you -- ask what you can do for your country."

Kennedy established the Peace Corps to provide Americans an opportunity to serve their country in the cause of peace by living and working in developing countries.

Shortly after he was assassinated in 1963, his successor, President Lyndon Johnson, created VISTA, Volunteers in Service to America, now part of AmeriCorps.
