I think people still care, we need to expose that their legislation doesn't mean anything since pieceses like The Magna Carta, American Constitution and the British Bill Of Rights 1689 are the only law of the land, not some Merchant Kangaroo civil statutes. Don't worry peopel, Obama didn't pass anything yesterday, just a piece of commerce legislation.

I think this part is the most disturbing of this bill, what's prohibited when you're drafted,
‘SEC. 125. PROHIBITED ACTIVITIES AND INELIGIBLE ORGANIZATIONS. ‘(a) Prohibited Activities- A participant in an approved national service position under this subtitle may not engage in the following activities: ‘(1) Attempting to influence legislation. ‘(2) Organizing or engaging in protests, petitions, boycotts, or strikes. ‘(3) Assisting, promoting, or deterring union organizing. ‘(4) Impairing existing contracts for services or collective bargaining agreements. ‘(5) Engaging in partisan political activities, or other activities designed to influence the outcome of an election to any public office. ‘(6) Participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials. ‘(7) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization.
Thats right, want freedom of speech or freedom of religion? Too bad. Those won't be allowed. Gee, how long until we hear, Sig Heil?!

Serve America Act http://thenewservice.wordpress.com/2009/03/23/serveamericaactcloture/#more-2340
Update on Senate Discussion of the Serve America Act March 23, 2009 — Amy Potthast In the Senate today, discussion got underway on the Serve America Act. 60 Senators are usually needed to vote “cloture” to allow discussion on a bill. According to Alan Khazei of Be The Change, Inc., and Service Nation, 74 Senators voted cloture, “an extremely strong bi-partisan vote, with 22 Republicans joining 50 Democrats and 2 Independents voting in favor.” To find out if your Senators voted to allow the Serve America bill to proceed, check out this list of “Yea” voters: Read the rest of this entry

Its the section where it said "reasonable mandatory service"
Did they get rid of it during the amendment process?

It didn't pass yet, a vote for cloture is to end debating it. It means that they are about to pass it. Cloture is a term used to stop debating something and move to the next stage. In this case, most likely an actual vote. An actual vote is very near, and it will also pass hands down, as the vote for cloture did.

Section 6104, which had the language for mandatory service is no longer in the bill.
It was taken out sometime before it was voted on by the House as far as I can tell. It doesn't show up in any of the versions I can find on thomas, opencongress or govtrack.

FYI... From Gary D. Bass of ombwatch@ombwatch.org : "March 24, 2009 ...contact your senators to urge them to oppose any attempt to include language like the Foxx amendment in S. 277. http://www.opencongress.org/bill/111-s277/show Today, we have an in-depth analysis of the Foxx amendment and its severe ramifications for the nonprofit sector. This analysis can be a powerful tool when calling your senators or to get more nonprofits' support. http://www.ombwatch.org/files/npadv/foxxamendmentanalysis032409.pdf The House-passed version of the bill, the GIVE Act (H.R. 1388 http://www.opencongress.org/bill/111-h1388/show), includes a " poison pill" amendment sponsored by Rep. Virginia Foxx (R-NC) that would have far-reaching, negative consequences for nonprofit advocacy. The amendment contains outrageous language that restricts National Service fund recipients from attempting to influence legislation, or participate in or endorse events that either support or oppose legislation. Volunteers under AmeriCorps would also be restricted apparently even on their personal time from engaging in lobbying, petitions, protests, boycotts, or strikes, union organizing, engaging in partisan political activities, and voter registration drives. ...Tell your senators to oppose any attempt to include language like the Foxx amendment in S. 277: https://secure3.convio.net/ombw/site/Advocacy?cmd=display&page=UserAction&id=215The First Amendment protects against speech restrictions, such as those in the Foxx amendment. While the Foxx amendment appears to be unconstitutional, we cannot wait for lawsuits and court decisions to protect the rights of nonprofits and their constituents. We must act now! Please contact your senators immediately and tell them to oppose any attempt to include language like the Foxx amendment in S. 277. [See URLs below] to send an e-mail to your senators (with a copy to the White House), or call you senators immediately (Capitol Switchboard: (202) 224-3121). The Senate is poised to move quickly on this legislation — action on the bill could occur early this week. Read our analysis of the Foxx amendment here, then act quickly!"

A new amendment just added to H.R. 1388 - the "mandatory service" one. It was just added and voice-voted in at 4:40 today by Rep George Miller. Here is the Text: "Amendment to prohibit organizations from attempting to influence legislation; organize or engage in protests, petitions, boycotts, or strikes; and assist, promote, or deter union organizing H R 1388 info here- http://www.thomas.gov/cgi-bin/bdquery/z?d111:h.r.01388: I can't pull this up.I am having trouble finding any information on this and am having a hard time convincing my husband. He figures he is a vietnam veteran so it shouldn't concern him.

Are you kidding me?
The bill mandates that all American "Youth" Citizens take part in the program, and then makes it illegal for these very same "Forced Volunteers" to peacefully protest, or even organize in groups to address political issues of concern?
It should be labeled "The Shut Up, and Serve as Silent Slaves Act."

Motion to Proceed A Motion to Proceed seeks to bring a bill to the Senate floor for debate and amendment. Senators often debate the merits of the pending bill during the debate on the Motion to Proceed. Motions to Proceed are fully debatable, and therefore can be filibustered. A Motion to Proceed requires a majority vote for adoption. If it is filibustered, it requires a 3/5 vote. "A motion to invoke cloture means that the Senate is being asked to end the debate and vote on the matter, whether its a motion, a bill, or resolution" http://en.wikipedia.org/wiki/ClotureIt has not pass the Senate BUT IT IS VERY CLOSE TO BEING VOTED ON IN THE SENATE.
