WASHINGTON – President Barack Obama intends to name former New York City Health Commissioner Margaret Hamburg to lead the troubled Food and Drug Administration.

Hamburg and Baltimore Health Commissioner Joshua Sharfstein have been talked about for weeks as the leading candidates for the top two spots at the agency, with Sharfstein as Hamburg's deputy commissioner.

Wednesday, a person close to Hamburg said that announcement was imminent. The person spoke on condition of anonymity because there was no White House confirmation. Spokesmen for the White House and the Health and Human Services Department declined to comment on the nomination.

The two physician-outsiders will be tasked with restoring credibility to an agency that has suffered a string of failures such as repeated food recalls — including the massive salmonella outbreak in peanut products.

Hamburg is a well-known bioterrorism expert who served as an assistant health secretary during the Clinton administration and helped lay the groundwork for much of the government's bioterrorism preparations and pandemic flu planning.

But she may be best known as the chief health officer of the nation's largest city during the early 1990s, when she designed a program that cut high rates of drug-resistant tuberculosis, supported needle-exchange to cut the spread of the AIDS virus and helped introduce smoking restrictions.

Sharfstein is a pediatrician who has been outspoken in efforts to improve oversight of children's cold and flu medications. Before becoming Baltimore's health chief in 2005, he served as health policy adviser to Rep. Henry Waxman, D-Calif., a congressional health leader.

Neither is steeped in the drug-approval process that is FDA's best-known function. But public health specialists had been pushing for outsiders who could bring a conflict-free perspective to an agency that struggles to balance the need for new treatments with ensuring that they're as safe as possible. Several praised the choices, first reported by The Wall Street Journal.

"What this to me represents is leadership at the Food and Drug Administration that will keep the public health first and foremost in mind," said Dr. Harvey Fineburg, president of the prestigious Institute of Medicine. He called Hamburg "a person committed to the public well-being, and that's the value you really want represented at the FDA."

"You've got an organization that's demoralized and one that wants to enhance its scientific integrity," said Dr. Georges Benjamin of the American Public Health Association. "She's all about integrity and science. ... She can be tough when she needs to be, and she's going to need to be real tough in that job."

Sharfstein declined to comment Wednesday; Hamburg, currently a senior scientist at the Nuclear Threat Initiative think tank, didn't immediately return e-mails seeking comment.

Hamburg will require Senate confirmation; Sharfstein won't.

Mayor Michael R. Bloomberg said yesterday that a former director of the Central Intelligence Agency would head a terrorism preparedness task force within the city's Fire Department, a group that will include a former director of Mossad, Israel's intelligence agency.

The task force will evaluate the department's technical capabilities to deal with various terrorism threats, and make recommendations, said Mr. Bloomberg, who announced the new task force with Fire Commissioner Nicholas Scoppetta.

Among the things that the group will look at is communication technology. The Fire Department's radio system was deemed to have been ineffective last Sept. 11 in a recent independent report by McKinsey & Company, a consulting group that interviewed firefighters after the attack at the World Trade Center.

The task force will be headed by R. James Woolsey, the C.I.A. director in the mid-1990's who is now a vice president at Booz Allen Hamilton in the technology consulting company's global strategic security division.

Serving under him will be: Shabtai Shavit, a former director of Mossad; Dr. Margaret A. Hamburg, a former New York City health commissioner; Dr. Gregory H. Canavan, a physicist at the Los Alamos National Laboratory in New Mexico; Dr. Joshua Lederberg, a Nobel laureate in physiology; and Daniel A. Nigro, who is retiring this month as the Fire Department's chief of department.


''Today, the universe of potential dangers and emergencies facing New Yorkers has changed and increased dramatically,'' Mr. Scoppetta said. ''And so the department has to change, too.''

Mr. Woolsey said the committee would look at various types of technology and communications devices.

Mr. Bloomberg was meeting yesterday with officials to get updated on new radios being tested by the Fire Department in Staten Island.

''This is not an investigation,'' Mr. Woolsey said of the new task force. ''There are a number of technologies potentially that have been used for other purposes in Israel and the United States that I think this task force could advise about.''

Want to understand the challenge facing the next FDA chief? Look at how the agency handles antibiotics.

Memo to whoever gets the nod as the next commissioner of the Food and Drug Administration: As you settle into your new digs in Rockville, Md., you might want to give some thought to the case of a tiny biotech company called Theravance.

The reason: This company's story shows how your every attempt to fix the FDA is likely to cause even more problems.

In November, after months of delays that hammered Theravance (nasdaq: THRX - news - people ) shares, a panel of FDA advisors voted 21-5 that the company's antibiotic, televancin, should be approved despite its potential to cause birth defects and kidney damage. Panelists said televancin filled a need for new weapons against the deadly methicillin-resistant staphyloccus aureus (MRSA) bacterium [Which the US/UK governments developed using US soldiers in Iraq as gunea pigs - look it up], which kills more Americans annually than AIDS [which we all know was developed by the US gov and distributed through vaccines]. The panelists weren't pushovers: They nixed two other anti-MRSA drugs with weaker data.

Last Thursday night, the FDA rejected televancin. Awwwww poor pharmaceutical companies, now they are going to have to support the 3 million genocide bird flu false flag with Die Fuhrer Hamburg at the controls] According to Theravance, the agency needs more time to decide how to warn patients and doctors about the drug's risks. That means months more delays, though analysts think televancin will eventually get approved.

"It doesn't seem it should be so hard to make sure this drug isn't used in women of childbearing age," says Rachel McMinn, a biotechnology analyst at S.G. Cowen.

Theravance isn't alone. Six medicines aimed against MRSA that have gone before the FDA in the past five years have not been approved; one has, but it generates little in the way of sales. Pfizer (nyse: PFE - news - people ) dropped $1.9 billion to buy the maker of an anti-MRSA drug in 2005, only to have the medicine vanish into regulatory limbo. Last weak, Basilea, a Swiss biotech developing anti-MRSA medicines, hauled its partner, Johnson & Johnson (nyse: JNJ - news - people ), into Dutch arbitration proceedings because it says J&J has fouled up the applications for its lead drug, ceftobiprole.

Experts worry that the pervasive FDA delays could lead drug companies to shy away from antibiotics. Despite the pressing public health need, hospital antibiotics remain low sellers because they are not taken long term. Televancin will take years to generate a modest $300 million in annual sales--not enough to convince companies to endure a regulatory gauntlet.

"The regulatory authorities make it so difficult," says Arthur Higgins, chief executive of Bayer's (nyse: BAY - news - people ) health care unit, which used to count the antibiotic Cipro among its top-sellers but has pretty much abandoned the field. "Today you couldn't launch a profitable community-based antibiotic. We all as a society regret that."

FDA officials say they don't want to squelch innovation. By law, the agency can't explain the delays on unapproved drugs. Antibiotics are "a unique area," says John Jenkins, head of the FDA's Office of New Drugs, because bacteria are constantly evolving new immunities that make existing drugs "obsolete." He says: "We definitely want to work with companies to find ways to get new drugs approved." A Booz Hamilton analysis showed that regulatory delays frequently result because companies don't address the FDA's concerns.

But a recent review of drug company pipelines by the Infectious Diseases Society of America found "no evidence" that the "urgent, immediate need" for new antibiotics will be met in the foreseeable future. "Every chief executive we talked to said the regulatory uncertainty is a major obstacle," says Helen Boucher of Tufts Medical Center, the report's lead author.

The slowdown seems to have its roots in one of the biggest controversies to beset the FDA. The antibiotic Ketek, from Sanofi-Aventis (nyse: SNY - news - people ), was approved to treat everything from nasty bronchitis to sinusitis in 2004. Ketek was a pill, and its sales were expected to pass $1 billion. But after just two years, Ketek's use had to be severely restricted because it was toxic to the liver. The FDA was accused of allowing fraudulent data to be used to support the drug's approval, of allowing subpar clinical trials and of not paying enough attention to the liver risk. A criminal investigation and Senate hearings followed.

As a result of the Ketek controversy, the FDA division that handles antibiotics "is one of, if not the most, difficult, environments to work in at the agency right now," according to Patrick Ronan, a former FDA chief of staff who now consults for health care companies.

Theravance filed a new drug application for televancin in February 2007, only two months after a panel of FDA advisors recommended severe restrictions for Ketek. The FDA asked for more data in December 2008 and then scheduled an FDA advisory committee meeting for February 2008.

As executives from Theravance and the company's marketing partner, the Japanese drug giant Astellas, were heading to the airport to travel to Rockville, Md., for the meeting, they got a phone call from the FDA. The meeting was canceled.

FDA advisors had found irregularities in the data for one research site that was part of the televancin clinical trials. Jenkins says there's no way to control when such problems turn up, because FDA inspectors have to cover a lot of ground. In this case, the problems were found just before the advisory panel. The problems were "very deja vu to Ketek," Jenkins says. "We had no way of knowing whether the further investigation would lead to the data being OK."

Over the next six months, Theravance shares dropped 75% to $4, erasing $700 million in market value. Then came the November panel meeting. It turned out the data problems affected only 50 of 1,900 patients in Theravance's studies and had no effect on the result. Still, repeated references were made to the data integrity of the study. In the end, televancin was the only one of three antibiotics reviewed that got the thumbs up. Theravance stock rebounded.

Boucher, the Tufts infectious disease specialist, says that Edward Cox, the current director of the FDA's Office of Antimicrobial Products, has actually sped things along, finally developing guidelines for companies testing new drugs. "In a short period of time," she says, "he's made things better."

But the last really successful anti-MRSA drug was Cubicin from Cubist Pharmaceuticals (nasdaq: CBST - news - people ), which has annual sales of $400 million. It was shepherded through the approval process by Frank Tally, a former Wyeth antibiotics guru. He has since died of an antibiotic-resistant bacterial infection. Theravance's televancin was created by chemist Burton Christensen, who had invented three antibiotics at Merck (nyse: MRK - news - people ). Theravance's founder, P. Roy Vagelos, is also known as one of Merck's greatest chief executives, and he lured Christensen briefly out of retirement.

Whether the next FDA chief is a relatively safe choice like former New York City health commissioner Margaret Hamburg, a riskier bet like Baltimore health commissioner Joshua Sharfstein or a drug industry critic like Cleveland Clinic cardiologist Steven Nissen, the hard part of the job will be fixing decision-making problems that lead to mistakes like Ketek without scaring the industry away from tough research areas where treatments are desperately needed.

When it comes to antibiotics, time is already running out.

"We are in a maximum of two generations time going to be in the pre-antibiotic era. That is not a possibility, it is a statement of fact," says Peter Appelbaum, a scientist at Penn State who discovered the first resistant strains of pneumococci in 1977. He says regulators or companies will pay more attention to the pressing need

"when people start dying. Not if, when."

Both my parents are physicians. I grew up right on the Stanford campus, surrounded by many friends and families that were related to the field of medicine... so it was always part of part of my experience. But because it was so much a part of my experience, I did have to go through the re-thinking: Is this something I really want to do, or was I just raised to think that of course I would be a doctor?


Margaret Hamburg, one of the youngest people ever elected to the Institute of Medicine (IoM, an affiliate of the National Academy of Sciences), is a highly regarded expert in community health and bio-defense, including preparedness for nuclear, biological, and chemical threats. As health commissioner for New York City from 1991 to 1997, she developed innovative programs for controlling the spread of tuberculosis and AIDS.

Margaret Hamburg is the daughter of Beatrix and David Hamburg, both distinguished physicians and early role models for her career in medicine. Her mother was the first African-American woman to attend Vassar College and to earn a degree from the Yale University School of Medicine (which had previously excluded black students). Her Jewish father and grandmother taught her to value education and family and to fight discrimination and oppression.

When she was inducted into the prestigious Institute of Medicine in 1994, she had followed the path of her parents, both IoM members since the 1970s. "There was a sense of real fun that the father-mother-daughter constellation had been formed," said Hamburg.

Hamburg is a graduate of Radcliffe College. She earned her M.D. from Harvard Medical School, and completed her training at the New York Hospital/Cornell University Medical Center. She did research in neuroscience at Rockefeller University in New York from 1985 to1986 and in neuropharmacology (the study of the action of drugs on the nervous system) at the National Institute of Mental Health in Bethesda, Maryland.

From 1986 to 1988, she served in the U.S. Office of Disease Prevention and Health Promotion, and from 1989 to 1990 she was assistant director of the National Institute of Allergy and Infectious Diseases at NIH, where her work focused on AIDS research.

In 1990, she left the NIH to serve as deputy health commissioner for New York City. Within a year, she was promoted to health commissioner. It was a difficult, complex, and demanding job, with severe budget constraints and many responsibilities, ranging from clinical services to environmental health. She strove to improve health services for women and children, instituted needle-exchange programs to combat HIV infection, made inroads into curbing the spread of tuberculosis, and initiated the nation's first public-health bio-terrorism defense program. During her term as health commissioner, she also held academic positions at Columbia University School of Public Health and Cornell University Medical College, both in New York City.

While commissioner Dr. Hamburg's innovative treatment plan for tuberculosis (TB) became a model for health departments around the world. In the 1990s, TB was the leading infectious killer of youths and adults and had become resistant to standard drugs. To be effective, new drugs required patients to take pills every day for up to two years, but failure to complete the full course of treatment allowed the bacteria to mutate into drug-resistant strains. Hamburg sent healthcare workers to patients' homes to help manage their drug regimen, and between 1992 and 1997, the TB rate for New York City fell by 46 percent, and by 86 percent for the most resistant strains.

In 1993, Dr. Hamburg was President Clinton's first choice for the newly created post of federal AIDS coordinator. Pregnant with her first child at that time, Hamburg declined, putting motherhood first. President Clinton selected her in 1997 to be assistant secretary for policy and evaluation at the U.S. Department of Health and Human Services. This time she accepted.

Since 2001, she has been vice president for biological programs at the Nuclear Threat Initiative, a foundation dedicated to reducing the threat to public safety from nuclear, chemical, and biological weapons. She is a leading advocate for changes in the nation's public health policies and infrastructure, from local health departments to the highest levels of government, to meet the challenges presented by modern bioterrorism. She is a distinguished senior fellow with the Center for Strategic and International Studies.

Dr. Hamburg is married to Peter Fitzhugh Brown, an artificial intelligence expert [Ok, now I am even freaking out.  How is this even fricking possible? I feel like I am reading an H.G. Interestingly, she was the first New York City health commissioner to give birth while in office, so her children's birth certificates bear her name in two places: as their mother and as health commissioner.

Quarantine for pandemic influenza control at the borders of small island nations

Although border quarantine is included in many influenza pandemic plans, detailed guidelines have yet to be formulated, including considerations for the optimal quarantine length. Motivated by the situation of small island nations, which will probably experience the introduction of pandemic influenza via just one airport, we examined the potential effectiveness of quarantine as a border control measure.

Methods: Analysing the detailed epidemiologic characteristics of influenza, the effectiveness of quarantine at the borders of islands was modelled as the relative reduction of the risk of releasing infectious individuals into the community, explicitly accounting for the presence of asymptomatic infected individuals. The potential benefit of adding the use of rapid diagnostic testing to the quarantine process was also considered.

Results: We predict that 95% and 99% effectiveness in preventing the release of infectious individuals into the community could be achieved with quarantine periods of longer than 4.7 and 8.6 days, respectively.

If rapid diagnostic testing is combined with quarantine, the lengths of quarantine to achieve 95% and 99% effectiveness could be shortened to 2.6 and 5.7 days, respectively. Sensitivity analysis revealed that quarantine alone for 8.7 days or quarantine for 5.7 days combined with using rapid diagnostic testing could prevent secondary transmissions caused by the released infectious individuals for a plausible range of prevalence at the source country (up to 10%) and for a modest number of incoming travellers (up to 8000 individuals).

Conclusions: Quarantine at the borders of island nations could contribute substantially to preventing the arrival of pandemic influenza (or at least delaying the arrival date). For small island nations we recommend consideration of quarantine alone for 9 days or quarantine for 6 days combined with using rapid diagnostic testing (if available).

I agree with you Sane, it's just amazing that they are taking this giant leap in such short time - to me it's a sign of desperation.  I don't believe anybody should take the vaccines.  The bird flu will probably be in THEM, or at least do something to our bodies that make us more prone to it.

I think that it's going to be a pincer attack (As Alex Jones likes to call it) of :

1. the ECONOMIC crisis (to get people financially vulnerable to a pandemic) and
2. the HEALTH crisis (so many people are going to be sick and without healthcare, they could get away with:

and

My point is this: the flu virus is going to exist until the end of time...if you try to kill it, it will mutate. History has repeated itself over and over and over about this. I've been researching this, though--and the 1918 flu is A LOT different than now. Wait, I take that back....the VIRUS may still be kind of the same, but the TIMES we live in NOW are SOOO dramatically different than they were then. The transmission rates would be so much higher just because people travel so much more frequently.

Also, the 1918 flu tended to hit YOUNGER people, instead of older people and babies (As it normally does with the Type B virus) and so, the people will be either sick or caring for someone (or a group of people) who are sick and/or carrying THEIR workload, so the ECONOMY will ALSO suffer.

During his career, Chief Nigro has earned some of the Department's most prestigious awards, including the Fire Commissioner's Award for Outstanding Service and the Leon Lowenstein Award. He was the first Bureau Chief to oversee the merger of the FDNY with EMS, and has also served as Chief of Personnel, Chief of Health Services, Chief of Operations, and Citywide Tour Commander, overseeing all major emergencies throughout the City. Chief Nigro will retire from the FDNY on September 9th, having served 33 years in the Department.

Shabtai Shavit is the Chairman of the Institute for Counter-Terrorism at the Interdisciplinary Center in Herziya, Israel. From 1989 to 1996, Mr. Shavit served as Director of the Mossad, the Israeli Intelligence Agency responsible for intelligence collection, covert action, and counter-terrorism. He served in a variety of posts within the Mossad for over 30 years and also served in the Israeli Defense Force's elite Sayeret Matkal unit. Terence Taylor is Vice President of NTI's Global Health and Security Initiative which is working prevent, detect, and respond to biological threats by enhancing biological safety and security including developing and enhancing regional epidemiological surveillance systems for infectious disease in various parts of the world. Terence Taylor is also the President of the International Council for the Life Sciences (ICLS). He is a member of the US Institute of Medicine's Forum on Microbial Threats. Before establishing ICLS he was Assistant Director at the International Institute for Strategic Studies (IISS) in London and was President and Executive Director of IISS-US. He led the Institute's work on life sciences and security. He has substantial experience in international security policy matters as a UK government official (both military and diplomatic) and for the United Nations both in the field and at UN Headquarters. He was a Commissioner and one of the Chief Inspectors with the UN Special Commission on Iraq with particular responsibilities for biological issues.

Ms. Gwin came to NTI from the law firm of King & Spalding, where she served as former Senator Sam Nunn's Director of Communications and Public Policy. She previously served as Senator Nunn's Press Secretary in the U.S. Senate and the spokesperson for the Senate Armed Services Committee.


Margaret A. Hamburg, M.D., Senior Scientist
Dr. Hamburg previously served as NTI's Vice President for the Biological Program and now provides strategic advice and expertise to NTI as Senior Scientist.  Before coming to NTI, Dr. Hamburg was Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services. She is a physician and expert in public health and bioterrorism. Dr. Hamburg was the Commissioner of Health for the City of New York and former Assistant Director of the Institute of Allergy & Infectious Diseases at the National Institutes of Health. She is a member of the Institute of Medicine of the National Academies of Science, the Council on Foreign Relations and is a fellow for the American Association of the Advancement of Science.  She also serves on the Board of Trustees of the Rockefeller Foundation.


Diane G. Hauslein, Director of Administration
Ms. Hauslein joined NTI following a 21 year career in the field of legal management - including finance, human resources, facilities/equipment management, technology and marketing. Most recently, Ms. Hauslein served as the Director of Administration for the Washington, DC office of an international law firm co-managed by James Hall, former Chairman of the National Transportation Safety Board.


Corey Hinderstein, Director, International Program
Ms. Hinderstein came to NTI in 2006 from the Institute for Science and International Security (ISIS), where she was the Deputy Director of the Institute. Her research has focused on the intersection of technical and policy issues related to the dangers posed by nuclear proliferation. Ms. Hinderstein is a Phi Beta Kappa graduate of Clark University and is President of the Northeast Region of the Institute of Nuclear Materials Management.


Paul Kaczmarek, Grants Manager, Global Health and Security Initiative
Mr. Kaczmarek holds a Master of Arts degree from the Russian and East European Institute at Indiana University and a Bachelor of Arts degree in History from Holy Cross College. Before joining NTI, Mr. Kaczmarek worked in the field of refugee resettlement in the United States, as an employment specialist and grants administrator.


Alexander Nikitin, Director of On-Line Communications
Prior to joining the Communications team at NTI, Mr. Nikitin pursued a PhD in Comparative Literature at Stanford University. In the past, Mr. Nikitin held teaching positions at Monterey Institute of International Studies and Carnegie Mellon University. Mr. Nikitin grew up in Russia and received his undergraduate education at Moscow State University and later at Dartmouth College. He has a Bachelor of Arts from Dartmouth College. Mr. Nikitin is fluent in English and Russian, and proficient in French and Italian.
 

Mariah Richardson, Program Associate, Global Health and Security Initiative
Ms. Richardson holds a Bachelor of Arts in Philosophy and Policy Journalism from Duke University and has worked as a writer and research assistant in the global health arena. Ms. Richardson also serves on the advisory board of a non-profit health and education organization based in East Africa, providing guidance on program strategy and fundraising.


Major Robert E. Schultz, USAF (Ret.), PMP, Senior Program Officer, Russia/NIS Programs
Major Schultz joined NTI after a military career in strategic nuclear operations and strategic offensive arms threat reduction. He brings extensive program implementation experience from the U.S. Department of Defense's Nunn-Lugar Cooperative Threat Reduction program where he was involved in the disposition of Russian strategic missiles. He also served as a Minuteman ICBM Flight Commander and as an Operations Planner on the Strategic Air Command's Airborne Command Post "Looking Glass." Major Schultz is a certified Project Management Professional and holds a Master's Certificate in Applied Project Management from Villanova University.


Lina Shamsadin, Program Associate
Ms. Shamsadin holds a Bachelor of Sciences in Biology from La Roche College, Pennsylvania. Prior to joining NTI, she worked as Project Coordinator at the National Atomic Energy Commission (NATEC) in Sana'a, Yemen. Ms. Shamsadin provides administrative, programmatic and linguistic support. She is Fluent in English, Arabic and French.


Bryan K. Wilkes, Director of Programs and Outreach
Mr. Wilkes was previously the Director of Public Affairs at the U.S. National Nuclear Security Administration (NNSA). Prior to NNSA, he held several senior staff positions in both the legislative and executive branches of the U.S. government. He holds a Bachelor of Science from the University of Delaware, a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College, and a diploma from the College of Naval Command and Staff at the Naval War College. He received NNSA's Silver Medal and numerous other public service awards.


Isabelle Williams, Program Officer, International Program
Ms Williams came to NTI in 2007 from the Partnership for Global Security, where she managed the next generation nonproliferation program. She was previously research associate at the Chemical and Biological Arms Control Institute and held successive positions at the International Institute for Strategic Studies in London.

The mingling of Enterprise operatives with Middle Eastern radicals - discussed abstractly in the Iran-contra hearings - was completely acceptable to the Congressional quislings charged with oversight. Of the 26 committee members, 17 had voted in favor of funding the contras. The majority of "Select" Congressmen entrusted with deconstructing the secret sale of arms to Iran marched in step with the accused.

Chairman Lee Hamilton admonished North: "This secret policy of selling arms to Iran damaged US credibility." But he had to admit, "there are parts of your testimony that I agree with. I agree with you that our government needs the capability to carry out covert actions. During my six years on the Intelligence Committee, over 90 percent of the covert actions that were recommended to us by the president were supported and approved."

In 1988, Berkeley researcher Peter Dale Scott saw an "explicit agreement on the need to continue covert operations, many of which (especially those in ANGOLA and AFGHANISTAN) had support arrangements entangled with North's Iran-contra Enterprise." These "support arrangements" continued through 911 to the present day.

Dr. Scott noticed that Hamilton's panel "mostly averted its eyes from the broader extent of the North-Secord-Hamilton consensus" and that fraternal consensus smiled on North, Secord, Armitage, Khashoggi, bin Laden, Zawahiri and their narcotics-tainted, genocidal paramilitary interventions around the globe.1

The oily CEO of The Enterprise was George H.W. Bush (with North as chief operating officer), who brought terrorism home in 1976. Bush was implicated first by journalists, then federal investigators, in a terrorist attack in the nation's capital - the fatal car-bombing of Chilean activist Orlando Letelier and co-worker Ronni Moffitt in 1976.

The case was reopened and the CIA planned on letting go of a report that would have brought the name Bush to the surface ... but insisted on releasing it only after the 2000 election. And as the Washington Post reported on October 24, release of the report would certainly face imposing "obstacles" should Son of Bush defeat Son of Gore.

Full exposure of Iran-contra was hindered by a cover-up culture in Congress. George H.W. Bush was snared in the investigative net, so he enlisted the aid of a trusted ally in the House, Rep. Dick Cheney of Wyoming. Cheney was the ranking Republican in the Iran-contra probe. Robert Parry reports that Cheney "smartly exploited his relationship with Rep. Lee Hamilton," who "gave Bush a pass." The narrow, penlight focus of the investigation was the work of Cheney and Hamilton, who steered it away from "sensitive areas, such as contra-drug trafficking and the public diplomacy operation."

(Iran-contra's Otto Juan Reich was tarred by the Orwellian "public diplomacy" scandal under Reagan. A Cuban exile with a sordid history of romancing repressive Latin American regimes, he followed Armitage to the State Department, was appointed to the office of Assistant Secretary of State for Western Hemisphere Affairs in January 2002, under Powell.)

"Despite surrendering to Cheney's demands time and again, Hamilton failed, in the end, to get a single House Republican to sign the final report. Only three moderate Republicans on the Senate side - Warren Rudman, William Cohen and Paul Trible - agreed to sign the report, after extracting more concessions." Cheney and a few fellow Republicans filed "a minority report with the Committee that denied any significant wrongdoing had occurred."2

As a result, more significant wrongdoing was inevitable. Political assassinations. Secret wars. ChoicePoint.

CP Directors Kenneth Langone and John J. Hamre are trustee and CEO/president respectively of the Center for Strategic and International Studies (CSIS) in the District of Columbia, where the late Dr. Ray Cline, another Iran-contra veteran, made a substantial contribution to the international game plan that led to 911 and the ensuing clash of civilizations.

But before turning to Dr. Cline and his own significant evil, we should pause to reflect for a moment on John Hamre, a bundle of revelations in a portly package. Hamre is the aforementioned ChoicePoint connection to ITT (see part one) - the communications and Chilean coup-plot people - where he has been a director since 00. This was the same year he became chairman of the Center for Strategic and International Studies (CSIS) - agent in place.

Before joining CSIS, Hamre was U.S. deputy secretary of defense, 1997-2000 ... under William Cohen, one of the Senate Republicans who signed Lee Hamilton's martinized Iran-contra report - and under-secretary of defense/comptroller from 1993 to 1997. Before joining the DoD, Dr. Hamre was on the staff of the Senate Armed Services Committee, 1984-1993, with responsibilities for oversight of weapons R&D and assorted defense budget issues. From 1978 to 1984, he was deputy assistant director for national security and international affairs at the Congressional Budget Office.

Harry D. Raduege, Jr. is Chairman of the new Deloitte Center for Network Innovation. The Washington, D.C.-based Center will focus on developing solutions for clients grappling with the need for increasingly interdependent information networks, spanning both the public and private sectors. The Center will provide leadership for net-centric solutions, with the goal of providing answers for secure, interoperable information systems to those who need it - whether in business, government, or on the battlefield.

Lieutenant General Raduege retired after serving 35 years in the U.S. military. He worked in the areas of technology, including telecommunications, space, information, and network operations. He served more than 17 years in joint duty assignments. In his last position, he led Department of Defense net-centric operations as the Director of the Defense Information Systems Agency. In that role, he directed planning, engineering, and implementation of interoperable communications and intelligence systems serving the needs of the President, Secretary of Defense, Joint Chiefs of Staff, combatant commanders, and the military Services. Notably, he led efforts to restore communications to the Pentagon following the September 11th terrorist attacks; upgraded Presidential communications; and led the successful expansion of the Department's Global Information Grid through a $1 billion transformational communications program.

Raduege was also appointed by the Secretary of Defense as the Commander of the Joint Task Force for Global Network Operations, and Deputy Commander for Global Network Operations and Defense for the U.S. Strategic Command. In these roles, he was the first commander assigned responsibility for directing the operation and defense of the Global Information Grid to assure timely and secure net-centric capabilities across the entire Department. He also served as the Manager of the National Communications System and led our Nation's efforts to prioritize the restoration of telecommunications throughout New York City and the Pentagon following the 9/11 terrorist attacks.

Prior to his last assignments, Raduege directed command and control systems for North American Aerospace Defense Command, U.S. Space Command, and Air Force Space Command. He also served as the Chief Information Officer for all three commands, was the architect for computer network defense and attack capabilities established within the Department of Defense, and was the National spokesman for the Department during the successful "Year 2000" computer roll-over efforts.

General Raduege directed command and control communications at the U.S. Central Command for 3 years, including the relocation efforts required after the Khobar Towers bombing. Earlier, he served as the first commander of the Air Force C4 Agency and was the Joint Chiefs of Staff architect for all satellite communications supporting over 500,000 deployed military members during the Gulf War in 1991.

Raduege was also elected as the Executive Council Chair of the Network Centric Operations Industry Consortium, comprised of more than 90 leading U.S. and international member companies. He served on the Defense Science Board and is serving on the Board of Trustees and chairs the Technology Committee for Capital University in Columbus, Ohio.

Dr. Hamre is a director of MITRE Corp. and Integrated Nano-Technologies LPC. He's a Rockefeller Fellow at Harvard Divinity School, and received a Ph.D. in 1978 from the Johns Hopkins School of Advanced International Studies.3 Dr. Hamre is also board chairman of the John and Mary R. Markle Foundation.

The list of Markle grant recipients and partners includes CNN, The Children's Television Workshop, Infonautics, Crossover Technologies, M.I.T., The RAND Corporation, Carnegie-Mellon University and The Brookings Institute. Some members of the "philanthropic" Markle foundation under Dr. Hamre:

Judith A. Miller: The New York Times reporter whose articles on Saddam Hussein's WMD program proved to be fictional.

William P. Crowell: CEO of Cylink, Inc. in Santa Clara, California. Crowell came to Cylink from the NSA, where he had a series of senior positions, including deputy director of operations and deputy director.

Eric Benhamou: vice chairman, Israel21c, a non-profit organization that seeks, according to its website, to "promote the 21st century Israel that exists beyond the conflict."

Paul Schott Stevens: Under President Reagan, special assistant for national security affairs, executive secretary and legal adviser of the NSC.

Robert M. Bryant: former assistant director of the FBI, CEO of the National Insurance Crime Bureau. In November 1999, after 31 years of service, he retired as deputy director of the FBI, where he presided over the Bureau's strategic plan, and served as the agency's chief operations officer. While at the FBI, he directed a number of high-profile investigations, including the Aldrich Ames spy case, the Oklahoma City bombing and the Montana Freeman standoff.

John O. Marsh: Former Secretary of the Army and Virginia Congressman. A member of the Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction. Recently, the Panel released its second annual report entitled "Toward a National Strategy for Combating Terrorism."

Morton Halperin: Director of the Washington office of the Open Society Institute. Halperin is a director of policy planning staff at the Department of State. He was special assistant to President Clinton and a senior director at the NSC, 1994-1996. Other positions include director of the Center for National Security Studies, and director of the ACLU's Washington D.C. office.

Ashton Carter: Ford Foundation Professor of Science and International Affairs, International Security Program.

The Markle Foundation, according to its website, was established in 1927 "to promote the advancement and diffusion of knowledge...and the general good of mankind..."

More and more people are finding out that vaccines = you die.
If someone is going to forcibly try to make people die, via vaccine--guess what's going to happen to those trying to do that?

After three terms in Congress and four years as President Bill Clinton’s Secretary of Defense, William Cohen began raking in millions from the companies he had directly dealt with as a public official. Cohen seized on opportunities in China and Iraq to launch a lucrative second career with The Cohen Group, lobbying and consulting for the defense contractors he once oversaw at the Pentagon. Many senior-level executives of The Cohen Group left careers with both the Chinese government and the U.S. military.

Cohen was Secretary of Defense from January 24, 1997 until President George W. Bush took office on January 20, 2001. Under Cohen’s leadership, the Pentagon in 1997 dismissed the concerns raised over a deal that allowed Hong Kong-based company Hutchison Whampoa take over the ports on either side of the Panama Canal. A secret U.S. military intelligence report later called Hutchison’s chairman, billionaire Li Ka-shing, a risk for smuggling arms and “prohibited materials” into the United States. Li has ties to the Chinese military, and a U.S. army intelligence update claimed he is willing to use his business influence to help the Chinese government.

In 1999, Secretary Cohen flew 16 hours from Chile to London give a speech at the annual dinner of Global Crossing, an American telecommunications firm. Cohen joined Global Crossing’s board of directors in April 2001—three months after leaving the Pentagon. Three months later, the Pentagon awarded Global Crossing a $450 million telecommunications contract. (After protests from the other bidders, the Pentagon rescinded the contract and gave it to WorldCom, who, in turn, lost it when it filed for bankruptcy.)

In January 2002, Global Crossing declared bankruptcy, amid an accounting scandal comparable to that of Enron. Cohen left Global Crossing during that time. Less than a year later, the Committee on Foreign Investment in the United States (CFIUS) blocked the sale of Global Crossing to Singapore Technologies Telemedia and Hutchison Whampoa.

In 2000, while still Secretary of Defense, Cohen advocated awarding a no-bid, $72 million contract to Iridium Satellite LLC, whose board featured former DHS chief Tom Ridge and A.B. “Buzzy” Krongard, the former Alex Brown chief who set up In-Q-Tel, a CIA-run non-profit that raises venture capital for companies who develop intelligence software. Dan A. Colussy is the CEO and Chairman of Iridium. Between 2004 and 2006, Cohen Group received $400,000 from Iridium to lobby the House, Senate and Department of Defense.

Cohen’s big project in the last five years has been The Cohen Group, which prides itself on its success in China. Three former officials of the Chinese government hold high level positions with The Cohen Group: Shan Cao, who spent six years with the Chinese government’s Ministry of Foreign Affairs; Shouqing Zhang, who spent more than a decade at China’s Ministry of Foreign Trade and Economic Cooperation; and Yinghua Wang, who was Deputy Director of Tianjin province’s Foreign Affairs Office for ten years.

Cohen also brought on former high-level American officials: James Loy, a former deputy secretary of homeland security; former Undersecretary of State Marc Grossman; and Joseph Ralston, a retired Air Force general and the former vice chairman of the Joint Chiefs of Staff. James Bodner, The Cohen Group’s senior VP, once was in charge of national security reviews of “cross-border mergers” at the Pentagon under Cohen.

When the U.S. invaded Iraq, The Cohen Group moved in to help clients get reconstruction contracts. Among them was Nour USA, a four-month old company claiming ties to several companies backed or owned by Winston Partners, the investment firm of President Bush’s relatively unknown but fairly notorious brother, Marvin Bush. With The Cohen Group’s help, Nour won an $80 million contract to secure Iraq’s oil fields. The Cohen Group and DLA Piper Rudnick—which former CIA director A.B. “Buzzy” Krongard joined as a director in 2005—created a joint “Iraq Task Force” to “respond to increasing client interest in Iraq’s reconstruction.”

Cohen has served on the boards of other corporations. He was also on the board of the American International Group (AIG) from 2004 to 2006, the first U.S. company licensed to sell insurance in China. (In 2006, AIG settled civil and criminal charges of accounting fraud levied against it by then-New York Attorney General Eliot Spitzer, the U.S. Justice Department, the Securities and Exchange Commission and the New York State Insurance Department by paying a fine of $1.6 billion. Five days after the settlement was announced, Cohen decided not to accept another term on AIG’s board. Maurice “Hank” Greenberg, former head of AIG and the world’s 132nd richest man, is a long-time friend of Henry Kissinger, who has done consulting for AIG.)

Cohen served from 2002 to 2004 on the board of Critical Path, a software company in which Marvin Bush’s Winston Partners holds 5.5 million shares. Cheung Kong Holdings, a gargantuan conglomerate owned by Li Ka-shing, also holds shares of Critical Path. According to an article written for the Corporate Library, Cohen resigned after a quarter of all shares were withheld for his election.

That article addressed the fortunes of people who had been on the boards of companies—such as Enron, Global Crossing, Worldcom and Adelphia—implicated in accounting scandals. Cohen also resigned from the boards of NASDAQ and Cendant before board elections.

Cohen currently sits on the boards of media conglomerate CBS Corporation and tennis racquet manufacturer Head N.V.

First, they need /desire to kill as many as possible.

What combination of the following major false flags we know they have would be the most devestating and effective as a propaganda as well .....


Cyber terror followed by avian flu... or a nuke followed by flu followed by cyber terror?

Or, the most obvious chain of events: Avian flu causes every one to be forced into quarentine in their homes where they all will be most subject to a cyber attack that detonates large sections of the grid in many areas..... which will be easier to pull off under quarantine ... which brings in cause to go internet 2 ..... Leaving the stage perfectly set for one final attack  that will be blamed on home grown terrorists and the sovereignty movement.... and the sheeople all say "Baaaaaaah ...They must have been terrorists. No one else  in their right mind  would go out under quarantine ......"  This final attack being something similar to what was described in the telegraph's  blackjack  piece....

Hence Hamburg had to be a part of it so she could help assist with the whole plan from start to finish ... Hence, she is now  deftly poised to be the new flu czar ....

Yet another link in the chain would be that , NTI seems to be the big group behind all of the  related drills and propaganda warnings ... about both nuclear and bio-terror.

Something that happened to me last year.

I have a casual friend whom I used to work with. We were both working as Graphic Designers at a small advertising agency here in Australia.

She started dating an an AFP (Australian Federal Police) officer - similar to the American the FBI. This officer was an alcoholic and use drink regularly.

While my friend was dating this officer she all of a sudden became interested in becoming an AFP officer as well. Quite a change from the artistic career of a designer! I was surprised by her proposed change of career and ask her why in the world she would want to be an AFP officer. She was very cagey and avoided the subject except to joke that...

..."at least there will be a Bird Flu Vaccine set aside for me if there's an epidemic."


I took this as kind of pathetic and cowardly thing to say, though I remembered our exchange.

If I was to guess I would say that the officer she was dating at the time got drunk and mentioned something about an avian flu epidemic coming in the future and this scared my friend enough to enroll in the Police Force.

She did not get into the AFP and settled for becoming a plain old beat cop. I don't see her much any more and she never expounded on the bird flu comment.

As the nation approaches the five-year anniversary of the terrorist attacks of September 11 and the one-year anniversary of Hurricane Katrina, the U.S. Conference of Mayors, led by Conference President and Dearborn Mayor Michael A. Guido, recently held a media forum at the National Press Club discussing the state of disaster preparedness in America's cities and released their latest Homeland Security/Emergency Preparedness survey.

"The nation's mayors continue to focus on the need to strengthen emergency preparedness and homeland security," said Conference of Mayors President, Dearborn Mayor Michael Guido. "The devastation of Hurricane Katrina in New Orleans and the Gulf Coast area, and the terrorist attacks of 9-11 are like nothing this country has ever seen before. As mayors, we saw ourselves in our own unnamed disaster that could easily strike any one of our cities."

For the last five years, the Conference and the nation's mayors have dedicated themselves to making America's cities safer by both preventing possible acts of terrorism, and being ready to respond if a disaster –- either terrorist or natural -– should strike, including the new threat of avian flu.

One month after September 11, the leadership of the Conference of Mayors called an emergency homeland security summit in Washington, D.C. with mayors, police, fire and emergency management officials. At the summit they drafted a sweeping National Action Plan for Safety and Security in America's Cities. The National Action Plan was updated in October of 2005 following the hurricanes and then presented directly to Homeland Security Secretary Michael Chertoff and Congress.

Mayors acknowledge that more must be done at every level of government to make sure that cities, and the nation, are able to respond to the growing challenges of homeland security and emergency response. "This new survey shows that we must further strengthen our partnership with the federal government to make sure that our domestic 'first preventers' and 'first responders' have the resources and training they need to succeed, and that all necessary federal support is ready in the event of a major disaster," Guido said.

Survey Results:

Survey responses were received from 183 cities representing 38 states in the nation, and the District of Columbia and Puerto Rico. Cities with populations up to 100,000 comprise the largest group of respondents (104); cities in 100,001 to 300,000 population range comprise the next largest group (49). Twenty- nine (30) respondents are in the 300,001 and up range.

Some of the key findings of the survey include:

1. When asked have cities received sufficient federal resources to achieve full communications interoperability -- so that first responders can talk to each other and key assets, 80 percent said no. This figure was fairly consistent for all population ranges.

2. When then asked how far away cities are from having full communications interoperability, the average response was 4 years.

3. When asked how much each city's level of disaster preparedness has improved since 9/11 -- with 1 being the lowest and 10 being the highest amount of improvement, the average response was 6.3.

4. When asked if cities have recently created or updated an evacuation plan, the average response was 56 percent yes. This number climbed to 73 percent yes for the largest cities.

5. When asked about the level of confidence that FEMA will respond quickly in the event of a major disaster, the average response on a scale of 1-10 was 5.2.

6. As to the level of confidence that each city is prepared to survive on its own for up to 72 hours following a disaster, the average response was 6.9 on the same scale.

7. When asked if the federal government, or the city, has established a plan with a nearby military base to provide personnel and equipment to help stabilize a city in an emergency, the average response was 72 percent no.
 
8. As to whether or not cities have been notified that a Principal Federal Official has been pre-assigned to work with them in the event of a disaster, 72 percent said no. However, this number jumped to 60 percent yes for the larger cities.

9. When asked if cities are prepared to handle a bird flu pandemic on their own -- for days and possibly weeks -- as we have been warned might be required, 70 percent said no. This response was almost exactly the same for all population groupings.

10. Finally, when asked has the federal government or the state contacted each city to discuss a possible pandemic flu outbreak, the average response was 69 percent yes, climbing to 87 percent yes for the larger cities.

We're in it now...
I hope you'll notice that since Katrina, the U.S. has had non-stop natural disasters. Katrina, Rita, Northern and eastern floods, western mud slides, etc.

You'll also note that Katrina happened the day after the final pullout of Gaza. A pullout which the supposedly Christian Mr. Bush not only supported, but which he instigated and pushed for since it's inception. An act for which the Bible says would cause the wrath of God upon the perpetrators. But then Mr. Bush has said, on record, that he doesn't believe the Bible is true anyway. So no worries for him I suppose. Besides, he's busy trying to hype the threat of the avian flu so he can get us all scared enough to accept his plan to do away with more of the Constitution and allow him to have emperor like power in the event of another emergency. Allowing him to institute national martial law, send in active military, and take away all guns. Don't think this is conspiracy theory. They've already proposed it and their own party is coming apart fighting over it. Not to mention they already tried it in New Orleans. Check it out. They banned guns during the initial martial law period. They had to back down on this later, but don't think that all the coverage of looting and raping was an accident....
