The curious tale of an Obama hating, cashed up, nuclear Timothy McVeigh from Maine.

It has all the makings of a great story. But outside of the US state of Maine and select counter-terrorism circles, you won't have heard about it. For this is a story with all the right ingredients but one wrong ingredient.

On the right side is a leaked FBI intelligence report, Obama's inauguration, a trust fund, a woman, a basement lab, uranium, thorium, the first attempt to build a "dirty bomb" on US soil, and, of course, murder.

On the wrong is the body of James G. Cummings, white supremacist millionaire, found in his Belfast home on December 9, shot to death.

After local police attended the scene, the FBI moved in and sealed off the building. Men in protective suits descended on the home but police refused to comment about what they found. Mrs. Cummings was taken into custody.

Then on Jan 12 Wikileaks revealed a confidential FBI field intelligence report on the incident as part of a Presidential inauguration threat analysis.[1]

According to the FBI report, Cummings had four lots of one gallon containers of bomb-grade hydrogen peroxide, uranium, thorium (also radioactive), lithium metal, thermite, aluminum powder, beryllium (radiation booster), boron, black iron oxide and magnesium ribbon.

While the radiation levels from Cummings initial device would have not have been physically significant compared to its explosive and toxic effects, had Cummings set off the device in Washington DC, during Obama's Presidential inauguration, its psychogenic effect may have hospitalized thousands.

The FBI states it also seized literature on how to build “dirty bombs” and information about cesium-137, strontium-90 and cobalt-60 and other radioactive materials.

There was also evidence linking Cummings to white supremacist groups, including Cummings' membership application to the US National Socialist (Nazi) party.

Local tradesmen who worked at the Cummings home told Maine reporters that Cummings was an ardent admirer of Adolf Hitler and had a collection of Nazi memorabilia around the house, including a prominently displayed flag with a swastika. Cummings claimed to have pieces of Hitler’s personal silverware and place settings.[2]

Though the Associated Press independently confirmed the Wikileaks FBI report, no-one outside of the Maine press (and Wikileaks) wanted to tell their readers about the first credible "dirty bomb" plot on US soil.

Perhaps the media has simply tired of the phrase? Not at all.

There have been at least 1,264 media references to "dirty bomb" in the past month. A mere 23, or 1.8%, relate to the Cummings case--despite it being the only real plot among them.[3]

Of the 23 Cummings references 21 are local Maine media and two are from security industry magazines.

The same time period saw 409 blog references, Some 76, or 19%, relate to the Cummings case--ten times the ratio of organized media.[4]

However, 78 out of 79 bloggers simply copied text from Maine's paper of record, the Bangor Daily News (BDN) which followed up the Wikileaks document with a strong traditional press investigation. The 79th also wondered about the media silence outside of Maine.

Conservatives apparently didn't want to draw attention to a radioactive, wealthy version of Timothy McVeigh coming from their own sphere, although nearly every day during Bush's reign saw "dirty bombs" hyped as the ultimate threat.

The left didn't want to repeat another "dirty bomb" story, the likes of which Republicans had used to drive hundreds of billions of dollars into Republican dominated military and security contractors.

Those same contractors normally would have comprised a lobby to get the story out--and counter-terrorism dollars in--but their message lines were finely honed to hype threats posed by militant Islam and radical anti-capitalist greens.

Libertarians all over had conditioned themselves to oppose reportage that might lead to reactionary state controls.

The FBI wasn't talking and the Maine government tried to play incident down, under the rubric that they had protected Maine citizens at all times, despite apparently having no conception of the Cummings plot.

Journalists of various hues at influential east coast outlets could have pushed the story had there been enough prestige incentive to overcome other allegiances, but because Wikileaks and BDN were "first" there was no such incentive. If there were journalism awards to be had, they'd be going to Maine journalists and Wikileaks.

And there you have it. The first "dirty bomb" plot on US soil, cut short only by a Shakespearean murder. But until now, you probably never heard about it, because only a few had incentives to tell you.

The Belfast dirty bomber is just one drop from an ocean of truth that is unreported, not repeated, and does not enter into civil discourse, because it is not perceived to be profitable to talk about, regardless of how profitable it may be to hear.

Yet it is from these shared perceptions that we form the structure of civilization itself. Every government, every law, every regulation and every constitution is its product. Hence the quality of civilization is predicated on the degree to which civil discourse is a fair representation of the only reality which civilization can govern.

Only when the dreams of man are built from knowledge will they support the weight of people.

That is why the revelation of primary source knowledge, from which everything follows, must be set free. Its limits are the limits of civilization itself. In its emancipation, the emancipation of all.

Claim: Depleted uranium purchased over the Internet from an American company

Trust fund millionaire James G. Cummings, an American Nazi sympathizer from Maine who was slain by his wife Amber in December, allegedly had the radioactive components necessary to construct a "dirty bomb," a newly released threat analysis report states.

The man, allegedly furious over the election of President Obama, purchased depleted uranium over the Internet from an American company.

"According to an FBI field intelligence report from the Washington Regional Threat and Analysis Center posted online by WikiLeaks, an organization that posts leaked documents, an investigation into the case revealed that radioactive materials were removed from Cummings’ home after his shooting death on Dec. 9," reported the Bangor Daily News.

"Amber (Cummings) indicated James was very upset with Barack Obama being elected President," reported the Washington Regional Threat and Analysis Center (PDF link). "She indicated James had been in contact with 'white supremacist group(s).' Amber also indicated James mixed chemicals in the kitchen sink at their residence and had mentioned 'dirty bombs.'"

"Also found was literature on how to build 'dirty bombs' and information about cesium-137, strontium-90 and cobalt-60, radioactive materials," said the Bangor Daily. "The FBI report also stated there was evidence linking James Cummings to white supremacist groups. This would seem to confirm observations by local tradesmen who worked at the Cummings home that he was an ardent admirer of Adolf Hitler and had a collection of Nazi memorabilia around the house, including a prominently displayed flag with swastika. Cummings claimed to have pieces of Hitler’s personal silverware and place settings, painter Mike Robbins said a few days after the shooting."

After Amber Cummings admitted to the murder and entered an insanity plea, Belfast, Main police felt it necessary to bring the FBI on the scene. Bangor Daily reporter Eric Russell followed up in a filmed interview with Belfast Police Chief Jeffrey Trafton:



The paper also reported that Cummings had a long history of violence.

Public safety officials were quick to claim there was no threat.

The story of the first attempt at constructing a "dirty bomb" in the United States was not carried by any mainstream press outside of Maine.

In the report, an unnamed source noted, "state authorities detected radiation emissions in four small jars in the residence labeled 'uranium metal', as well as one jar labeled 'thorium.' The four jars of uranium carried the label of an identified US company."

"Further preliminary analysis on 30 December 2008 indicated an unlabeled jar to be a second jar of thorium. Each bottle of uranium contained depleted uranium 238. Analysis also indicated the two jars of thorium held thorium 232."

"An Internet search of the James B. Cummings Trust indicated that it has an annual income of $10 million," noted a report republished by Wikileaks.

Agency says radioactive materials recovered in home of man allegedly slain by his wife.

BELFAST, Maine — James G. Cummings, who police say was shot to death by his wife two months ago, allegedly had a cache of radioactive materials in his home suitable for building a “dirty bomb.”

According to an FBI field intelligence report from the Washington Regional Threat and Analysis Center posted online by WikiLeaks, an organization that posts leaked documents, an investigation into the case revealed that radioactive materials were removed from Cummings’ home after his shooting death on Dec. 9.

The report posted on the WikiLeaks Web site states that “On 9 December 2008, radiological dispersal device components and literature, and radioactive materials, were discovered at the Maine residence of an identified deceased [person] James Cummings.”

It says that four 1-gallon containers of 35 percent hydrogen peroxide, uranium, thorium, lithium metal, thermite, aluminum powder, beryllium, boron, black iron oxide and magnesium ribbon were found in the home.

Also found was literature on how to build “dirty bombs” and information about cesium-137, strontium-90 and cobalt-60, radioactive materials. The FBI report also stated there was evidence linking James Cummings to white supremacist groups. This would seem to confirm observations by local tradesmen who worked at the Cummings home that he was an ardent admirer of Adolf Hitler and had a collection of Nazi memorabilia around the house, including a prominently displayed flag with swastika. An application for membership in the National Socialist Movement filled out by Cummings also was found in the residence, according to the report. Cummings’ wife, Amber B. Cummings, 31, told investigators that her husband spoke of “dirty bombs,” according to the report, and mixed chemicals in her kitchen sink. She allegedly told police that Cummings subjected her to years of mental, physical and sexual abuse. She also said that Cummings was “very upset” when Barack Obama was elected president.

A “dirty bomb” is a type of “radiological dispersal device” that combines a conventional explosive such as dynamite with radioactive material, according to the U.S. Nuclear Regulatory Commission’s Web site. “Most RDDs would not release enough radiation to kill people or cause severe illness,” the NRC says, adding that “a dirty bomb is in no way similar to a nuclear weapon” because its effects occur in a very limited area compared to a nuclear explosion.

The report noted that “uranium, thorium, cesium-137, stontium-90 and cobalt-60 are radioactive isotopes and 35 percent hydrogen peroxide is a necessary precursor for the manufacture of peroxide-based explosives. Lithium metal, thermite and aluminum are materials used to sensitize and amplify the effects of explosives.”

The report stated that the uranium component was bought online from a U.S. company that was identified in the investigation, but not in the report.

John Donnelley, an agent at the FBI’s Boston office, declined Tuesday to comment on the report. Donnelley said some FBI reports are provided to law enforcement agencies and sometimes get released to media outlets.

“I wouldn’t be prepared to speak on that,” Donnelley said. “I have no comment.”

The Washington Regional Threat and Analysis Center is an intelligence gathering office affiliated with Washington, D.C., law enforcement. Telephone and e-mail messages left with the center Tuesday were not returned.

State police have identified Amber Cummings as the person who shot James Cummings. The couple’s 9-year-old daughter was present the morning of the shooting in what police have described as a domestic violence homicide.

Amber Cummings, who is staying in the Belfast area, has not been charged in the case, although the Waldo County grand jury currently meeting in Belfast could take up the matter during its session this week. While state police have acknowledged that the 29-year-old Cummings was killed by a gunshot, the results of the autopsy have been impounded, as have the search warrants executed at Cummings’ High Street home following the shooting. Authorities spent days searching the home, according to neighbors.

Lt. Gary Wright, who heads up the Maine State Police Criminal Investigation Division team working the case, declined to comment on any aspects of the case when contacted Tuesday.

“We’re not going to comment on anything,” Wright said Tuesday evening. “It’s an open homicide investigation and we’re not going to comment. That’s our standard policy.”

Stephen McCausland, spokesman for the Maine Department of Public Safety, also had no comment on the report. “This is an active, open homicide investigation,” he said Tuesday evening, “and as a result, it’s inappropriate to get into confirming or denying aspects of that.”

Maine Deputy Attorney General William Stokes also declined to comment on the report Tuesday.

David Farmer, spokesman for Gov. John Baldacci, said Tuesday that it was inappropriate for the governor to comment on an open investigation. When asked about the copy of the field report sent to him by the Bangor Daily News, he said, “At this point, I have been unable to confirm the authenticity of the documents you sent to us.”

A spokesman for U.S. Sen. Susan Collins’ staff said there was no one able to comment on the report Tuesday night.

Telephone messages left with the U.S. Department of Homeland Security were not returned Tuesday evening. Robbins, who worked on the house for a month last summer, described Cummings as an angry person who was verbally abusive to his wife. He said Cummings apparently was independently wealthy and did not work. Robbins said Cummings talked incessantly about his love of guns and his fascination for Hitler. He said Cummings repeatedly berated his wife about home-schooling their daughter. He said Cummings had a controlling personality and wanted to know his wife and child’s every move.

Cummings grew up in California and lived in Texas before moving to Maine in August 2007. Although Robbins said Cummings told him he made his money in Texas real estate, it appears that the actual source of his wealth was a trust fund established by his father, a prominent landowner in the Northern California city of Fort Bragg. An Internet search of the James B. Cummings Trust indicated that it has an annual income of $10 million.

The FBI field intelligence report was apparently first reported on by unattributable.com, an online magazine which covers and blogs on current events.

BANGOR, Maine — In the wake of revelations that a Belfast man had a stash of potentially hazardous materials at his home when he was killed last December, state Public Safety Commissioner Anne Jordan stressed Wednesday that at no time was the public at risk.

Jordan did confirm that a number of materials were taken from the home of James G. Cummings on the night of Dec. 9, and that the FBI was contacted.

“A [hazardous materials] team from the Maine Department of Environmental Protection was called to the home the night of the homicide to remove a number of items from inside the home,” the commissioner said in a statement Wednesday. “An assessment that night by members of the hazmat team indicated the home was safe for State Police detectives to enter and conduct their investigation after the materials had been removed. In addition, detectives felt it was appropriate that the FBI be contacted.”



Police have identified Cummings’ wife, Amber Cummings, as the person who shot him, although she has not yet been charged. While the homicide investigation remains open and active, Jordan said, she deferred any comment about the materials investigation to the FBI.

“I can’t confirm or deny an investigation,” John Donnelly, a regional spokesman for the bureau, said Wednesday. “As of this morning, in consideration of the state’s open homicide investigation, we’re making no comment.”

The Bangor Daily News reported Wednesday that Cummings’ name was listed in an FBI intelligence alert that surfaced recently on the Web site of WikiLeaks, an organization that posts leaked documents. The document also was posted and reported on by unattributable.com, an online magazine that covers and blogs on current events and which first called attention to the report on the Cummings investigation.

The document featuring Cummings is attributed to the FBI but appears under a series of alerts that were logged by the Washington Regional Threat and Analysis Center in Washington, D.C. It states, in part, that on Dec. 9, 2008, “radiological dispersal device components and literature, and radioactive materials, were discovered at the Maine residence of an identified deceased [person] James Cummings.” Cummings was killed the morning of Dec. 9. It also referenced that Cummings had literature on how to build a so-called dirty bomb.

A spokeswoman for the Washington Regional Threat and Analysis Center who asked not to be identified confirmed Wednesday that the report that was leaked online was authentic, but she downplayed its substance. “That’s a document that was pulled a month ago when the investigation was still ongoing,” she said. “We’ve since determined that there is nothing to it.” The D.C.-based threat center is one of 60 “fusion centers” throughout the country that were created in the aftermath of Sept. 11.

“Essentially, they were created to bring law enforcement officials and the private sector together to share information and prevent terrorist attacks,” the spokeswoman said.

Maine has its own fusion center, but the reason Cummings ended up on the D.C. center’s radar is because his threats had the potential to affect the presidential inauguration, the woman said.

“The information that leaked was for public safety officials, not for the public,” she said. “And the fact is, it was put out before the investigation was completed.”

No additional documents have surfaced online that reference Cummings. The threat center spokeswoman said she’s in the process of having the current document removed from WikiLeaks, one of the sites that posted it.

The document indicated that Cummings had quantities of hydrogen peroxide, uranium, thorium, lithium metal, thermite, aluminum powder, beryllium, boron, black iron oxide and magnesium ribbon. Cummings also reportedly had literature on how to build dirty bombs and information about cesium-137, strontium-90 and cobalt-60, additional radioactive materials, although he did not actually have those materials.

A spokesman for Gov. John Baldacci’s office declined to comment on the case involving Cummings other than to refer to the statement from the Department of Public Safety. Members of Maine’s congressional delegation also have declined comment. Officials with the U.S. Department of Homeland Security have deferred all questions to the FBI.

While the FBI and the Washington, D.C., threat center declined to talk specifically about any of the materials found at Cummings’ home, Public Safety Commissioner Jordan said she was satisfied with the result.

“I’ve been told by federal officials that the items seized could be purchased legally and that there was not sufficient quantity or quality to pose an immediate threat or hazard to the health and safety of the public,” she said.

The spokeswoman for the D.C. threat center said, from her perspective, the materials linked to Cummings were not indicative of a terrorist network but rather a lone, disturbed individual.

BELFAST, Maine - James G. Cummings II was known as "kind of a violent dude" back home in Fort Bragg, Calif., according to Lt. Rusty Noe of the Mendocino County Sheriff's Office.

"He was involved in several assault cases," Noe said in a telephone interview Wednesday evening. "He was a victim in some, a suspect in others, most of them involving family."

But despite the 16 contacts the sheriff's office had with him in the late 1990s, Noe sounded surprised to learn of recent allegations that Cummings was a white supremacist with a cache of radioactive materials and directions for building a dirty bomb in his Belfast home. "The guys say they never knew him to be a Neo-Nazi type," Noe said. "He seemed like he was a kind of angry dude that argued with the family."

Police say that Cummings was shot to death by his wife, Amber B. Cummings, two months ago, in what they have described as a domestic violence homicide. He had no criminal history in Maine.

There was even less information readily available about Amber Cummings, whose maiden name may have been Brown. Cummings didn't answer the phone at her Belfast home Wednesday afternoon.

It wasn't clear Wednesday why the Cummingses moved to their home at 346 High Street in Belfast.

There are three vehicles registered to the couple with the office of the Maine Secretary of State: a 2000 Jeep Wrangler, a 1999 Dodge Durango and a 1998 motor home.

All in all, a modest lifestyle for a man who came from a California family as wealthy as it was troubled. His father, James G. Cummings Sr., made a fortune in real estate and was a well-known local philanthropist before being shot to death at his home in 1997, according to newspaper accounts.

Just months before his father's death, when James G. Cummings II was 17, he made the national news - including Oprah - when he and his father allegedly conspired to secretly videotape his mother in the act of using hard drugs, according to the archives of the Anderson Valley Advertiser.

"The national media swooped down on Fort Bragg, and there was a 24-hour cacophony about kids spying on parents," wrote Bruce Anderson in a 2002 story. "[They] were long gone by the time it was found that Mom had been brewing up popcorn balls for the kids, not black tar heroin."

Mark Scaramella, the managing editor of the paper, said Wednesday that Cummings and his sister, Kathryn, sued to get more of their father's estate in the early 2000s.

It isn't clear how much they inherited, but the father's trust fund reportedly earns an estimated annual income of $10 million.

When asked about a neo-Nazi presence in Fort Bragg, Scaramella chuckled.

"There are some red-necky sorts of skinheady people," he said. "I don't think they read enough to be neo-Nazis."

I grew up with this guy..... I am still close friends with Amber and her parents and cousins. I lived with them for a while back when I was 16-17.
  Did some private work for JC, Jim Cummins. His dad was shot by a friends friend. The whole family were greedy bastards and used every opportunity to steal from the poor. I do feel like its Libya somedays. I have had to draw down on so many people, been in countless gun fights. Shoot going into the army was a break... ;D I pack a .44 desert eagle now. The Bush administration did so under pressure from Congressional Republicans who had said they hoped to “leverage the Internet" to find new evidence of the prewar dangers posed by Saddam Hussein.

But in recent weeks, the site has posted some documents that weapons experts say are a danger themselves: detailed accounts of Iraq's secret nuclear research before the 1991 Persian Gulf war. The documents, the experts say, constitute a basic guide to building an atom bomb.

Last night, the government shut down the Web site after The New York Times asked about complaints from weapons experts and arms-control officials. A spokesman for the director of national intelligence said access to the site had been suspended "pending a review to ensure its content is appropriate for public viewing."

Officials of the International Atomic Energy Agency, fearing that the information could help states like Iran develop nuclear arms, had privately protested last week to the American ambassador to the agency, according to European diplomats who spoke on condition of anonymity because of the issue's sensitivity. One diplomat said the agency's technical experts "were shocked" at the public disclosures.[It is important to note that Sibel Edmonds revealed a plot by Cheney's henchmen to deliver nuke parts to Iran, also important to note that Cheney outed Valerie Plame whose main job it was to counter nuke progress in Iran.  Nothing to see, move along]

The documents, roughly a dozen in number, contain charts, diagrams, equations and lengthy narratives about bomb building that nuclear experts who have viewed them say go beyond what is available on the Internet and in other public forums. For instance, the papers give detailed information on how to build nuclear firing circuits and triggering explosives, as well as the radioactive cores of atom bombs.

"For the U.S. to toss a match into this flammable area is very irresponsible," said A. Bryan Siebert, a former director of classification at the federal Department of Energy, which runs the nation's nuclear arms program. "There's a lot of things about nuclear weapons that are secret and should remain so."

The government had received earlier warnings about the contents of the Web site. Last spring, after the site began posting old Iraqi documents about chemical weapons, United Nations arms-control officials in New York won the withdrawal of a report that gave information on how to make tabun and sarin, nerve agents that kill by causing respiratory failure.

The campaign for the online archive was mounted by conservative publications and politicians, who argued that the nation's spy agencies had failed adequately to analyze the 48,000 boxes of documents seized since the March 2003 invasion. With the public increasingly skeptical about the rationale and conduct of the war, the chairmen of the House and Senate intelligence committees told the administration that wide analysis and translation of the documents - most of them in Arabic - would reinvigorate the search for evidence that Mr. Hussein had resumed his unconventional arms programs in the years before the invasion. American search teams never found such evidence in Iraq.

The director of national intelligence, John D. Negroponte, had resisted setting up the Web site, which some intelligence officials felt implicitly raised questions about the competence and judgment of government analysts. But President Bush approved the site's creation after Congressional Republicans proposed legislation to force the documents' release.

In his statement last night, Mr. Negroponte's spokesman, Chad Kolton, said, "While strict criteria had already been established to govern posted documents, the material currently on the Web site, as well as the procedures used to post new documents, will be carefully reviewed before the site becomes available again."

A spokesman for the National Security Council, Gordon D. Johndroe, said, "We're confident the D.N.I. is taking the appropriate steps to maintain the balance between public information and national security."

Portrait of Pre-War Iraq The Web site, "Operation Iraqi Freedom Document Portal," was a constantly expanding portrait of prewar Iraq. Its many thousands of documents included everything from a collection of religious and nationalistic poetry to instructions for the repair of parachutes to handwritten notes from Mr. Hussein's intelligence service. It became a popular quarry for a legion of bloggers, translators and amateur historians.

Among the dozens of documents in English were Iraqi reports written in the 1990's and in 2002 for United Nations inspectors in charge of making sure Iraq abandoned its unconventional arms programs after the Persian Gulf war. Experts say that at the time, Mr. Hussein's scientists were on the verge of building an atom bomb, as little as a year away.

European diplomats said this week that some of those nuclear documents on the Web site were identical to the ones presented to the United Nations Security Council in late 2002, as America got ready to invade Iraq. But unlike those on the Web site, the papers given to the Security Council had been extensively edited, to remove sensitive information on unconventional arms.

The deletions, the diplomats said, had been done in consultation with the United States and other nuclear-weapons nations. Mohamed ElBaradei, the director of the International Atomic Energy Agency, which ran the nuclear part of the inspections, told the Security Council in late 2002 that the deletions were "consistent with the principle that proliferation-sensitive information should not be released."

In Europe, a senior diplomat said atomic experts there had studied the nuclear documents on the Web site and judged their public release as potentially dangerous. "It's a cookbook," said the diplomat, who spoke on condition of anonymity because of his agency's rules. "If you had this, it would short-circuit a lot of things."

The New York Times had examined dozens of the documents and asked a half dozen nuclear experts to evaluate some of them.

Peter D. Zimmerman, a physicist and former United States government arms scientist now at the war studies department of King's College, London, called the posted material "very sensitive, much of it undoubtedly secret restricted data."

Ray E. Kidder, a senior nuclear physicist at the Lawrence Livermore National Laboratory in California, an arms design center, said "some things in these documents would be helpful" to nations aspiring to develop nuclear weapons and should have remained secret.

A senior American intelligence official who deals routinely with atomic issues said the documents showed "where the Iraqis failed and how to get around the failures." The documents, he added, could perhaps help Iran or other nations making a serious effort to develop nuclear arms, but probably not terrorists or poorly equipped states. The official, who requested anonymity because of his agency's rules against public comment, called the papers "a road map that helps you get from point A to point B, but only if you already have a car."

Thomas S. Blanton, director of the National Security Archive, a private group at George Washington University that tracks federal secrecy decisions, said the impetus for the Web site's creation came from an array of sources - private conservative groups, Congressional Republicans and some figures in the Bush administration - who clung to the belief that close examination of the captured documents would show that Mr. Hussein's government had clandestinely reconstituted an unconventional arms programs.

"There were hundreds of people who said, 'There's got to be gold in them thar hills,'" Mr. Blanton said.

The campaign for the Web site was led by the chairman of the House Intelligence Committee, Representative Peter Hoekstra of Michigan. Last November, he and his Senate counterpart, Pat Roberts of Kansas, wrote to Mr. Negroponte, asking him to post the Iraqi material. The sheer volume of the documents, they argued, had overwhelmed the intelligence community.

Fears, and a Disclaimer Some intelligence officials feared that individual documents, translated and interpreted by amateurs, would be used out of context to second-guess the intelligence agencies' view that Mr. Hussein did not have unconventional weapons or substantive ties to Al Qaeda. Reviewing the documents for release would add an unnecessary burden on busy intelligence analysts, they argued.

On March 16, after the documents' release was approved, Mr. Negroponte's office issued a terse public announcement including a disclaimer that remained on the Web site: "The U.S. government has made no determination regarding the authenticity of the documents, validity or factual accuracy of the information contained therein, or the quality of any translations, when available."

On April 18, about a month after the first documents were made public, Mr. Hoekstra issued a news release acknowledging "minimal risks," but saying the site "will enable us to better understand information such as Saddam's links to terrorism, weapons of mass destruction and violence against the Iraqi people." He added: "It will allow us to leverage the Internet to enable a mass examination as opposed to limiting it to a few exclusive elites."

Yesterday, before the site was shut down, Jamal Ware, a spokesman for Mr. Hoekstra, said the government had "developed a sound process to review the documents to ensure sensitive or dangerous information is not posted." Later, he said the complaints about the site "didn't sound like a big deal," adding, "We were a little surprised when they pulled the plug."

The precise review process that led to the posting of the nuclear and chemical-weapons documents is unclear. But in testimony before Congress last spring, a senior official from Mr. Negroponte's office, Daniel Butler, described a "triage" system used to sort out material that should remain classified. Even so, he said, the policy was to "be biased towards release if at all possible." Government officials say all the documents in Arabic have received at least a quick review by Arabic linguists.

Some of the first posted documents dealt with Iraq's program to make germ weapons, followed by a wave of papers on chemical arms.

At the United Nations in New York, the chemical papers raised alarms at the Monitoring, Verification and Inspection Commission, which had been in charge of searching Iraq for all unconventional arms, save the nuclear ones.

In April, diplomats said, the commission's acting chief weapons inspector, Demetrius Perricos, lodged an objection with the United States mission to the United Nations over the document that dealt with the nerve agents tabun and sarin.

Soon, the document vanished from the Web site. On June 8, diplomats said, Mr. Perricos told the Security Council of how risky arms information had shown up on a public Web site and how his agency appreciated the American cooperation in resolving the matter.

Nuclear Documents Posted In September, the Web site began posting the nuclear documents, and some soon raised concerns. On Sept. 12, it posted a document it called "Progress of Iraqi nuclear program circa 1995." That description is potentially misleading since the research occurred years earlier.

The Iraqi document is marked "Draft FFCD Version 3 (20.12.95)," meaning it was preparatory for the "Full, Final, Complete Disclosure" that Iraq made to United Nations inspectors in March 1996. The document carries three diagrams showing cross sections of bomb cores, and their diameters.

On Sept. 20, the site posted a much larger document, "Summary of technical achievements of Iraq's former nuclear program." It runs to 51 pages, 18 focusing on the development of Iraq's bomb design. Topics included physical theory, the atomic core and high-explosive experiments. By early October, diplomats and officials said, United Nations arms inspectors in New York and their counterparts in Vienna were alarmed and discussing what to do.

Last week in Vienna, Olli J. Heinonen, head of safeguards at the international atomic agency, expressed concern about the documents to the American ambassador, Gregory L. Schulte, diplomats said.

Calls to Mr. Schulte's office yesterday were not returned.

Maine Man Tries to Build Dirty Bomb, No One Cares

A leaked FBI report states that a man named James G. Cummings was trying to build a dirty bomb when he was shot and and killed by his wife last December 9th in Belfast, Maine. He had plans, parts, explosive ingredients, and small quantities of radioactive material, though nothing that could not be purchased legally within the US. Cummings was a white supremacist who was reportedly very upset about Obama’s election.

The leaked document has been posted on Wikileaks since January 16th. While the material concerning Cummins was first noticed by the rumor site Unattributable.com on January 19th, only yesterday was there any sort of story about it in the mainstream media, in this case the local Bangor Daily News.

Although this dastardly plot was probably not much more dangerous to the public than a garden-variety bomb, this man would certainly qualify as a bona fide “terrorist” under Bush-regime logic. Or at least he would if he was Arab. In point of fact, he actually is a threat to the public, or was. So why haven’t we heard about it? Are crazy white supremacists somehow less of a threat than crazy fundamentalist muslims?

The FBI report notes:

    State authorities detected radiation emissions in four small jars in the residence labeled ‘uranium metal’, as well as one jar labeled ‘thorium.’ The four jars of uranium carried the label of an identified US company. Further preliminary analysis on 30 December 2008 indicated an unlabeled jar to be a second jar of thorium. Each bottle of uranium contained depleted uranium 238. Analysis also indicated the two jars of  thorium held thorium 232.

Depleted uranium (DU), the by-product of uranium enrichment for use in nuclear power plants or weapons, is not terribly radioactive and is reportedly not very suitable for use in a dirty bomb. Thorium is similarly weakly radioactive, and can be purchased legally through chemical supply companies (such as Fisher Scientific).  Dispersal of these isotopes wouldn’t exactly be healthy — they’re both considered carcinogens, and DU has been well documented to cause birth defects, which is why the US and Israeli armies really shouldn’t be spraying foreign countries with DU bullets. However, a depleted uranium/thorium bomb couldn’t really be considered a weapon of mass destruction.

Still, the man was on his way to building some sort of upsetting bomb. Aside from the nastyness of bombings of any sort, I am quite sure the headlines screaming “radioactivity” wouldn’t bother with the scientific subtleties I just covered. I for one am glad that the FBI finally clued in — though only because these materials were found after Cummins was shot and killed by his wife, who claimed she was defending herself after years of physical and sexual abuse.

This is all very strange, and I am left with questions.

   1. Given this foiled plot, the sadly succesful Oklahoma City bombing of 1995, and other deranged loners such as the Unabomber, what is the actual risk to the public from foreign jihadists versus homegrown wackjobs, of which there are apparently plenty? [UPDATE: See also the Texas militia with a sodium cyanide bomb in 2003]

   2. Do the DHS and the FBI know the true answer to this question? Are they allocating their resources appropriately? How come we only found out about this plot accidentally?

UPDATE: The Frederick Police Department says they have surveillance tape of the theft and believe a white man between the ages of 45 and 50 may be the suspect.

Investigators believe the theft occurred on Sunday afternoon.

The contents of the fertilizer have the police concerned that it could be used for making a bomb.

The thief stole two types of fertilizer: Triple 19 and Urea.  Police say the Urea is more dangerous of the two because it contains hydrogen.

“We want to make sure that we covered all bases.  We want to make sure that the Frederick community understands that we are following through as far as we can possible go with FBI and other agencies,” said Lt. Clark Pennington with the Frederick Police Department.

Frederick police say four tons of fertilizer have been stolen from a farm supply store.

A store representative told police that 2,000 pounds of urea and 6,000 pounds of other fertilizer are missing. The fertilizer was in white 50-pound bags with a company logo.

Lt. Clark Pennington says they don’t know what the motive behind the theft is, but they have notified the Maryland Coordination Analysis Center, which alerts all federal agencies of the theft.

If MSM  follows this story people will do some digging and find out where he got the DU from ...

They must prevent those people from becoming known. (It is not really as important nor  is MSM as likely  to be this secretive unless...)

Perhaps the primary reason is that if they expose this now then they will uncover a rabbit hole that leads to CIA cells setting up for a major false flag similar to those presented by  jericho and blackjack ....

But also how much this story proves that the second amendment stops terrorism more than a multi-trillion dollar centralized defense system.
