WASHINGTON -- A number of U.S. institutions with licenses to hold nuclear material reported to the Energy Department in 2004 that the amount of material they held was less than agency records indicated. But rather than investigating the discrepancies, Energy officials wrote off significant quantities of nuclear material from the department's inventory records.

That's just one of the findings of a report released yesterday by Energy Department Inspector General Gregory Friedman that concluded "the department cannot properly account for and effectively manage its nuclear materials maintained by domestic licensees and may be unable to detect lost or stolen material."

Auditors found that Energy could not accurately account for the quantities and locations of nuclear material at 15 out of 40, or 37 percent, of facilities reviewed. The materials written off included 20,580 grams of enriched uranium, 45 grams of plutonium, 5,001 kilograms of normal uranium and 189,139 kilograms of depleted uranium.

"Considering the potential health risks associated with these materials and the potential for misuse should they fall into the wrong hands, the quantities written off were significant," the report says. "Even in small quantities normally held by individual domestic licensees, special nuclear materials such as enriched uranium and plutonium, if not properly handled, potentially pose serious health hazards."

Auditors also found that waste processing facilities could not locate or explain the whereabouts of significant quantities of uranium and other nuclear material that Energy Department records showed they held. In another case, Energy officials had no record of the fact that one academic institution had loaned a 32-gram plutonium-beryllium source to another institution.

The audit was a follow-up to a 2001 probe that found similar record-keeping problems. "Key commitments made by the department were not completed nearly eight years after our earlier audit," Friedman reported.

More than 100 academic and commercial institutions and government agencies lease nuclear materials that are owned by Energy. The department, along with the Nuclear Regulatory Commission, is supposed to track these materials through the centralized accounting system known as the Nuclear Materials Management and Safeguards System, or NMMSS.

"Due to the inconsistencies documented in our report, it would be extremely difficult, if not impossible, for the department to accurately identify the type and quantity of its nuclear materials affected if an incident occurred at one of the sites whose NMMSS inventory we could not verify," the inspector general stated in Monday's report.

In a written response to the report, Glenn Podonsky, the chief health, safety and security officer at Energy, largely concurred with the findings and recommendations for improving inventory records.

I've e-mailed them myself and gotten no response as well.

I'm beginning to think this may actually be a warning instead of just a propaganda piece as Alex and Paul Wattson had originally surmised.

Many  pieces of the puzzle so to speak, are falling into place - and sadly they all point to this being a real plan of the Elite :/......


As the wife aptly commented when I told her about the missing nukes and the possible tie in to blackjack - " Well, isn't it obvious? Their trying to warn British citizen's stateside, to leave before it  all goes down ..."
Granted they also hit London in Blackjack  but outside of  London all other targets are in North America.

Former Vice President Dick Cheney warned that there is a “high probability” that terrorists will attempt a catastrophic nuclear or biological attack in coming years, and said he fears the Obama administration’s policies will make it more likely the attempt will succeed.

In an interview Tuesday with Politico, Cheney unyieldingly defended the Bush administration’s support for the Guantanamo Bay prison and coercive interrogation of terrorism suspects.

And he asserted that President Obama will either backtrack on his stated intentions to end those policies or put the country at risk in ways more severe than most Americans — and, he charged, many members of Obama’s own team — understand.

“When we get people who are more concerned about reading the rights to an Al Qaeda terrorist than they are with protecting the United States against people who are absolutely committed to do anything they can to kill Americans, then I worry,” Cheney said.

Protecting the country’s security is “a tough, mean, dirty, nasty business,” he said. “These are evil people. And we’re not going to win this fight by turning the other cheek.”

Citing intelligence reports, Cheney said at least 61 of the inmates who were released from Guantanamo during the Bush administration — “that’s about 11 or 12 percent” — have “gone back into the business of being terrorists.”

The 200 or so inmates still there, he claimed, are “the hard core” whose “recidivism rate would be much higher.” (Lawyers for Guantanamo detainees have strongly disputed the recidivism figures, asserting that the Pentagon data have inconsistencies and omissions.) Cheney called Guantanamo a “first-class program,” and “a necessary facility” that is operated legally and with better food and treatment than the jails in inmates' native countries.


But he said he worried that “instead of sitting down and carefully evaluating the policies,” Obama officials are unwisely following “campaign rhetoric” and preparing to release terrorism suspects or afford them legal protections granted to more conventional defendants in crime cases.

The choice, he alleged, reflects a naive mindset among the new team in Washington: “The United States needs to be not so much loved as it needs to be respected. Sometimes, that requires us to take actions that generate controversy. I’m not at all sure that that’s what the Obama administration believes.”

The dire portrait Cheney painted of the country’s security situation was made even grimmer by his comments agreeing with analysts who believe this recession may be a once-in-a-century disaster.
“It’s unlike anything I’ve ever seen,” Cheney said. “The combination of the financial crisis that started last year, coupled now with, obviously, a major recession, I think we’re a long way from having solved these problems.”

The interview, less than two weeks after the Bush administration ceded power to Obama, found the man who is arguably the most controversial — and almost surely the most influential — vice president in U.S. history in a self-vindicating mood.

He expressed confidence that files will some day be publicly accessible offering specific evidence that waterboarding and other policies he promoted — over sharp internal dissent from colleagues and harsh public criticism — were directly responsible for averting new Sept. 11-style attacks.

Not content to wait for a historical verdict, Cheney said he is set to plunge into his own memoirs, feeling liberated to describe behind-the-scenes roles over several decades in government now that the “statute of limitations has expired” on many of the most sensitive episodes.

His comments made unmistakable that Cheney — likely more than former President Bush, who has not yet given post-White House interviews — is willing and even eager to spar with the new administration and its supporters over the issues he cares most about.

His standing in this public debate is beset by contradictions. Cheney for years has had intimate access to the sort of highly classified national security intelligence that Obama and his teams are only recently seeing.

But many of the top Democratic legal and national security players have long viewed Cheney as a man who became unhinged by his fears, responsible for major misjudgments in Iraq and Afghanistan, willing to bend or break legal precedents and constitutional principles to advance his aims. Polls show he is one of the most unpopular people in national life.

In the interview, Cheney revealed no doubts about his own course — and many about the new administration’s.

“If it hadn’t been for what we did — with respect to the terrorist surveillance program, or enhanced interrogation techniques for high-value detainees, the Patriot Act, and so forth — then we would have been attacked again,” he said. “Those policies we put in place, in my opinion, were absolutely crucial to getting us through the last seven-plus years without a major-casualty attack on the U.S.”

Cheney said “the ultimate threat to the country” is “a 9/11-type event where the terrorists are armed with something much more dangerous than an airline ticket and a box cutter – a nuclear weapon or a biological agent of some kind” that is deployed in the middle of an American city.

“That’s the one that would involve the deaths of perhaps hundreds of thousands of people, and the one you have to spend a hell of a lot of time guarding against,” he said.

“I think there’s a high probability of such an attempt. Whether or not they can pull it off depends whether or not we keep in place policies that have allowed us to defeat all further attempts, since 9/11, to launch mass-casualty attacks against the United States.”

If Cheney’s language was dramatic, the setting for the comments was almost bizarrely pedestrian. His office is in a non-descript suburban office building in McLean, Va., in a suite that could just as easily house a dental clinic. The office is across the hall from a quick-copy store. The door is marked by nothing except a paper sign, held up by tape, saying the unit is occupied by the General Services Administration.

At several points, Cheney resisted singling out Obama personally for criticism, at one point saying he wants to give him a break after just two weeks in office. He said he admires Obama’s choice to keep Defense Secretary Robert Gates on the job.

But if he treated Obama gingerly, Cheney was eager to engage in the broader philosophical debate he was accustomed to with Democrats and even many in his own party about the right way to navigate a dangerous planet. He said he fears the people populating Obama’s ranks put too much faith in negotiation, persuasion, and good intentions.

“I think there are some who probably actually believe that if we just go talk nice to these folks, everything’s going to be okay,” he said.

He said his own experience tempers his belief in diplomacy.

“I think they’re optimistic. All new administrations are optimistic. We were,” he said.

“They may be able, in some cases, to make progress diplomatically that we weren’t,” Cheney said. “But, on the other hand, I think they’re likely to find — just as we did — that lots of times the diplomacy doesn’t work. Or diplomacy doesn’t work without there being an implied threat of something more serious if it fails.”

As examples of the dangerous world he sees — and one he predicted Obama and aides would find “sobering” — were Russia’s backsliding into authoritarianism and away from democracy, and the ongoing showdowns over the nuclear intentions of Iran and North Korea.

But it was the choice over Guantanamo that most dominated Cheney’s comments.

“If you release the hard-core Al Qaeda terrorists that are held at Guantanamo, I think they go back into the business of trying to kill more Americans and mount further mass-casualty attacks,” he said. “If you turn ’em loose and they go kill more Americans, who’s responsible for that?”

Of one alternative — moving prisoners to the U.S. prisons — Cheney said he has heard from few members of Congress eager for Guantanamo transfers to their home-state prisons, and asked: “Is that really a good idea to take hardened Al Qaeda terrorists who’ve already killed thousands of Americans and put ’em in San Quentin or some other prison facility where they can spread their venom even more widely than it already is?”

While Cheney’s words were dire, his own mood was relaxed, even loquacious. He was not on crutches — much less the wheelchair he rode to Obama’s Inauguration — from an injury while moving a box of books into his new home.

Suddenly a man of leisure, Cheney has a Kindle, Amazon’s wireless reading device, and said he used it recently to read James M. McPherson’s new “Tried by War: Abraham Lincoln as Commander in Chief.”

About a week ago, he had a phone conversation with former President George W. Bush, the first time the two had talked since they appeared together at a rally at Andrews Air Force Base just after Obama’s swearing-in.

“He’s fine,” Cheney said. “We had a pleasant chat on the phone. It was a private, personal conversation – not about policy. We’re both citizens – civilians.”

Other highlights of the 90-minute interview:

* What Cheney called “the trillion-dollar so-called stimulus bill”: “It looks to me like there’s a lot of stuff in there that has nothing to do with stimulus – it’s a sort of a wish list of a lot of my congressional Democratic friends,” he said.

* The potential consequences of $1 trillion in deficit stimulus spending: “It’s huge, obviously – potentially huge. You worry about what ultimately happens to inflation. You worry about what’s going to happen to the ability of the government to borrow money. … I’m nervous.”

* Whether the Bush administration should have done more about the economy: “We did worry about it, to some extent. … I don’t think anybody actually foresaw something of this size and dimension occurring. It’s also global. We only control part of the world economy – a very important part.”

* On the chance of progress in the Israeli-Palestinian peace process in the foreseeable future: “I think it’s unlikely.”

After leaving office, Cheney and his wife, Lynne, went first to his home in Wyoming, then returned to Washington to enjoy their grandchildren. He’s working on a book about his career, which has included stints as a House member, White House chief of staff and secretary of Defense.

His daughter, Liz Cheney, the former principal deputy assistant secretary of state for near eastern affairs, supervised the interview and at one point was looking for a tape recorder.

“I’m not a very good press aide,” she joshed.

Cheney found one on his own. “See, you don’t need staff,” she said.

FBI director predicts terrorists will acquire nukes

FBI Director Robert S. Mueller III yesterday said that it was only a matter of time and economics before terrorists will be able to purchase nuclear weapons and that the world's law-enforcement community must unite to prevent it.

"Our greatest weapon is unity," Mr. Mueller said at the Global Initiative to Combat Nuclear Terrorism law-enforcement conference in Miami. "That unity is built on intelligence and interagency cooperation. It is built on the idea that, together, we are smarter and stronger than we are standing alone."

Mr. Mueller said federal authorities, working with their counterparts overseas, must secure loose nuclear material, share intelligence about those who wish to buy and sell such material, and stop those who do -- adding that by some estimates, there is enough highly enriched uranium in global stockpiles to construct thousands of nuclear weapons.

Mr. Mueller said the economics of supply and demand dictate that someone, somewhere will provide nuclear material to the highest bidder, and that material will end up in the hands of terrorists. He said the al Qaeda terrorist network has demonstrated a clear intent to acquire weapons of mass destruction, noting that Osama bin Laden sought to buy uranium in Sudan in 1993.

But, he said, al Qaeda is not the only concern, adding that the United States faces threats from other terrorist cells around the world and from homegrown terrorists not affiliated with al Qaeda but who have been inspired by its message of hatred and violence.

"Several rogue nations -- and even individuals -- seek to develop nuclear capabilities," he said. "Abdul Khan, for example, was not only the father of Pakistan's nuclear bomb; he peddled that technology to North Korea, Libya and Iran. Khan was one of many to prove that it is indeed a seller's market in the so-called atomic bazaar."

Mr. Mueller said the next terrorist attack is not a question of if, but when.

While the FBI investigates all acts of terrorism in the United States, he said that the prevention of a nuclear attack is a responsibility shared by many and that the necessary coordination to meet the threat begins with training.

"Together, we are training our foreign partners in WMD detection, border security, undercover investigations, nuclear forensics and crisis management. To date, we have trained more than 5,000 participants from more than 23 countries," he said.

Strong intelligence, he said, is the FBI's primary asset, but standing alone is not enough. He said that if the FBI uncovers information about potential nuclear trafficking or a pending plot, it must be able to move at a moment's notice.

"We cannot sit back and wait for others to act. To do so is to continue to feed the crocodile, hoping he will eat you last, as Winston Churchill once said," he said. "Our safety lies in protecting not just our own interests, but our collective interests."

Why haven't nukes in U.S. been set off?
It is no longer a secret that the U.S. intelligence community is warning of the existence of suitcase nukes already on U.S. territory under the control of terrorists. Specifically, the estimated number is six or seven such devices, and that the terrorists in control of them are al Qaeda. Some of the rumors are more specific, saying the nukes consist of five 100kt devices and two sub-5kt devices. One of the larger devices could take out most of the people in metro areas like New York or Washington, DC.



The usual question raised by these reports is, "If they have them here, why haven't they set them off?" The standard theory from intelligence sources is that the devices are not operational, due to lack of maintenance, and that we are in a race against time until they can get them operational.

I am skeptical of that theory. The devices are presumably among the 40+ Soviet devices that Gen. Lebed reported were missing from the Soviet inventory, presumably made and last maintained in the late 1980s. However, if those devices are copies of U.S. designs, the word I am getting is that while U.S.-made devices of this kind become less reliable after a long period of lack of maintenance, they don't suddenly cease to be operational, and may continue to be likely to go off, perhaps with a lower yield, for several decades after manufacture. For the purposes of terrorists, it is not essential that all of them go off when planned. A 50% rate of success would likely be considered good enough.

I have a different theory, based on my reading of some of the literature and web sites associated with the Islamic imperialist movement, of which al Qaeda seems to be a part. The announced goal of this movement is not just to defend existing Islamic nations from the corrupting influences of the West, or even to destroy Western Civilization as the source of that corruption. Some of their web sites have put up maps of the world in the year 2100 that have the entire planet converted to Islam, presumably under a new caliphate modeled on the theocratic model of the caliphates of the past, somewhat similar to the Taliban.

Let's take those maps seriously, and ask how the leaders of that movement envision accomplishing that goal. Not by sending out swarms of missionaries, the way Christians would do. Not even by sending out hoards of mujahedin to conquer Western nations and give their populations the choice of convert or die, the way Omar and others spread Islam to much of the Middle East, North Africa, and to the other nations where it is now the dominant religion. They know those methods would not work. So what would work?

The answer is terrifyingly obvious. Beginning with the leading Western nation, the United States, smuggle in suitcase nukes until enough are in place, then set them off in random cities at random intervals, while delivering an ultimatum that they will continue to set them off until all the survivors convert.

The initial reaction to such a plan is that it wouldn't work. Americans would never submit to that kind of pressure. They would strike back, wiping out most of the centers of Islamic imperialist activity.

Strike back at whom, and to what effect? Would we nuke Mecca, or Medina, or Qom? That's not where most of al Qaeda is. All that would do is unite the Islamic world against the West, playing into the hands of the imperialists, who might regret the loss of the people of those cities, and some of the relics, but that might actually be welcomed by the imperialists, who see not just the West, but cities generally, as the source of moral corruption. Their Utopian vision is of a world of subsistance farmers and herders, with no cities and no technology more advanced than firearms. They not only don't mind if all of the Western cities are destroyed, but even if all of their own are. Their thinking is similar to that of Pol Pot and the Khmer Rouge, who emptied the cities and killed anyone suspected of being influenced by modern civilization, evidenced by the use of such technology as eyeglasses. The difficulty we have had in just rooting al Qaeda and the Taliban out of Afghanistan demonstrates the obstacles to effectively responding to this kind of threat, especially if we had to extend it to much of the world, or even within the United States to the terrorists that are already here.

I have another theory, that al Qaeda thinks it needs more than six or seven devices, and that it wants to get all it needs in place before setting off the first one. How many would it take, and how many might Osama or his cohorts think it would take? For the answer to the latter question we would need agents on the inside of their inner circle, but we can make some good guesses about how many cities would have to be nuked before the American people would capitulate. Make no mistake. If enough of our cities and other vital resources are nuked, at random sites and at random intervals, even the proud Americans will surrender. Not all of them, of course. There will always be sone holdouts. But I expect that after 20 or 30 nukes go off, either what's left of the government, or a new government that will emerge, will enforce at least outward shows of conversion to Islam on the entire surviving population. Although many of us don't like to admit it, that actually works, and has historically worked. It might take a few generations of cognitive dissonance for anything like genuine devotion to sink in, and while the majority might always remain hypocrites, they will be afraid to express dissent, even in private conversation. Orwell's classic 1984 remains a How-To manual for doing this sort of thing.

So my theory is that al Qaeda is trying to get at least 20 to 30 suitcase nukes into the U.S. and in place before beginning to set them off. That means we still have some time to stop them, either by stopping them from getting control of such devices, or from getting them into the U.S., or of course, by taking out the imperialists themselves. That is certainly the job of the intelligence agencies, primarily, but they do not have a good record of being effective in operating in the parts of the world that they must operate in to get this difficult job done. Building the network of agents worldwide to meet this kind of threat takes a long time, perhaps more time than we have. It is a job for human intelligence ("humint" in spookspeak), more than for signals intelligence ("sigint").

This means that the current half-hearted window-dressing that passes for governmental border security is not enough, nor is there any indication that the current administration takes the threat seriously enough to commit the resources it would take to seal our borders. The voluntary Minuteman Project shows how it can be done: putting a lot more people on the ground and in the air. Increased funding on the order of 10-20% is not nearly enough. Even a 100-200% increase would not be enough. But the policy of "catch-and-release" (to come right back over the border) is also not sufficient. The illegal intruders who are caught should at least be put to work building a fence or wall along the border, before being sent back.

It is also necessary to take firm action against another form the invasion of the United States is taking: the takeover of land and officials by criminal gangs. We get reports that the drug cartels are buying up large ranches and parcels of real estate along both sides of the U.S. border, both with Mexico and with Canada, especially on the U.S. side of the border with Mexico, and also land to create corridors for the movement of the criminals not only across the border, but from the border to transshipment hubs near major metro areas. The formula is "plata or plomo", "silver or lead". Landowners, officials, and other personnel the gangs seek to compromise are first offered purchase or bribes, and if that doesn't work, killed or threatened with violence. There is some indication that the titles to ranches are not being legally transferred, by deeds of record, but the landowners are being left in place, pretending to still own the land, and instructed to not cooperate with law enforcement or voluntary efforts like the Minutemen Project. There is even reason to suspect that drug money is being used to influence "civil rights" organizations to file lawsuits against such efforts as 'discriminatory". Those "civil rights" organizations might not realize they are working for criminal gangs, or perhaps even for terrorists, but they need to wake up and realize what is going on. It is not about harmless foreign jobseekers any more. It is estimated that at least 20% of the intruders are now criminals, prone to commit not just immigration crimes, but crimes of violence. The criminals and terrorists are using the flow of harmless jobseekers as a cover.

The threat of this kind of terrorism also strongly argues for decriminalizing drugs. Prohibition of alcohol didn't work, and prohibition of other psychoactive substances isn't working either. It doesn't prevent acquisition and use. All is does is create a channel of corruption, and worse, now creates a channel of corruption that can be exploited by foreign enemies bent on our destruction. We have enough to do to try to defend our borders against smugglers of suitcase nukes without also having to contend with narcotraffickers that create the underground pathways over which the terrorists can operate.

But this threat also strongly argues strongly for reviving the constitutional militia. When Secretary of State Rice takes the position, as she did in a recent speech, that border security is the "exclusive job" of the government, she is taking a position that is dangerously inadequate. She deserves credit for alerting the public of the danger of the first sign of the threat being "mushroom clouds" over our cities, and of relating how her father once organized a militia to defend their neighbors from violence, but she and others in government need to realize that the efforts that government can make are not enough and can never be enough. Nothing less that the total mobilization of the entire population can hope to significantly reduce a threat of this kind. Yes, civilians are disorganized, untrained, and difficult to control, but so are government operatives. The solution is to organize and train the civilians to function not just as an informer network, which is the opposite of what we need, but as militia, able to meet local challenges locally, even to securing and disarming things like suitcase nukes. There is simply no way government operatives can provide the coverage that is needed. It will take everyone working. There is no really good substitute for requiring everyone to show up for periodic training and organization, if only to break down the barriers of anonymity that now allow criminals and terrorists to operate freely without anyone spotting signs of the threat some might present. Surveillance will require intense socializing and community activity that involves everyone. Many government agencies need to work on this within their own organizations. Could Aldritch Ames have gotten away with his espionage activities if his colleagues had visited him and his wife in their home and noticed he was enjoying a lifestyle his salary could not support? An agency might review the security clearances of its personnel if they don't pay their bills, but does it check up on those who pay their bills too easily?

Finally, I have a theory on why the Bush Administration went into Iraq. Now I am not excusing it as a matter of law. Without a declaration or war, or letters of marque and reprisal, issued to the President and forces under his command, it is illegal, a violation of several clauses in 18 USC Chapter 45, and grounds for impeachment. On the other hand, that doesn't mean that the Iraqi policy of the Bush Administration is not a good idea, apart from its illegality, which could have been avoided by getting Congress to issue a declaration of war or letters of marque and reprisal. I am also aware of many reasons for that Iraqi policy, among which securing the flow of Iraqi oil into world oil markets to keep down the world price of oil is not a bad one. But I find another good reason, one that involves more subtle strategic thinking than this Administration is perhaps able to manage, but which would do them some credit if it was part of their thinking. The theory is this: to give al Qaeda something it wants, a recruiting ground sufficiently rich to induce them to concentrate their efforts on an insurgency there, and to delay setting off nukes on U.S. soil, giving us more time to try to find and secure those devices. The reason I suspect it is not part of the Administration's thinking is because they don't seem to be doing all that it would take to keep more nukes out of the U.S. Perhaps they are doing more, and being more effective, than is apparent from sources of information available to me. I hope so, but I doubt it. They need to be doing so much more for border security and militia activation than they are, it seems unlikely they are pursuing a diversionary strategy that is not combined with such other elements of a complete strategy.

Biden’s ominous language at the Seattle Sheraton are followed with statements by long time establishment insiders Colin Powell and Madeline Albright both say there is a massive crisis on the horizon and Biden was simply making a “statement in fact.”

Premonitions of dire consequences emerge from Europe

Meanwhile in Great Britain were they are trying desperately to pass a draconian measure allowing for the 42 day imprisonment of any citizen without charges or access to bail.

Lord West, adviser to Prime Minister Gordon Brown on national security says, “There is another great plot building up again and we are monitoring. It dipped slightly and is now rising again within the context of severe. The threat is huge. We have done all the things that we need to do, but the threat is building - the complex plots are building,”

Lord West like Biden, Albright and Powell does not elaborate on the precise details of the threat or the source of his intelligence information just that the situation is dire.

Across the channel from England you have the French Foreign Minister Bernard Kouchner warning the press that he believes Israel will strike Iran before they can develope nuclear weapons completley ignoring the fact that the chief of the International Atomic Energy Agency, Mohammed ElBradei, said that Iran lacks the key components to produce an atomic weapon.

Israel is believed to have 300 to 400 tactical nuclear weapons ready for deployment at a moments notice and is under no real threat from Iran who has never attacked another nation and has a defense budget equivalent to 1% of the United States.

It’s a miracle there hasn’t been a nuclear catastrophe

Only a few hours ago Agence France-Presse published a press release about the Sydney meeting of the international Commission on Nuclear Non-proliferation and Disarmament presided over by Australian Prime Minister Kevin Rudd who said that the world is facing a threat that will dwarf the September 11 attacks.

“The devastation that could be wreaked by one major nuclear weapons incident alone puts 9/11 and almost everything else [in] to the category of the insignificant,” Rudd said.

Members of the commission warned of reaching an avalanche of danger due to the high number and general lack of control over nuclear devices and components.

Former Australian Foreign Minister in the Labor Government Gareth Evans says it’s “really a bit of a miracle” referring to one the 13,000 to 16,000 nuclear weapons known to exist not being detonated, presumable by “terrorist” causing a catastrophe.

What are they preparing us for?

Why are there so many high level politicians around the world in a seemingly coordinated effort warning of huge threats and developing crisis’ that may include a nuclear device? Are they preparing the masses for an event or series of events that have been in the making for some time? Is the public being prepared for new and forming enemies with a potential to plunge the entire world into war?

Prior to 9/11 William Kristol’s Project for a New American Century called for a “catalyzing event - like a new Pearl Harbor” to bring about a “transformational” change in U.S. foreign policy and military spending.

Many believe a false flag strike on a major western city involving a nuclear device would be the Holy Grail to those who are working so hard to manifest “transformational” change on the world stage bringing with it the complete political, economic and military transformation toward fascist world government.

Depends on the size of the nuke.... After all Nagasaki and Hiroshima were rebuilt  rather quickly...

But, why would they care about re-occupying these areas ?  They want to eliminate 90+% of all mankind!
Having major uninhabitable regions works  to help further that goal ... immensely even .....

Hell I hate to have point this out but, with the weather control technology they already posses as demonstrated by www.ASP.BNL.gov they could merely nuke all of these cities which fall on major weather fronts ...  And use the existing  Chemtrail weather control to disperse fallout covering the entire  US possibly even a larger sector of the globe .....

The Air Force Cover-Up of that Minot-Barksdale Nuclear Missile Flight

There is something deeply disturbing about the Air Force’s official report on the Aug-29-30 “bent spear” incident that saw six nuclear warheads get mounted on six Advanced Cruise Missiles and improperly removed from a nuclear weapons storage bunker at Minot Air Force Base in North Dakota, then get improperly loaded on a B-52, and then get improperly flown to Barksdale AFB in Louisiana—a report that attributed the whole thing to a “mistake.”<--!break-->

According to the Air Force report, some Air Force personnel mounted the warheads on the missiles (which are obsolete and slated for destruction), and another ground crew, allegedly not aware that the missiles were armed with nukes, moved them out and mounted them on a launch pylon on the B-52’s wing for a flight to Barksdale and eventual dismantling. Only on the ground at Barksdale did ground crew personnel spot the nukes according to the report. (Six other missiles with dummy warheads were mounted on a pylon on the other wing of the plane.)

The problem with this explanation for the first reported case of nukes being removed from a weapons bunker without authorization in 50 years of nuclear weapons, is that those warheads, and all nuclear warheads in the US stockpile, are supposedly protected against unauthorized transport or removal from bunkers by electronic antitheft systems—automated alarms similar to those used by department stores to prevent theft, and even anti-motion sensors that go off if a weapon is touched or approached without authorization.

While the Air Force report doesn’t mention any of this, what it means is that if weapons in a storage bunker are protected against unauthorized removal, someone—and actually at least two people, since it’s long been a basic part of nuclear security that every action involving a nuclear weapon has to be done by two people working in tandem—had to deliberately and consciously disable those alarms.

Since the Air Force report does not explain how this hurdle to unauthorized removal of the six nukes could have been surmounted by “mistake,” the report has to be considered a whitewash, at best, or a cover-up.

That leaves us speculating about what actually happened, and about who might have authorized the removal of those nukes from storage, and why the Defense Department would be covering up the true story. We know that the loading of nuclear-armed missiles or bombs onto an American bomber has been barred since 1991, even for practice and training purposes. We know also that the carrying of nuclear weapons by bombers flying over US airspace has been banned for 40 years. So if the evidence suggests strongly that the removal of the nukes from the bunker was done intentionally and with some kind of authorization from higher authorities, then the loading of nukes onto the plane, and the flight of those nukes to Barksdale have to also be assumed to have been authorized.

This possibility has been dismissed out of hand by the Air Force and Defense Department. The very idea is, in fact, not even discussed in the Air force report released in mid-October.

Yet we are left with the unresolved question of how the weapons could have been moved out of the bunker accidentally.

The Air Force has not been forthcoming about the automated alarm protections on American nuclear weapons, refusing to confirm or deny that they even exist. But we can know that they are in place for several reasons. One is that since writing about this incident in the current edition of American Conservative Magazine ("The Mystery of Minot," Oct. 24, 2007 ed.) and in several online venues, I have been contacted by several active-duty and retired military people who have assured me that such electronic protections are in place. A second is that an article in the Oct. 31 issue of the New York Times, reporting on the early completion of a project by the National Nuclear Security Administration, to secure Russian nuclear weapons, said that the measures implemented at 25 classified sites on 12 Russian nuclear bases included “measures that have long been part of American efforts” to secure nuclear weapons, and that these included “alarm and motion detection systems,” as well as “modern gates, guard houses and fighting positions, “ and also “detectors for explosives, radiation and metal.”

Ask yourselves, would American nuclear weapons be equipped with lesser security systems than those that the NNSA is providing for Russian weapons?

Of course not!

And yet we’re asked to believe that some low-ranking ground crew personnel at Minot AFB simply walked out of a nuclear weapons bunker with six nuclear armed Advanced Cruise Missiles, not knowing what they were carrying, and labored for eight hours to mount those missiles and their launch pylon on the wing of a B-52 strategic bomber without ever noticing that they were armed with nuclear weapons. We’re asked to believe that none of those electronic alarms and motion sensors built into the system went off during that whole process.

When I mentioned the automated alarm and motion sensors to Lt. Col. Jennifer Cassidy, a public affairs person at the Department of the Air Force, and asked her how the movement of the six nukes could have occurred without those alarms being disabled, she said, “It’s an intriguing question, and it makes the hair stand up on the back of my neck.”

` As it should.

` So why isn’t it making the hair stand up on the back of the necks of members of Congress?

Incredibly, to date, there has been no demand for public hearings into this frightening incident.

Congress appears ready and willing to accept the Air Force whitewash at face value: It was an accident. It won’t happen again.

That is not good enough!

We need honest answers to some hard questions. Among them:

* Who disabled the alarm systems on those weapons and on the bunker itself?

* Who mounted six nuclear weapons on the noses of six cruise missiles and put those missiles onto a B-52 launch platform?

* Who authorized them to perform this operation?

* Who moved the armed weapons out of the Bunker at Minot AFB and mounted them on the wing of a B-52 bound for Barksdale AFB? (Barksdale, it should be noted, bills itself as the main staging base for B-52s being flown to the Middle East Theater.)

* Were the six missiles flyable? Were they fueled up and ready to fire, or were they not fueled at the time of the Minot-Barksdale flight?

* Was there targeting information in the missile’s guidance computers and if so, what were those targets?

* What happened to the three military whistleblowers who blew the whistle on this incident and reported it to a journalist at the newspaper <em>Military Times?</em>

* Why hasn’t the Air Force or the FBI investigated the 6-8 untimely deaths including three alleged suicides, one of a Minot weapons guard, one of an assistant defense secretary, and one of a captain in the super-secret Air Force Special Commando Group, as well as alleged fatal vehicle “accidents” involving four ground crew and B-52 pilots and crewmembers at Minot and Barksdale? Could any of this strange cluster of deaths have been related to the incident? The Air Force “investigation” didn’t even mention these incidents, and my investigation, reported in the Oct. 24 issue of the magazine American Conservative, found that none of the police investigators or medical examiners in those incidents had even been contacted by Air Force or other federal investigators.

The Secretary of Defense appears to have been upset about this incident. Secretary Robert Gates ordered an unprecedented stand-down of all air bases in mid-September to check out and account for the entire nuclear inventory, and a general was dispatched immediately to Minot after the discovery of the wayward nukes on August 30 to investigate what had happened. Following a subsequent Air Force investigation, 70 people at Minot and Barksdale AFBs were removed from their posts and decertified from handling nuclear weapons, including five officers, one of them the Minot base commander.

* But a base commander does not have the authority to order nuclear weapons to be loaded on a plane and flown. So who issued that order and why has no one at a senior level in Washington been sacked?

There is speculation that the order may have come via an alternate chain of command.

Vice President Dick Cheney is known to be pressing within the administration for a war with Iran, to be launched before the end President Bush’s second term of office. According to some reports, Cheney has even, on his own authority (or lack thereof), urged Israel to attack Iran’s nuclear facilities, in hopes that Iran might retaliate, thus drawing the US into a war.
Could the nation’s war-mongering VP have used his neo-con contacts in the Defense Department or some of the Armageddon-believers in the Air Force to bypass the official chain of command and spring those nukes from their bunker?

Was there a plan to use one or more of those nukes—W80-1 warheads that can be calibrated to detonate with an explosive power ranging anywhere from 150 kilotons down to just 5 kilotons—against Iran? The Advanced Cruise Missile, a stealth weapon almost impossible to spot on radar, is designed to be launched from a remote location by a B-52, and then to fly close to the ground to its target, using terrain maps and GPS guidance. It is also designed to penetrate hardened sites, such as Iran’s nuclear processing and research facilities.

Or was there a plan for a so-called “false-flag incident, “where a small nuke—made to resemble a primitive weapon of the type a fledgling nuclear power might construct—might be detonated at a US target abroad, or even within the US?

These are terrible and terrifying questions to have to ask, but when you have six nuclear weapons go missing, when the military investigation into the incident is so clearly a whitewash or cover-up, and when you have a vice president who is openly pressing for an illegal war of aggression against a nation that poses no threat to the US, and who, in fact, appears to be conducting his own treacherous foreign policy behind the back of the president and the State Department, they are questions that must be asked, and that demand answers.

In a couple of weeks, Rep. Dennis Kucinich (D-OH), a candidate for the Democratic presidential nomination, is planning on calling for a Privilege of the House vote in Congress on moving his Cheney impeachment bill (H Res. 333) to a hearing in the House Judiciary Committee, where it has been stalled by House Democratic leaders since being filed last April 24. Such a hearing should demand answers from the vice president and his staff about his treasonous efforts to push the country into yet another war in the Middle East. It should also grill Air Force personnel about the true nature of the Minot nuclear incident.

Every member of the House of Representatives should have to take a stand on this issue.

The Democratic House leadership, under Speaker Nancy Pelosi, can be expected to try to table Kucinich’s privilege motion, which would prevent such a vote.

Americans should demand that Pelosi and other Democratic leaders let Kucinich’s privilege motion go forward, and should insist that every member of Congress put their position on the line. Every American should demand that their representative to Congress support the start of impeachment hearings on Vice President Cheney.

We need to know if the Vice President’s office was behind the flight of those six warheads.

We need to know in what other treasonous, conspiratorial actions the Vice President has been engaged in his unremitting effort to expand the war from Iraq and Afghanistan into Iran.

Coffman: Warren nuke tests improperly documented

CHEYENNE, Wyo. (AP) - A Colorado congressman says the 90th Missile Wing at F.E. Warren Air Force Base outside Cheyenne improperly documented testing on nuclear missiles in December.

A base spokeswoman confirmed Friday that inspectors identified "deficiencies in several areas" during the December inspection. She declined to release more detailed information.

Republican U.S. Rep. Mike Coffman of Colorado says he plans to meet with Air Force officials to find out more about what happened. Coffman is a member of the House Armed Services Committee.

The 90th Missile Wing at F.E. Warren oversees dozens of Minuteman missiles based in silos in southeast Wyoming and northern Colorado.

The alleged problem follows last year's disclosure that electrical fuses for ballistic missile warheads were shipped to Taiwan by mistake. The fuses originated at F.E. Warren; the mixup apparently happened in Utah.

The Pentagon has admitted it mistakenly sent Taiwan four fuses used to trigger nuclear warheads on ballistic missiles in late 2006 and only discovered the mistake last week.

The fuses were recovered on Monday from Taiwan, where they were believed to have been held in storage after being mistakenly shipped as helicopter batteries from a Defence Department logistics facility in the United States, senior Pentagon officials said.

US Defence Secretary Robert Gates has ordered an investigation into the incident and a comprehensive review of the US inventory of all nuclear-related components as well as of policies and procedures, senior officials said.

"We'll do a thorough investigation, and those who are responsible will be held accountable. The secretary is quite forceful on this," said Ryan Henry, principal deputy undersecretary of defense for policy.

It was the second major nuclear security breach uncovered in just over six months, following the mistaken transfer of nuclear-armed cruise missiles from one US base to another aboard a B-52 bomber in September.

Investigators will seek to determine whether the fuses and nose cone assemblies in which they were housed were tampered with, as well as how the error occurred and who was responsible.

China was notified of the shipment, Mr Henry said.

"Our policy on Taiwan arm sales have not changed. This specific incident was an error in process only and is not indicative of our policies, which remain unchanged," he said.

BRITISH and French nuclear submarines which collided deep under the Atlantic could have sunk or released deadly radioactivity, it emerged last night.


The Royal Navy’s HMS Vanguard and the French Navy’s Le Triomphant are both nuclear powered and were carrying nuke missiles.

Between them they had around 250 sailors on board.

Calls have today been made for an urgent inquiry in to the international incident.

A senior Navy source said: “The potential consequences are unthinkable. It’s very unlikely there would have been a nuclear explosion.

“But a radioactive leak was a possibility. Worse, we could have lost the crew and warheads. That would have been a national disaster.”

The collision is believed to have taken place on February 3 or 4, in mid-Atlantic. Both subs were submerged and on separate missions.

As inquiries began, naval sources said it was a millions-to-one unlucky chance both subs were in the same patch of sea. Warships have sonar gear which locates submarines by sound waves.

But modern anti-sonar technology is so good it is possible neither boat “saw” the other.

A senior military source said: “The lines between London and Paris have been hot.”

The MoD insisted last night there had been no nuclear security breach. But this is the biggest embarrassment to the Navy since Iran captured 15 sailors in 2007. The naval source said: “Crashing a nuclear submarine is as serious as it gets.”

Vanguard is one of Britain’s four V-Class subs forming our Trident nuclear deterrent. Each is armed with 16 ballistic missiles.

She was last night towed into Faslane in Scotland, with dents and scrapes visible on her hull. Triomphant limped to Brest with extensive damage to her sonar dome.

Triomphant has a crew of 101. Vanguard weighs 16,000 tons, is 150 metres long and has a crew of 140.

The MoD said it did not comment on submarine operations.

CRASHING a sub into one belonging to an ally is embarrassing enough at any time — but this couldn’t have come at a worse moment for Britain.

There are already tensions between us and the US over the Government’s failure to give our Forces what they need to win in Iraq and Afghanistan.

Those blunders have left President Barack Obama wondering how special his relationship with Britain really is.

Now a pile-up with the French makes it look like we were playing amateur night in mid-Atlantic. We simply cannot afford any more damage to our Forces’ reputation.

New Delhi: A nuclear attack by terrorists? This may no longer be confined to celluloid fiction as India sounded out a grim warning on Wednesday.

“The container would be the most likely means for terrorist organisations to illegally transport a nuclear weapon,” Chief of Naval Staff Admiral Sureesh Mehta said.

The use of the sea in the 26/11 terror attack on Mumbai may just be a trailer. The Navy Chief has pointed out a key vulnerability that terrorists may want to exploit, and that is, India's inadequate port security, and the lack of means to scan shipping containers.

“None of the Indian ports is CSI compliant,” Mehta revealed.

The US-led Container Security Initiative is stuck in politics. India opposes the intrusive provision of US Customs officials supervising scanning at Indian ports. But the Navy Chief wants the Government to find a way out.

“The airport security system has been working fairly well over a large number of years. And a similar system for containers would have universal acceptance,” Mehta suggested.

The only good news is that the Cabinet has approved the unified functioning of all maritime security agencies, all of which will now report to the regional Navy boss.

“To bring about greater coordination there will be a joint operation centre which will function from both the coasts. We will have a composite control over deployment of all maritime assets,” Mehta said.

A handful of terrorists with powerful state mentors are forcing the world to change its security architecture.

In the new American lexicon, "Katrina" will be defined as follows:

Will the next Katrina be a terrorist strike with nuclear materials? Consider this eye-catching sentence: "Some radiological waste storage areas may lack adequate protection against sabotage which could cause wide-area radiological dispersal." Or this one: The "US Defense Department failed to secure sources of radiological material in Iraq for six months after the US invasion in 2003, during which period some were looted or scattered, a congressional watchdog said." Or this one: "An unknown number of radiologic sources remain unsecured in Iraq."

Many terrorism experts believe a radiological or "dirty bomb" attack is likely -- but why make it so easy? Like the pre-Katrina FEMA, it's a tale of cronies in high places, greedy contracting, and plain old-fashioned incompetence. It turns out that the "MBA President" of press lore probably couldn't cut it as CEO of a barbershop quartet, much less a nation.

If and when that "Nuclear Katrina" hits, you won't have to worry about the "cronies," though. They'll profit off the clean-up and reconstruction contracts, just as they've been doing in Iraq and the Gulf Coast. In fact, Halliburton's already hiring Radiation Safety Officers! And Rove's directing the hurricane clean-up, which goes to show: When it comes the post-nuclear family that is Bush cronyism, blood is thicker than water.

The Next Nuclear Holocaust

Forty five years ago in October 1962, people watched in horror as the superpowers went to the brink of a global nuclear war during the Cuban Missile Crisis when the Soviets attempted to place nuclear missiles in Cuba, to match U.S. deployments in Europe near the Soviet border. What followed next was nearly 30 years of constant fear of a nuclear holocaust. But 16 years after the fall of the Soviet Union the threat of a new nuclear disaster still remains.

The recent report by the Sunday Times [1] that 'Israel has drawn up secret plans to destroy Iran's uranium enrichment facilities with tactical nuclear weapons' may have come as little surprise to those closely following these reports first hint of which surfaced during an MSNBC Interview with U.S. Vice President Dick Cheney in January 2005 when he literally gave U.S. approval of a unilateral Israeli attack on Iran:

    "One of the concerns people have is that Israel might do it without being asked…Given that Iran has a stated policy that their objective is the destruction of Israel, the Israelis might well decide to act first, and let the rest of the world worry about cleaning up the diplomatic mess afterwards"

Missing in the rhetoric and media reports since are the actual consequences of such an attack and the fact that a nuclear assault on Iran will usher in the very disastrous scenario the world managed to avoid for over half a century during the cold war and that the ensuing mess will not be so easy to clean.

The high risk neo-con strategy for gaining unchallenged U.S.-Israeli dominance in the region has already burdened the American people with one enormous mess in the Iraqi debacle and if left to make good on bringing about a nuclear attack on Iran, the rest of the world will share and experience the very calamity they've so far managed to evade.

Even a conventional attack on Iran could have a catastrophic impact on global economy as Iran produces nearly 4 million barrels a day and can cause havoc for or impede delivery of nearly 25% of total oil passing through the Straights of Hormuz on its way to the world markets.

But the Israeli pushed and US supported plan for "surgical tactical nuclear strikes" holds far more serious consequences which are ironically packaged and presented by an acquiescent media as means of preventing Iran from developing nuclear weapons.

Missing, is any debate on the undesirable outcome -- destruction of human life on a grand scale in what will undoubtedly be the next nuclear holocaust.

Let us have no delusions; despite their claims of unilateral action, Israel can not pull off a nuclear attack on Iran alone which means such an attack will come with full coordination and logistical support from the United States with strict guidance from Pentagon's Doctrine for Joint Nuclear Operations [2].

I had a chance to read this dreadfully horrific document last night. While the 2002 Nuclear Posture Review [3] and the earlier PNAC document 'Rebuilding America's Defenses, Strategy, Forces and Resources for a New Century' [4] set the stage for preemptive use of nuclear weapons against non-nuclear states like Iran , the DJNO has completely blurred the distinction between "defensive" and "offensive" military action by describing war planning as simply a management decision making process, where certain military and strategic objectives are to be achieved with little or no concern for the resulting loss of human life.

In a recent article [5] Sherwood Ross quoting Dr. Helen Caldicott, a nuclear weapons expert, states that such an attack on Iranian nuclear facilities will release huge amounts of radioactive material into the air contaminating the people of Iran and surrounding countries for years to come. A report published in February 2006 by the Oxford Research Group [6] estimates that even a conventional aerial attack on Iran's nuclear facilities can cause up to 10,000 civilian casualties and if tactical nuclear weapons such as the earth-penetrating "bunker buster" bombs are used, the radioactive fallout would become even more disastrous pushing the number of fatalities into millions.

Once again the unsuspecting public is being primed to accept such an illegal act of aggression as a necessary 'peace-keeping operation' but the world must wise up to such deceptive tactics and realize that no peace can be achieved through violence. What is urgently needed is a sustained, and growing nonviolent opposition to the chain of preparations that will lead to the very kind of disaster we managed to avoid in October of 1962. Now is the time to take decisive and direct action against the warmongers in defense of human life everywhere on this fragile planet.

John Bolton at CPAC: The Benefits of Nuking Chicago

Former UN Ambassador John Bolton believes the security of the United States is at dire risk under the Obama administration. And before a gathering of conservatives in Washington on Thursday morning,  he suggested, as something of a joke, that President Barack Obama might learn a needed lesson if Chicago were destroyed by a nuclear bomb.

Appearing at the Conservative Political Action Conference (CPAC), the nation's largest annual conference of conservative activists, Bolton, one of the hardest hardliners of the George W. Bush administration, spoke at length about Obama's naiveté and how various nations – Russia, North Korea, Iran – will be exploiting the new president. The most dramatic moment of his speech may have been when he cracked a joke about the nuking of Obama's hometown.

"The fact is on foreign policy I don't think President Obama thinks it's a priority," said Bolton. "He said during the campaign he thought Iran was a tiny threat. Tiny, tiny depending on how many nuclear weapons they are ultimately able to deliver on target. Its, uh, its tiny compared to the Soviet Union, but is the loss of one American city" – here Bolton shrugged his shoulders impishly – "pick one at random – Chicago – is that a tiny threat?"
 
Bolton wasn't the only one who thought this was funny. The room erupted in laughter and applause. Was this conservative catharsis, with rightwingers delightfully imagining the destruction of a city that represents Obama? Or perhaps they were venting vengeance with their laughter. (Bolton is no stranger to inflammatory remarks. He once infamously quipped, "There are 38 floors to the UN building in New York. If you lost 10 of them, it wouldn't make a bit of difference.")

At CPAC, the Right's most fevered beliefs about Obama live on, with speakers portraying him as a radical liberal who wants to compromise American values, hand hard-earned taxpayer dollars to the shifty poor, and, as Bolton repeatedly pointed out, weaken America's defense.

Bolton was introduced by Thomas Kilgannon, the head of Freedom Alliance, an organization founded by Oliver North. Kilgannon described the United Nations, an organization that Bolton despises, as a place "where anti-Americanism is outdone only by anti-Semitism" and "where American tax dollars are wasted [and] dictators are exalted."

Bolton received a standing ovation and got off to a fast start, declaring that "President Obama is the most radical president we have ever elected in this country." In Bolton's world, Obama's radicalism is matched only by his lack of backbone. The new president, he warned, simply doesn't have what it takes to go head to head with the world's baddest bad actors. And Obama's pusillanimous posture, Bolton predicted, will result in American becomes a "weaker and less safe nation."

One man that Bolton feels has plenty of backbone is the Russian prime minister, Vladimir Putin, who Bolton believes can sense Obama's weakness and is already finding ways to test it. In Bolton's view, the problem isn't merely that Obama isn't man enough to take on Putin; it's that Obama desires the United States to become a second-class nation. "The administration wants to return to an arms control relation with Russia that will put us in a greatly weakened position," Bolton maintained.

Russia isn't the only threat that Obama will fail to confront, Bolton said. North Korea, he claimed, is testing a missile that can hit Alaska and "possibly" Hawaii. With "further development," he added, that missile could someday be used to attack the continental United States. And North Korea is small potatoes compared to Iran. "We have lost the race with Iran on the nuclear front," said Bolton. "They now have complete mastery over the nuclear fuel cycle. And while in the long-term, the preferred outcome would be to change the regime in Tehran and get rid of the Islamic revolution of 1979, we don't have time to do that before they get nuclear weapons capability." Bolton expressed disappointment that the Bush administration did not use force against Iran. Judging from the enthusiastic crowd reaction, there are plenty of conservatives who think that Bush's foreign policy failing was not preemptively attacking enough Middle Eastern countries.

Bolton concluded by saying, "I think it's clear that our national security is at risk in this administration." He received a standing ovation. In a brief Q&A session, he was asked if the American people will "revolt" because of Obama's policies. This question about armed revolution was curious, given President Obama's popularity rating is above 60 percent.

The speaker who proceeded Bolton, Republican Congressman Paul Ryan, highlighted the conflict that runs throughout CPAC. Ryan's proposals for domestic policy were exactly what one would expect. Supply side theories, good! Government spending, bad! Tax cuts, good! European-style economics, bad! He  ended by saying, "With CPAC's leadership, we can revitalize this movement." And that's the problem. This year's CPAC is supposed to begin conservatism's comeback. But can rebirth be achieved when the ideas being spouted by Bolton, Ryan, and others are the same as the ones pushed for the last eight years? But at least this much can be said about Bolton: even as he fades into obscurity, he's not going soft.

With Netanyahu and BH Obama it is inevitable.

A professor from Kuwait, the country liberated from Saddam Hussein's attack squads by the United States in the first Gulf War, has called Islamic terrorists "the most honorable people in the world" and has outlined on Arab television a potential terror attack that would involve smuggling anthrax from Mexico into the U.S. and killing 330,000 people in 60 minutes.

The plan was described by Abdallah Al-Nafisi in a speech that aired on Al-Jazeera television Feb. 2, according to MEMRI, the Middle East Media Research Institute, an independent nonprofit that provides translations and analysis of media reports.

Al-Nafisi, whose school affiliation was not identified, says: "Four pounds of anthrax – in a suitcase this big – carried by a fighter through tunnels from Mexico into the U.S., are guaranteed to kill 330,000 Americans within a single hour, if it is properly spread in population centers there."

He calls the plan "horrifying," but says, "9/11 will be small change in comparison. Am I right?"

The plan is simple to carry out, he emphasized.

"There is no need for airplanes, conspiracies, timings and so on. One person, with the courage to carry four pounds of anthrax, will go to the White House lawn, and will spread this 'confetti' all over them, and then will do these cries of joy. It will turn into a real 'celebration,'" Al-Nafisi said.

He said Americans already are afraid that WMDs will "fall into the hands of 'terrorist' organizations like al-Qaida and others."

"There is good reason for the Americans' fears, because al-Qaida used to have in the Herat region. ... It had laboratories in north Afghanistan. They have scientists, chemists, and nuclear physicists. They are nothing like they are portrayed by these mercenary journalists – backward Bedouins living in caves. No, no. By no means. This kind of talk can fool only naïve people. People who follow such things know that al-Qaida has laboratories, just like Hezbollah," he said.

He cited Hezbollah "laboratories" in Lebanon where the terrorist group makes weapons to use and sell.

After viewing the Al-Nafisi video, Jamie Glazov, author of the new book "United in Hate" explained that "militant Islam needs to kill in order to survive. It can breathe only if it kills."

He noted with President Bush now gone from office, potential threats from the likes of Al-Nafisi are closer to becoming reality.

"In the face of this morbid threat we have the liberal-Left trivializing the danger that confronts us and, worse still, going out of its way to frustrate our society's ability to defend itself," Glazov said. "May Allah grant them success. … They have plans to bomb the nuclear plant at Lake Michigan. This plant is very important. It supplies electricity to all of North Africa (sic)," Al-Nafisi said.

He also dismissed any idea of discussions between Jews and Arabs.

"Allah states in the Quran that the hostility between us and [the Jews] is eternal. So whoever talks about dialogue – cut off his tongue! What dialogue are they talking about?! There is no room for dialogue. Allah said that our hostility towards the Jews is eternal, and then along comes someone and talks about brotherhood and so on ... This contradicts the Quran. Anyone who contradicts the Quran is an infidel," he said.

As part of his effort to further Arab interests, he also advocated threats against journalists.

"There are voices expressing doubts about the leaders of the resistance. We must confront these [journalists], and prevent them from continuing this, even if it means calling them over the phone, and saying to them: 'Do not repeat these despicable things in your columns or your articles, or else we will take the following measures against you.' We must resort to pressure with these people," he said.

Based on Available information in the public domian here is what happenes Monday:
The T4 FSE is based on National Planning Scenario 11 (NPS-11). The scenario begins as terrorists, who have been planning attacks in Oregon, Arizona, and the U.S. Territory of Guam, successfully bring radioactive material into the United States. The first of three coordinated attacks occurs in Guam, with the simulated detonation of a Radiological Dispersal Device (RDD), or “dirty bomb,” causing casualties and wide-spread contamination in a populous area near a power plant. Similar attacks occur in the hours that follow in Portland and Phoenix. An RDD is not the same as a nuclear attack. It is a conventional explosive that, upon detonation, releases radioactive material into the surrounding area. Although it does not cause the type of catastrophic damage associated with a nuclear detonation, there are severe rescue, health, and long-term decontamination concerns associated with an RDD. Real weapons will not be used in the scenario, but the response will be mounted as if they had been.

Taking place October 15-24, 2007, the TOPOFF 4 Full-Scale Exercise (T4 FSE) will feature thousands of Federal, State, territorial, and local officials. These officials will engage in various activities as part of a robust, full-scale simulated response to a multi-faceted threat. The exercise will address policy and strategic issues that mobilize prevention and response systems, require participants to make difficult decisions, carry out essential functions, and challenge their ability to maintain a common operating picture during an incident of national significance. As in a real-world response, agencies and organizations will deploy staff into the field and will face realistic incident-specific challenges, including the allocation of limited response resources and exercise actions needed to effectively manage conditions as they emerge. Planning and preparation for the exercise will also help strengthen working relationships between departments and agencies that are critical to successful prevention and response in real emergencies.

The T4 FSE will involve more than 15,000 participants representing Federal, State, territorial, and local entities. For the first time, a U.S. Territory, Guam, will participate in the TOPOFF series, providing an opportunity to practice coordinated prevention and response activities between the continental U.S. and a U.S. territory. At the Federal level, exercise play will be marked by the coordinated participation of multiple agencies and departments. For example, in addition to response, DHS will be exercising prevention through its Terrorism Prevention Exercise Program (TPEP). In the weeks leading up to the full-scale exercise, law enforcement and intelligence community players will work the information gathering, intelligence analysis, and information sharing capabilities that help to thwart terrorist activities. In addition, the U.S. Department of Health and Human Services (HHS) will mobilize around emerging public health issues related to a radiological emergency, and the U.S. Department of Defense (DoD) will run concurrent exercises to address global terror threats.

I worked for Google as an Advanced Rater aka the manager of several teams of Quality Raters and their results - 6 to be exact.
Google has always used humans to help weed out garbage from their results...They heavily publicise that in fact being the first engine to ever do that.... as of the chinese filtering, they  also started doing it to aid automated censoring filters. 
It was therefore my job at one point to suprervise rater results prior to the Chinese filtering went into place which is when and why I quit.
So please, keep your trap shut and stop trying to tell every one it's not worth our time exposing this.

Isn't it nice, you unwittingly just helped prove my own argument to me in regards to Google filtering.  It still - actually listed the Telegraph as the Usefull/Vital result just yesterday, when I posted this. As you can see from the queries above - and when all other relevant query terms are used it is completely not there.... Indirect links can not and should not ever be counted as a vital or useful result . That's almost word for word straight out of the Confidential Google Quality Rater Handbook even.   Yes ,there is a way to tell Google that none of the results it has for you to rate are relevant for a specific query.  So, this  lack of proper results per query is an obvious tell tale sign of filtering.
They don';t make mistakes, that's why they have several teams of raters run the same results before publishing them, and not till after an Advanced rater has certified them correct and at least 2 of his team mates have done the same.
So thanks a lot.  No really, thanks a lot even.

Irregardless of who put this out as I said before the signs point to this being a warning -not a psy op!

So, as I said before the most important thing is that we get the word out because, this scenario - depicted in blackjack - is what those in control truly desire.

Do we take this as a warning, as it's publishers more than likely intended it to be, or do we ignore it and wish we had done something after it happens?

Take this piece as a fervent warning of events to come - unless we stop them by exposing these plans to enough people.

Each  week I door hanger copies of end game and other movies throughout local neighborhoods.
These are things any one who has a computer can do - the later if you have dvd burner which most computers do by default...... Point being we can all do something and something is better than waiting.

The plan was described by Abdallah Al-Nafisi in a speech that aired on Al-Jazeera television Feb. 2, according to MEMRI, the Middle East Media Research Institute, an independent nonprofit that provides translations and analysis of media reports.

Al-Nafisi, whose school affiliation was not identified, says: "Four pounds of anthrax – in a suitcase this big – carried by a fighter through tunnels from Mexico into the U.S., are guaranteed to kill 330,000 Americans within a single hour, if it is properly spread in population centers there."

He calls the plan "horrifying," but says, "9/11 will be small change in comparison. Am I right?"

The plan is simple to carry out, he emphasized.

"There is no need for airplanes, conspiracies, timings and so on. One person, with the courage to carry four pounds of anthrax, will go to the White House lawn, and will spread this 'confetti' all over them, and then will do these cries of joy. It will turn into a real 'celebration,'" Al-Nafisi said.

He said Americans already are afraid that WMDs will "fall into the hands of 'terrorist' organizations like al-Qaida and others."

FORT STEWART, Ga. (Army News Service, Sept. 29, 2008) - The exercise scenario was a sobering one: a 10-kiloton nuclear device detonated in America's heartland, quickly overwhelming civilian responders. Military leaders who recently trained for this response say they are now thinking differently about how to move equipment, extract the injured and take care of people following this type of attack.

Their insights came from "Vibrant Response," a week-long command post exercise designed to train the commanders and staff of the nation's dedicated force for responding to chemical, biological, radiological, nuclear and high-yield explosive incidents, or CBRNE incidents. The units completed the exercise Sept. 18 at Fort Stewart, Ga., just two weeks before their force, the CBRNE Consequence Management Response Force, or CCMRF, will be assigned to U.S. Northern Command to begin its mission.

"Assigning them will allow Northern Command to directly influence the operational and training focus of the forces and ensure a trained and ready response force when needed," said Col. Lou Vogler, chief of future operations at U.S. Army North. U.S. Army North conducted the exercise while its subordinate, Joint Task Force Civil Support, provided command and control for the CCMRF.



Joint Task Force Civil Support -- based at Fort Monroe, Va. -- plans, trains, develops policy and determines the way ahead for DOD CBRNE response, said the force's commander, Army Maj. Gen. Daniel "Chip" Long. Commanders and staff in the three task forces - Operations, Medical and Aviation - say that the academics and command post exercise offered valuable new perspectives for the Soldiers, Sailors, Airmen and Marines assuming this important mission.

Task Force Operations

Responding to a catastrophic chemical, nuclear or biological attack is challenging because there is no notice and it requires a fast response, Long said. Developing the capability to deploy rapidly was a priority for the infantry unit assigned to the force, according to Army Maj. Marc Cloutier, planner for the 1st Brigade Combat Team, 3rd Infantry Division. The unit forms the core of Task Force Operations, one of the three functional task forces within CCMRF.

It's the first infantry brigade to be assigned to NORTHCOM for a year in order to respond quickly to civil-support missions. Cloutier said that one apparent challenge for the brigade will be turning an infantryman into a truck driver or a first responder. However, Cloutier said, the Soldiers and NCOs in the brigade are smart and adaptable and can easily learn to drive a truck or use a chain saw given a little instruction. "When I got to the unit in July, I looked at the mission and realized the biggest challenge was going to be organizing to become rapidly deployable," he said. "I knew we would have to preposition containers and equipment to deploy ourselves on very short notice."

The brigade also began working with the division and the garrison at Fort Stewart to ensure there were mechanisms in place to support a short-notice deployment, Cloutier said. Once the exercise started, the brigade planners looked at how to reorganize their habitual formations from an infantry or armor battalion in order to accomplish the mission.

"Do we want to take our internal assets and develop functional task forces like engineering, decontamination, heavy movement, and search and rescue, or do we want to develop multifaceted task forces and assign them by region?" he asked. Their conclusion? That configurations would likely change based on the type of catastrophe or the size of the geographical area.

"We're developing something of a playbook from everything we do here," Cloutier said. "We'll capture everything and keep it on the shelf so if we see a similar situation down the road, we're starting that much further along."

Technical Support

Air Force Lt. Col. Kevin Martilla was especially impressed with the brigade's planning efforts, which structured the forces and established processes to efficiently execute any mission that comes down. As chief of the Air Force Radiation Assessment Team, Brooks City-Base, Texas, Martilla leads a unit responsible for supporting health-protection efforts for the force, to help commanders understand and manage radiation risks so they can complete their missions.

The team has existed since 1968 to respond to Broken Arrow incidents, or those involving military nuclear weapons damaged during transport. "We've always been involved in planning to respond to Broken Arrow incidents, so it made sense that (the services) included us when developing CCMRF," Martilla said. The team provides technical advice and the capability to measure radiation levels, collect and analyze samples, and measure and track radiological exposure to the force.

Being assigned to Task Force Operations allowed the team to work closely with the brigade planners and staff, Martilla said. "Our team gained an understanding we wouldn't get if exercising with units on paper," he said. "This exercise has been a great step forward toward accomplishing this mission in case it ever does happen." [Insert: Get the f.uck off]

Also assigned to CCMRF within Task Force Operations is a Marine Corps technical support force called the Chemical, Biological Incident Response Force based at Indian Head, Md. The force, known as CBIRF, was created in the mid 1990s as a domestic response force following the sarin attacks on the Tokyo subway. The biggest misconception, said the unit's operations officer, is that the force is a nuclear, biological and chemical unit. "We are a life-saving organization," said Marine Corps Maj. Stan Bacon. "Although we can identify hazards and decontaminate personnel, those actions are all geared toward allowing our force to conduct search and extraction." Every one of the 500 Marines and Sailors in the battalion is trained to perform search and extraction, Bacon said. In addition, all members have received additional training to perform specialized technical rescues, including confined space, advanced rope, trench, collapsed structure, and vehicle and heavy machinery extraction. The battalion is able to "grab and drag" people from within the hazardous area. However, the force also developed procedures to stabilize casualties when moving them would cause more injury, Bacon said.

"Very few military or civilian agencies plan to have medical personnel in the hot zone, in suits, treating and extracting casualties," he said. Bacon said the Marine Corps unit benefited from training with the forces that will provide its logistics, decontamination, aviation and command and control during a disaster.

"We know we won't have to reach back to Indian Head for logistics support or work on mitigating the hazard," Bacon said. "We'll be able to focus our entire effort on saving lives."

'The main effort'

Civil support missions also are logistics intensive, as Army Lt. Col. Johnney Matthews found out. Matthews, a support battalion commander, knows what it takes to move the fuel, food and water for a brigade headquarters and four maneuver battalions for combat. However, the support battalion soon found they had gone from being the "unsung heroes" of the brigade to being the main effort, he said.

As the exercise scenario unfolded, Matthews learned the importance of quickly building a supply base to keep their own forces sustained so he could focus on moving food and water to affected civilians. The battalion designed "speed balls," bundles of daily rations that feed up to 1,500 people and can be rapidly rolled on and off a military flatbed truck.

"This exercise has been a good experience for us," Matthews said. "We've been able to shake out our staff and put some systems in place for future missions. And we've learned a lot about civil support - we've been given a picture of some of the things we might face." [Insert: GTFO]

Task Force Medical

The consequence management response force is able to deploy with robust medical capability, including patient treatment and evacuation, blood storage and distribution, environmental assessment, epidemiology, and even stress management. [Insert: Eh? Like forced mental hospital incarceration on a military base?

They were all coordinated by 1st Medical Brigade from Fort Hood, Texas.
As with a number of units attending the week of academics before the exercise, the 1st Medical Brigade was on alert and planning for possible response to Hurricane Ike, which was barreling toward the coast of Texas. During every break, the medical brigade's executive officer was returning phone calls.

"We knew that if Ike hit hard enough to trigger a federal response, we had to be ready to respond," Army Maj. Tim Walsh said. "We have a lot of ongoing requirements, but we know we have to be prepared to deal with the alligator that is in our room." Walsh said the exercise gave them an opportunity to look at mission requirements and the brigade's capabilities, then identify shortfalls and try to mitigate them.

Although they may not be able to mitigate all the shortfalls, just knowing what they are is beneficial too, Walsh said. "States and local responders go through the same process," he said. "Our goal is to fill their shortfalls until they are able to handle the incident with just their capabilities, then we leave." As combat operations continue in Iraq and Afghanistan, military medical capability remains in high demand. Walsh said those deployments give the unit the credibility to do their mission within the United States. "We are proud and honored to do our mission anywhere, but to do it in the United States - that's extra motivation," he said. "We treat everyone with dignity and respect, whether it's a captured suicide attacker or one of our own Soldiers - we give them the same level of care we'd give our own parents."

Task Force Aviation

Speed is essential for this type of response, and rapidly moving people and equipment is nothing new for the 82nd Combat Aviation Brigade, according to Col. Paul Bricker. "We're not encumbered by roads or terrain, and we move vertically around obstacles that restrict vehicular movement," Bricker said. "If a bridge is out, we can move people or large equipment rapidly."

The commander of the Fort Bragg, N.C., based aviation brigade said each of the unit's CH-47 Chinook heavy lift helicopters can move 30 people and large pieces of equipment - ideal for medical evacuation, patient transfer, logistical resupply and personnel movement. Each of the UH-60 Black Hawk utility helicopters can transport 11 people or 8,000 pounds of cargo - perfect for transporting search teams, dogs, high-priority equipment and radiological survey teams, Bricker said.

The exercise allowed the brigade's staff to both come together as a team and to work with a joint task force headquarters. "Working with the joint task force and the civilian sector exposes our folks to a whole different set of coordination requirements," he said.

'What if'

Long, the Joint Task Force Civil Support commander, agreed that having a dedicated response force assigned to Northern Command can only improve DOD's ability to help save lives, prevent injury and provide temporary critical life support. "We've got to train like we've got to execute," he said. "There will be catastrophic deaths. Hospitals will be affected, first responders will be affected, and you've got to integrate all the response capabilities when citizens are trying to get away or trying to pull their lives together." Since the joint task force was created in 1999, the nation has made tremendous progress on 'what if,' Long said.

"There are all sorts of deterrence capabilities, and this (force) is one of them," he said. "This exercise has been a great effort to prepare for a catastrophic CBRNE event. The nation needs to know we have this capability."

NYPD Seeks an Air Monitor Crackdown for New Yorkers
A city councilman and the cops don't want you to have that Geiger counter without their permission

Damn you, Osama bin Laden! Here's another rotten thing you've done to us: After 9/11, untold thousands of New Yorkers bought machines that detect traces of biological, chemical, and radiological weapons. But a lot of these machines didn't work right, and when they registered false alarms, the police had to spend millions of dollars chasing bad leads and throwing the public into a state of raw panic.

OK, none of that has actually happened. But Richard Falkenrath, the NYPD's deputy commissioner for counterterrorism, knows that it's just a matter of time. That's why he and Mayor Michael Bloomberg have asked the City Council to pass a law requiring anyone who wants to own such detectors to get a permit from the police first. And it's not just devices to detect weaponized anthrax that they want the power to control, but those that detect everything from industrial pollutants to asbestos in shoddy apartments. Want to test for pollution in low-income neighborhoods with high rates of childhood asthma? Gotta ask the cops for permission. Why? So you "will not lead to excessive false alarms and unwarranted anxiety," the first draft of the law states.

Last week, Falkenrath made his case for the new law before the City Council's Public Safety Committee, where Councilman Peter Vallone introduced the bill and chaired the hearing. Dozens of university researchers, public-health professionals, and environmental lawyers sat in the crowd, horrified by the prospect that if this law passes, their work detecting and warning the public about airborne pollutants will become next to impossible. But Falkenrath pressed on, saying that unless the police can determine who gets to look for nasty stuff floating in the air, the city would be paralyzed by fear.

"There are currently no guidelines regulating the private acquisition of biological, chemical, and radiological detectors," warned Falkenrath, adding that this law was suggested by officials within the Department of Homeland Security. "There are no consistent standards for the type of detectors used, no requirement that they be reported to the police department—or anyone else, for that matter—and no mechanism for coordinating these devices. . . . Our mutual goal is to prevent false alarms . . . by making sure we know where these detectors are located, and that they conform to standards of quality and reliability."

Vallone nodded his head, duly moved by Falkenrath's presentation. Nevertheless, he had a few concerns. When the Environmental Protection Agency promised that the air surrounding Ground Zero was safe, Vallone said, independent testers proved that such assurances were utterly false. Would these groups really have to get a permit before they started working? "It's a good question, and it has come up prior to this hearing," Falkenrath replied. "What I can assure you is that we will look extremely carefully at this issue of the independent groups, and get the opinion of the other city agencies on how to handle that, and craft an appropriate response." And if people use these detectors without a permit, Vallone asked, do we really have to put them in jail? Afraid so, Falkenrath answered.

Councilman John Liu was considerably less impressed. Why, he asked, should a community group like Asthma-Free School Zones have to tell anyone, much less the police department, that they're testing for air pollution? "We have no interest in regulating air-quality sensors around schools," Falkenrath promised. "That's not what this is about."

"But then can't we just get that in the legislation from the outset, as opposed to putting it in the regulations afterwards?" asked Liu.

That, said Falkenrath, was asking too much. "It becomes a very slippery slope, and it would then be possible for many other entities to sort of drive things through that loophole."

And Liu was just the start of the critics' parade. Manhattan Borough President Scott Stringer said the bill aims to fix a problem that doesn't even exist. "I cannot think of evidence or events in our recent past involving false alarms that would create any urgency for this sweeping legislation," he said. "If Manhattanites have any anxiety related to this bill, it is the very marked anxiety that residents have about their air quality."

Dave Newman, an industrial hygienist for the New York Committee for Occupational Safety and Health, claimed that under this law, the West Virginia air-quality experts who tested the air after 9/11 would have been a bunch of criminals. Dave Kotelchuck, deputy director of the New York/New Jersey Education and Research Center, pointed out the absurdity of having police regulate and permit research science. "Think about industrial-hygiene folks who are going from Boston to Atlanta to measure, and have atmospheric detectors," he said. "They land in LaGuardia and JFK. As soon as they land, because possession is a misdemeanor, they've committed a misdemeanor. They're not going to test in New York City; they're just travelling through. But possession, which is the way the law has stated it, alone is a misdemeanor—not use. Not attempting to make measurements—just possession. That is just unwarranted."

After an hour of this, poor Peter Vallone looked shell-shocked. He had planned to fast-track this legislation—in fact, the law was supposed to have been voted on last week—but that was before the critics had heard about it. As the opposition mounted, Vallone pulled the proposed legislation just before the meeting's end and agreed to give it a second look. "When I was first given a briefing only weeks ago, the potential problems did occur to me," he said in a later interview. "But the extent of the opposition, on such short notice, was a bit surprising."

But don't think Vallone has given up or anything. He and his colleagues will try to accommodate all the concerns when they redraft the bill, he said, but one way or another, the cops are going to have this new power. "No one's going to be completely happy in the end," Vallone said, "but I think the police department gave some very impressive testimony on the stand, and also expressed a willingness to listen to concerns." After all, if you let research scientists and community groups do their jobs, the terrorists will have already won.

Breaches and computer losses continue where they shouldn't.

President Obama's recent order of an immediate two-month review of the federal government's cybersecurity plans apparently can't come fast enough. The federal government, dogged by computer security issues over the years, was hit by two more incidents this week.

One occurred at the Federal Aviation Administration (FAA), where data of 49,000 people were stolen during a data breach. The other occurred at the Los Alamos National Laboratory (LANL) in New Mexico, which is undergoing a security shakeup following the discovery that a total of 90 computers were reported missing or stolen over the past year.

Experts have been calling for an overhaul of federal computer security practices.

The latest incidents, which occurred at organizations which should have had a higher level of security, make it look as if things have not improved over the past four years.

In the FAA breach, which could impact 49,000 people, data was stolen from 48 files on one server, FAA spokesperson Laura Brown told InternetNews.com. Two of the files combined had data on 49,000 employees.

One had names and social security numbers of 45,000 employees who joined the FAA on or after February 1, 2006. The other had names and encrypted medical information of 4,000 employees in the FAA's safety organization but did not contain any social security numbers, Brown said.

The remaining files have data that is either in the public domain or non-private data, Brown said. The FAA has notified those affected, and will offer them free credit monitoring. It is working with the FBI and the Department of Transportation's inspector general to investigate the breach.

Brown said the FAA was alerted February 1 by the Department of Transportation's cybersecurity monitoring system about the breach, and it took about a week to determine what data had been taken. Employees were notified a week later, this past Monday. No FAA operational systems appear to have been breached, Brown said. Since the breach occurred, the FAA has begun tightening up its security, Brown said. The problems at Los Alamos National Laboratory are more troubling because the lab, which bills itself as the premier national security science laboratory, deals with highly classified projects including safeguarding the U.S. nuclear deterrent and offering mission-critical support for NASA.

In January, three computers were stolen from the home of a LANL scientist in Santa Fe, New Mexico, earning the lab a rebuke from its client, the Department of Energy's National Nuclear Security Administration (NNSA), according to the Web site of the Project on Government Oversight (POGO). POGO is an independent nonprofit that says its mission is to investigate and expose corruption and other misconduct in the federal government.

The NNSA letter, signed by contracting officer Robert Poole, said that, although LANL has improved the robustness of its cybersecurity implementation, the theft revealed concerns in various areas. It also said that LANL later reported that 13 computers had been lost or stolen in the past 12 months and 67 others were missing. "The magnitude of exposure and risk to the laboratory is at best unclear as little data on these losses has been collected or pursued given their treatment as property management issues as well."

Poole directed LANL to treat any loss of computer equipment as a cybersecurity concern and to tighten security measures. LANL spokesperson Jeff Berger told InternetNews.com the computers stolen from the scientist's home in New Mexico did not contain classified data. Neither did the computers reported missing or stolen last year.

Another 11 computers, which could have gone missing or been stolen before 2008, were recovered last year, Berger said. Pointing out that LANL has accounted for 99.5 percent or more of its computers and computer related equipment, exceeding the 98.7 percent bar set by NNSA, Berger said the laboratory has tightened up its security measures since the theft.

"We've just initiated an inventory process calling in all computers," he said. "We're also reviewing policies that govern the home use of our computers."
