Guardsmen to conduct urban training at Arcadia in April
By BUTCH HEMAN Staff Writer
The Carroll National Guard unit will train on urban military operations by holding a four-day exercise at Arcadia.
The purpose of the April 2-5 drill will be to gather intelligence, then search for and apprehend a suspected weapons dealer, according to Sgt. Mike Kots, readiness NCO for Alpha Company.
Citizens, law enforcement, media and other supporters will participate.
Troops will spend Thursday, April 2, staging at a forward operations base at Carroll. The next day company leaders will conduct reconnaissance and begin patrolling the streets of Arcadia to identify possible locations of the weapons dealer.
The primary phase will be done Saturday, April 4, when convoys will be deployed from Carroll to Arcadia. Pictures of the arms dealer will be shown in Arcadia, and soldiers will go door to door asking if residents have seen the suspect.
Soldiers will knock only at households that have agreed to participate in the drill, Kots noted.
"Once credible intelligence has been gathered," said Kots, "portions of the town will be road-blocked and more in-depth searches of homes and vehicles will be conducted in accordance with the residents' wishes.
"One of the techniques we use in today's political environment is cordon and knock," Kots explained. "We ask for the head of the household, get permission to search, then have them open doors and cupboards. The homeowner maintains control. We peer over their shoulder, and the soldier uses the homeowner's body language and position to protect him."
During this phase of the operation, troops will interact with residents and media while implementing crowd-control measures and possibly treating and evacuating injured persons.
The unit will use a Blackhawk helicopter for overhead command and control, and to simulate medevacs.
The drill will culminate in the apprehension of the suspected arms dealer.
Alpha Company will conduct a review of the drill on Sunday, April 5.
A meeting to give residents more information and accept volunteers will be held 7 p.m. Monday, March 2, in the Arcadia American Legion hall.
Kots said the exercise will replace Alpha Company's weekend drill for April.
"We have a lot of extended drills this coming year," he added.
In addition to surveillance, searching and apprehension, the exercise will also give the troops valuable experience in stability, support, patrol, traffic control, vehicle searches and other skills needed for deployment in an urban environment.
"This exercise will improve the real-life operational skills of the unit," said Kots. "And it will hopefully improve the public's understanding of military operations."
The pre-drill work with residents is as important at the drill itself.
"It will be important for us to gain the trust and confidence of the residents of Arcadia," said Kots. "We will need to identify individuals that are willing to assist us in training by allowing us to search their homes and vehicles and to participate in role-playing."
"We really want to get as much information out there as possible, because this operation could be pretty intrusive to the people of Arcadia."

Camp Dodge is the state FEMA center to used for COG http://www.globalsecurity.org/military/facility/camp-dodge.htmThe State's emergency operations center has been in the basement of the Hoover building. It was small, crowded, and inadequate for conducting twenty-four hour a day operations. The new SEOC is a state of the art facility that will rival the facilities that any state currently has. The SEOC and the survival dormitories, currently converted to classrooms, will be used by the Emergency Management Division and other agencies of state government to teach classes normally conducted at local hotels. The lower level also meets the Federal Emergency Management Agency's requirement for states to have provisions for continuity of government as the armory's lower level would become the alternate site of essential state government functions if the capitol complex were to become inoperative. The overhead construction incorporates a system of I-beams, concrete tubes, and concrete to form a 24" barrier to withstand natural disasters to the facility. FEMA was very supportive of the concept because it directly connected the state's center for emergency operations to a system of 2,800 miles of buried cable which represents a highly survivable communications system. The Disaster Recovery Computer Center provides a location for the state government's seven major computer centers to conduct operations if one were to become inoperative. The seven major computer centers are located at the three state universities, University Hospitals, General Services, Human Services, and the Department of Transportation. None have the capacity to back up another if one goes down. The backup computer center stores a second copy of all computer tapes on which state government runs, and is configured to provide all necessary connections to connect leased computers in order to bring the computer services back on line.

The National Guard may be called into federal service in response to a call by the President or Congress. The Iowa Army National Guard maintains 56 armories in 53 communities. When National Guard troops are called to federal service, the President serves as Commander-in-Chief. Well, I guess the fully equipped MOUT facility which is 90.2 miles from Arcadia at Camp Dodge is a little too far to drive for such a poor, under funded unit such as Company A, First Battalion, 168th Infantry. Must be the high price of fuel. Oh, wait. Fuel is cheap right now. Err…well…I’m sure the public fully understands that the Guard is just doing their part to save us all from global warming even though the temperature there is hovering around freezing right now. All perfectly reasonable. Nothing to worry about.

I’ve been desperately trying to raise awareness on this forum about this little detail for over 24 hours now, but to no avail. As far as I know, you’re the third person on the entire forum to notice. Personally, I consider the boldface lying more of an outrage than the attempted drill. It speaks volumes about just how far character and honor have been flushed down the toilet in our military today. A Lt. Col. should be as keenly aware of this fact as America’s veterans are. If they lose the high standard of conduct and discipline to include accountability for the words they speak, then they become no different than armed psychopathic thugs.

A big 'duh' on my part as I have even done airborne assaults on mout sites. - the infowar is better than a shooting war anyday thank God for the 'bill of rights and the first one - freedom of speech!!!

I think he's been trained to stay tightly within certain talking points when dealing with the civilian media. As a spokesman and an officer, however, it is a grave error to have a primary talking point be a boldface lie. Surely he would recognize that his very words directly influence the public's image of himself, the National Guard, and the military as a whole. Especially at a time when the public is hair-trigger sensitive to tyranny. Lying or deceiving the public in any way reflects poorly on himself, the entire armed forces, and the men and women who have served this country honorably and have even died so that their countrymen could enjoy liberty.

Thanks for taking the ball and running with it on that other thread. Seems like I couldn't get anybody to notice this for quite some time. Good info showing other sites picking up on this on their own. I'm hoping this little detail will get some traction. Haven't heard anything on the show nor read anything about the MOUT site in any articles yet.

I emailed Bill Petroski at the Des Moines paper and asked him about this. Here's what he said: "There are, in fact, no active duty military bases in Iowa. Camp Dodge is a small Iowa National Guard facility north of Des Moines. I emailed Bill Petroski at the Des Moines paper and asked him about this. Here's what he said: "There are, in fact, no active duty military bases in Iowa. Camp Dodge is a small Iowa National Guard facility north of Des Moines. There are no regular military units with troops living full time in barracks at Camp Dodge, which is the way it works in the regular military. Anyone know why the Reserve's camo is that digitized/pixelated pattern?
The way they recruit using XBox-es and Playstations using the full Tom Clancy game library and treating the wars around the world like a really fun game of "RISK", wearing "computerized camo" is at least creepy, if not outright disturbing.
Besides guys, not too many trees in the 'burbs nowadays. Put some STOP signs and streets with potholes on your fatigues, because nobody seems to notice either of these too much.

Here’s a question. Why would the National Guard need to lie to or mislead the public into believing that no Urban Warfare (MOUT) training sites exist in the entire state of Iowa when there is clearly one located less than 2 hours from Arcadia? I predict that Petroski will stonewall.

I'd like to know how much federal funds would the town of Arcadia receive by allowing the guard access to their town. There's ALWAYS a money trail.
Found nothing on Arcadia specifically. However, Caroll County has definitely had its hands out to the trough as recently as December. (board of directors meeting) There’s mention of a 75% federally-funded tornado shelter that they want. Here’s how it works. The locals get federal grant money for a project, which usually benefits local businesses (food, construction, hotels) and government (fees, permits). Then there will be some complication that keeps the project from being completed thus requiring a request for even more federal money to finish it. It’s all about getting a cut, not necessarily about projects. Thus the mighty Federal Reserve Note is successful in getting people to shut up. Trying to pin down transactions to prove corruption is like trying to kill a hydra. As long as the people can be seduced by fiat paper, the bankers maintain control.
