Minnesota attempted to pass a bill in 1995-1996, HF0010.  Rep Lynch was one of the authors at the time.  It never made it through the house. Go here for more info:

H.F. No. 10, 1st Engrossment - 79th Legislative Session (1995-1996)   Posted on Aug 13, 1998

  1.1                             A resolution
  1.2             instructing the United States government to conform to
  1.3             the limits on federal powers expressed by the Tenth
  1.4             Amendment.
  1.5     
  1.6      WHEREAS, the Tenth Amendment to the Constitution of the
  1.7   United States reads as follows:
  1.8      "The powers not delegated to the United States by the
  1.9   Constitution, nor prohibited by it to the States, are reserved
  1.10  to the States respectively, or to the people."; and
  1.11     WHEREAS, there is an intent in the Constitution that the
  1.12  federal government and the governments of the states each have
  1.13  powers within their respective scopes of authority and, to that
  1.14  extent, share in the responsibility to serve the citizens; and
  1.15     WHEREAS, the Constitution is clear in both delineating
  1.16  limitations on the scope of federal power and reserving powers
  1.17  for the states; and
  1.18     WHEREAS, the federal government has imposed unfunded
  1.19  mandates that extend into areas of law reserved for the states;
  1.20  and
  1.21     WHEREAS, the people of the states, individually and
  1.22  collectively, are best served by a respect for and adherence to
  1.23  the law as embodied in the Constitution; NOW THEREFORE,
  1.24     BE IT RESOLVED by the Legislature of the State of Minnesota:
  1.25     (1) that the State of Minnesota reserves, under the Tenth
  2.1   Amendment to the Constitution of the United States, all powers
  2.2   not otherwise enumerated and granted to the federal government
  2.3   by the United States Constitution.
  2.4      (2) that the State of Minnesota requests that the federal
  2.5   government resist all future mandates that are inconsistent with
  2.6   the Tenth Amendment.
  2.7      BE IT FURTHER RESOLVED that the Secretary of State of the
  2.8   State of Minnesota is directed to prepare copies of this
  2.9   resolution and transmit them to the President of the United
  2.10  States, the Speaker of the United States House of
  2.11  Representatives, the President of the United States Senate, the
  2.12  Speaker of the House of Representatives and the President of the
  2.13  Senate of each states' legislature, and Minnesota's
  2.14  Representatives and Senators in Congress.
