The kid had his mic cut and was immediatley swarmed by the cops. I believe the man in the suit's hand signals were to cut the mic, and then once the mic was cut the cops moved in. I doubt the kid had it planned, if anything he wanted to make sure some people were filming so he could get kerry caught on tape with the skull and bones question. You could tell he saved the skull and bones one for last because he
probably knew he'd be cut off the second he mentioned that.


And yea he is kinda obnoxious, but he is a college kid after all.

I have attempted to piece together significant elements from each of the most viewed videos of this incident together to try and form a clearer picture. TO CLARIFY: I HAVE NOT REORDERED OR BROKEN THE CHRONOLOGICAL SEQUENCE OF ANY OF THESE SHOTS, ALL EVENTS OCCUR IN REALTIME. The majority of sound is from "UF Lacks Freedom of Speech", since the camera is placed close to the protester and the police. It says everything you need to know about this administration that the deepest regret and most heartfelt expression of contrition about the incident came from... the guy who had been shot in the face. Check the transcript: in his 30-minute chat with Brit Hume, Cheney's lamentations were all directed at himself:
"The image of him falling is something I'll never be able to get out of my mind... It was, I'd have to say, one of the worst days of my life."
I'm sure it wasn't too swell a day for Harry Whittington, either.
P.S. Whittington's apology also speaks volumes about the positively medieval nature of Bush's and Cheney's relationship with those around them. Even those they call "friends." And even, even those they have blasted with birdshot. Utterly feudal.

The background NAZI's CONSPIRED to "have some fun" before the questions were done.

I am still concerned that a COINTELPRO agent Dennis Jett continues to push the "conspiracy theory" that the kid was an active participant in this alleged plot.

To think that he planned the tagging and bagging to "instill fear into the collective" might actually be a "conspiracy theory" v. conspiracy fact.


The 100 different COINTELPRO "don't taze me bro" videos are used to shift blame from the factual conpiracy of the cops and the guys in suits to the kid as the instigator of the public torture.

If you look at this video, you will see clearly that the taser torture threat came before he was on the ground, not after.

the tasers were out and he had 4 cops on top of him.  pleading for his life he said, "don't tase me bro."

Now those words are being used against him as if this shows some signal to have the cops taser him (I find that argument similar to the argument that Saddam planned 9/11 because CIA agent Zarquawi was in Iraq on 9/11)

Let us use this outed trolls script a review to show the specifics of the troll script and the disruption it attempts to cause:

Nearly 20,000 people demonstrated last month at Fort Benning, Ga., against the School of the Americas, a Department of Defense institution that trains military personnel from Latin America. The protesters gather each year to demand that the school be closed because they believe it encourages those trained there to go home and commit murder, torture and other human rights abuses.

The Bush administration refuses to cut off the training. It claims that the school is a vital element in our national defense and foreign policy and that it actually strengthens respect for democracy and human rights throughout the hemisphere.

As in many debates, both sides exaggerate their arguments to make their case, and the truth lies in between.

It should be noted that the school actually was closed in late 2000, but a successor institution with many of the same functions was opened shortly thereafter. It is called the Western Hemisphere Institute for Security Cooperation. Part of WHINSEC's charter was to establish a Board of Visitors to provide an outside group to monitor its activities and ensure that respect for human rights and democracy was incorporated into its curriculum.

I was appointed to that board in May 2002 and, in its first meeting, elected chairman. I resigned from the board in March 2003, but not because of anything to do with WHINSEC. I quit because I did not want to be associated with an administration that had invaded Iraq without exhausting the diplomatic alternatives to military action.

Closing WHINSEC would be like trying to cure a disease by ignoring one of its symptoms instead of dealing with its cause. They happen because the judicial systems, civil society, bureaucratic structures and legislative bodies there lack the strength, ability and respect necessary to prevent abuse and punish it when it happens.

The Bush administration claims that WHINSEC is vital, but that is also overstated. It does bring the military from Latin America together, and the personal relationships established can help the relations between countries that often eye each other with suspicion. Having a few lectures on democracy and human rights is not going to permanently alter the attitudes of the students, however, because they have to return to the same societies that have bred so many human rights violations in the past.

Over the last 15 years of demonstrations at Fort Benning, many of the protesters have been arrested, and 180 have gone to prison for a total of 81 years. If they instead had devoted their time and effort to going to Latin America and working at the grass-roots level to strengthen local human rights organizations and civil society, they could have had a significant effect.

Closing WHINSEC and cutting off links to the military in Latin America would not improve human rights in the hemisphere, though it might be emotionally satisfying to some. The military will get its training from somewhere. Once, it could have been argued that the United States should provide it because other countries or private companies would not bother with the human rights instruction WHINSEC gives.

But let's not forget the country we have become. Abu Ghraib, Guantanamo, a secret gulag that stretches from Europe to the Far East, enhanced interrogation techniques, a vice president who argues that the CIA should be allowed to use torture, no one above the rank of sergeant tried for the abuse and murder of prisoners, and the assertion that because we are at war the president has the power to suspend indefinitely the rights of anyone declared an enemy of the state.

It is such a long and growing list that those abroad might draw the conclusion that human rights can be ignored whenever there is a threat. So let's hope that WHINSEC's students return home and do as we say -- not as we do.

Lori's quest for truth and justice called her to a journalistic mission in Peru. Lori was disturbed by the disjunction between stated American ideals and reality. She became unwilling and unable to live quietly with the immense discrepancy between that stated ideals of justice and due process, and the realities of poverty, injustice, and impunity. It became obvious to Lori that much of that cruelty was ignored or aided by the U.S. government. In fact, much of Peru's domestic policy was a projection of American power in a Peruvian context.

Unfortunately, at present, Lori's story does not have a happy ending. Lori has paid - and is still paying - a high price for her idealism. She has languished and suffered in Peruvian prisons for the last seven years, after two "trials," no due process, and more hindrance than help from the U.S. State Department.

This is a little of Lori's haunting, disquieting story. It is the story of a woman who could be a child of yours or mine. This is the story of a woman whom you would rejoice in claiming as your sister. And it is the story of a young woman who has become a mature mother to all the poor and suffering of Peru, even to those who revile her.

Lori's story is a long and complex one. The best source for a vivid picture of both Lori and of her experiences is found in Rhoda Berenson's book, Lori: My Daughter, Wrongfully Imprisoned in Peru, now available in an updated paperback edition from Northeastern University Press.

In Rhoda Berenson's book, it's hard to judge which was the most harrowing: the horror of the Berenson family's experience, the account of Lori's tribulations, the story of the Peruvian travesty of due process, or the profound and fundamental acceptance of the situation by the U.S. government and State Department.

Perhaps the attitude of State at high echelons could be summed up this way: "Please don't disturb us with anything other than business as usual. You keep quiet and leave things to us, and everything will possibly be fine some day, but not right now." (This can be translated as, "Our cozy relationship with this brutal regime will continue on an even keel and your daughter will remain in prison.")

Dennis Jett, the U.S. Ambassador, showed the scowl behind the diplomatic smile during much of Lori's early imprisonment. After his tenure as Ambassador, Jett wrote an odious op - ed piece in the Washington Post, comparing Lori to the young U.S. citizen who joined the Taliban. Ex - Ambassador Jett overtly defamed Lori, just as high - ranking officials at State had done covertly, attempting to undermine Lori's support and to discredit her.

Lori spent the first several years of captivity at the isolated Yanamayo prison high in the Andes. This evil structure is 13,000 feet above sea level. Conditions in these awful circumstances have caused Lori's health to be permanently damaged. Prison officials at Yanamayo compounded the thinness of oxygen at that elevation by having cells with shutterless windows that face into the freezing and continuous wind.

In October, 2006 the Carter Center announced that it had named Toledo to join former U.S. President Jimmy Carter as a co-leader in observing Nicaragua's national elections on November 5, 2006. The Carter Center delegation also included 50 international observers deployed throughout the country. ELIZABETH FARNSWORTH: Fireworks last night in Lima, Peru, marked the end of nearly two years of continual campaigning by Alejandro Toledo. He's the son of a sheep herder, and is Peru's first elected ruler of Indian descent sine the 1930's. After the official results were announced, Toledo told supporters that his victory marked the end of the country's long political crisis and the beginning of an economic turnaround.

ALEJANDRO TOLEDO (Translated): In spite of adversity, I will never deceive you, my brothers and sisters. Tonight I promise I will never mislead you.

ELIZABETH FARNSWORTH: The 55-year-old head of the Peru Possible Party defeated Alan Garcia of the leftist APRA Party with a 4 percent margin. During the campaign Toledo had promised to restore stability after a decade of political turmoil. Former President Alberto Fujimori's increasingly autocratic rule prompted criticism from within Peru and abroad. He resigned abruptly in november after a scandal involving a top intelligence official, and is living in exile in japan. Since then, Peru has been run by a transition government whose prime minister was former United Nations Secretary-General Perez DeCuellar. Toledo also led the opposition against Fujimori in last year's presidential election, forcing him into a runoff. Toledo boycotted the second round, claiming it was rigged and led massive street protests. Despite the fraud charges, Fujimori won a third term. This year's campaign was also vicious. Toledo was accused of using cocaine and fathering a child out of wedlock. And Toledo charged that Garcia, who served as president from 1985 to 1990, would bring back the corruption, high inflation, and rebel violence that marked those years. After conceding defeat, Garcia pledged cooperation with the new government, and told his followers to respect the national vote.

GARCIA (translated): I reaffirm to Dr. Toledo that in the exercise of his government and his presidency, he will have my full support as a loyal collaborator in the political, social, and institutional reconstruction of our country.

ELIZABETH FARNSWORTH: Toledo, a U.S.-educated economist and former World Bank consultant, campaigned for lower taxes to spark investment. He called himself "El Cholo," a Peruvian term for mixed Indian-Spanish heritage. Indian and mixed race people together make up more than 80 percent of the Andean nation's 26 million people. International election observers, including former Secretary of State Madeleine Albright, pronounced yesterday's election clean and fair. Alejandro Toledo will be sworn in on July 28.

ELIZABETH FARNSWORTH: For more on the election in Peru, we turn to Dennis Jett, who served in the U.S. Foreign Service for 27 years, and was ambassador to Peru from 1996 to 1999. He's now dean of the International Center at the University of Florida in Gainesville; and Carol Graham, who is a senior fellow at the Brookings Institution. She was born in Peru, and has written extensively on Peru and Latin America. Ambassador Jett, were the elections and their outcome a victory for democracy in Peru?

DENNIS JETT: I think they were. I called the president-elect this afternoon and congratulated him on the victory. He said it was a long walk, but democracy triumphed. I think that's a very apt description of the situation. It was his fourth election in 14 months, but finally he got a majority and he got an election that everybody respected. The international observers, as your piece mentioned-- Carter Center, NDI, the OAS-- all agreed that it was a well-run election. So I think it is a triumph for democracy.

ELIZABETH FARNSWORTH: Carol Graham, what's your view on that?

CAROL GRAHAM: I agree wholeheartedly. I think it was a long run. It was four elections. And I think that had a cost not just for Toledo personally, but for the country. And I think we really are now at a point that leaders in Peru and Toledo in particular can work on the really pressing problems facing that country.
'
ELIZABETH FARNSWORTH: And Carol Graham, some press reports have cast this as a great victory for indigenous people and people of mixed race ancestry. Is that true?

CAROL GRAHAM: I think that - well, yes, it's a marking point. I'm not sure it's a great victory. I think that may be a little bit overblown in that Peru really has a mixed society, the majority, 80 percent of the people, are Mestizo. And they've had several different kinds of marking points like this. The government, the military government of Juan Velasco-- which was a military, not elected government -- played the Mestizo cause as a major cause and implemented many reforms along that front. I think really Toledo stands more for the poor of Peru, and coming - it's more of a rags-to-riches story than - I think -- than it is a racial story. And I think one of his most pressing challenges is to seriously address poverty in Peru. And he has the credentials to do it and a background, I think, that makes him sensitive to the issue.

ELIZABETH FARNSWORTH: Mr. Ambassador, do you agree with that, that it's more rags-to-riches than racial, his story?

DENNIS JETT: I think that's right. I think you should remember that when Fujimori was first elected in 1990, he was elected because he was different. He wasn't a rich, white male, Spanish descendent from the rich suburbs of Lima, the typical politician who had been elected president. And so people voted for someone else and reelected him. So I think it's less an ethnic story than people putting their hopes in someone who can solve their economic problems.

ELIZABETH FARNSWORTH: And, Mr. Ambassador, how strong is Alejandro Toledo's mandate? I know there are a lot of hopes placed in him. How strong is the mandate?

DENNIS JETT: Well, I think it's strong enough. He won 52 (percent), 52.5 percent of the vote. I think with the system they have, which is a strong executive, he has the mandate to rule. And Alan Garcia has made very statesman-like comments about supporting the government, which will help. I I think that will make governing somewhat easier, so I think he has the mandate to rule. The real question is whether he can handle the economic necessities, deliver on those in short order and show people that he's going to have an impact on their daily lives and at the same time rebuild the institutions that were so sabotaged, undermined during Fujimori's years, and that takes years, if not generations, to do so. It's a two-part agenda; neither are easy and he's got to perform on both.

ELIZABETH FARNSWORTH: Carol Graham, let's start with the first of those agendas, the economic problems. What must he do? What has to be done? How bad are the problems?

CAROL GRAHAM: Well, if you look at Peru's growth rate over the past decade, it's not all that bad. The last year has been bad largely due to uncertainty surrounding the electoral process. Of the many things the Fujimori government did wrong, the one thing they did do largely right was get macroeconomic management in place in a stable fashion. They put Peru in a situation where it could generate the kinds of foreign investment and trade that it needs to generate growth, and growth is necessary, if not sufficient for poverty reduction. That said, the uncertainty created by the way the Fujimori government ended has been bad for investor confidence. I think Toledo is well positioned. He's given markets a very strong signal largely through the selection of his main economics advisor, Pedro Paulo Kacinsky, who is from Wall Street himself. So that's part of the agenda. The other part is going to be in institution building, innovative strategies to reduce poverty. And that is a very tricky agenda. I would say generating investment will be less difficult than really tackling the poverty problem.

ELIZABETH FARNSWORTH: And Ambassador Jett, let's talk about that institution building little bit. This caretaker government has been very interesting that has been in power. It had a former congressman as president and a former secretary-general of the U.N. as a prime minister. Has a base been laid for some real strong institution building?

DENNIS JETT: I think the interim government did a heroic job. They really guided the country through a very difficult time and culminated it with some elections that, as i mentioned, were heralded by all as free a fair and a model, but they really didn't do much - couldn't do much in terms of laying the foundations for the institutions. As I said, that takes years, if not generations. You have to reform particularly Judiciary; you have to make sure that the media is free. A good bit of the media was used by Fujimori to attack a small part of the media; it tried to report the truth. You have to reform - perhaps the interim government had some effect reforming the electoral mechanisms, the organizations that were supposed to run the free and fair election, which were also subverted by Fujimori. But I think the key is getting a judicial system in place and reforming the Congress is more representative and better able to supervise and act as a check and balance on the power of the executive.

ELIZABETH FARNSWORTH: And, Carol Graham, how important will it be to bring back former government executives, perhaps even including President Fujimori, and try them for alleged crimes committed during their government? I know that's something that Alejandro Toledo has called for.

CAROL GRAHAM: Well, I think it could be an objective. I think it would be a very difficult one to obtain given that Fujimori in Japan and there is no extradition at this point, no extradition possibilities. I think the government would be much better placed focusing on looking forward rather than looking back. They have a lot of challenges, as I've mentioned, on the poverty front; as Ambassador Jett has mentioned the institution-building front, they have a lot to do. And I think that precisely because this was not a conflict where you had sort of mass murders, as in the case of Chile and other cases where the human rights violations were really depending on the national agenda for years afterwards, I think here there was a lot of corruption; there were some minor human rights violations, but I really think that the most important agenda for the - is to get the economy growing and to work on the kind of the political, institutional, and social sector institution reforms that the country needs to move ahead.

ELIZABETH FARNSWORTH: Final question for both of you, beginning with you, Mr. Ambassador.
What does the election of Alejandro Toledo mean for U.S./Peruvian relations, and especially for the whole issue, all the issues involving drugs?

DENNIS JETT: Well, I think it will be a very strong relationship. We have no issues that would lead us to a confrontation between both countries. We have a lot to cooperate on. We want to see them defeat narco terrorism and drug trafficking. And we want to see their economy growing and a stable place for investment. So I think it's a very good indicator for a very solid relationship in the future.

ELIZABETH FARNSWORTH: So you feel because he spent so much time here, for example, there will be a pretty close relationship?

DENNIS JETT: Well, not just that, but I think ideologically there are many differences. He believes in free market principles. He believes in fighting narcotics trafficking and Peru has been very effective. One has to give Fujimori credit for a few things, one of them being successful in the struggle against narcotics trafficking, at least in reducing the cultivation within Peru. So i think it will be... the basis is laid for a strong relationship, and there are no fundamental disagreements which would be... which would make things difficult.

ELIZABETH FARNSWORTH: And, Carol Graham, on that?

CAROL GRAHAM: Well, I think Ambassador Jett covered the narcotics side very well. I would say that President-elect Toledo is equally well placed to navigate the international financial institutions, the investor community. I think his experience here contrasts very strongly with both of his predecessors, not just Fujimori but Elan Garcia, and in both - on both fronts, I think relations were quite difficult at times. I think Toledo really has an advantage there, given both his experience in the U.S. and, as Ambassador Jett mentioned, his espoused commitment to both democratic principles, which he has demonstrated in his fight in his four elections, and to market economics. And I think that commitment is quite sound as well. So i also am optimistic for the future.

ELIZABETH FARNSWORTH: Carol Graham and Ambassador Jett, thanks for being with us.

CAROL GRAHAM: Thank you.

Increasing militarization of police in the US employs mass intimidation to the exercise of Free Speech when an entire group is witness to the delivery of writhing pain to one group member by police using overwhelming force.

The number of agencies using TASERS in the US is up from 500 to an astonishing 11,000 during the years of the Bush administration largely due to federal cuts to the COPS (Community Oriented Policing Services) program. This step backward has effectively moved funds away from CRIME PREVENTION into the more draconian practice of CRIME CONTROL. The TASER allows enforcement agencies to employ preemptive military tactics against "suspected" law violators.

The Bush administration targeted the COPS program for budget cuts every year since 2001. In fact, in 2003 Bush proposed eliminating COPS altogether. In 2005, Bush sought a staggering 86 percent cut for the COPS program with none of the remaining funds set aside for hiring officers causing massive layoffs. This policy has left law enforcement weaker at a time when national security should have called for more funds for COPS prevention and more police on the streets.

The result could not have been more predictable than if the Bush administration had planned it: The US has suffered a predictable increase (2%) in violent crime with firearms reportedly used 70% of the time.

This degrading trend is expected to create leaner, fewer and meaner police willing to overlook critical First amendment issues in order to stop even peaceful forums from escalating into the aggressive exercise of free speech on a college campus by political activists armed only with only a book and a rare opportunity to speak truth to power.

University Of Florida Police Cleared In Use Of Taser On Student

GAINESVILLE, Fla. -- University of Florida police were justified when they used a Taser against a student who refused to stop questioning Sen. John Kerry at a campus event, according to a state investigation released Wednesday.

A 17-page executive summary of the 300-page Florida Department of Law Enforcement report was released by the University of Florida after some questioned the use of force against student Andrew Meyer.

The scuffle between Meyer and police started during the Sept. 17 speech when Meyer refused to leave the microphone after his allotted time was up, police said. The videotaped altercation and Meyer's cries of "Don't Tase me bro!" were played frequently on the Internet.

"In short, the FDLE determined that our officers acted well within state guidelines," university President Bernie Machen said in a letter to students, faculty and staff.

Machen said two officers who were placed on administrative leave pending the outcome of the investigation were reinstated Wednesday.

Machen said his student-faculty committee to determine how existing event management rules can be improved will continue to meet.

Meyer has been charged by police for resisting an officer and disturbing the peace, but the State Attorney's Office has not yet decided whether to file formal charges.

Taser Consultant Misleads Palo Alto Taser Task Force [He uses Frank Luntz doublespeak]

The police chief in Palo Alto CA wants Tasers. The City Council appointed a task force to advise the Council. On March 27, 2007 Jeffrey Ho, M.D. and consultant for Taser Intl., presented to the task force the findings of his research on the effects of Taser on resting adults. Although Ho told the task force "We did not find a thing", his paper actually reached a different conclusion: after Taser shocks, the blood tests showed signs of muscle injury, similar to that seen following exertion, even though the subjects were at rest.  Ho has not responded to requests to explain the significant difference between what he published and what he told the task force. Instead, an attempt was made to yank the video from public view, with a claim of copyright infringement. The claim was dropped when contested.  The Palo Alto City Council has not publicly sought any clarification of the only medical presentation received by its Taser task force.

In Rhoda Berenson's book, it's hard to judge which was the most harrowing: the horror of the Berenson family's experience, the account of Lori's tribulations, the story of the Peruvian travesty of due process, or the profound and fundamental acceptance of the situation by the U.S. government and State Department.

Perhaps the attitude of State at high echelons could be summed up this way: "Please don't disturb us with anything other than business as usual. You keep quiet and leave things to us, and everything will possibly be fine some day, but not right now." (This can be translated as, "Our cozy relationship with this brutal regime will continue on an even keel and your daughter will remain in prison.")

Dennis Jett, the U.S. Ambassador, showed the scowl behind the diplomatic smile during much of Lori's early imprisonment. After his tenure as Ambassador, Jett wrote an odious op - ed piece in the Washington Post, comparing Lori to the young U.S. citizen who joined the Taliban. Ex - Ambassador Jett overtly defamed Lori, just as high - ranking officials at State had done covertly, attempting to undermine Lori's support and to discredit her.

Lori spent the first several years of captivity at the isolated Yanamayo prison high in the Andes. This evil structure is 13,000 feet above sea level. Conditions in these awful circumstances have caused Lori's health to be permanently damaged. Prison officials at Yanamayo compounded the thinness of oxygen at that elevation by having cells with shutterless windows that face into the freezing and continuous wind.

LIMA, Peru - The world-wide police authority Interpol has issued an international arrest order for former Peruvian President Alberto Fujimori (news - web sites) on charges of murder in connection with a 1991 massacre of 15 people, Justice Minister Fausto Alvarado said on Saturday. The order was issued after Peru's Supreme Court this week sent information to the Interpol office in Lyon, France to back its request for Fujimori's detention. "Interpol's main office in Lyon has put out the arrest order with the goal of extraditing Alberto Fujimori. (The order) will be issued worldwide for human rights crimes for which he can be pursued and which do not expire," Alvarado told Radio Programas del Peru. The charges include murder, kidnapping and crimes against humanity, Alvarado said. Fujimori, who ruled Peru for 10 years, fled to Japan in November 2000 in the midst of a corruption scandal that broke when a video surfaced showing his top aide, Vladimiro Montesinos, giving a congressman a $15,000 bribe. Foreign Minister Allan Wagner said this week that Interpol had asked Peru to provide additional information on the charges against Fujimori, which stem from the 1991 murder of 15 people at a barbecue in a poor Lima neighborhood. The killings were carried out by an army death squad. The victims included an 8-year-old boy. "(The arrest order) was secured after the judiciary (Supreme Court) sent the information to the Interpol," Alvarado said. The government of President Alejandro Toledo is in the process of preparing an extradition request that will be sent to the Japanese government. Wagner has said the request should be ready in June or July. Peru and Japan do not have an extradition treaty. Fujimori, the son of Japanese immigrants, is a Japanese citizen because his parents registered him with consular authorities as an infant. Fujimori is also accused of murder in a 1992 massacre in which nine students and a professor, suspected members of the Shining Path guerrillas, were murdered by the same army death squad. The death squad was allegedly formed by Montesinos, who is detained in a Lima naval base and faces dozens of charges that include embezzlement to drug trafficking to murder.

The Manhattan district attorney’s office yesterday defended its decision to release an off-duty police officer who implicated himself in a fatal road-rage shooting — even though he fled the scene of the killing — saying that the officer’s claim of self-defense was enough to free him while a grand jury reviews potential charges. An improvised memorial to Jayson Tirado grows on Avenue D and Ninth Street as friends reflect nearby. Mr. Tirado was fatally shot early Sunday, apparently by an off-duty police officer.  The district attorney, Robert M. Morgenthau, was questioned about why the undercover police officer, Sean Sawyer, was not charged after he turned himself in on Monday, 19 hours after the shooting in Upper Manhattan. “Where there is a claim of self-defense, as there is in this case, there is usually no immediate arrest,” Mr. Morgenthau said. The shooting victim, Jayson Tirado, 25, was killed in a road-rage encounter early Sunday after a chase on First Avenue involving his purple Honda Civic and a yellow Nissan Xterra driven by Officer Sawyer, 34. When Mr. Tirado pulled in front of the Xterra and gestured as if he had a gun — though he was actually unarmed — shots were fired, according to one of Mr. Tirado’s two passengers. Officer Sawyer turned himself in early Monday and was released by the authorities around 8:30 that night. His release angered Mr. Tirado’s friends and relatives. “Why couldn’t he say, ‘Stop,’ and pull to the side like a normal policeman?” Mr. Tirado’s mother, Irene, 54, asked yesterday. She sat on a couch surrounded by photos of her son in the apartment they had shared at the Jacob Riis Houses in the East Village.

She said she understood that Officer Sawyer must have a “demanding and scary” job, but she questioned why he would fire a gun and then flee. “I don’t want to know him; I don’t want to forgive him,” she said. “I don’t want him to be a policeman ever again.” Officer Sawyer has made no official statements to the police or to prosecutors, but he made his first public comments to reporters yesterday as he left his apartment in Upper Manhattan. “Of course I feel bad about it,” he said in a near-whisper while walking out of his front door at 1:30 p.m. “The guy was a human being.” He called the events “personal.” Dressed in a red T-shirt and khaki pants, he walked north along Central Park West carrying a black bag and a children’s math textbook. (He is married and has two sons.) Officer Sawyer added: “It was a loss of life. I wish it would have been different.” He then boarded a northbound C subway train. One law enforcement official provided new details yesterday of the confrontation, saying that it was Officer Sawyer who first threatened violence. “Don’t you know how to drive?” he asked Mr. Tirado and his passengers. According to the official, Officer Sawyer then said, “I’m going to have to cap one of you,” adding a racial epithet.

The officer is black, and Mr. Tirado and his two passengers are Hispanic. Still, prosecutors said there was evidence that Officer Sawyer was possibly justified when he fired at the Honda. Officials said that idea was reinforced by the account of a passenger in Mr. Tirado’s car, Jason Batista, 21, who has said in interviews that after Officer Sawyer’s threat, Mr. Tirado hinted that he had a gun, and even pointed his finger in a firing motion. Prosecutors said it was not unusual to delay charges in a homicide case, especially if there was a claim that the shooting was justified. One hypothetical example, officials said, would be when a store owner shoots a robber. The decision to let Officer Sawyer go followed a 16-hour drama at the 25th Precinct station house in Harlem, where he was taken after turning himself in about 1 a.m. on Monday. The officer, wearing jeans and a T-shirt, was placed in a windowless second-floor interrogation room, according to a law enforcement official. Other officers sought legal representation for Officer Sawyer, and Richard Murray, a lawyer who is on contract with the Policemen’s Benevolent Association, soon arrived. His presence stopped anyone from questioning Officer Sawyer, the law enforcement official said.

Officer Sawyer had already told snippets of his story when he turned himself in. He told two officers on the street that he was feeling ill because he had believed he might have killed a man, and he offered his gun — a Glock semiautomatic — as the possible weapon in the case. Julie Nobel, a prosecutor in Mr. Morgenthau’s office, arrived after Mr. Murray and saw him at Officer Sawyer’s side, an investigator said. She never spoke to Officer Sawyer but interviewed some of the witnesses in the case, the investigator said. Then she left to draw up search warrants: The police towed Officer Sawyer’s Nissan Xterra from outside his home on West 102nd Street, and four detectives carted some of his clothes out of his fifth-floor apartment so they could be tested for powder burns. It was decided that because he was a police officer and had turned himself in, he would be released, though he would be suspended without pay and stripped of his gun and badge. The officer was allowed to slip quietly from the station house about 8:30 p.m., a law enforcement official said.

“The last thing you want to do is take any precipitous action in a case like this because there might be a self-defense claim,” said a law enforcement official who asked not to be quoted by name because he is not authorized to speak about the case. Officer Sawyer — whose badge number is 1160 — was older than most recruits when he joined the Police Department in January 2004. But he was moved quickly into the undercover ranks, joining the Queens narcotics division a year ago. He had never been involved in a shooting.  “It’s the first time he ever pulled his gun, it’s the first time he ever shot someone,” said his brother, Christopher Sawyer. It is not unusual for a minority officer to quickly join the department’s undercover operations. “A minority guy, or an undercover guy who fits in, might be more likely to succeed,” said one investigator. Before joining the force, Officer Sawyer and his brother had been trying to break into the hip-hop and rhythm and blues side of the music industry, said a neighbor and childhood friend. Another neighbor said the officer moved to the building on West 102nd Street when he was about 8 and was “a really great kid — no trouble.”

The police, meanwhile, released more details of the road-rage chase. As the two vehicles were forced off the southbound Franklin D. Roosevelt Drive at 116th Street by an earlier motorcycle accident, Mr. Tirado would not allow the officer to merge, the police said. When the traffic cleared, the officer pulled up to the Honda and yelled at its occupants — and made the remark about having to “cap” — or shoot — someone.  Officer Sawyer then sped off ahead of the Honda. But Mr. Tirado chased him, pulled his car in front of Officer Sawyer’s Nissan and hit the brakes, coming to a stop. At that point, Mr. Tirado said, “You want to see the new Ruger I got under my seat?” referring to a make of a semiautomatic handgun, law enforcement officials said.  Mr. Tirado made a shooting motion with his hand, as if he was pointing a weapon back and to his right at Officer Tirado. From the driver’s seat in the Nissan, Officer Sawyer fired two or three bullets, the police said. It is unclear where Officer Sawyer had his gun holstered and when he took his gun out and readied it for shooting.

I posted an article (www.prisonplanet.com) dated June 23, 2005 which reported that 105 people were killed in North America within the first 3 months of 2005 by police using 'non-lethal' high voltage TASER guns. It was shocking enough to read that 70 people were killed in North America in 2004 from being tasered by police, but now that number has been exceeded by 25% and ii was only the first quarter of 2005.

The public needs to become aware of this new, lethal abuse from police personnel who are suppose to protect the public, not torture and summarily execute people because they don't "comply" quickly enough when ordered to do this or that. It was predictable that this abuse would ensue as more and more police departments in Britain and America started distributing this high tech torture device to the rank and file last year.

The use of TASER guns by police departments across America must come to an end

We cannot trust police personnel or their supervisors or their police chiefs to use these weapons judiciously, sparingly, and with reservation in order to subdue only those offenders who present a real threat of serious bodily injury (or death) and cannot be subdued by any other means, using more traditional and 'non-lethal' means of restraint-like a few cops jumping on the guy and physically overpowering him.

When you read the commentary from police spokesmen who attempt to minimize and dismiss this new threat when answering reporters questions, you can see from their words that they are impressed with and intoxicated by the newly realized power and intimidation factor gleaned from using Flash Gordon weaponry.

Police department apologists apparently aren't willing to own up to the fact that in the vast majority of these cases, harmless and relatively innocent people are being tasered and sometimes killed because they hadn't responded quickly enough to some 'compliance' order being barked at them by a policeman! Never mind that the person being tasered may not have understood, or heard, or even realized what was being said to him. Immediate 'compliance' is the order of the day today with Officer Rambo and too bad if you get killed for not obeying police 'orders' quickly enough!

Transforming Office Friendly into Officer Rambo

Gradually, the hidden hand of the Illuminati has been converting city police departments across America into organizations staffed with personnel that are coming to more closely resemble the police of Stalin's era or that of former East Germany. We no longer have the friendly policeman walking the beat in America. He was the sort of cop who was treated with respect by everyone in the neighborhood- not out of fear- but rather from a sense of admiration and welcome for the heightened sense of security that ensued in the wake of his presence.

In my youth, I can remember how I would often stop to kibitz or joke with that sort of cop who walked my blue collar, big city neighborhood- always twirling a brown baton (before it was changed to the satanically inspired color of black). You had no reason to fear him because he didn't do anything to warrant your fear or anxiety. He behaved and acted appropriately for the security environment at hand.

If you were law abiding, he was friendly, polite, and always helpful. If you were a teenage wise guy and tried to push your luck, you might get a mild, low key verbal rebuke from Officer Friendly, but that would be the end of it. And if you were a criminal and were caught in the act of committing a crime, you were collared by hand (usually by a single cop) and taken away in a squad car to be booked downtown. In those days, American police almost NEVER shot people-even those criminals caught with a gun in their hand. They told the person holding the gun to "drop it" and put their hands in the air. If he didn't cooperate, they would continue to talk to him and say something like : "it's all over", or "there's no use;. you're caught-give it up" , or "you can't get away, just drop the gun and no one will get hurt", etc. Most perpetrators would surrender right away, but for those few exceptions who wouldn't, the cop(s) would continue to talk to him and wear him down psychologically and he eventually gave up. Experienced cops sometimes used comedy to break the tension and relax the atmosphere. It might take 15 minutes or an hour or 3 hours, but it worked. There was a sense of humanity present and the cops of that era would generally behave in a way to lower tension and neutralize aggressiveness.

The criminal was taken into custody without harm, the cops went home unharmed and everyone got to see another day. It was the norm for most policemen to refrain from shooting an individual unless the person started shooting first. I don't know whether it was a written rule or a rule that was tacitly understood, but most city cops abided by it.

Even criminals generally didn't harbor a hostility or hatred towards cops because cops- at that time- behaved ethically for the most part. They used just enough force to justify the circumstances and no more. Cops generally behaved like human beings and treated people, even criminals, like human beings. They got good results because people respond positively to humane temperament and consideration. Today, however, we no longer have cops who behave like human beings.

Today's cops are often actively recruited from the ranks of ex-military special forces.

Just go to the web site of any average size city police department in America and read the bio notes on the younger officers. You will see the military background come up again and again-and again. You will also notice how proud, even small town police departments are of their very own SWAT teams, as they just love to pose for group photos showing off their spiffy black combat boots, bloused pants, flax jackets, and M16 assault rifles-symbolic of America's growing legions of MILITARIZED police. You don't need an extensive study by the Rand Corporation to see that the standards for character qualifications, criminal background, education, and physical attributes for current day police have been lowered- dramatically.

Update September 21, 2007

Amnesty International said in their 2006 report on Taser guns that there are now over 7,000 police departments across America who now use TASER guns. The death count from police using TASERs has risen to over 270 people killed. 

Citizens must organize locally and force local mayors and city council members to order their police departments to abandon the use of Taser guns.

Without an organized grassroots campaign to stop the use of TASER guns by police, the incidents of electronic torture and death among the most vulnerable (mentally disabled, elderly, children, alcohol or drug impaired, etc) within our communities will only rise-year by year. This abomination MUST end. .

I read your article, "Sanctioned torture..." about the use of TASER weapons by police, and I agree entirely that the overuse of such weapons betrays an overtly authoritarian militarization of police tactics.

I understand this metamorphasis because I was on active duty for eight years in the USAF, and I knew many security police personnel. Though most were competent, and were able to reign-in their lust for authority, a few could not suppress their urge to lord what limited power they had over the populations of military members. (Barney Fife was an excellent parody of these types. The usual Security Police candidate flunked out of Mess Kit Repair School)

Their moronic displays of hyper-enforcement usually resulted in their embarrassment, and grudging apologies toward their prey. People like that should not be allowed to perform police-type duties outside the perimeter fence, much less inside the fence. And yet, municiple governments have created a hiring environment which emphasizes military-police experience as a pre-requisite of work history. Once a "Barney" is loosed upon the civilian population, the perimeter fence has effectively been extended around civilian territory.

This same environment has been created in the FAA, DoD civilian agencies, Homeland Security agencies, airlines, and government contracting firms. It is as pervasive as it is inevitable. Military authoritarian morons gravitate to civilian authoritarian positions like a duck to water.

Unfortunately for us fish, these predators perceive no difference between their military small ponds, and large civilian sanctuaries.

a Taser after persistently questioning Sen. John Kerry won't face
criminal charges and has apologized for his actions, his attorney said
Tuesday.

Andrew Meyer, 21, yelled "Don't Tase me, bro!" as he scuffled with
officers during the on-campus speech last month. In letters to the
university, its president and the campus police department, he
apologized, attorney Robert Griscti said.

"I made the decision to supersede the rules, and for that I apologize,"
Meyer wrote. "I should have acted calmer and obeyed the directives of the
officers. If I had, none of the subsequent issues would ever have
arisen."

University police had recommended Meyer be charged with resisting arrest
with violence, a felony, and disturbing the peace and interfering with
school administrative functions, a misdemeanor.

In his letters, Meyer denied allegations he intended to cause a scene.

"I'm so sorry that I lost my control in that auditorium," he wrote. "I
went there to ask an important question. The question of voter
disenfranchisement in America cuts to the heart of our democracy, and my
failure to act calmly resulted in this important town forum ending
without the discourse intended. For that, I am truly sorry."

"I am a far more reasoned individual than I was a short while ago, and
the reasoned response of the university has helped me a great deal,"
Meyer wrote.

Tasers are bad
Tasers are not "non-lethal." Since June 2001, more than 150 people in the United States have died after being struck by tasers. I do not believe a taser should have been used on me. Tasers are portable, easy to use compliance devices. But more insidiously, they are now being used as a distraction from the more important issues.

Democracy is good
I went to the John Kerry forum to raise serious political issues, none more important than the disenfranchisement of American voters. We talk about fighting for democracy in Iraq. What about fighting for democracy at home? There is nothing more central to democracy than the right to vote, and while Americans are fighting and dying for democracy in Iraq, democracy in America is dying without a fight. America, our voting rights are being stolen from us.

Our elections aren’t fair
America, you might think that we are about to have a fair and free election in 2008, but it isn’t true. Not only might your vote not count, but the "frontrunners" have already been decided for you. Why is anyone a "frontrunner" yet? No one has voted. The only thing anyone leads in is money and airtime, and neither money nor airtime should decide an election. The media, which is controlled by a few men, is deciding the agenda for the entire country, and that by definition is un-American.

Forget about "Liberal" vs. "Conservative"
The United States have been divided. The country has been split into "left vs. right," "Red state vs. Blue state," "CNN vs. FOX News." This is all false division. There is no left vs. right. Gay marriage is a distraction, not an issue. The real political battle in America is not Republicans vs. Democrats. It’s the ruling class, the billionaire elite vs. the people. America, you are being blinded by the media to hide you from the truth. The billionaires own FOX News and CNN. There are Democrats and Republicans who work for the people, but most politicians, and all of the networks, work for the corporations. Hillary and Rudy, George Bush and Nancy Pelosi, politicians in both parties are taking marching orders from the super-rich who fund their campaigns.

The people’s candidates on both sides are being ignored
The media has time all day to talk about Britney Spears or Lindsay Lohan, but millions of Americans have never heard the names Mike Gravel or Ron Paul. These are men running for President of the United States. Their opinions on issues such as the War on Iraq or the PATRIOT Act should be important enough to discuss.

Real Americans
Ron Paul wants to end the IRS. He says income tax is unfair. So does Mike Gravel. He thinks Americans should have a national initiative, so the people can vote on the issues directly. The media wants you to believe these are "fringe candidates" and "fringe issues." The most consistent campaigning I’ve seen on the UF campus belongs to the supporters of Ron Paul. The end of the income tax is something that all Americans without billions of dollars will benefit from. Stop listening to the media. They don’t even discuss the reality of disenfranchisement.
Stolen Elections
The will of the American people was subverted in both the 2000 and 2004 elections, and Greg Palast proved it. Palast is the journalist who wrote Armed Madhouse, the book I was holding up at the Kerry forum, which explains the following: In both 2000 and 2004, millions of votes were swept under the rug, marked "spoiled," and not counted. In both elections, there were also electronic voting machines that were used which can and have been rigged. In 2004, in addition to the "spoiled" votes from faulty punch-ballot machines, and the unreliable count from the electronic machines, which are impossible to audit, millions of "provisional" ballots weren’t counted, and millions more voters were denied entry to the registration rolls.

Wake Up, America
America, democracy depends on a free and fair election. If we the people do not decide the elections, than we the people are not living in a democracy. The problems of 2000 and 2004 have not been fixed. In fact, they have been expanded. The Help America Vote Act has made it more difficult than ever for Americans to register to vote, and less likely that their votes will end up counting. The dilemma here is that many people don’t even realize there is a problem.

America, it is time to wake up. If you call yourself a Patriot, if you love this country, than find out what every candidate really stands for, register to vote, and decide for yourself who should be President of this country. So this is the NWO, what a f&**¨%en delight.

I met Kery in DC at an anit war rally, he was at the time using his activity to get support, not becasue he was an loyal activist.
I knew about him in nam from some of his crewmenbers, they dested him, and confided he was nothing but a a power seeker and politicaly motivated.

Had a bunch of words with him,not nice ones, I didn't know the Seret Service was filming our chat. He is definelty one F&¨%ked individual, sold out to the core. What a sham , him and Bushmaster debating, when all the time they knew the results, and were with the same same goal .
