but with regard to operational matters and Mumbai, British Pakistanis being involved in the attacks does not make it an MI6 hit, I by no means rule it out, it is possible, however, there are many British Pakistani citizens with very close links to groups in Pakistan, any of these groups could be run by MI6, CIA or anybody else.

And whilst Britian does have plenty of influence on India, again at the operational level if the attackers came from pakistan 9and they did) then it is more likely they came from a CIA backed group (either direct or via the ISI) than they came from an MI6 backed group. Nevertheless, what I do perhaps see is that in reality the CIA and MI6, working for much the same masters, are both involved in these groups and as such it is perhaps more realistic to state that this will have been an MI6/CIA hit, much like everything else.

As for MI6 running the CIA, well I am not so sure, at least not on any operational basis, I accept it could well be that British based Illuminati give orders to US based Illuminati who then give orders to the CIA, however, I see no eivdence for on the ground control of the CIA by MI6

(RTTNews) - The police officer in charge of security in the Indian metro city of Mumbai, where less than 200 people were killed in terrorist attacks last week, said all the attackers had come from Pakistan and they did not have any local assistance.

Mumbai Police Commissioner Hassan Gafoor released more details related with the incident at a press conference Tuesday.

"All the terrorists were from Pakistan. Some of them were trained for a year while others were trained for a year and a half by ex-military personnel," he told reporters in Mumbai.

The city police chief ruled out the involvement of any woman in the conspiracy. The militants' strategy was to take upper positions and fire from there, he added.

Gafoor could not confirm if India's most wanted fugitive Dawood Ibrahim provided them financial support, but said it is also being investigated.

Here are some excerpts from his briefing:

"There were 10 terrorists in five groups of two members each, who had come from Karachi in boats. They later hired five taxis to get to their destination."

"The probe suggests that they were first-time visitors to the city."

"They were carrying five time bombs. Two exploded in taxis in Vile Parle and Dockyard Road. One bomb was placed inside Oberoi hotel, one near Taj hotel."

"Each terrorist had one AK-47 rifle, one pistol, hand grenades, and magazines along with detailed maps of the targeted places."

"Six pre-paid phone sim-cards were bought from (the Indian cities of) Delhi and Kolkata."

Gafoor said the terrorists had been taught how to shoot strategically.

Police were probing an email sent by a previously unknown group called Deccan Mujahideen, claiming responsibilities for the attacks.

He said police had received an alert saying that a hotel could be attacked.

MI6 'intelligence' lifted from lecturer's article By Elaine Monaghan in Washington and Rosemary Bennett “I was flattered at first, then surprised that they didn’t cite me,” said Ibrahim al-Marashi, 29, an Iraqi-American who lectures on the country that his parents fled in 1968. “I’ll be more sceptical of any British intelligence I read in future,” he said in a telephone interview. “It was a case of cut and paste. They even left in my mistakes.”

The academic said that he became aware of the connection with an article he wrote for the September edition of the Middle East Review of International Affairs only when a colleague from Cambridge University e-mailed him after General Powell’s presentation at the United Nations.

He said he was not surprised by what the Secretary of State had to say about Iraq trying to conceal its weapons programmes because he had worked on a project at Harvard University classifying captured Iraqi documents and he had read 300,000 of them. “By no means did this invalidate Powell’s presentation,” he said, defending the US case for war.

Mr al-Marashi’s family have all left Iraq, or he would have been worried about the exposure of his name. He works at the Centre for Nonproliferation Studies of the Monterey Institute of International Studies in California, where he focuses on the spread of nuclear, biological, and chemical weapons and missile technologies in the Middle East.

His only complaint was that the British Government was “not playing by academic rules”. Perhaps that showed a healthy shift in intelligence practices away from “an antiquated notion” that public source material is not worthwhile. “Hopefully it marks a change in attitude,” he said.

The British Government also lifted several paragraphs that Mr al-Marashi carefully attributed to a book published in 1999 by Scott Ritter, the former chief UN weapons inspector, who is vehemently opposed to war against Iraq.

Mr al-Marashi confirmed a Channel 4 account concerning six paragraphs on Saddam’s Special Security Organisation which contained the exact same wording as his paper. It contained straight lifts from the text. He wrote: “The head of military intelligence generally did not have to be a relative of Saddam’s immediate family, nor a Tikriti. Saddam appointed, Sabir Abd Al-Aziz Al-Duri as head . . .”

The Downing Street version kept the misplaced comma after “appointed”: “Saddam appointed, Sabir ’Abd al-’Aziz al-Duri as head during the 1991 Gulf War.”

The accusations are not only embarrassing for Tony Blair but also for the White House. “This document is clearly presented to the British public as a product of British intelligence and it is clearly nothing of the kind,” Dan Plesch, a senior research fellow at the Royal United Services Institute, said. “This appears to be obsolete academic analysis dressed up and presented as the best MI6 and our international partners can produce on Saddam.”

A Downing Street spokesman dismissed the allegations and said that he stood by the dossier. “As the report itself made clear, it was drawn from a number of sources, including intelligence material,” the spokesman said. “It does not identify or credit any sources but neither does it claim exclusivity of authorship. We consider a text, as published, as accurate.”

NEW DELHI: Even as Pakistan's foreign minister offered a joint investigation into the Mumbai attacks, it's clear that India is not interested in 
such tokenism. In fact, sources in government were clear that since the joint anti-terror mechanism had not worked, Pakistan joining the investigations was irrelevant.

On Tuesday, as more and more countries appeared ranged on India's side in the fight against terrorism, Pakistani foreign minister Shah Mehmood Qureshi said he had offered the Indian government that Islamabad could join the probe. Pakistan, he said, had offered a "joint investigative mechanism and joint commission".

"We are ready to collectively reach to the bottom of this and to compose a team which can help you," he said.

The post-Mumbai probe has seen Indian investigators being helped by the FBI, Israeli Shin Bet and the UK's Metropolitan counter-terrorism squad.
 
India's disenchantment with the joint anti-terror mechanism is not new but the government has persisted with this ill-conceived CBM, which Pakistan has often used as a propaganda platform against India.

The mechanism was conceived in September 2006 by Prime Minister Manmohan Singh and foreign secretary Shivshankar Menon when he was preparing to meet Pervez Musharraf in Havana after a period of chill following the Mumbai train attacks which had a clear Pakistani imprint. The whole idea then was to pack terrorism into this mechanism which would allow the composite dialogue to go on unhindered.

The Mumbai attacks have proved that the premise of the group was a flawed one. Not only has it not stopped any terrorist attack from Pakistan, it has not helped in a single investigation either. Instead, it has given Pakistan cover while pretending to the world that it was helping Indian concerns, while giving itself a kind of perverted parity with India which says that both countries are equal victims of terrorism. Mumbai proved otherwise.

Report: Police defuse bomb at Mumbai train station

MUMBAI, India (CNN) -- Indian authorities Wednesday defused a bomb at Mumbai's Chhatrapati Shivaji Terminus railway station -- one of the first locations targeted in last week's terrorist siege, authorities told CNN's sister network in India, CNN-IBN.

Security officials told the network that the location of the bomb at the station, formerly known as Victoria Terminus, was provided by Mohammed Ajmal Kasab, 21, who is in police custody and who has been identified as the only surviving gunman.

The officials said the explosive device was made from RDX, a powerful explosive. Four other RDX bombs planted during the well-coordinated attacks have also been defused and police believe there are no more, the officials said.

Earlier Wednesday the police official leading the investigation said the terrorists spent the last three months in Pakistan training and planning their strike.

Need for direct and tough action from Pak: US

NEW DELHI: Rejecting Pakistan's contention, the US on Wednesday night said that there is need for "direct and tough action" by Islamabad even if the 
perpetrators of the Mumbai terror attacks were "non-state actors".

"The fact is non-state actors perform from the confines of the state. There has to be direct and tough action (by Islamabad)," US Secretary of State Condoleezza Rice told a press conference after discussions with External Affairs Minister Pranab Mukherjee.

Her remarks assume significance in the context of President Asif Ali Zardari denying Pakistan's involvement in the Mumbai attacks, saying the terror strikes were executed by the "stateless actors" who wanted to hold the "entire world hostage."

Pranab Mukherjee said that the deadly attacks on Mumbai were led from inside Pakistan and India would act decisively to protect its territorial integrity.

"I informed Dr. Rice there is no doubt that the terrorist attacks in Mumbai were perpetrated by individuals who came from Pakistan and whose controllers are in Pakistan," he said at a joint press conference.

Pranab said there is a deep outrage in India against recent attacks and emphasised on India’s right to protect itself.

He said India wanted to see that "the terrorists and organisations who perpetrated these attacks are arrested and brought to justice".

"We expect all friendly governments and the international community to ensure that this happens," he said.

"What action will be taken by the government will depend on the response we have from the Pakistan authorities. I am expecting the response, (and) after obtaining the response, whatever the government considers necessary to protect its territorial integrity, safety and security of its citizens, the government will do that," he added.

Earlier in the day, Rice said Pakistan should show a "real sense of transparency and urgency" in implementing its commitment to tackle terrorism.

"I would refrain from speculating from what Pakistan will do on the specific request (of India for handing over its fugitives based in that country).

"What has to happen is there has to be a real sense of transparency, real sense of action and real sense of urgency because these are extremists who have the same intention and same goal and that is to terrorise and send message to states around the world," US Secretary of State Condoleezza Rice had told reporters.

"This message has been conveyed and will be conveyed (to Pakistan)," she said adding extremists have done "great damage" to Pakistan too.

She had said countries like US, Britain and India have "great interest in getting to the bottom of this and bringing people to justice and we have great interest in prevention (of terror attacks)".

"That would be my message. I don't want to go into what Pakistan may or may not do. I am going to take Pakistan's stated commitment to get to bottom of this and make them know that they are enemies of Pakistan as well as India," she added.

Outgunned Mumbai police hampered by First World War weapons

Indian police who bore the brunt of last week’s attacks on Mumbai had defective bulletproof vests, First World War-era firearms and insufficient weapons training, police sources have told The Times.

Many wore plastic helmets and body protectors designed for sticks and stones, rather than bullets, as they fought highly trained militants armed with AK47 rifles, pistols, grenades and explosives.

The contrast between them was vividly illustrated yesterday by CCTV footage of two militants attacking Chhatrapati Shivaji terminus, Mumbai’s main railway station, last Wednesday.

It shows the gunmen spraying automatic fire while two constables cower behind pillars, one armed with a .303 rifle similar to the Lee-Enfield weapons used by British troops in the First World War

Similar scenes were played out at other targets in the first seven hours of the attacks, in which 16 policemen died, including three of India’s top officers.

“That’s 16 too many,” Maxwell Pereira, a former joint commissioner of Delhi police, said. “These casualties could have been prevented if they’d been properly equipped.” The abysmal state of police equipment helps to explain how ten gunmen managed to paralyse a metropolis of 18 million people for more than 60 hours.

It also illustrates how ill-prepared India’s 2.2 million-strong police force is to tackle another such attack.

“We’d react exactly the same way tomorrow,” Ajay Sahni, of the Institute for Conflict Management, said.

He described India as one of the “least policed” places in the world, with 126 officers per 100,000 people, compared with 225-550 per 100,000 in most Western countries.

Maharashtra state, of which Mumbai is the capital, has one of India’s better police forces, but even it is woefully ill-equipped because of a centralised and highly corrupt procurement system.

Y. P. Singh, who retired after 20 years in the Maharashtra police in 2005, said that he knew of two batches of body armour that had failed tests in 2001 and 2004. “They couldn’t take rounds from AK47 or AK56,” he said. “The bullets pierced the jackets.”

He now believes that the Maharashtra police purchased the defective vests and issued them to officers last week.

On Wednesday, television stations showed Hemant Karkare, the head of the AntiTerrorist Squad, donning a bulletproof vest and a battered tin helmet as he arrived at the scene in Mumbai.

He was shot in the chest three times soon afterwards and died.

Two other senior officers who were travelling in the same car as Mr Karkare and were also wearing body armour were shot dead at the same time.

“If they’d been properly equipped they might have only been injured,” Mr Singh said. “Their vital organs would have been protected.” Other officers were only issued 5mm-thick plastic body protectors designed for riot control.

That is because India has only 100,000 bulletproof vests for police and paramilitary forces, according to Anurag Gupta, the managing director of MKU, which supplies the vests to the Government.

“The helmets used last week were World War Two-era, not designed for combat,” he said.

Most of the police involved were carrying .303s or self-loading rifles like those adopted by the British Army in the 1950s.

Some officers said that they were not given enough weapons training because of a shortage of ammunition and shooting ranges. In theory, all officers shoot 50 rounds a year in training. In practice, senior officers get their full quota with small arms.

“The rest is all bunkum,” Mr Pereira said. “It’s target practice with a .303 rifle. I wouldn’t call it suitable knowledge of weapons and their uses in urban policing.”

All those interviewed said that the issue was not money: the Government allocated £154 million for modernising the police in 2007-08 alone. The problem, they said, lay with the Home Ministry’s procurement system, which is dominated by corrupt bureaucrats and politicians rather than technical experts.

“It’s a cartel,” Mr Singh said. “The Government is spending millions, but the police isn’t getting the equipment it needs.”

The top U.S. military official is in Pakistan in an effort to reduce tensions with India following last week's terrorist attack in Mumbai. Admiral Mike Mullen arrived after President Asif Zardari indicated that Pakistan will not hand over 20 named suspects, even if India offers proof of links to the attack. VOA's Barry Newhouse reports from Islamabad.

Indian officials say they have one Pakistani man in custody and other evidence that the attackers had links to Pakistani militants. But Pakistani President Asif Zardari says he doubts the detained man is Pakistani and he is still waiting for India to present evidence tying the attacks to groups in his country.

In an interview broadcast on CNN, Mr. Zardari said India's list of 20 fugitives wanted in connection with the attack is not enough evidence for Pakistani authorities to detain them. 

"At the moment these are just names of individuals - no proof, no investigation, nothing has been brought forward," he said.

U.S. officials have said that it is still too soon to definitively determine who was responsible, but there are indications of links with a militant group partly based in Pakistan.

While India has demanded that Pakistani authorities hand over the 20 suspects, Mr. Zardari indicated that even if India provides evidence of their involvement, the suspects will remain in Pakistan.

"If we had the proof we would try them in our courts, we would try them in our land, and we would sentence them," added Mr. Zardari.


Senior U.S. officials are in both countries trying to defuse tensions. After Secretary of State Condoleezza Rice arrived in New Delhi, Chairman of the Joint Chiefs of Staff Mike Mullen landed in Islamabad to meet with senior Pakistani officials. Secretary Rice is expected in the Pakistani capital later in the week.

Train bombers 'funded by British businessmen'

Indian officials claim that bogus charities are sending £8m to Kashmiri terror groupsFrom Daniel McGrory in Bombay SOME of the main fundraisers for the terror group suspected of masterminding the Bombay train bombings are operating from Britain, according to Indian intelligence officials.
The officials accuse Britain of failing to act against a number of wealthy businessmen , who they claim are using bogus charities to funnel up to £8 million a year to Kashmiri militants groups, such as Lashkar-e-Taiba, which remains the main suspect for orchestrating the synchronised bombings that killed 182 people.

Manmohan Singh, the Indian Prime Minister, raised the terror link with Tony Blair at the G8 summit in St Petersburg yesterday, reminding him that India handed over a detailed dossier three years ago identifying 14 men living in Britain and was assured the suspects would be investigated.

“Since then nothing has been done, and the money still coming from Britain helps to pay for the terrorist camps where we believe the bombers were trained and this atrocity was planned,” a senior Indian security official said last night.
Gordon Brown pledged that the Treasury would use new laws to shut down terrorist fundraising and ordered that the bank accounts of 54 organisations be frozen, although records show that last year Whitehall only recovered £9,318.

"Britain talks about the need for all nations to get tough together, but more money comes from the UK to Kashmiri terror groups than any other country,” the official added.

One of those identified in the dossier is reported to be a Pakistan-born multimillionaire businessman who owns at least two luxury homes in London.

Professor Paul Wilkinson, of the Centre for the Study of Terrorism and Political Violence at the University of St Andrews, said: “It is very sad the figure for the money still flowing to the likes of Lashkar has not been substantially reduced by now. It is difficult to track the money trail, but we should put more resources to doing so.”

The funding from overseas has helped terror groups to set up a string of new training camps in Bangladesh, close to the border with India.

Al-Qaeda-trained militants are reportedly running up to 13 camps, and MI6 and other Western intelligence agencies have been monitoring the traffic of young recruits to these centres including a number of volunteers based in Britain.

British security agencies had been warning that groups closely linked to al-Qaeda were planning to stage bomb attacks in India, using local sym- pathisers to carry out their operation.

Scores of Indian-based militants are alleged to have attended the al-Qaeda run camps near Bandarban and Chittagong. Security chiefs believe that the mastermind behind the bombing on seven commuter trains used one of these camps in Bangladesh to finalise plans for the attack.

Anti-terrorist officers involved in the hunt for the Bombay bombers travelled to the border town of Tripura yesterday to question 11 men from the port city who were said to have been caught trying to cross back into Bangladesh. The men are believed to be militant members of the outlawed (Student Islamic Movement of India), which police allege helped in the bomb plot.

Teams of armed officers continued with their mass round-ups yesterday, with further raids on a number of shanty towns around Bombay. So far they have detained more than 1,300 men, but the police face mounting public criticism at their failure to arrest anyone involved in the terror network that is believed to have been living in India’s financial capital for at least three months.

D. K. Shankaran, the chief secretary of Maharashtra state, of which Bombay is the capital, said last night: “We believe police will be able to zero in on the culprits within a week.”

As he left for St Petersburg Mr Singh, said: “We will impress upon the leaders gathered at the G8 summit that the international community must adopt an approach of zero tolerance toward terrorism anywhere.”

He also made a thinly veiled attack on Pakistan, which he has blamed for sheltering terrorists, adding: “The international community must isolate and condemn terrorists wherever they attack, whatever their cause and whichever country or group provides them sustenance and support.”

Talks planned for Thursday between the countries’ foreign ministers were postponed yesterday, with India’s Foreign Minister giving warning: “As a result of these terrorist attacks, it is becoming very difficult to take forward the peace process.”

Millions are expected to take part in a two-minute silence to be staged in Bombay tomorrow at the time of the first explosion. Bollywood stars who live in the city will join politicians, police and survivors of the attack in a public show of defiance against the terrorists.

Despite the apparent confusion and the obvious media spin, the picture that emerged from the early reporting of the Mumbai attacks was a fairly comprehensible one: a picture of a false flag commando raid.

It was a commando raid, as opposed to a suicide bombing or other forms of terrorist attack; surely that much was clear to everybody. There were multiple commandos and multiple targets, and it was obvious that a great deal of knowledge and skill must have gone into the planning.

But it was also clearly a false flag attack, as the multiple simultaneous attempts to pin the blame (or take the responsibility) made no sense, singly or in combination. Even as the shooting was going on, the Indian government was saying the attackers (whoever they were) had come from outside the country. A "terrorist group" calling itself the "Deccan Mujahideen" had claimed responsibility, but no terror expert had ever heard of such a group.

In reality-based situations (of which this is not one!), the analysis of such a horrible crime would begin with the known facts, and it would proceed in a systematic fashion, from the knowns to the unknowns.

For instance, one might start with the observation that the Mumbai assault was a highly-coordinated commando raid, and then raise the questions: "Who does this sort of thing?" and "Among those who do this sort of thing, who had something to gain by doing this?"

These are questions we never saw asked, let alone answered, in the mainstream media. It seems quite clear to me, and one of the reasons for the title of this series, that they don't ask these questions because they're afraid of the answers. So instead of intelligent, penetrating, appropriate analysis, we got nonsense.

To begin with the official account, let's just say the official account of the attacks makes very little sense. Supposedly there were only ten attackers, and supposedly they attacked in 13 locations more or less simultaneously. Nobody in the mainstream seems prepared to ask how something like this could have happened without inside help. Some analysts pointed out that a high degree of local knowledge must have been required for such an attack, but they went on to conclude that therefore the attackers must have been foreigners. It was difficult to imagine a more counter-intuitive conclusion; but not for long.

Nobody asked: "Who could do this?" or "Who would do this?" Instead they asked: "How did al Qaeda do this?" and "Why did al Qaeda do this?" After a while it became more or less obvious that the Mumbai attacks didn't involve hijacked airplanes crashing into buildings (like al Qaeda in North America) or suicide bombers and car bombs (like al Qaeda in the Middle East). And connecting al Qaeda to these attacks directly became a bit of a problem. So then instead of asking "Who else could have done this?", they began to ask: "How are the perpetrators of this attack connected to al Qaeda?"

Still jubilant over the alleged death of Rashid Rauf, the alleged leader of the so-called Liquid Bombers, who was (or wasn't) killed in Pakistan just four days before the Mumbai attacks began, some terror warriors sought to connect the attacks to the death of the alleged terrorist mastermind and provide a motive at the same time. Thus we were privileged to read that the attacks may have been carried out in revenge for the killing of Rashid Rauf.

Perhaps we could forget -- if only for a moment -- that more than 400 people were killed or wounded in Mumbai, and not one of them had ever harmed Rashid Rauf. Perhaps we could imagine a bizarre terrorist mind in which somehow ordinary Indian citizens were held responsible for American drones dropping Hellfire missiles on alleged terrorists in Pakistan.

But we couldn't bring ourselves to believe that these brazen, coordinated attacks were carried out in revenge for something that had happened only four days earlier. So the terror warriors needed another, slightly plausible, al Qaeda connection.

It didn't take them long to find one. And now British terror warriors are going to India to investigate the possibility that Rashid Rauf may have planned the Mumbai attacks.

As Ben Goldby reported for the Birmingham Mercury News:
Sources have now revealed that [Rashid Rauf] was planning a major attack at the time of his death, and that the Mumbai murders show all the hallmarks of one of Rauf’s "terror spectacular" plots.
Except, of course, for Rashid Rauf's trademark hallmark -- the mission has to be impossible!
The Indian Mujahidin, which carried out a blast in Delhi in September and warned that they would strike next in Mumbai, is understood to have been behind this week’s terror outrage.
Not exactly. But the media are on that theme, and it works well for them, as we will see.
The group is made up of several different militant organisations, the most dangerous of which are the Pakistani-based Kashmiri "freedom" movements Lashkar-e-Toiba (LET) and Jaish-e-Mohammed (JEM).

Rauf was known to have strong links to both organisations.

He married a relative of JEM’s founder and worked with LET to train British jihadis who travelled to Pakistan. London 7/7 bombers Shehzad Tanweer and Mohammed Siddique Khan both studied at an LET madrassa near Lahore in 2004.
Here again, Goldby gets ahead of the facts. There has never been any public proof that the alleged London 7/7 bombers were anything but patsies. There has never been any public proof of any aspect of the London 7/7 story. But the alleged 7/7 bombers aren't even called "alleged" anymore; they're just "the 7/7 bombers". Of course, being dead, they can't do much about it.
Last night, a terror expert told the Sunday Mercury: "It is understood that this attack in Mumbai is the work of the Indian Mujahidin, based on plans and support from Kashmiri groups based in Pakistan.

"The planning seems to have been done by an Islamist militant group called Lashkar-e-Toiba and they have close links to other Kashmiri fighters including Jaish-e-Mohammed.

"In Rashid Rauf we have a man who dreamed up an alleged plot to blow up 10 transatlantic planes. We know he plotted spectacular attacks and we know that we was planning a terror operation when he was killed.

"This attack in Mumbai, with the synchronised terror strikes in multiple locations, is certainly consistent with his approach to militant tactics."
It's not consistent with anything we know about the so-called Liquid Bomb plot, but our anonymous sources aren't letting facts get in the way of a good story -- except in one important respect.

The source says Rashid Rauf dreamed up "an alleged plot", and the reason for this particular qualifier is clear -- because the alleged plotters have already been tried and the jury refused to convict them. The jury didn't believe that the alleged plotters were plotting to blow up 10 transatlantic planes. The jury didn't believe they were plotting to blow up even one transatlantic plane. In other words, the jury believed the allegations were false. But those allegations are still treated as if they were untested. How utterly unremarkable!

But it would be remarkable if Rashid Rauf had planned the assault on Mumbai. For the terror warriors, it would be remarkably fortunate, because then they could claim to have scored a major victory in the war on terror, and they could more confidently ignore their critics, who say that dropping Hellfire on anybody -- especially somebody who has never been convicted of a crime -- is more like terrorism than justice.

But it would be even more remarkable in another sense. Last week at this time we were reading about how Rashid Rauf was killed along with a couple of the other top-level al Qaeda masterminds, who drew attention to the mud bungalow in which they were meeting, by using a mobile phone.

So now we're supposed to forget that, too, and we're supposed to believe that a tightly coordinated commando raid, an assault on 13 targets in a foreign country, was planned by a mastermind who couldn't even use a cell phone without being monitored -- and murdered.

The Indian GOV is demanding Pakistan hand over Hafiz Saeed, Founder and Leader of Lashkar-e-Taiba. In Pakistan, the Government  does not provide releif to certain areas and groups such as Lashkar-e-Taiba assist the populations during disasters and famines, though they are Radicals and have carried out terrorist attacks in the past. Handing over Hafiz Saeed to India would cause an instant rebellion in Pakistan in my opinion, probably alot of real terrorism to destabalize the area.

Mumbai attack: Rice asks Pak to act urgently, else US will act

ISLAMABAD: US Secretary of State Condoleezza Rice has told Pakistan that there is "irrefutable evidence" of involvement of elements in this country in the Mumbai terror attacks and it had no option but to act urgently "otherwise, the US will act." ( Watch )

Rice, who travelled here after a visit to India earlier this week, "pushed" the Pakistani leaders to move against the perpetrators of the terror strikes.

The clear message was conveyed by her to Pakistan's top leadership during her brief stopover here on Thursday, diplomatic sources said.

Rice said that there was "irrefutable evidence" of the involvement of Pakistani elements in the Mumbai attacks, the sources said.

In India, Rice was shown the extensive evidence gathered by investigators to prove the linkages between the Mumbai attackers and Pakistan-based elements, especially the banned Lashker-e-Toiba terror group, they said.

The sources said Rice, during her interactions with President Asif Ali Zardari, Prime Minister Yousuf Raza Gilani, Foreign Minister Shah Mehmood Qureshi and army chief Gen Ashfaq Parvez Kayani, made it clear that Pakistan needs to act effectively to bring the perpetrators to justice. She warned that the "US will act if Pakistan did not".

Rice also told Pakistan that it "needs to act urgently and effectively to avert a strong international response". She said that Pakistan's response needs to be "effective and focused" and that India was thinking on "similar lines", the Dawn newspaper said.

India is grappling with the possibility that one of its own undercover operatives helped equip the Islamist extremists who attacked Mumbai, killing more than 170 people.

Police in Indian-controlled Kashmir demanded the release of one of their undercover agents on Sunday after he was arrested by police in Delhi for allegedly supplying a mobile SIM card used by the Mumbai gunmen.


The operation turned sour, however, after police in Srinagar, Indian Kashmir's summer capital, said that Ahmed worked for them, raising the possibility that an Indian agent aided the militants that committed India's worse terror attack in 15 years.

A senior officer in Srinagar, Kashmir's summer capital, said Calcutta police were told that Ahmed is "our man and it's now up to them how to facilitate his release".

He said that Ahmed was a Special Police Officer, part of a semi-official counterinsurgency network whose members are usually drawn from former militants.

"Sometimes we use our men engaged in counter-insurgency ops to provide SIM cards to the [militant] outfits so that we track their plans down," he said.
