The Indian Mujahideen, which has claimed responsibility for the Delhi, Ahmedabad, Bangalore and Jaipur blasts killing at least 130 people in a span of four months, has now threatened to carry out attacks in Mumbai, report Agencies.

Accusing Mumbai Police’s ATS of harassing Muslims, Indian Mujahideen said in its email that it was closely watching the ATS.

“You should know that your acts are not at all left unnoticed; rather we are closely keeping an eye on you and just waiting for the right time to execute your bloodshed. We are aware of your recent raids at Ansarnagar, Mograpada in Andheri and the harassment and trouble you created there for the Muslims,” the group said in the email they sent to various media houses on Saturday evening.

“You threatened to murder them and your mischief went to such an extent that you even dared to abuse and insult Maulana Mahmood-ul-Hasan Qasmi and even misbehaved with the Muslim women and children there,” the email said.

“If this is the degree your arrogance has reached, and if you think that by these stunts you can scare us, then let the Indian Mujahideen warn all the people of Mumbai that whatever deadly attacks Mumbaikars will face in future, their responsibility would lie with the Mumbai ATS and their guardians – Vilasrao Deshmukh and R R Patil,” the email said. “You are already on our hit-list and this time very very seriously.”


The terror outfit also threatened to target a senior Rajasthan police official. “All the Mujahideen who shook Jaipur are absolutely safe and secure, and are preparing for our next targets, one of which is A K Jain – the DIG of Rajasthan,” claimed Indian Mujahideen.

Jain has been instrumental in arresting several SIMI members in Rajasthan in connection with the May 13 serial blasts in Jaipur. The mail bears two signatures at the end – Guru Alhindi and al-Arbi.

Another little-known Islamic group, the Islamic Security Force-Indian Mujahedeen, had claimed responsibility for serial blasts last month in Assam that claimed nearly 80 lives.

Six weeks earlier, New Delhi had been hit by a series of bombs in crowded markets that left more than 20 dead. Those blasts were claimed by a group calling itself the Indian Mujahedeen.

Mumbai, Sep 17 (IANS) Terming the Indian Mujahideen, which has claimed responsibility for the serial blasts in Ahmedabad and New Delhi, as fictitious, several Muslim organisations and clerics have demanded investigations into the possible role of the Hindu right wing in the terror attacks.In a statement issued here Wednesday evening, 21 Muslim organisations challenged Indian Mujahideen leaders to come out in the open and prove their actions.

“We hereby challenge the so-called IM to come out in the open and prove that they are representatives and spokesmen for the Ummah, and justify their actions point by point, or else it will be eventually surmised that they are non-persons and nothing but a figment of the Sangh Parivar’s unscrupulous imagination, brought into the collective psyche of all Indians by the grand alliance of Mossad and their protagonists in the country,” the statement said.

The Rashtriya Swayamsevak Sangh (RSS) and organisations ideologically affiliated with it are collectively known as the Sangh Parivar.

Justifying the contention, Sarfaraz Arzoo, member of the All India Milli Council and prominent Urdu media personality, said: “We have to look into the issue as to who gains political mileage out of it (the blasts). Definitely, it is the Sangh Parivar which is getting mileage and hence the needle of suspicion points towards Sangh Parivar.”

Muslim cleric Maulana Hafiz Syed Athar Ali argued that there is nothing like the Indian Mujahideen. He said that the Muslims were blamed earlier for terror attacks in the name of the banned Students Islamic Movement of India (SIMI) and now a new name has come up.

“Our religious sentiments are being hurt. Examine the role of others, the saffron organisations, the Mossad and the CIA,” said Ali, president of All India Ulemas Council.

He added that soon after the July 26 Ahmedabad serial blasts, US national Kenneth Haywood came under the scanner, but his passport was not impounded. He managed to go to the US despite a look-out notice against him and “he returned after destroying evidence,” Ali added.

Minutes before the Ahmedabad blasts, a threat mail had been sent to media organisations in the name of the Indian Mujahideen. it was soon found that the mail was sent using Haywood’s Wi-Fi internet connection.

The joint statement added that the serial blasts have resulted in “progressive polarization” of Indian society and hastened the speed of marginalisation of the Muslim community which eventually will result in rich dividends for the Sangh Parivar, the “sole beneficiaries”.

“This is something they (Sangh Parivar) have always dreamt of but never successfully achieved. With Indian Mujahideen in their kitty, their tough job is getting easier by the day,” according to the statement.

“The Muslims in India cannot continue to be silent spectators and are ready to play a historic role in the rejuvenation and revitalization of Indian ethos. The recent flow of events cannot succeed in forcing us to abdicate our responsibilities,” it said.

New Delhi: November 23, 2007: Serial blasts in Varanasi, Faizabad and Lucknow killed 13 people. A mail was sent from the email ID guru_alhindi@yahoo.fr indicating the involvement of an unknown terror group called the Indian Mujhaideen. The email was sent to a private news channel just minutes before the blast.

May 8, 2008: Serial bombing in Jaipur City killed 63 people. A day after, an email was recieved from guru_alhindi_jaipur@yahoo.co.uk which too pointed to the involvement of Indian Mujhaideen.

July 26, 2008: 18 serial blasts in Ahmedabad killed 46 people and once again, a familiar name is doing the rounds through an email sent minutes before the blasts from the email ID, alarbi_gujarat@yahoo.com.

The Indian Mujhaideen has also claimed responsiblity for the Ahmedabad blasts, but is it a real organisation or just a name being used to deflect attention from internation terrror outfits?

Union Home Minister Sri Prakash Jaiswal says, "The idea is to disturb peace. The name of Indian Mujhaideen has cropped up earlier too, but it's just a cover organisation."

Intelligence officials say that the Indian Mujhaideen is just a front to deflect attention from international terror groups as well as an effort to show that terrorism in India is now home grown and localised.

Former RAW Official Colonel RSN Singh says, "Be it HUJI, or the HUm or the Indian Mujhaideen, they are all the same. There is a lot of coordination between them and they work with the help of local people."

According to intelligence sources different sleeper cells are doing different tasks. One purchases materials required in making explosives, while the other manufactures the bombs and a third group is involved in doing a recce of the location and placing the bombs in pre-determined locations.

Intelligence sources have informed CNN-IBN that the 408 Detachment of ISI based in Karachi - which oversees terror operations in Maharashtra, Goa and Gujarat - is behind the floating of Indian Mujhaideen.

So, while local terror agents did the job, the planning and nerve control may have happened from the 408 Detachment of ISI in Karachi.

Mumbai Police claimed to have arrested three people, two of them engineers, in connection with sending threatening e-mails for Indian Mujahideen before the blasts.

MUMBAI: Mumbai Police claimed to have arrested three people, two of them engineers, in connection with sending threatening e-mails for Indian Mujahideen (IM). The cops claimed to have busted the media cell of the terror group suspected to be behind a string of bomb blasts since 2005. ( Watch )

The members of the IM's media cell, arrested from Pune, were identified as Mohammed Mansoor Asghar Peerbhoy (31), Mobin Kader Shaikh (24) and Asif Bashruddin Shaikh (22).

Peerbhoy was working in an MNC as a principal software engineer, Mubin was employed in an IT firm as a senior technical advisor and Asif was a mechanical engineer by education, police said.

Threatening e-mails were sent to media organisations prior to the July 26 Ahmedabad and September 13 Delhi serial blasts from unsecured wireless Internet connections in Navi Mumbai and Mumbai respectively. Another email was sent from a wireless internet connection at a college in Central Mumbai.

"Prior to the Ahmedabad blasts, they had come to the city to find wireless Internet connections and went to locations like Sanpada in Navi Mumbai, Chembur, Sion and Chhatrapati Shivaji Terminus," Joint Commissioner of Police (Crime) Rakesh Maria said on Monday.

On July 26, the trio left Pune at 0900 hours and went to Sanpada from where they sent the e-mail using the unsecured Internet connection of American national Kenneth Heywood at 1840 hours, just before the blasts in Ahmedabad, in accordance with the orders given to them, he said.

"They sat in the car in which they came and sent the e-mail after which they left," Maria said.

New Delhi: More arrests are expected in the coming weeks as the frightening dimensions of a radical Hindu terror plot start to unravel, with investigators indicating that it had the makings of a larger conspiracy and planning of reprisal killings of Muslims for serial bombings in a number of Indian cities.

Ten people, including a self-proclaimed Hindu seer and a serving lieutenant colonel, have so far been arrested for the Sep 29 bombing in a Muslim-dominated neighbourhood in the small Maharashtra town of Malegaon that killed five people. Investigators are now examining if a Hindu terror conspiracy was involved in several other blasts - like the one of the Samjhauta Express train in 2007 - that have till date remained unsolved.

The Anti-Terrorism Squads (ATS) arrest of Mahant Amritanand Dev alias Dayanand Pandey, the self-styled pontiff from Kanpur, which investigators say is a "prize catch", has already revealed that it was under his instructions that Lt. Colonel Shrikant Purohit procured RDX from an army depot that was used in the Malegaon blast.

"Pandey was present in all the pre-blast meetings in Bhopal, Jabalpur and Faridabad, monitored operations meticulously and was also responsible for arranging the finances that came in through illegal channels," an ATS source said.

Investigators are now questioning the suspects on the May 2007 blast at Mecca Masjid in Hyderabad, the attack on the Samjhauta Express train between India and Pakistan in February 2007 and the April 2006 twin blasts at New Delhis Jama Masjid.

"Not much headway has been made into the investigations in these attacks. We need to examine if a similar radical Hindu fringe could have been behind these bombings and that is under the scanner now," said a senior intelligence official, who could not be named because of the sensitivity of his position.

"We could see more arrests in the coming days but that will depend on whether we can get sufficient evidence."

It is believed that Pandey, a dropout from the National Defence Academy, was in touch with two other accused who are on the run - Ramji Kalsangara, who allegedly planted the motorcycle owned by the Hindu ascetic Pragya Singh Thakur in Malegaon, and Sameer Dange.

In the Mecca Masjid blasts as many as 14 people were killed and over 50 injured. The case was investigated by the city police special wing and was later handed over to the Central Bureau of Investigation which could not come to any conclusion. There were some remote indications of Bangladesh-based terror outfit Harkat-ul-Jihad-al-Islamis involvement.

Investigations into the Samjhauta Express explosion, in which at least 68 people were killed, and the Jama Masjid blast also failed to make headway and police could not across on any tangible leads.

Police have already established a strong link between Pandey and some of the suspects in the Kanpur blast case through surveillance - on Aug 24,two members of the right-wing Bajrang Dal were killed there while assembling bombs.

"With his (Pandey) arrest we will now get to the bottom of this case and see if there are linkages as well in the 2006 Nanded blasts in Maharashtra," said a senior police official.

Unearthing this terror network has indicated a major course correction for police, who had blamed Islamic terrorists for a wave of bombings that have killed more than 145 people targeting cities like Delhi, Bangalore, Ahmedabad and Jaipur this year.

The arrests have reinforced growing suspicions over the last few years of a potential threat from Hindu extremists.

A series of bomb blasts and shootings are now rocking Mumbai. The attacks are centred on the city's international hotels as well as transport hubs, including the domestic and international airports.

In the last few minutes, a second bomb has exploded at the Taj Mahal, although this may have been a controlled explosion, and the army has entered both the Taj and the Oberoi. One MP is reorted dead at the Taj, with two more believed to be still inside.

Hostages are being held at at least two hotels, with the terrorists said to be "looking for anyone with a British or American passport". An EU trade delegation was staying at the Taj.

Hospitals have reported receiving 80 bodies and more than 900 are believed to have been injured. MP Krishna Das, additional commissioner Ashok Kamte and the chief of the Mumbai anti-terrorism squad, Hemant Karkare, are amongst those killed, along with seven policemen.

Nine suspects have been arrested. Police earlier suggested that Fidayeen Islamic terrorists are responsible, but media have received a statement frm a previously unknown group called Deccam Mujihideen claiming responsibility. At least 24 terrorists are believed to be still at large. However, Hindu extremists are also reported to have been arrested.

The terrorists opened fire in one of Mumbai's smartest hotels - the Oberoi - at 22.45 local time, leaving seven dead and 25 injured. Navy commandos are now entering the hotel. In a bombing at the Taj Mahal hotel (pictured), MP Krishna Das and encounter specialist Vijay Salaskar were killed, and 15 people, seven of them foreigners, are reported to be being held hostage there. The top floor is on fire.

Nearby, a boatload of explosives is believe to have exploded. The police have called in the army and National Security Guard for help, and the Maharashta chief minister, who is on his way to the city from Kerala, has asked New Delhi for more assistance.

There has also been an explosion at the Trident Hotel, where more hostages are being held, and two more blasts were reported at Mazgaon and BPT Colony at  00:15 hours. Terrorists are believed to have hijacked a police van, as unidentified firing from a van was witnessed, injuring one person. A VP petrol pump near the Colaba district was blown up, as was the Metro Cinema hall, with one bomb exploding inside a taxi near Vile Parle, just a kilometre away from the airport.

Mumbai General Railway Police Commissioner A K Sharma said that terrorists armed with AK-47 rifles and grenades entered the passenger hall of a crowed Chhatrapati Shivaji Terminal (CST) railway station and opened fire, as well as throwing a grenade which killed two or three people and injured at least 10, including a policeman. Gunfire was also reported at the nearby JJ school of architecture at 23.49 hours, and both CST and Dadar stations have been evacuated, putting  the international and domestic airports on high alert. A taxi containing explosives has been stopped on the Western Express highway, which leads to the airport. Firing has been reported in the Borivali district, and Cama Hospital - a womens' and childrens' hospital - is the scene of an ongoing attack.

According to sources, Gujurat police warned Mumbai police that as many as 50 terrorists had infiltrated the city.

Firing was reported at Colaba, Nariman House, and Café Leopold - an area which attracts a lot of foreign tourists. There are reports of  firing at the Mariott hotel in Juhu, where two terrorists were shot after a long chase and several rounds of firing, and casualties were taken to a nearby hospital. Some people were injured in the firing near the Oberoi hotel and were taken to hospital in police vans and ambulances.

"At least 13 lawyers were killed and dozens more were injured in near-simultaneous explosions that ripped through courthouse complexes in three north Indian cities.

Federal authorities blamed militants trying to spark unrest between India's Hindu majority and Muslim minority, though a legal group noted all the blasts came in a state where lawyers had decided not to defend terrorism suspects.  --WTF?

At least nine lawyers were killed and 45 more people were injured in three explosions in Varanasi, one of Hinduism's holiest cities, said Mayawati, the top elected official of Uttar Pradesh state, where all three cities are located. She uses only one name.

At least two of those bombs were attached to bicycles, police said.

In Faizabad, a pair of bombs killed four lawyers and injured about 14 others, Mayawati told reporters in Lucknow, the state capital. One of the bombs was rigged to a motorcycle,[/b] said R.N. Singh, a local police officer. Faizabad is near the town of Ayodhya, where Hindu extremists destroyed the 16th century Babri Mosque in 1992, sparking widespread Hindu-Muslim riots.

Most of the injured were lawyers, officials said.

There was one explosion in Lucknow but no reports of deaths or injuries there.

Mayawati criticized federal intelligence agencies for failing to anticipate the attacks. "There was no warning to us from the federal government," she said.  

Vipin Mishra, spokesman for the state's Home Ministry, said the blasts went off less than 15 minutes apart inside court complexes.

B.K. Saksena, a lawyer in Lucknow who escaped unhurt, said proceedings were halted for the day after the explosion there.

"It was lunchtime and most lawyers were standing outside (the courtrooms). When the explosion happened, there was utter panic and people were running everywhere," Saksena said.

Indian court complexes are crowded, chaotic places, with lawyers often setting up small outdoor "offices" in makeshift, open-walled shacks built in courtyards. Many of the bombs apparently went off in such courtyards.

"It's a conspiracy ... this is the handiwork of some group that wants to disturb communal harmony in the country," the junior federal home minister, Sriprakash Jaiswal, told reporters. "They may have targeted the courts because large crowds gather in courthouses here."

But Padam Kriti, a spokesman of the Uttar Pradesh Bar Association, said the state's lawyers had decided earlier this year not to defend any terror suspects, and "it looks like" that decision may have been behind blasts.

Indian Prime Minister Manmohan Singh, who was attending a summit of Commonwealth leaders in Uganda, issued a statement condemning the blasts and expressing sympathy to the victims.

In New Delhi, the U.S. Embassy also condemned the attacks.

"Such acts strengthen the resolve of all well-intentioned people, including India's friends in the international community, to defeat terror and build peace based on the rule of law," it said in a statement.

Police defuse six bombs found in Andheri Mumbai India

India's financial capital the hub of film industry Mumbai was with bombing news when its people were welcoming the cricketing heroes at Wankhede Stadium.

Indian police have arrested two people carrying six crude bombs near the Andheri suburb of Mumbai, a train station in Mumbai just before the victorious Indian cricket team motorcade was to pass through this route.

Six crude bombs were immediately defused as per the reports of Anti Terrorist Squad {ATS} Chief Krishnpal Raghuvanshi.The offiicial decribe it as crude bomb of low intensity, country made ones and is not the work of terrorists as per Preliminary investigation.

Mohammad Bashir helped teach Gujarat terrorists bomb-making techniques

The three played an important role in organising the serial bombings in New Delhi

They had met Qureshi at least twice in August to discuss future attacks


NEW DELHI: Investigators believe that the three terrorists shot in New Delhi’s Jamia Nagar on Friday were key actors in an Uttar Pradesh-based network which constituted the logistical backbone of the Indian Mujahideen’s nationwide operations.

Police have identified the Indian Mujahideen operatives killed in the shootout as Azamgarh residents Mohammad Bashir and Mohammad Fakruddin. A third man who was injured has been identified as Saif Ahmad, also a resident of Azamgarh.

Police believe the three men, who were located after an Intelligence Bureau-led operation targeting Indian Mujahideen communications, played an important role in organising last weekend’s serial bombings in New Delhi.

Last week, The Hindu had broken news that the three Azamgarh men — whose names were withheld by this newspaper to avoid compromising the investigation — were being sought in connection with the New Delhi bombings.

Investigators had been searching for Bashir ever since the arrest of Sarai Mir-based cleric Abul Bashar Qasmi who, the Gujarat police alleges, had operational command of the terror cell which carried out July’s bombings in Ahmedabad.

According to Gujarat police investigators, Bashir, under the supervision of top Indian Mujahideen commander Mohammad Subhan Qureshi, taught local Indian Mujahideen cadre how to fabricate the improvised explosive devices used in Ahmedabad. Much of the training, police sources say, appears to have been carried out with the help of detailed circuit diagrams which were found in one of the apartments used by the terror cell.

Bashir, the Gujarat police say, also received the stolen vehicles which were used as car-bombs in Ahmedabad — vehicles that are thought to have been acquired by Qureshi who, despite the coordinated efforts of police in five States, is yet to be located.

Late on the afternoon on June 26, Bashir is believed to left Ahmedabad on a New Delhi-bound train. Qureshi — a highly-trained computer specialist who is suspected to have authored e-mail manifestos issued by the Indian Mujahideen after its attacks in Jaipur, Gujarat and New Delhi — is thought to have left Ahmedabad some two hours later.

Based on the phone records of the alleged Indian Mujahideen cadre held in Gujarat, the Intelligence Bureau concluded that Bashir was likely hidden out in safehouses provided by Students Islamic Movement of India sympathisers in the Jamia Nagar and Okhla areas of south-east Delhi. Efforts to locate the safehouses, Delhi Police sources said, were initiated last weekend.

However, the safehouses could only be located when Qasmi was brought to New Delhi and driven around the Jamia Nagar area on Thursday night.
Politics stalled arrests


Qasmi had told Gujarat police investigators that the three Azamgarh men had met with Qureshi at least twice in August to discuss future attacks. New Delhi was chosen as a target during these meetings.

But evidence on the critical role of Uttar Pradesh-based networks in the Indian Mujahideen’s operations had in fact been available ever since early this year, when the names of several of its operatives emerged in the course of investigations into the December 2007, synchronised bombing of trial court buildings at Lucknow, Faizabad and Varanasi.

Police found that Jaunpur based Mohammad Khalid Mujahid and Tariq Kazmi, using explosives provided by Jammu and Kashmir Harkat ul-Jihad-e-Islami commander Bashir Mir, had coordinated the trial court bombings. However, protests broke out after the arrests of the two men, leading the Uttar Pradesh government to order the State police to go slow on operations directed at SIMI.

Among those who thus escaped arrest was Qasmi. Indeed, Qasmi’s SIMI links been known to the Uttar Pradesh police since 2006, when he figured in the interrogation of Mohtasin Billa, an engineering student alleged to have facilitated that year’s serial bombings in Hyderabad. However, Qasmi was only finally held after the Gujarat police obtained a warrant for his arrest early this month. Police officials believe earlier action could have disrupted the networks which carried out the Ahmedabad attacks.

Friday’s shootings, interestingly, again sparked off violence in Azamgarh, where local Samajwadi Party activists claimed the men shot in New Delhi were innocent. Ahmad’s father, Sadab Ahmad, is vice-president of the local unit of the Samajwadi Party. Qasmi’s arrest — which took place after the Gujarat police obtained a judicial warrant, forcing the hand of their Uttar Pradesh counterparts — had had provoked protests in and around Sarai Mir, also spearheaded by local politicians of the Samajwadi Party.

The Bombings

On September 13, 2008, five blasts ripped through New Delhi within 45 minutes of each other, killing 21 people and injuring roughly 100 more. The Indian Mujahedin claimed responsibility for the bombings, sending emails to major Indian news organizations. In July, bombings took place in the western state of Gujarat, which killed 45 people, and in May in the city of Jaipur, which killed 61 people. The Indian Mujahedin also claimed responsibility for those attacks. This new wave of attacks across Indian cities was intended to "sow panic, inflict civilian casualties and, according to Indian officials, inflame tensions between Hindus and Muslims."

National elections are also approaching in India, giving the opposition Bharatiya Janata Party the opportunity to criticize "the coalition government led by the Congress Party for its inability to prevent bombings like those of Saturday," making it a "major point of vulnerability for the incumbent administration."[1]

What is the Indian Mujahedin?

According to Indian police, the Indian Mujahedin (IM) is "an offshoot of the banned Students' Islamic Movement of India (SIMI)."[2] In fact, it is "the hardline faction of Students Islamic Movement of India (SIMI) that broke away in 2005 to protest against the diffidence of the moderate faction about declaring a full-scale war on India."[3] Reports also link the IM with the banned organizations, Harkat-ul-Jihad-e-Islami and Harkat-ul-Mujahedeen.[4]

The Students Islamic Movement of India (SIMI) has reported ties with the Pakistani ISI, in having had cadres of its members being trained by the ISI to launch terror attacks in India. The ISI is also reported to have maintained contacts with SIMI in relation to their operatives traveling around the Middle East, specifically Saudi Arabia, to engage in fund raising. SIMI’s reorganization was also aided by the ISI, which led to the branching out of the hardline element, the Indian Mujahedin.[5]

Harkat-ul-Jihad-e-Islami also has extensive ties with the ISI, as the group carried out terror attacks in Hyderabad in 2007, "at the instance of Pakistan's Inter Services Intelligence."[6] Many members of the Harkat-ul-Jihad-e-Islami were trained at ISI camps in Pakistan, and it "receives patronage and support from Pakistan’s Inter-Services Intelligence." Significantly, "the group’s anti-India operations are planned by the ISI, mostly from the Bangladeshi capital Dhaka."[7]

Harkat-ul-Mujahedeen, the third terror network with extensive ties to the Indian Mujahedin, used to be known as the Harkat ul-Ansar. Harkat ul-Ansar was created by then-Pakistani General and future President Musharraf in the early 1990s, and was active in recruiting 200 Pakistanis to be trained by the ISI and sent to fight a jihad in Bosnia, "with the full knowledge and complicity of the British and American intelligence agencies." This group also has links to those individuals associated with financing 9/11, as well as being involved with the London 7/7/ bombings.[8]

So all three terrorist groups associated with creating and having links with the Indian Mujahedin (IM) have extensive ties with the Pakistani ISI. Since these three organizations created the IM, it is essentially a creation of the ISI itself.

Who Benefits?

Two days before the bombings took place, the Times of India ran a story discussing US defense corporations seeking major contracts in India, including "the single largest one-time military contract in history," India’s buying 126 multi-role combat aircraft (MRCA). The deal is said to be worth $10 billion, "which would not be concluded in the term of this government but by the next government." Two major US companies vying for this contract are defense giants Boeing and Lockheed Martin. India’s Defense Minister A.K. Antony said that his recent meetings with US Defense Secretary Robert Gates and other Washington figures were primarily focused on "Pakistan’s rapid descent into chaos and the stepped up terrorist activity by renegade elements in the country, including provocations on the border and in Kashmir."[9]

Two days later, the attacks within India would confirm the need for a built up defense and military establishment within India. Contracts are sure to be signed.

The bombings also occurred at a time that "India is resisting renewed pressure from the West to send its troops into Afghanistan to boost the coalition troops there." More troops are needed in Afghanistan as the Taliban experience a resurgence, armed and financed by Pakistan’s ISI. However, as the Times of India notes, "India is not about to enter this particular cauldron because its troops would fan the flames in a way that no others would do. They would draw fire from Pakistanis and India would be sucked into a battle, which would have huge implications for its internal security."[10] Perhaps this is the idea?

The attacks also occurred just as "the US Congress is considering the approval of the US-India civil nuclear deal and days before [Indian] Prime Minister Manmohan Singh visits Washington."[11]

Expect to see more press releases from DHS ramping up "roadside bomb check training and funding" when the economy is going to total hell. 

Also I feel this whole thing is at least partially a beta test of a multitude of shock-testing factors against the public with what will subsequently be ultra hardcore police state measures, so as to simulate conditions that might exist in America that Northern Command might have to deal with if the "anti-terror" chief, i.e. the DHS sec were to be targeted here, and/or a physical insurrection against the Federal Reserve.  They also probably want to have a reason to test their latest space surveillance and nano-tech DARPA enslavement bullshit toys.
