BioTerror False Flag Watch: Anthrax & Avian Flu

On October 1st, the same day that Bush activated the 1st Brigade domestically, the Office of the Secretary of the Department of Health and Human Services released a disturbing "Declaration Under the Public Readiness and Emergency Preparedness Act" [DOCID:fr06oc08-76] which begins with this summary:

SUMMARY: Declaration pursuant to section 319F-3 of the Public Health
Service Act (42 U.S.C. 247d-6d) to provide targeted liability
protections for anthrax countermeasures based on a credible risk that
the threat of exposure to Bacillus anthracis and the resulting disease
constitutes a public health emergency.

What is the purpose of this notice?  It provides legal immunity for contractors who are manufacturing anthrax vaccines.

If you are hurt by taking an anthrax vaccine, you cannot sue the manufacturer.

In this example a Michigan company, BioPort, has been awarded a no bid ("sole source") contract by the Department of Health and Human Services to produce 5 million doses of the BioThrax anthrax vaccine for a total price of $122 million. Payment for the contract is made through the Centers for Disease Control and Prevention in Atlanta, GA.  Delivery of the 5 million anthrax vaccine doses was to be completed by May 2007.

The contact includes complete indemnification against "hazardous risks" which includes any environmental damage or human exposure to infectious or toxic materials during the manufacturing of the vaccines, ANY adverse reaction (including death) by those taking the vaccine. BioPort is also indemnified if the product fails to perform at all!  In short, the manufacturer is indemnified if their product does no good whatsoever and kills everyone that is injected!.

This is just one of 22 contracts for a variety of anthrax vaccines, as well as other antibiotics effect in preventing or treating anthrax including doxycycline, cipro, amoxicillin, rifampin, Clindamycin, and many others.

Indemnification means that the government is promising to defend the contractor if they are sued and to agrees to pay their legal expenses.  Of course this potentially exposes the government to huge legal fees if law suits for a dangerous vaccine were brought to court.

THIS is the reason for the declaration referenced above, because the declaration referenced above goes beyond indemnification to grant complete immunity or "liability protection". This eliminates any legal expenses because now no one will be able to sue manufacturer or the government for damage occuring from the administration of anthrax vaccines!!  This declaration relieves the government and its contractors of any responsibility for harm caused by adminstering anthrax vaccines to the public.

Does the introduction of this declaration of "targeted liability protection" mean that an anthrax attack is imminent?  Not necessarily.  For example a very similar targeted liability protection was declared for the manufacturers of the Avian Flu vaccine back in January 2007:

The move to protect vaccine manufacturers from any liability first last surfaced during the 2005 pandemic flu scare when the country was faced with a shortage of flu vaccine.  The Bush administration used the flu vaccine shortage as an opportunity to press for immunity for all vaccine manufacturers.

This is also reminiscent of Bush's obsession to provide telecom companies legal retro-active immunity as they assisted the President in treasonously spying on Americans.

The burning question remains: Why now?

The anthrax vaccines have already been manufactured.  So why is the government suddenly so interested in protecting itself from the costs of indemnifying the vaccine manufacturers? Could it be that they have reason to believe that an anthrax attack is imminent?

Support for this idea comes from a government program just announced to distribute Anthrax vaccine to 100% of the population in certain areas using United States Postal Workers.

Folks that's almost one billion dollars to a single contractor for 35 million doses of anthrax vaccine!

I'm guessing that vaccine will have "unintentional" side effects that require the legal immunity HHS has just granted Emergent and the other 21 contractors.

I'll spell this out for those that haven't connected the dots:

1) Stage a fake anthrax attack

2) Use this pretext to inject millions of people with a "anthrax" vaccine.

3) The vaccine ITSELF leads to widespread health problems to be blamed on the original fake attack.

What concerns me most about the close ties of Emergent with the Bush administration is the potential for this company to be carrying out an op.... 

Specifically a scenario (proffered by myself and others earlier in this thread) that goes something like this:

1) A small anthrax attack in a few areas is hyped to appear to be widespread

2) In response to this "attack" anthrax vaccines and anti-biotics are widely administered (by postal workers)

3) The vaccines/antibiotics themselves CAUSE symptoms of anthax.

4) Widespread sickness of hundreds of thousands (millions?) Americans is used to justify declaring martial law and using the Army North to enforce a quarantine.

5) A biological emergency also triggers the agreement already signed which allows for joint Canadian/US military action and cedes control to the UN and WHO.

6) The clincher in this scenario is that the government would just happen to have the antidote to save us all ... but by the time this was administered it would be accepted by the sheeple that Amerika could never be the same and that ongoing martial law will be required.

I will never forget the chilling news conference where Bush seemed to eager to float the idea of the need for a militarized quarantine.  I couldn't find a video of the entire news conference, but here's a news clip that contains Bush's response:

A biological emergency where millions are sick and quarantined (BECAUSE the government injected them!) provides the perfect context for a military take over ... with the population isolated in pockets and dissenters killed in the name of protecting the public.

On September 23, 2008 Michael Chertoff ordered Michael Leavitt (Secretary of DHHS) to distribute Anthrax countermeasures into the "delivery chain" (postal workers, first responders, law enforcement).

Here's a quote from his letter:

First, our Department has already found that an anthrax attack poses a material threat to the United States population sufficient to affect national security1-which allows me to conclude that there is a non-negligible possibility that a heightened risk of attack will arise. Second, were the government to determine in the future that there is a heightened risk of an anthrax attack-if, for example, there were credible information about an imminent threat of such an attack-that determination would almost certainly result in a domestic emergency. This is so, among other important reasons, because those exposed to Bacillus anthracis need to take appropriate antimicrobials rapidly after exposure to avoid contracting anthrax and because of the significant challenges to rapidly delivering such antimicrobials to those at risk in an anthrax emergency.

On this basis, I determine that there is a significant potential for a domestic emergency, involving a heightened risk of attack with a specified biological, chemical, radiological, or nuclear agent or agents -in this case, Bacillus anthracis. Given this determination, I urge you to employ all relevant emergency powers under 21 U.S.C. 5 360bbb-3 to ensure distribution of pre-need countermeasures that may be effective in preventing the contracting of anthrax by people in the delivery chain, such as U.S. Postal Service workers; to first responders, including law enforcement; to essential government and non- government workers; and to the general public.

I don't know. 

However I do know that perpetrators love distractions ... for example initiating genocide in Georgia as the the Olympics are opening.

The whole world now is focused on one thing:  financial melt down.  With everyone looking at the right hand ... would this be a good time for the left hand to distribute anthrax/avian flu "countermeasures" and setup the op?

It also disturbs me that so many politicians were willing to completely ignore the strongly expressed will of the people during an election year.  Calls came in 90 to 1 (or more) AGAINST the bail out.  They voted for it anyway.  Could it be that some were aware that something was in the cards that would make their re-election a non-issue?

That said, I'm generally operating under the idea that we've got two years before complete lock down here in the USA.
