"FREE" REVERSE PHONE Lookups & Caller ID that does not Identify a Name

My phone used to display the name for most numbers and now Caller ID just means that the number is displayed. Now if I could simply search a phone book, then reverse lookup would be a snap. I have googled "reverse lookup" and followed dozens of "free" lookups and they do lookup the number for free and they tell you the information is available but they don't tell you who it is for free. So clever...that's pretty funny.
I have to PAY to NOT publish my phone number in the public phone book, but the numbers that are supposedly "publicly published" are available for a price.
Does anybody know how to access free reverse lookups that are actually FREE?
