Alex could you address if there is a Charter for the Federal Reserve?
Andrew Jackson was able to end the Central Bank because there was a charter that had to be renewed periodically by Congress, it came up at the end of his 2nd term which is what he held on for. (and succeeded!)

I have tried to find this present day FR Charter, have heard there is one, cannot find the exact wording of it. 
Could it be this grab is happening because the Charter renewal is coming up soon and obviously no one in right mind will want to renew.
