It's easy you just need DOD sized funding.

Get a book on DNS(domain name service) routing and zones.

basically you set up a computer with dns, put a router on each side of it. Each router(decides where each packet or message goes) connects through leased lines to other routers that connect to dns servers. (you need another DOD sized budget to rebuild your own lines).
