On November 28 2002, Henry Kissinger was chosen to Chair the 9/11 Commission, on Dec, 14 2002 he resigned because "resolving potential conflicts of interest" would have meant liquidating his consulting firm, Kissinger Associates.
With that,technically, he was out of the picture.
Being only mentioned briefly along with Republican Presidential Candidate, John McCain, maybe they worked in the background.

Notice the role of Jane Lakes Harman in getting Kissinger out. Curiously, Harman served on Bremer's Terrorism Commission. She even had lunch with life-long Kissinger Lieutenant Bremer the day before the 9/11/01 attacks. She is, of course, the sponsor of HR1955 the "Violent Radicalization and Homegrown Terrorism Prevention Act of 2007."
