Michael Todd the Chief Constable of Greater Manchester Police long tipped for the top job in the British police as a future Commissioner of the Metropolitan Police and who led an 18-month inquiry into whether CIA torture flights landed on British soil has been found dead today. He went missing last night while walking in Snowdonia and after a search was launched a body was found this afternoon at the bottom of a cliff. Deputy Chief Constable Dave Whatton said: "Yesterday our chief constable Michael Todd was off-duty walking in Snowdonia. Last night we became concerned for his welfare and as a result searches started to find him. These searches have continued today and unfortunately this afternoon a body has been found. I believe it is Michael but we have not been able to formally identify him at this time. The weather conditions are extremely bad at the moment and are hindering our inquiries. There will be a coroner's investigation which means I can't say any more at this time. The cause of his death is not yet known but suicide is understood to be one line of inquiry. Letters addressed to his family were also found. This is less than 3 weeks after UK Foreign Secretary, David Milliband, was forced to admit that contrary to "earlier explicit assurances" that two CIA 'torture flights' had indeed landed at Diego Garcia, the British Indian Ocean territory where the US has a large airbase. Previously Mr Todd had been tasked with leading an investigation to whether British territory had been used to refuel US extraordinary rendition planes. The findings of the investigation was that after examination of all the information available relating to this issue it was concluded that there was no evidence to substantiate any allegations that Britain had been used as a staging post for the CIA's programme of extraordinary rendition. At the time the findings of the investigation were published Shami Chakrabarti, the director of Liberty , responded by accusing ACPO of "spin" and questioned whether there had in fact been any investigation after reportedly receiving a letter from Chief Constable Mike Todd on behalf of ACPO "refusing" to investigate. After the government embarrassing U-Turn senior police chiefs issued a statement defending the inquiry into CIA torture flights led by Greater Manchester's chief constable Michael Todd. A spokesman for the Association of Chief Police Officers said the 18-month inquiry led by Mr Todd had not extended to British airports abroad. "Its initial inquiries covered only England and Wales and did not extend to overseas territories." Surprisingly this is despite specific allegations by human rights group Liberty that CIA flights had flown into Britain (including Scotland) more than 210 times since 2001. After MPs and human rights groups yesterday demanded an independent inquiry into the use of UK territory by CIA "torture flights" fresh questions emerged over the government's handling of the issue. The question has to be asked to whether these recent series of events led to the tragic death of Mr Todd. It will undoubtedly raise further disturbing questions as to why he was in such a remote location during a period when Britain is experiencing severe weather conditions and gales of up to 80mph affecting the north of England and Wales. Given the fact that Dr Kelly died in similar ‘lonely’ circumstances further speculation maybe warranted.

It will undoubtedly raise further disturbing questions as to why he was in such a remote location during a period when Britain is experiencing severe weather conditions and gales of up to 80mph affecting the north of England and Wales. Given the fact that Dr Kelly died in similar ‘lonely’ circumstances further speculation maybe warranted. Hahaha I'm in the North right now and judging from the weather outside this guy is nuts. So nuts he must have jumped down the cliff, what a crazy guy

A city police chief who led an investigation into charges that Britain cooperated with secret CIA flights to transport terrorism suspects without formal proceedings has been found dead, his deputy said Tuesday.
Manchester Chief Constable Michael Todd, 50, was found dead in Snowdonia, about 240 miles northwest of London, Deputy Chief Constable Dave Whatton said. He had been missing since going out for a walk Monday during his day off.
Whatton said the body, which was found Tuesday afternoon, had not yet been formally identified but he believed it was Todd.
He said a coroner's inquest would investigate the cause of death and did not give any further details.
Todd was elected vice president of the Association of Chief Police Officers of England and Wales in 2006, according to a biography on his Web site.
The association gave him the task of looking into accusations that Britain allowed the CIA to use the country's airports to fly terrorism suspects to other countries without any extradition hearings, a clandestine procedure known as "extraordinary rendition."
Todd's investigation concluded last June that there was no evidence to back the claim. Last month, however, Britain admitted one of its remote outposts in the Indian Ocean had twice been used by the United States as a refueling stop for the secret transfer of two terrorism suspects.
He and his wife had a daughter and twin sons.

This is not the only aspect of the story that has apparently changed. Originally it was reported that Michael Todd, the Chief Constable of Greater Manchester, had been found with hand written notes to members of his family which indicated an intent to commit suicide. Ian Henderson, secretary of Llanberis Mountain Rescue Team said the search switched to Bwlch Glas after walkers found personal possessions in the area. Now, no mention is made to any such personnel possessions or notes being found except a bottle of gin conveniently found near his body. And what about the walkers who spotted his body and the possessions strewn across the area – have these now all vanished? Prior to this tragic incident there were apparently no indications that Mr Todd was depressed. On an interview on BBC Radio4 today a colleague of his stated that he seemed fine & in fact exhilerated in the days leading up to his death. Also, why did a Whitehall source so quickly deny that Mr Todd’s death had nothing to do with his work but was related to his personal life? Surely, a rather rash judgement less than 24 hours after his body was found. Even more so, given the fact that his handling of the enquiry into CIA torture flights had recently been discussed by MPs and human rights watchdogs who are demanding a fresh independent inquiry. It was also first reported that colleagues (not his family) first became concerned about his welfare after a series of telephone calls on Monday afternoon leading to officers immediately scrambling helicopters to try to track him down. Today the Greater Manchester Police chief is reported to have sent a series of "worrying" text messages before he was found dead in North Wales, the BBC has been told. So, which is it telephone calls, text messages or the mystery letters? And why is it the police are so evidently aware of all this information and are releasing it so quickly? Intriguingly, there is also speculation a Sunday newspaper may have been planning an expose on Mr Todd. Publicist Max Clifford said he had been approached by a man last week who claimed to have a "damning story" that would "bring down a top copper". Was the “top copper” Mr Todd himself or somebody else related to him in someway? There appears to be more questions than answers at this stage. Something does seem very amiss.

An inquest into the death of Michael Todd was adjourned today after just 10 minutes. During the hearing the coroner Dr Anthony Caslin who carried out the post-mortem stated “no obvious cause of death” had been found. There was no evidence of organ, respiratory infection or disease and no fractures to Mr Todd's skull, ribs or spine. The inquest at Llangefni, also established that preliminary toxicology reports found that contrary to media reports the chief constable did not have a huge amount of alcohol in his blood when he died on Snowdon. During the hearing it was announced that Mr Todd was declared dead at 7.30pm on Tuesday on the lower slopes of Mount Snowdon after his body was identified by colleague Det Supt Shaun Donnellan of Greater Manchester Police. The deceased was found wearing sturdy mountain boots, thin waterproof leggings, a micro-fleece and thermal top, but no coat. This was confirmed by Mr. Henderson, secretary of the Llanberis Mountain Rescue Team who stated “He didn’t have a jacket on. A team went up yesterday to try and find a jacket but without any success.” Other contradictory reports assert that Mr Todd’s body was found partially clothed and that his warrant card was found nearby his body. A source told the Press Association that Todd's coat had come off and some of his clothes were discovered nearby. The source added: "The body was found next to a half-full bottle of gin, slumped face down on a gentle slope near to the railway track.” No tablets or pills were found at the scene. At the inquest it was reported that no scuffing or tearing on the clothes but that Mr Todd had a superficial cut above his right eyebrow measuring one centimetre above his right eyebrow, a three centimetre cut on his nose, another of three centimetres on his left shin and cuts to the knuckles on his right hand. How these occurred has not yet been explained? The most intriguing news of all is that rescuers searched in completely the wrong place for Mr Todd for more than 12 hours after being given an incorrect location by mobile phone trackers. This was when an attempt to locate him via his mobile phone signal indicated he was near Port Dinorwic, approximately 10 miles away from where he was eventually found. Ian Henderson, secretary of the Llanberis Mountain Rescue Team, said: “Mobile phone signals are notoriously difficult to track. “We used the best information we had at the time.”  It has also emerged today that a briefcase and personal belongings to Mr Todd were stolen from his car last September.

Well put. Everyone here is so robotic. I've told sooooo many people what really goes on and they'll be interested for 10 minutes then go away and forget everything I've told them. My suspicion is that our culture is the most heavily automated on the planet. CCTV and the surveillance state was put to test here for public reaction before being used in the USA, for instance, we're like a cultural petri dish. I hate it.

Totally. Until the police start using powers they've been given to combat radical Islam against the general public, the waking up process will be veeeery slow. Which just means they have more time to study what our reaction is going to be when we do wake up. And the police will be very grateful when their pay stops going down.

The police chief who died on a blizzard-swept mountain might have survived if rescue services had been alerted earlier, according to the expert who masterminded the recovery of his body.
Peter Walker has provided the first detailed account of the hunt on Snowdon for Greater Manchester Police Chief Constable Michael Todd.
His claims raise a series of disturbing questions about the death of Mr Todd, who was tipped as a future Scotland Yard Commissioner.
Mr Walker, 52, a veteran of hundreds of rescue operations, alleges that mountain rescue services were not called in to search for the police chief, who had been linked with a number of women, until hours after he was first reported missing.
He also claims that a mysterious group of dark-suited men were seen at the bottom of Mount Snowdon after Mr Todd's body was found. He believes the group, who did not identify themselves, were from the Security Services.
Mr Walker also reveals that a Chinook helicopter attempted to land close to where Mr Todd's body was found - an apparent breach of normal rescue procedure. And he says that a bottle of champagne was found in Mr Todd's rucksack.
Inquiries suggest that officers from Greater Manchester Police were also involved in the hunt for the missing chief constable.
Mr Walker, a co-ordinator at Ogwen and Llanberis Mountain Rescue team, said: "The fact is we were called in too late. Normal mountain rescue procedures were not followed. If we had been alerted earlier I believe we might have saved his life."
Concern for the father of three's safety was reportedly raised during the afternoon of Monday, March 10 when Mr Todd is said to have rung and sent text messages to his close friends and family. Among those alerted was Scotland Yard commissioner Sir Ian Blair, who was contacted by a female officer who had received a message from Mr Todd.
Initially the hunt - based upon mobile phone tracking - focused on an area close to the Menai Straits, ten miles from where Mr Todd actually was.
Mr Walker said: "I have been told that when Mr Todd went missing, Greater Manchester Police decided they could find him through his mobile phone signals. I heard quite a large contingent was sent up. I don't know when North Wales Police were brought in.
"But I understand flawed information was given which sent them out to the coast near Port Dinorwic."
It was, said Mr Walker, "well after midnight" when the mountain rescue team was brought in, and at the insistence of the police that was a very small team.
"They used only three men and a dog, which is totally against normal practice," he said. "Thirty-six people and all the dogs are normally called out to any incident. The three men have been sworn to secrecy by police."
In pitch darkness, and with a storm brewing, the search proved to be a hopeless task and was eventually called off until daybreak on Tuesday.
Later that morning a pair of hikers found a rucksack containing personal items linked to Mr Todd, 300ft from the summit of Snowdon in a spot known as Bwlch Glas.
They made a 999 call to North Wales Police and it was that which led to the hunt being switched to Snowdon at 1pm.
Mr Walker was sent to co-ordinate the 36-man search and was dispatched to a small mountain rescue centre, where a helicopter was due to arrive with the two hikers who had found the rucksack.
"I knew then that something out of the ordinary was happening," said Mr Walker. "We don't normally send helicopters to pick up witnesses. I knew then that whoever was missing must be a VIP. There were police everywhere.
"After the couple were dropped off, a local police officer and a member of our team flew back up the mountain in the helicopter to Bwlch Glas where the rucksack had been found. They found Mr Todd's body almost immediately.
"Mr Todd was found face-down covered in snow. A half-empty bottle of gin was found by his side. His winter jacket was also found discarded in the snow a few yards away.
"Someone told me that they also found a bottle of champagne in Mr Todd's rucksack, a strange thing to take up a mountain. I don't know whether it was full or empty."
Mr Walker added: "I picked up the two hikers in my Land Rover. They were a youngish man and woman and they had just been dropped off by the helicopter and were bemused by all the activity.
"I took them to a mountain rescue station a couple of hundred yards away where they were questioned about where they had found the rucksack. But before long they were whisked away by a squad of police. I don't know where they went to, but I did know the young woman was from Brighton."
Mr Walker then told how he started ferrying the rescue team in his Land Rover up a treacherous mountain path to a summer house called Hafoty. It was the furthest the team could reach by road - and they still faced a hazardous hike of two hours to where the body lay.
Mr Walker said: "I stayed at Hafoty to co-ordinate the operation by radio. The rescuers reached the body at about 3pm. By that time the weather was really closing in.
"To make matters worse, a huge Chinook helicopter suddenly appeared and tried to make a landing. It made two attempts, but it was impossible and it soon pulled off. No one had a clue where it came from.
"Six men at a time were used to carry the stretcher in relays with Mr Todd's body strapped to it down the mountainside.
"It was touch and go, we were operating in failing light at this stage due to the blizzard. Conditions underfoot were treacherous."
The rescue party eventually reached the bottom of Snowdon by 7pm on the Tuesday.
Mr Walker added: "Men in dark suits were swarming all over the place. They were not in uniform. We took it they were spooks, Government agents. They weren't normal plainclothes detectives, and they didn't introduce themselves to us."
The body of Mr Todd - who last year investigated claims that the CIA had used British airports to fly terrorist suspects for torture in other countries but found no evidence to support the allegation - was stretchered into an ambulance and taken away. It was only then, said Mr Walker, that he was told the 'VIP' was the chief constable.
"When I was told who it was it all made sense. We had only been told it was a VIP missing, no more than that. It was typical of the secrecy that has surrounded the whole operation ever since, and explained why we hadn't been called in earlier.
"If we had known who we were looking for from the onset, and been given his vehicle details, I honestly think we could have found him alive."
Later Mr Walker was astonished to learn that Mr Todd's Range Rover had been found outside the mountain rescue expert's own home in Llanberis, parked next to Mr Walker's Land Rover. Mr Todd had left it there before setting off on his fateful journey.
"If I had been told what vehicle he had been in I would have found it just by popping my head out of the door," Mr Walker said.
"If we had been told the night before that a man was missing we would have automatically launched full mountain rescue procedure.
"The first thing we would have done was to look for the vehicle. It is routine to look for a missing person's vehicle. Once we had found that, we would have forced the door, sent in a sniffer dog to pick up the scent and take us directly to where the missing man was."
Since his death Mr Todd, 50, has been linked with at least six women. These include several female police officers, a business chief and a newspaper journalist.
Mr Todd would spend the week in his Manchester city centre flat and return to his wife Carolyn at their family home in Nottingham at weekends.
An independent police inquiry is being held to establish whether Mr Todd's complex personal life affected his duties.
Villagers in Llanberis have claimed that they were questioned by detectives from Greater Manchester Police.
Janice Hughes said she was visited by two plain-clothed officers on the afternoon Mr Todd's body was found.
She said: "There was all this activity from police around the black Range Rover that was parked opposite. Soon after, it would have been about four or five o'clock, two plain-clothed detectives came to interview me. They showed me their warrant cards and said that they were from Greater Manchester Police.
"They asked me all sorts of questions about the Range Rover, but I don't think I was much help. I told them what time I had seen it, but I never saw who was driving it. The detectives interviewed me for about half an hour.
"A couple of days later North Wales Police also came to interview me and asked me the same questions. They said it was necessary to dot all the i's and cross the t's."
Last night Greater Manchester Police said: "As an inquest is to be held and an investigation by Her Majesty's Inspectorate of Constabulary is under way, it would be inappropriate for us to comment."
North Wales Police said: "We will not be making any comment at this time. The matter is under investigation and the coroner may wish to respond when he is receipt of the investigation report."

LoL  I was just about to post the same article. http://www.dailymail.co.uk/pages/live/articles/news/news.html?in_article_id=549488&in_page_id=1770 It is very interesting to see a big British newspaper now also questioning the official version of events regarding Mr Todd's death. I can't help but wonder if the reason why Mr Walker has now gone public with his thoughts is not because he has serious questions about what occurred but more to do with concerns over his safety.

I would not be surprised if the guy in charge is indeed worried that he could be next - especially if he has been asking questions, I am sure he will be aware of the other two police 'suicides' that occurred the week after.
