As the debate over the forthcoming EU referendum gears up, it would be wise perhaps to remember how Britain was led into membership in the first place. It seems to me that most people have little idea why one of the victors of the Second World War should have become almost desperate to join this "club". That's a shame, because answering that question is key to understanding why the EU has gone so wrong.

Most students seem to think that Britain was in dire economic straits, and that the European Economic Community – as it was then called – provided an economic engine which could revitalise our economy. Others seem to believe that after the Second World War Britain needed to recast her geopolitical position away from empire, and towards a more realistic one at the heart of Europe. Neither of these arguments, however, makes any sense at all.

Monnet’s Action Committee was also given financial backing by the CIA and the US State Department. The Anglo-American establishment was now committed to the creation of a federal United States of Europe.

Today, this is still the case. Powerful international lobbies are already at work attempting to prove that any return to democratic self-government on the part of Britain will spell doom. American officials have already been primed to state that such a Britain would be excluded from any free trade deal with the USA and that the world needs the TTIP trade treaty which is predicated on the survival of the EU.

The Bilderberg Group acts as a “secretive global think-tank,” with an original intent to “to link governments and economies in Europe and North America amid the Cold War.”[5] One of the Bilderberg Group’s main goals was unifying Europe into a European Union. Apart from Retinger, the founder of the Bilderberg Group and the European Movement, another ideological founder of European integration was Jean Monnet, who founded the Action Committee for a United States of Europe, an organization dedicated to promoting European integration, and he was also the major promoter and first president of the European Coal and Steel Community (ECSC), the precursor to the European Common Market.[6]

Declassified documents (released in 2001) showed that “the US intelligence community ran a campaign in the Fifties and Sixties to build momentum for a united Europe. It funded and directed the European federalist movement.”[7] The documents revealed that, “America was working aggressively behind the scenes to push Britain into a European state.

One memorandum, dated July 26, 1950, gives instructions for a campaign to promote a fully-fledged European parliament. It is signed by Gen William J Donovan, head of the American wartime Office of Strategic Services, precursor of the CIA.” Further, “Washington’s main tool for shaping the European agenda was the American Committee for a United Europe, created in 1948. The chairman was Donovan, ostensibly a private lawyer by then,” and “The vice-chairman was Allen Dulles, the CIA director in the Fifties.

The board included Walter Bedell Smith, the CIA’s first director, and a roster of ex-OSS figures and officials who moved in and out of the CIA. The documents show that ACUE financed the European Movement, the most important federalist organisation in the post-war years.” Interestingly, “The leaders of the European Movement – Retinger, the visionary Robert Schuman and the former Belgian prime minister Paul-Henri Spaak – were all treated as hired hands by their American sponsors. The US role was handled as a covert operation.

The European Coal and Steel Community was formed in 1951, and signed by France, West Germany, Italy, Belgium, Luxembourg and the Netherlands. Newly released documents from the 1955 Bilderberg meeting show that a main topic of discussion was “European Unity,” and that “The discussion affirmed complete support for the idea of integration and unification from the representatives of all the six nations of the Coal and Steel Community present at the conference.” Further, “A European speaker expressed concern about the need to achieve a common currency, and indicated that in his view this necessarily implied the creation of a central political authority.” Interestingly, “A United States participant confirmed that the United States had not weakened in its enthusiastic support for the idea of integration, although there was considerable diffidence in America as to how this enthusiasm should be manifested. Another United States participant urged his European friends to go ahead with the unification of Europe with less emphasis upon ideological considerations and, above all, to be practical and work fast.”[9] Thus, at the 1955 Bilderberg Group meeting, they set as a primary agenda, the creation of a European common market.[10]

The Treaty of Rome was written on a blank sheet to enable Jean Monnet and his CIA/Council on Foreign Relations friends (see below)  to put anything they might want into it 
along the road, since the heads of state and government disagreed at the time of signature. But no matter what they might put into it, the signers were caught, forced to accept it!! The following clown tales are reports on the biggest political deceit in history and the incredible lack of efficieny and competence of the EC/EU – long before the Constitution/Lisbon Treaty deceit, thus showing a basic deceitful feature of the EU..

The BBC wrote an appalling report on 23.March 2007:  From the beginning (the 6 signers to the Treaty of Rome)  struck a tone that dogs the European project to this day: they worked largely in secret (Marie-Helene (right) and the others had to sign contracts which banned them from talking about their work, even to their families).

One of the most interesting US covert operations in postwar Europe was the funding of the European Movement. The European Movement was an umbrella organization which led a prestigious, if disparate, group of organizations urging rapid unification in Europe, focusing their efforts upon the Council of Europe, and counting Winston Churchill, Paul-Henri Spaak, Konrad Adenauer, Leon Blum and Alcide de Gasperi as its five Presidents of Honour.

It will be argued here that the discreet injection of over three million dollars between 1949 and 1960, mostly from US government sources, was central to efforts to drum up mass support for the Schuman Plan, the European Defence Community and a European Assembly with sovereign powers. This
covert contribution never formed less than half the European Movement's budget and, after 1952, probably two-thirds. Simultaneously they sought to undermine the staunch resistance of the British Labour government to federalist ideas

This essay concentrates on the US dimension of these activities.4

The conduit for American assistance was the American Committee on United Europe (ACUE), directed by senior figures from the American intelligence community. This body was organized in the early Summer of 1948 by Allen Welsh Dulles, then heading a committee reviewing the organization of the Central Intelligence Agency (CIA) on behalf of the National Security Council (NSC), and also by William J. Donovan, former head of the wartime Office of Strategic Services (OSS). They were responding to separate requests for assistance from Count Richard Coudenhove-Kalergi, a veteran Pan-European campaigner from Austria, and from Churchill. ACUE worked closely with US government officials, particularly those in the Economic Cooperation Administration (ECA) and also with the National Committee for a Free Europe.

The origins of covert aid to European federalists may be traced back to Coudenhove-Kalergi. Like other prominent pan-Europeanists of the interwar period, typically Aristide Briand the French Foreign Minister, his ideas owed much to disillusionment caused by the First World War. Exiled to the United States in 1943, in March 1947, on the eve of the Marshall Plan address, he was successfully lobbying US Senators J.W Fulbright and E.D. Thomas for congressional support for the idea of European unity and succeeded in having motions passed in favour of a 'United States of Europe' in the Senate and in the House of Representatives. Allen Dulles and William J. Donovan, who had joined Coudenhove-Kalergi's campaign for American support in 1947, now came together to create the short-lived Committee for a Free and United Europe designed to publicize European unity in the United States and to offer support to federalist
groups in Europe.
This was formally founded on 19 April 1948 with Senator Fulbright as its chairman and the William Bullitt, former ambassador to France, as its vice-chairman. But this committee was to enjoy little more than a paper existence."

Also in the summer of 1948 a rival group, the more prestigious International Executive of the European Movement, closely associated with Winston Churchill, arrived in New York to urge the formation of an American committee to support their own efforts for unification. This mission was led by the president of the European Movement's international executive, Duncan Sandys, and included its Secretary-General, Joseph H. Retinger and the head of the European Movement's finance sub-committee, Major Edward Berrington-Behrens.20 To avoid the embarrassment of two American committees supporting rival groups, Count Coudenhove-Kalergi, who had revealed himself as a rather prickly and awkward character, was sidelined amid much bitter recrimination. A new body, the American Committee on United Europe (ACUE) was formed to support Churchill and the European Movement. Although Churchill was now only leader of the opposition in Britain, he remained the most prestigious of European statesmen.21

Two further developments characterized ACUE strategy in the mid-1950s. Firstly, there was revived interest in elite politics, focused upon Jean Monnet's Action Committee for a United States of Europe.88 Monnet stressed small meeting and serious publications 'rather than large manifestations and polemics'. Monnet's strategy was not entirely welcomed by ACUE, who complained that he had 'concentrated deliberately on labour and socialist elements' at the expense of the participation of French industrialists and the right.89

Although Monnet's activities are specifically identified in ACUE reports on supported programmes, the documentation linking Monnet and ACUE is limited. This is not surprising since Monnet was even more cautious than the European Movement concerning the potential political damage that might be caused by revelations about American funding. The only precisely quantifiable American funds passed to Monnet during this period came through the Ford Foundation to support his immediate secretariat.'0 The case of Monnet and the Ford Foundation usefully highlights the extreme difficulties that confront any historian attempting to disentangle covert American government funding from the overt funding provided by those American private organizations and public foundations which worked closely with the US government. As early as 1949, at the behest of Allen Dulles, the Ford Foundation was cooperating with the CIA on a number of European programmes.91

By 1950, the ACUE and the Ford Foundation were coordinating their efforts to support federalism.'2 Moreover, by the mid-1950s, the senior figures who directed both overt and covert American support were increasingly synonymous.

By 1953 both John J. McCloy and Shepard Stone, who had been instrumental in arranging for substantial covert government funds for the European Youth Campaign, were both on the board of trustees of the Ford Foundation.

McCloy was also a director of the Rockefeller Foundation. By 1955, McCloy had become chairman of the Ford Foundation, while serving as chairman of the Council on Foreign Relations.

Simultaneously, the same circle, including Retinger, McCloy, Allen Dulles, Harriman, David Rockefeller, Jackson and Bedell Smith were busy creating the Bilderberg Group, yet another organization that bridged the narrowing gaps between government, private and public organizations and between overt and covert on both sides of the Atlantic." Monnet's Action Committee and the European Youth Campaign seem to have been flagship European activities receiving support from these overlapping American groups and organizations in the mid-1950s.

Biographical/Historical note

American Committee on United Europe, a non-profit tax exempt American corporation, was in existence from 1949 to 1960. This organization developed as a result of the idea that was prevalent on the Continent after World war II, that Europe needed to united in order to survive.

The Committee gave financial grants to various European private organizations associated with the European Movement. This Movement was a group of private organizations led by well-known political figures who promoted European unity. The work of the Movement led to the founding of the Council of Europe created for the same purpose as the European Movement. The Council was made up of 15 member countries. It gave advice to the national parliaments to be put into action.

ACUE helped Europeans in organized efforts to promote public discussion and understanding of the issues and opportunities of European integration. ACUE, in the United States, served in a public information capacity. The union of the European community was considered by many an important national interest. There were moments when some influence was exerted on views in Congress and the Executive Branch through some of the Committee's Board members.

Today, the European community has taken over where ACUE left off. Some of the projects begun by ACUE are continuing. The funding has been taken over by European organizations and European unity is still a goal to be attained although progress has been made towards this end. The collection covers the period from 1948-1960.

The American Committee on United Europe papers were acquired on July 27, 1978. This collection is composed of 2 boxes. The collection contains correspondence, reports, photos, pamphlets, news clippings, minutes of meetings and related material. Box 1 is divided into 7 categories, the first of which is the "College of Europe." This college was founded for the purpose of training its students to become leaders of the inter-European organizations at that time. In the first folder is a report on the college by an American who had a fellowship from ACUE.

The documents were found by Joshua Paul, a researcher at Georgetown University in Washington. They include files released by the US National Archives. Washington's main tool for shaping the European agenda was the American Committee for a United Europe, created in 1948. The chairman was Donovan, ostensibly a private lawyer by then.

After resigning from the Nazi war criminal trials, Donovan returned to Wall Street and his highly successful law firm, Donovan, Leisure, Newton & Irvine. He remained always available to postwar Presidents who requested his advice on intelligence matters.[8]

In 1949 he became chairman of the newly founded American Committee on United Europe, which worked to counter the new Communist threat to Europe by promoting European political unity.[14] The vice-chairman was Allen Dulles, and Walter Bedell Smith sat on the board as well.[14] Georgetown University professor Joshua Paul's researches show that ACUE financed the European Movement, the most important federalist organisation in the post-war years.

For example, in 1958, the ACUE provided 53.5% of the movement's funds.[14] The European Youth Campaign was 100% funded by the ACUE.[14] Joseph Retinger, Robert Schuman and Paul-Henri Spaak cut their political teeth in the EYC.[14]

In 1953 President Dwight Eisenhower appointed Donovan Ambassador to Thailand on August 3, 1953. He served in that capacity from September 4, 1953 until his resignation on August 21, 1954.[8]

Eisenhower referred to him as "the Last Hero", which later became the title of a biography of him.[8] After his death, Donovan was awarded the Freedom Award of the International Rescue Committee (not, as some biographies state, the "Medal of Freedom", a different award).[citation needed]

According to historian Herbert I. Schiller, the Marshall Plan was not an altruistic example of post-war reconstruction; it was a cynical tool of economic imperialism designed to promote the European expansion of companies Like General Electric, ITT and Coca-Cola. In his book, Living in the Number One Country (Seven Stories Press), Schiller notes that Marshall Fund grants required "a recipient's acquiescence to opening its market to US cultural exports, film in particular."

Schiller's view is corroborated by declassified documents from the 1950s uncovered by a Georgetown University researcher. These papers reveal that the "united Europe" movement was secretly funded by US intelligence.

A July 26, 1950 memo promoting the creation of a European Parliament bore the signature of Gen. William J. Donovan, head of the US Office of Strategic Services. (The OSS later became the CIA.)

The Telegraph of London reports that the task of remaking Europe to fit US interests was carried out by the American Committee for a United Europe. Created in 1948, the ACUE was chaired by Donovan with the assistance of Allen Dulles and Waiter Bedell Smith (both later heads of the CIA). The Telegraph claims that ACUE was the major funder of the European Movement and adds that the European Youth Campaign "was wholly funded and controlled by Washington." Funds for this covert operation came from the Ford and Rockefeller Foundations. Ford Foundation chief Paul Hoffman (a former OSS officer) headed the ACUE in the late 1950s.

The Telegraph cites one memo dated June 11, 1965 that instructed the vice-president of the European Economic Community "to pursue monetary union by stealth" and to limit debate until "adoption of such proposals would become virtually inescapable."

Joshua Paul, Israel’s new military legislative assistant, arrives with experience in both the Pentagon and U.S. State Department. Paul has served overseas as an adviser to the Iraqi Ministry of Interior with both the Coalition Provisional Authority and the U.S. Embassy in Baghdad. He has also supported the U.S. Army G8 as a Congressional Affairs Officer.

Paul went abroad to Scotland for his undergraduate years, studying at St. Andrews University. He holds a master’s in national security from Georgetown University.

Just the other day, we reported on an article in the UK Telegraph that presented the latest meme – that the "guilty men" of Europe and Britain – the ones that had backed the EU project most enthusiastically – were going to walk away from the mess without ramifications. Our problem with the article was that it didn't go far enough. There is an Anglosphere elite and it has coldly and forcefully built the EU from the ground up. These great central banking families that want one-world government are behind the current mess, but as is always the case, those who are really in charge will not be written about, or not by the mainstream -

We did find, in roaming the Internet, this interesting article by one of our favorite mainstream reporters, Ambrose Evans-Pritchard, written way back in 2000. He makes it clear that Washington and its spy agencies were behind the EU project. Neither the CIA nor other US intel agencies – at the very top – report to Washington. They actually likely report to London's "City," and to the great banking families and their political, military, religious and monetary enablers.

That's why we've written on numerous occasions that blaming the EU on Germany or the "Nazis" is just so much misdirection. Here's an excerpt from Ambrose Evans-Pritchard's UK Telegraph article, circa September 2000:

 These days Evans-Pritchard sticks more or less to the larger UK Telegraph "party line," which has to do with the unraveling of the EU rather than who was behind the thing to begin with. But understanding the reality of the EU's formation is important, too. It was set up as a building block of world government and it was likely designed to fail in order to create the impetus for a political union.

The article about Greece – with which we began our analysis (see above) – shows clearly how the elite centralizing strategy is being implemented. But there has been a miscalculation. The Internet was not considered within these plans, which go back decades, perhaps even a century or longer. Pre-Internet, what's happening in the EU would have been buried under mainstream media misdirection. People might not have understood the larger forces at work. But the EU unraveling along with much else has played out under the merciless glare of the alternative press, and the European tribes are aware of the manipulations that are taking place. -

Richard Nikolaus Eijiro, Count of Coudenhove-Kalergi [1] (November 16, 1894 – July 27, 1972) was an Austrian-Japanese politician, philosopher and count of Coudenhove-Kalergi. A pioneer of European integration, he served as the founding president of the Paneuropean Union for 49 years. His parents were Heinrich von Coudenhove-Kalergi, an Austro-Hungarian diplomat, and Mitsuko Aoyama, the daughter of an oil merchant, antiques-dealer, and huge landowner family in Tokyo.[2] His childhood name in Japan was Aoyama Eijiro. He became a Czechoslovak citizen in 1919 and then took French nationality from 1939 to his death.

Coudenhove-Kalergi is recognized as the founder of the first popular movement for a united Europe. His intellectual influences ranged from Rudolf Kjellén and Oswald Spengler to Arthur Schopenhauer and Friedrich Nietzsche. In politics, he was an enthusiastic supporter of "fourteen points" made by Woodrow Wilson on 8 January 1918 and pacifist initiatives of Kurt Hiller. Through the ritual in December 1921, he joined the Masonic lodge "Humanitas" in Vienna in 1922, where he would reach several degrees.[12]

In 1922, he co-founded[citation needed] the Pan-European Union (PEU) with Archduke Otto von Habsburg, as "the only way of guarding against an eventual world hegemony by Russia".[13]

In 1923, he published a manifesto entitled Pan-Europa, each copy containing a membership form which invited the reader to become a member of the Pan-Europa movement. He favored social democracy as an improvement on "the feudal aristocracy of the sword" but his ambition was to create a conservative society that superseded democracy with "the social aristocracy of the spirit".[14] European freemason's lodges supported his movement, including the lodge Humanitas.[15] Pan-Europa was translated into the languages of European countries (not total; Italian edition was not published at that time[16]), Japanese, Chinese and so on (not even into Russian[16]).

According to his autobiography, at the beginning of 1924 he came through Baron Louis de Rothschild in contact with Max Warburg who offered to finance his movement for the next 3 years giving him 60,000 gold marks; Warburg eventually remained sincerely interested in the movement for his entire life and served as an intermediate man as to bring him in contact with influential personalities in America such as banker Paul Warburg and financier Bernard Baruch accompanying him there.

In April 1924 Coudenhove-Kalergi founded the journal Paneuropa (1924–1938) of which he was editor and principal author. The next year he started publishing his main work, the Kampf um Paneuropa (The fight for Paneuropa, 1925–1928, three volumes). In 1926, the first Congress of the Pan-European Union was held in Vienna and the 2,000 delegates elected Coudenhove-Kalergi as president of the Central Council a position he held until his death (1972).

His original vision was for a world divided into only five states:
a United States of Europe that would link continental countries with French and Italian possessions in Africa;
a Pan-American Union encompassing North and South Americas;
the British Commonwealth circling the globe; the USSR spanning Eurasia; and
a Pan-Asian Union whereby Japan and China would control most of the Pacific.

To him, the only hope for a Europe devastated by war was to federate along lines that the Hungarian-born Romanian Aurel Popovici and others had proposed for the by then just dissolved multinational Empire of Austria-Hungary. According to Coudenhove-Kalergi, Pan-Europe would encompass and extend a more flexible and more competitive Austria-Hungary, with English serving as world language, spoken by everyone in addition to his native tongue. He believed that individualism and socialism would learn to cooperate instead of compete, and urged that capitalism and communism cross-fertilize each other just as the Protestant Reformation had spurred the Catholic Church to regenerate itself.[17]

Coudenhove-Kalergi attempted to enlist prominent European politicians in his pan-European cause. He offered the presidency of the Austrian branch of the Pan-European Union to Ignaz Seipel, who accepted the offer unhesitatingly and rewarded his beneficiary with an office in the old Imperial palace in Vienna. Coudenhove-Kalergi had less success with Tomáš Masaryk, who referred him to his uncooperative Prime Minister Edvard Beneš. The idea of pan-Europe elicited support from politicians as diverse in their orientation as Carlo Sforza and Hjalmar Schacht.

Although Coudenhove-Kalergi found himself unable to sway Benito Mussolini, his ideas influenced Aristide Briand and his inspired speech in favor of a European Union in the League of Nations on 8 September 1929, as well as his famous 1930 "Memorandum on the Organization of a Regime of European Federal Union".[18]

 He proposed the Beethoven's "Ode to Joy" as the Anthem of Europe in 1929[4] ahead of his proposal in 1955.

In 1930, he proposed a Europe Day in May[4] and in 1932 he proposed to celebrate the Day every 17 May when Aristide Briand's "Memorandum" was published in 1930.[19]

Meanwhile, his Pan-Europeanism earned vivid loathing from Adolf Hitler, who excoriated its pacifism and mechanical economism and belittled its founder as "everybody's bastard",[20] or "cosmopolitan bastard".[21] Hitler thought that the rootless, cosmopolitan, and elitist half-breed Coudenhove-Kalergi was going to start the historical mistakes of Coudenhove ancestors' who had served Habsburg, again, continentally.[22] In 1928, Hitler wrote about the hateful political opponent in his Zweites Buch, describing as "Aller welts bastarden Coudenhove",[23][24] and in 1961, the book was on sale.

Nazis considered Pan-European Union as under the control of freemasonry.[25]

In 1938, a Nazi propaganda book Die Freimaurerei: Weltanschauung, Organisation und Politik was released in German.[26] It revealed Coudenhove-Kalergi's membership of freemasonry, the organization suppressed by Nazis.[27] On the other hand, his name was nowhere in masonic directories 10,000 Famous Freemasons published in 1957–1960 by the United States' freemasons.[28] He had already left the Viennese freemason's lodge in 1926 to avoid the criticism that had occurred at that time against relationship between the Pan-European movement and freemasonry. He wrote his masonic membership in Ein Leben für Europa (A Life for Europe) published in 1966.[29] In fact, its Nazi propaganda book also described his action in 1924–1925 only. However, this propaganda also stated that "The Grand Lodge of Wien went enthusiastically to work for the Pan European Union in a call to all Masonic chief authorities. Even the Masonic newspaper The Beacon enthused about the thoughts of the higher degree Freemason Coudenhove-Kalergi, and stated in March, 1925: "Freemasonry, especially Austrian Freemasonry, may be eminently satisfied to have Coudenhove-Kalergi among its members. Austrian Freemasonry can rightly report that Brother Coudenhove-Kalergi fights for his Pan European beliefs: political honesty, social insight, the struggle against lies, striving for the recognition and cooperation of all those of good will. In this higher sense, Brother Coudenhove-Kalergi's program is a Masonic work of the highest order, and to be able to work on it together is a lofty task for all brother Masons.""[30]

After the annexation of Austria by the Third Reich in 1938, Coudenhove-Kalergi fled to Czechoslovakia, and thence to France. As France fell to Germany in 1940, he escaped to the United States by way of Switzerland and Portugal. When he passed a few days after the successful escape to the United States, he listened to the radio saying the possibility of his death.[31] During the war, he continued his call for the unification of Europe along the Paris-London axis.

His wartime politics and peripeties served as the real life basis for fictional Resistance hero Victor Laszlo, the Paul Henreid character in Casablanca.

He published his work Crusade for Paneurope in 1944.

His appeal for the unification of Europe enjoyed some support from Winston Churchill, Allen Dulles, and "Wild Bill" Donovan.[32]

After the announcement of the Atlantic Charter on 14 August 1941, he composed a memorandum entitled "Austria's Independence in the light of the Atlantic Charter" and sent it to Winston Churchill and Franklin Delano Roosevelt. In his position statement, Coudenhove-Kalergi took up the goals of the charter and recommended himself as head of government in exile. Both Churchill and FDR distanced themselves from this document. From 1942 until his return to France in 1945, he taught at the New York University, which appointed him professor of history in 1944. At the same university Professor Ludwig von Mises studied currency problems for Coudenhove-Kalergi's movement.[33] On 22 July 1943, Nazis deprived his Dr. of Philosophy degree from University of Vienna because he was unworthy, even though he was not Jewish.[34] The degree was granted again on 15 May 1955.[34]

The end of war inaugurated a revival of pan-European hopes.

In the winter of 1945, Harry S. Truman read an article on December issue of Collier's magazine that Coudenhove-Kalergi posted about the integration of Europe. His article made Truman impressed, and it was adopted to the United States' official policy.[35]

Winston Churchill's celebrated speech of 19 September 1946 to the Academic Youth in Zurich commended "the exertions of the Pan-European Union which owes so much to Count Coudenhove-Kalergi and which commanded the services of the famous French patriot and statesman Aristide Briand."[36]

In November 1946 and the spring of 1947, Coudenhove-Kalergi circulated an enquiry addressed to members of European parliaments. This enquiry resulted in the founding of the European Parliamentary Union (EPU), a nominally private organization that held its preliminary conference on 4–5 July at Gstaad, Switzerland, and followed it with its first full conference from 8 to 12 September.

Speaking at the first EPU conference, Coudenhove-Kalergi argued that the constitution of a wide market with a stable currency was the vehicle for Europe to reconstruct its potential and take the place it deserves within the concert of Nations. On less guarded occasions he was heard to advocate a revival of Charlemagne's empire.[37]

In 1950 he received the first annual Karlspreis (Charlemagne Award), given by the German city of Aachen to people who contributed to the European idea and European peace. In Japan, a politician Ichirō Hatoyama was influenced by Coudenhove-Kalergi's fraternity in his book The Totalitarian State Against Man. It was translated into Japanese by Hatoyama and published in 1952. Coudenhove-Kalergi appointed the honorary chairman of the fraternal youth association that Hatoyama with the influence of his book established in 1953.

In 1955, he proposed the Beethoven's "Ode to Joy" as the music for the European Anthem,[38] a suggestion that the Council of Europe took up 16 years later.

In the 1960s, Coudenhove-Kalergi urged Austria to pursue "an active policy of peace", as a "fight against the Cold War and its continuation, the atomic war". He advocated Austrian involvement in world politics in order to keep the peace, as "active neutrality". He continued his advocacy of European unification in memoranda circulated to the governments of the Federal Republic of Germany, France, the United Kingdom, and Italy. He recommended negotiations between the European Community and the European Free Trade Association towards forming a "European customs union" that would be free of political and military connections, but would eventually adopt a monetary union.

Police have fired tear gas and used pepper spray to disperse a group of anti-global warming activists who marched in Paris in defiance of a recent ban on public demonstrations, a day before the start of a key UN summit on climate change in France's capital.

The tough response by riot police came on Sunday after a group of mostly masked protesters took to the streets to call on world leaders to take action towards curbing man-made emissions.

On Monday, more than 140 heads of state will converge in Paris to broker a deal to limit emissions.
