Speech about Law of the Sea and court orders

Maybe someone can help me find this speech I downloaded on the web. I can't remeber the name. There's a speaker at a conference who talks about what law is applicable in a U.S court, he mentions the gold fringe around the U.S flag in the courtroom that indicates that it is the Law of the Sea and not the Law of the Land that applies in the court. It's much about laws and stuff.

I can't for the world remember what conference this was, I probably downloaded it on conspiracycentral.net or perhaps on Google video. Anyone know about that one?
