This week, the Government of Canada is conducting Exercise Initial Thunder (ExIT-08) in Vancouver and Victoria. It is the largest multi-jurisdictional chemical, biological, radiological-nuclear and explosives (CBRNE) counter-terrorism exercise ever held in Canada.

More than 250 participants from all levels of government are coming together to collaborate in this exercise.

"The federal Science and Technology community has some of the best and brightest minds in Canada working on solutions to assist our country in responding to emergency situations, whether they are the result of terrorist activity, accidents or natural disasters," said Ted Sykes, Manager of CRTI's Radiological-Nuclear. "ExIT-08 provides an invaluable opportunity to showcase these solutions and improve collaboration between all levels of government for a safer and more secure Canada."

NEEC -- National Environmental Emergencies Centre.

CANUTEC: Canadian Transport Emergency Centre of the Department of Transport.

BCAS: B.C. Ambulance Services.

RCMP: Royal Canadian Mounted Police.

BC PEP: B.C. Provincial Emergency Program, advises and coordinates locale services during disasters.

From 18 to 21 February 2008, the federal government is conducting Exercise Initial Thunder (ExIT-08), the largest and most realistic multi-jurisdictional chemical, biological, radiological-nuclear and explosives (CBRNE) counter-terrorism exercise ever held in Canada. Twelve federal departments and agencies will work in collaboration with provincial and municipal partners to demonstrate the tools, knowledge and expertise that the federal science and technology community can contribute to assist responders in emergency situations involving CBRNE threats. Exercises like ExIT-08 also provide participants with a valuable learning experience to assist in the development of a more efficient and coordinated response to major emergency situations.

The exercise is sponsored by the Government of Canada's CBRNE Research and Technology Initiative (CRTI). It is one in a series of federal exercises being conducted to evaluate different tools, systems and procedures that have been developed through CRTI investments in science and technology projects. Exercises have been hosted across locations across Canada. Each exercise builds on the lessons learned from the previous exercise and provides an opportunity to learn from the federal, provincial and municipal responder communities, develop best practices, and identify areas where further science and technology (S&T) developments are needed.

Over the course of ExIT-08, teams of federal, provincial and municipal responders will work through a number of mock scenarios designed to demonstrate the value and effectiveness of S&T solutions developed through the CRTI. The first segment of the exercise takes place in the Port of Vancouver and involves the illegal shipment of radiological materials, as well as the triage and transport of casualties who have been exposed to radiation.

The second segment of the exercise takes place at Canadian Forces Base (CFB) Esquimalt. Scenarios will involve radiological, chemical, biological and explosives materials and exercise how to detect these materials as well as how to handle them from a forensics point of view. All exercise activities will be conducted under strict security protocols and procedures to ensure the safety and security of the participants, the surrounding communities and the environment.

Noticed quite a number of them there "con" trails over Edmonton today, I'm sure it was to "just" help keep them pesky clouds away.

Sea Barrier, is running in conjunction with another military training exercise in Vancouver called Initial Thunder. Both simulate a fictitious global-warming conference, called WarmEx 08, which comes under a security threat, said Lt.-Cmdr. Steve Jakes, exercise director.

Teams will practise boarding and searching suspicious boats for illegal arms and cargo. Teams in Vancouver will simulate what happens when illegal shipments of radiological materials arrive at the Port of Vancouver.

Exercise SEA BARRIER 06 is an interdepartmental, bi-national exercise that will be conducted in the Esquimalt local operating areas 27 February to 3 March 2006. Participants will include: Department of National Defence, Oceans Canada, Canada Border Services Agency, Royal Canadian Mounted Police and the United States Coast Guard.

We are up to 3 now

Sea Barrier will take place concurrently with the coastal warfare exercise MOGEX 08, as well as the second phase of the Defence Research and Development Canada-led field exercise Initial Thunder, a multi-jurisdictional chemical, biological, radiological, nuclear and explosive exercise. To capitalize on mutual resources and to ensure exercise participants have access to a highly realistic training environment, the three exercises will share scenarios whenever possible.

RCMP officials believe there is a 25 per cent chance an out-of-control satellite will hit Canada and release toxic rocket fuel, unless the U.S. military can shoot it down, CTV News has learned.

"Currently, there is a 25 per cent chance the satellite will impact on Canadians soil," says an internal RCMP memo. "If it does hit Canadian soil, the debris field 'could' be up to 600 miles radius. If it does not hit Canadian soil, we still may receive some debris."

The bus-sized satellite -- known as US 193 -- became uncontrollable soon after its December 2006 launch, when its central computer failed and it lost power. It's estimated to be carrying up to 450 kilograms of hazardous fuel called hydrazine, encased in a titanium tank.

"The tank is likely to survive the entry and break up upon impact, releasing the toxic hydrazine," the memo warns.

The document also suggests the satellite would "make an uncontrolled re-entry into the Earth's atmosphere on or about March 6, 2008," but warned it was still too difficult to determine where exactly it might hit.

"We will get only a rough satellite entry point. The impact area can only be determined approximately two hours prior to impact," says the document.

A pentagon official told CNN that a U.S. navy ship in the Pacific is taking aim at the satellite as it passes by 240 kilometres above the Earth.

But over the next 10 days at 10:30 p.m. ET, the USS Lake Erie will only have a 10-second window to fire at the satellite with its two SM-3 missiles, destroying the satellite with pure kinetic force rather than explosive power.

The pentagon said it was doubtful the cruiser would be able to fire Wednesday night, because of turbulent waters.

"We don't anticipate the weather being good enough today," said the officer.

However, he added that conditions could improve enough in the hours ahead to permit it to go forward.

A final decision on whether to proceed will be made by Defense Secretary Robert Gates.

According to the RCMP document, U.S. officials notified the Canadian government on Feb. 14 that it had authorized the Pentagon to shoot down the satellite.

The U.S. government has also said that, if necessary, it will work with Canada for "consequence management and payload recovery operations."

Last year, China conducted an anti-satellite test by shooting one of its old weather satellites still in orbit. That left a lot of debris, which could continue to orbit earth for years to come.

At the time, the U.S. condemned the Chinese action.

That is exactly what I am thinking right now.  I live right downtown.  I can see the Lions Gate Bridge from my apartment.  If something bad does happen here, there is literally NO WAY OUT of the city because of all of the construction happening here.  This would be the perfect time for mass casualties in this city if there ever was one.  Hope I don't sound like too much of an alarmist.

I am considering hopping in my car and going to Whistler for a week or so.
