As Worries Over the Power Grid Rise, a Drill Will Simulate a Knockout Blow

WASHINGTON — The electric grid, as government and private experts describe it, is the glass jaw of American industry. If an adversary lands a knockout blow, they fear, it could black out vast areas of the continent for weeks; interrupt supplies of water, gasoline, diesel fuel and fresh food; shut down communications; and create disruptions of a scale that was only hinted at by Hurricane Sandy and the attacks of Sept. 11.

This is why thousands of utility workers, business executives, National Guard officers, F.B.I. antiterrorism experts and officials from government agencies in the United States, Canada and Mexico are preparing for an emergency drill in November that will simulate physical attacks and cyberattacks that could take down large sections of the power grid.

They will practice for a crisis unlike anything the real grid has ever seen
, and more than 150 companies and organizations have signed up to participate.

“This is different from a hurricane that hits X, Y and Z counties in the Southeast and they have a loss of power for three or four days,” said the official in charge of the drill, Brian M. Harrell of the North American Electric Reliability Corporation, known as NERC. “We really want to go beyond that.”

One goal of the drill, called GridEx II, is to explore how governments would react as the loss of the grid crippled the supply chain for everyday necessities.

“If we fail at electricity, we’re going to fail miserably,” Curt Hébert, a former chairman of the Federal Energy Regulatory Commission, said at a recent conference held by the Bipartisan Policy Center.

Mr. Harrell said that previous exercises were based on the expectation that electricity “would be up and running relatively quick” after an attack.

Now, he said, the goal is to “educate the federal government on what their expectations should or shouldn’t be.” The industry held a smaller exercise two years ago in which 75 utilities, companies and agencies participated, but this one will be vastly expanded and will be carried out in a more anxious mood.

Most of the participants will join the exercise from their workplaces, with NERC, in Washington, announcing successive failures. One example, organizers say, is a substation break-in that officials initially think is an attempt to steal copper. But instead, the intruder uses a USB drive to upload a virus into a computer network.

Two members of congress (Jerry McNerney, D- Stockton, CA and Matt Cartwright, D- PA) have introduced a congressional bill (HR 2685) that would apparently require all electricity providers (including rural cooperatives and municipal utilities) to join the ‘smart’ grid and install ‘smart’ meters.

In addition the bill would require appliances with the Energy Star label to include wireless transmitters that cannot be turned off, in order to communicate (and presumably cough up your private data and respond to orders from Big Brother Smart Grid to switch you off at a moment’s notice
, as happened to dozens of people in Northern California recently when their not-so-smart-AC program cut off their air conditioning at the height of the recent heat wave.)  The bill would also establish a “smart grid information center” that would presumably create pro-smart grid propaganda at the taxpayer’s expense.  Sounds like the marriage between industry and government is about to be consummated- unless you take action and restrict this perverse love affair.

If you enjoy being radiated, and having your appliances speak to the utility and law enforcement, and want to force even small utilities to install smart meters on an unwilling public, just sit there and do nothing.

If you’d rather not see this bill passed, make the call today.

The bill will go first to the Energy and Commerce committee which includes Anna Eshoo (D-CA) and Henry Waxman (D-CA).  What you can do:

1)    Contact bill authors Jerry McNerney  (209) 476-8552 and Matt Cartwright 202-225-5546  and encourage them to KILL the BILL.  (what are they thinking?)

2)     Contact your congressional representative, and urge them to oppose HR 2685.  Find them here. Tell them why.

You can find the text of the bill here.   Please spread the word to your networks, and encourage swift and widespread action to stop this bill.  The smart grid is already a public health and safety disaster- let’s not make it worse.

In the meantime, do you know which appliance manufacturers hide wireless chips in their products and which do not?  Why not call them up and ask them today?  If you have newer appliances, they may already be ‘talking’ to your utility without your consent or knowledge.  If you have information for appliance manufacturers, please leave the information in a comment below so we can all support companies who choose appliances that protect your safety and privacy.

All U.S. nuclear reactors vulnerable to terrorism, probe finds

WASHINGTON — All 107 nuclear reactors in the United States are inadequately protected from terrorist attacks, according to a Defense Department-commissioned report released Thursday.

The report, by the Nuclear Proliferation Prevention Project at the University of Texas at Austin, warns that the current security required of civilian-operated reactors fails to safeguard against airplane attacks, rocket-propelled grenades and more than a small handful of attackers.

The research highlights the 11 most vulnerable reactors, including plants near Southport, N.C., Port St. Lucie, Fla., Columbia, Mo., and Gaithersburg, Md., less than 25 miles from the White House. It doesn’t mention the specific security plans for each plant because they aren’t publicly available and the report doesn’t contain classified material. Instead, it highlights the broader regulations that would apply to each type of plant.

“There are 104 nuclear power reactors and three research reactors, none of which are protected against a 9/11-style terrorist attack,” Alan J. Kuperman, an associate professor at the university who co-authored the report, said during a conference call Thursday.

He said current policies “leave U.S. nuclear facilities . . . vulnerable to credible terrorist threats of theft of bomb-grade material and sabotage that could cause a massive meltdown and release of radiation.”

Kuperman made multiple references to the 9/11 Commission’s finding that al Qaida had considered targeting a nuclear power reactor during the Sept. 11, 2001, attacks, which he said was proof that this was already on “al Qaida’s radar screen.”

The objectives of the NERC Grid Security Exercise (GridEx) series are to exercise the current readiness of participating Electricity Sub-sector entities to respond to a cyber incident and provide input for  ​

security program improvements to the bulk power system. GridEx is a biennial international grid security exercise that uses best practices and other contributions from the Department of Homeland Security, the Federal Emergency Management Agency, and the National Institute of Standards and Technology.
 
NERC conducted the first sector-wide grid security exercise, GridEx 2011, on November 16-17, 2011. The exercise was designed to validate the readiness of the Electricity Sub-sector to respond to a cyber incident, strengthen utilities’ crisis response functions, and provide input for internal security program improvements. The GridEx 2011 after-action report is below.

On November 13-14, 2013, GridEx II will exercise NERC and industry crisis response plans and identify actionable improvement recommendations for plans, security programs, and skills. The scenario will build on lessons learned from GridEx 2011 and include both cybersecurity and physical security components.

If you can't live without electricity for 3-4 days, you are in serious trouble. If you own a business, keep on hand enough cash to make change, keep on hand one of the old credit card cachunka sliders that copies credit card numbers, or even a pencil and pad to write the numbers down.

The world will not end if the electricity goes out, but it will become less convenient.

If you don't know how to build a fire, learn. Sad days are these when people don't even know how to use a pack of matches, but they can spend hours upon hours staring at a computer screen.  Too bad it can't keep you warm or cook your food.

Drills are good. Practice. Get back to the basics. Remember what it takes to maintain your life on this earth.

Got enough candles and oil lamps to light your way at night? Can you even light a candle?

If new choices aren't made, a return to the dark ages are imminent. And by DARK, I don't just  mean that you won't be able to see at night.

Do your own drill. Turn your power off and check to see how unprepared you are. Never let an opportunity pass by without learning a little something about yourself and your situation.

Can you cook without a microwave? Is your food preserved without a refrigerator? Will your toilette flush? How will you clean your clothes? How will you clean yourself?

 Once the Lights go out---Then all HELL will break loose--and this is what they want...and I believe they'll DO IT!

I apologize for the wording. The whining to which I was referring was not from the choir, but from the helpless, bystanding audience.  Those who "simply don't get it". This is why I also made suggestions for overcoming in a blackout scenario.  I was in no way suggesting that you quit warning or posting or watching.  I am just simply amazed at how helpless some people are, and I am scared of what could happen on the day the lights go out. Be ready, and PRACTICE, PRACTICE, PRACTICE. It may indeed be not just a life, but millions of lives saved.

Should these idiots actually go through with the real thing and destroy/let be destroyed much of your power transformers and the like, that would be bad. If they actually are going to blame it on some foreign terrorist action using emp's or whatnot that would mean you won't get your power back for months or even years.

Can anyone say, or predict what the consequences for us here in Europe would be? Naturally the stock exchange would be down, probably gold confiscation going on even here

I have some gold and silver in a vault in my own house and if they want to come and take that they'll have some trouble.


Anyway, in other words, I was wondering about the cascade effectd a major EMP or CME combined with a Cyberattack could have on Europe. Not fallout wise or something like that. Purely economical and social.  I'm sure warplanners played this scenario so can anyone tell me the most likely outcome?

Reuters reports that the FBI and other agencies are in the process of investigating multiple threats to Midwest Water Supply Systems. Specifically, the FBI has named Wichita, Kansas as a target, but utility facilities have also been put on alert in other Midwestern cities.

    (Reuters) The U.S. Federal Bureau of Investigation learned of the threats in the past two days and has contacted the water supply facilities and law enforcement offices for the municipalities, said Bridget Patton, a spokeswoman for the FBI office in Kansas City, Missouri.

    Patton declined to discuss the nature of the threats or the number of cities affected. She said investigators had been sent out in response to the reports, but offered no details.

    “We were made aware of the threat,” Patton said. “We have not been able to substantiate any of the threats.”

    Wichita city officials warned employees in emails to be on guard for suspicious activities. City officials also told residents the water is safe to drink and the public will be notified immediately if this changes.

    Wichita Police Lieutenant Doug Nolte said Friday that the city had taken steps to keep the city’s water supply safe, but would not describe what measures had been taken.

The Wichita water utility plants serve about 500,000 people, but many millions may be affected should systems in multiple Midwest cities fail or come under attack simultaneously.

In 2011 cyber security McAfee issued a warning titled "In the Dark: Crucial Industries Confront Cyberattacks," in which they noted that all critical infrastructure systems connected to the Internet could be compromised by rogue attacks resulting in shutdowns or malfunctions.

    The sectors on which this report focuses — power, oil, gas, and water — may well be the first targets for a serious cyberattack.

    What we found is that they are not ready. The professionals charged with protecting these systems report that the threat has accelerated — but the response has not. Cyberexploits and attacks are already widespread. Whether it is cybercriminals engaged in theft or extortion, or foreign governments preparing sophisticated exploits like Stuxnet, cyberattackers have targeted critical infrastructure.

In the case of water utilities, if hackers were to take control of the computers that maintain safe water levels and chemical treatment they could potentially poison the water supplies of millions. In such a case people could go to sleep like any normal night, wake up in the morning and have a glass of water, and be poisoned by any number of chemical or biological agents that have been released into the water supplies.

Hackers have already broken into water utility computer systems recently, despite assurances that the systems are safe. In November of 2011 a Stuxnet-style virus infected the physical components of the Springfield, Illinois water utility plant and shut down water pumps, demonstrating that not only can systems be infiltrated from outside of protected networks, but that the physical equipment can be overtaken.

But it’s not just the computer systems. There is a woeful disregard for perimeter security in and around critial infrastructure assets around the United States, including water plants.

    Security around national water reservoirs may not be as safe as we thought:

    In a time where people talk all the time about droughts, 21 year old Josh Seater has cost the city of Portland Oregon 8 million gallons of drinking water.

    After a night on the town, a heavily intoxicated Seater began urinating a water reservoir. “I didn’t know it was a water supply, otherwise I wouldn’t have done it, I thought it was a sewage plant”.

    The cost of Josh’s drunken behavior has cost the Portland Water Bureau $36,000, as the 8 million gallons have had to be completely drained away.

    While TSA gaterapes grannies in diapers at our local airports and steams ahead on expanding enhanced pat-downs and searches to all public venues including train stations, sporting events and malls, the real security holes are completely ignored.

With so many billions of dollars being spent on homeland security, Americans have been left with a false sense of security. The government tells us they are protecting us, and most people simply take this at face value.

In reality, even if the government was efficiently deploying its resources for effectively securing critical infrastructure, the fact is that nothing can ever be 100% secure. This is evidenced by recent comments from outgoing Homeland Security Secretary Janet Napolitano, who warned that a widespread cyber attack on our national power grid and other infrastructure is not only guaranteed, but imminent.

In previous comments, Napolitano, along with the Federal Emergency Management Agency, has advised Americans to stockpile at least two (2) weeks of essential supplies, including food and fresh drinking water, citing concerns that emergency responders could be overwhelmed in the event of a widespread emergency.

Failure to prepare for short- and long-term disaster could be deadly. Most Americans have about three days worth of food supplies and almost no reserve water supplies or methods for filtering water should the water supply be compromised.

As we saw with Hurricane Sandy, any disruptions to the normal flow of supplies or commerce would lead to a breakdown within 72 hours as those affected struggle to acquire limited resources.

Power grid vulnerabilities are finally garnering some attention by government officials.
An electrical grid joint drill simulation is being planned in the United States, Canada and Mexico. Thousands of utility workers, FBI agents, anti-terrorism experts, governmental agencies, and more than 150 private businesses are involved in the November power grid drill.
The downed power grid simulation will reportedly focus on both physical and cyber attacks. The antiquated electrical system in the United States has been one of the most neglected pieces of integral infrastructure.
The EMP Commission, created by Congress, released a report in 2008 calling for increased planning and testing, and a stockpiling of needed repair items.
The SHIELD Act, which is stalled in Congress, is the first serious piece of legislation in many years to attempt to address the vulnerabilities of the power grid in. As previously reported by Off The Grid News, a recent American Society of Civil Engineers (ASCE) report gave the power grid a “D+” when grading various pieces of infrastructure and public services in the United States.
The disaster drill is being described as a crisis practice unlike anything the real power grid has ever experienced. The GridEX II drill Nov. 13-14 will focus primarily on how governments will react if the electrical grid fails and, for instance, the food supply chain collapses.
American utility companies are responsible for running approximately 5,800 power plants and about 450,000 high-voltage transmission lines, controlled by various devices which have been put into place over the past decades. Some of the utility companies which oversee the power grid reportedly use “antique computer protocols” which are “probably” safe from cyber hackers,” The New York Times reported.
The Times said experts call the power grid the nation’s “glass jaw.” Even the military gets 99 percent of its power the same way everyday citizens get it – from commercially run companies.

Yeah, if you have FOOD, WATER, AMMO and a WOOD STOVE you could probably get by for a few weeks OK. I don't have a wood stove, so I'm thinking I should get a small generator maybe 2ooo watts capable so I could alternately run my oil fired heater and refrigerator. But then a wood stove would probably be most useful for heating, cooking, hot water for sponge baths.

Another thing coming in November ..... Comet Ison will be coming around the sun and will be very close to earth around November 15th if it survives the turn around the sun ... may have nothing to do with everything else but its in the same timeline ....

Aloha Hawaiians!  If you see what you think are soldiers from the Communist Peoples Republic of China Army wandering about in your neck of the woods Tuesday through Thursday next week, your imagination is not playing tricks on you.

For the first time in history the U.S. Army will host the Communist Peoples Republic of China’s Army on American soil Nov. 12-14, 2013.

But don’t worry while Chinese soldiers will have boots on the ground in Hawaii, they are only really “simulating”.

“Simulating humanitarian assistance and disaster relief to a fictional third country”.

You can’t make this stuff up when GridEx 2 is doing it for you.

GridEx 2 (there was already a GridEx 1in November of 2011) is a massive ‘emergency drill’ planned to take place across the whole of North America with thousands of utility workers, business executives, National Guard officers, FBI antiterrorism experts and officials from government agencies, in the United States, Canada and Mexico (who) are preparing for an emergency drill in November that will simulate physical attacks and cyberattacks that could take down large sections of the power grid. (New York Times, Aug. 16, 2013).

The exercise is touted as a unified move “to test the resiliency of the U.S. power grid to withstand major damage causes by a natural disaster or deliberate attack”.

“Fears about the possible detonation of a nuclear warhead in the skies about the United States, for the purposes of creating an electromagnetic pulse aimed at sizzling electronics on the ground, have led a number of public figures to call for significant steps to strengthen the power grid.  Ex-CIA head R. James Woolsey is planing a campaign to convince state governments to pass laws requiring utilities to harden their electronics against potential EMP attacks.

“A key objective of GridEx 2 is to learn how governments would handle a loss of electrical power that is large enough to drastically affect the delivery of common and essential goods and services.” (NYT)

Hoping that the U.S., Canada or Mexico aren’t GridEx 2’s “fictional third country” and that the soldiers out on reconnaissance in Blue Hawaii don’t stamp ‘Made in China’ on it.

The New York Times reported on GridEx 2’s massive, Nov. 13-14 drill on August 16,  but never mentioned the participation of the Peoples Republic of China’s Army.

China’s Xinhua Agencies kicked in on November 6 reporting that American and Chinese soldiers will train together in the November exercise.

“The US military Pacific Commander, Samuel Locklear, said here Tuesday that a joint humanitarian assistance and disaster relief exercise to be held this month helps improve the relationship between the United States and China.” (Xinhua Agencies, Nov. 6, 2013)

”Locklear told a news briefing that the Pacific Command’s Army component commander in Hawaii has been looking forward to the Nov. 12-14 exercises “for some time”, as the Army will host the People’s Liberation Army soldiers of China to train together in a field environment, simulating humanitarian assistance and disaster relief to a fictional third country.

“Summing up his expectations for the joint exercise, Locklear said both militaries can learn something in disaster management and “better prepare tomorrow than yesterday”.

“In relation to our ability to do this with our Chinese counterparts”, he said, “this kind of exercise gives us a place to start, and get into the rhythm of understanding and trusting each other.”

“The joint exercise was announced during an August visit to Washington by Chinese Minister of National Defense Chang Wanquan, as China and the United States expand their military-to-military relationship and explore cooperation opportunities in non-traditional security areas.”

On August 19, Defense Secretary Chuck Hagel escorted China Minister of National Defense Gen. Wanquan during an honor cordon at the Pentagon.

In a same day press conference, Gen. Wanquan said China’s military has never supported any hacker actions, expressing at the joint press conference that the cyber space is a new field and cyberspace security threats have become a world wide problem. “China is one of the major victims of hacker attacks, suffering serious threats from network attacks,” he said.

Meanwhile, let’s hope the last one out of the GridEx 2 simulation exercise turns North America’s lights back on.

China Deploys New Bomber with Long-Range Land Attack Missile

China’s military recently deployed an upgraded strategic bomber that will carry the military’s new long-range land attack cruise missile, capable of attacking Hawaii and Guam, according to a draft congressional report.

The Oct. 8 draft of the forthcoming report of the U.S.-China Economic and Security Review Commission also reveals that China has developed a new armed drone nearly identical to U.S. military’s Reaper. The Chinese missile-firing drone likely was developed through Chinese cyber espionage against U.S. defense contractors.

 I am in western NY and TODAY we had TWO Chinook Helicopters Fly Right Over our Home---they are up to NO GOOD as usual.
