 I'm all against the police State and power hungry, corrupt cops. I would have to say, this cop was reasonable. He asked her for almost 4 minutes, he was polite and kept his cool.Finally, he tried to cuff her and she resisted. Getting tazed is better than getting a beating.

There is no information in this video that would lead one to believe this woman is pregnant or  has a heart palpitation condition. As I have stated, I am 100% against a police state, against losing our rights, against police corruption.
 But someone is reaching far with this video. This Cop was polite, very patient, he waited 3min and 51 sec until he tried to cuff her, and then only tazed her once. He should be commended for doing his job in a firm, fair and friendly manner.

Judge orders all references to 'Taser' stricken from medical examiner's reports

A Summit County Common Pleas judge ordered the county medical examiner to delete any reference that Tasers contributed to the deaths of three Ohio men.

All three men were in an 'agitated' state and 'on drugs' when police officers shot them with Tasers, and the judge ordered their deaths be ruled 'accidental' also that any reference to "homicide or "electrical pulse stimulation" should be deleted from death certificates and autopsy reports."

Five sheriff's deputies had been indicted on charges related to the death of one of the men, who also had a history of mental illness. The judge further ordered that man's death be ruled as "undetermined" and to "delete any references to homicide and the death possibly being caused by asphyxia, beatings or other factors."

The court hearing centered around the "very narrow issue" of whether or not the use of the Taser Model X26 could contributed in any way to the cause of death.

A Taser International spokesman issued the following statement after the court ruling:

"Taser International believed from the beginning that these determinations of cause of death must be supported by facts, medical research and scientific evidence," spokesman Steve Tuttle said in a prepared statement Friday.

As of mid-April, 68 wrongful-death or injury lawsuits have been dismissed or judgments entered in favor of Taser, according to the company. The company has not lost any product-liability lawsuits.

The attorney from the prosecutor's office representling the medical examiner said of the case:

"It was an interesting case and an uphill battle," said Manley. "Taser is quite a force to be reckoned with and does everything to protect their golden egg, which is the Model X26."

Taser International has fired a warning shot at medical examiners across the country.

The Scottsdale-based stun gun manufacturer increasingly is targeting state and county medical examiners with lawsuits and lobbying efforts to reverse and prevent medical rulings that Tasers contributed to someone's death.

That effort on Friday helped lead an Ohio judge's order to remove Taser's name from three Summit County Medical Examiner autopsies that had ruled the stun gun contributed to three men's deaths.
 
"We will hold people accountable and responsible for untrue statements," Taser spokesman Steve Tuttle said earlier this week. "If that includes medical examiners, it includes medical examiners." Many medical examiners, who are charged with determining the official causes of death, view the Scottsdale-based company's efforts as disturbing, the spokesman for the National Association of Medical Examiners says.

"It is dangerously close to intimidation," says Jeff Jentzen, president of the National Association of Medical Examiners. "At this point, we adamantly reject the fact that people can be sued for medical opinions that they make."

In the Ohio case, the judge said the county offered no medical, scientific or electrical evidence to justify finding the stun gun was a factor in the deaths of two men in 2005 and another in 2006. Taser and the City of Akron sued the medical examiner, saying examiners in the case lacked the proper training to evaluate Tasers.

Chief Medical Examiner Lisa Kohler said that her examiners rightly concluded Taser contributed to the deaths and said county lawyers will appeal the judge's ruling.

"I would not be going forward with this if I did not believe in the rulings," she said.

The judge's order could have an immediate impact on criminal cases against five Summit County sheriff's deputies who were charged in the 2006 "homicide" of a jail inmate. Instead of homicide, the judge ordered the cause of death changed to "undetermined."


Laying a foundation

Before Friday's verdict, legal experts said Taser's victory could lay the foundation for other cases against dozens of medical examiners who have ruled that shocks from the 50,000-volt stun gun can be fatal.

Medical examiners say they're concerned that Taser's aggressive moves could have a chilling effect on doctors, preventing them from blaming Tasers for deaths even when evidence exists.

Taser still faces lawsuits from family members of victims who claim the stun gun is deadly and the company has not done proper medical research. They allege police officers are using the weapon as a compliance tool against people who do not pose significant threats.

But the company has won an impressive number of legal victories and said it has only paid out settlements in a few cases involving police officer injuries. To date, the company says more than 60 cases have been dismissed.

Taser stun guns are a fixture among police. It is used by more than 12,000 police agencies across the country, and by every major law enforcement agency in the Valley. Many police agencies credit the gun with preventing deaths and injuries to officers and suspects.


Taser maintains they are safe

Taser maintains that its guns have not caused a death or serious injury. Officials say company-funded and independent medical studies show the stun guns are safe.

More than two dozen medical examiners across the country have found the stun gun at least partly responsible in the deaths of suspects.

Since 1999, more than 300 people have died in North America following police Taser shocks. The vast majority of those deaths have not been linked to the stun gun. But medical examiners have cited the gun directly or could not rule it out as a factor in nearly 10 percent of the cases, an The Arizona Republic investigation found.

Medical examiners, who typically work for the county or state, are supposed to provide independent scientific analysis about the cause of someone's death. Their rulings are recognized by courts and the police as the official cause of death.

Taser officials have repeatedly said that medical examiners who rule against the stun gun are not qualified to judge whether a Taser was a factor in someone's death. In court disputes, it often presents opposing testimony from company representatives, doctors and medical examiners paid by the firm.


"The qualifications of a medical examiner depend on their professional and educational background as well as their level of understanding of Taser technology and the underlying effects of electricity upon the human body," Tuttle said.

The company's tactics worry Jentzen, a former medical examiner and current director of autopsy and forensics at the University of Michigan.

"I am concerned any time there is a person who is an advocate who may have a conflict of interest," he says.

Jentzen says there are few cases where companies have taken the position that coroners can't be trusted to evaluate their product's involvement in someone's death, and none so aggressively as Taser.


Taser targets rulings

In addition to Ohio, Taser sued a coroner in Indiana who had ruled that Taser caused the death of a man in 2004.

Several coroners have also reported being challenged by Taser, says Jentzen. Among them was a Cook County, Ill., medical examiner who ruled Taser shocks contributed to the death of a 54-year-old man in 2005. Taser dismissed the autopsy report as not credible and said the medical examiner was unqualified. The company demanded a judicial review.

Taser also has asked coroners to reverse opinions. An Anderson, S.C., deputy coroner said Taser representatives showed up in his office on the same day that he ruled Taser shocks contributed to a man's death in 2004.

Charlie Boseman said Taser wanted him to remove any reference to the stun gun from his report. He refused.


Coroners told to bone up

Taser officials have provided coroners reams of medical research in support of the stun gun following a death.

In Summit County, Kohler said she has received volumes of medical studies and literature from Taser, all suggesting that the rulings in her cases are wrong.

In Maricopa County, at least 10 people have died following police Taser strikes since 2002. In a 2004 case, the medical examiner's office ruled that Taser shocks contributed to a Mesa man's death. Autopsy reports were unavailable for review this week by The Republic.

Neither Chief Medical Examiner Mark Fischione nor Taser would discuss what, if any, involvement the company had with medical examiners performing autopsies in the cases.

Fischione did not respond to repeated interview requests.

Taser for years touted autopsy reports as proof of the stun gun's safety. Company officials told police departments and shareholders that no medical examiner had cited the stun gun in an autopsy report. But The Republic's investigation found that 27 medical examiners concluded that the gun caused, contributed to or could not be ruled out in deaths.


'Excited delirium' blamed in Taser-related deaths

Taser advocates an alternative cause-of-death scenario called excited delirium. The condition, which is not recognized as a diagnosis in official medical manuals, is used to describe deaths of suspects who become so agitated by drugs, psychosis or poor health that their bodies shut down during struggles with police.

Excited delirium has been cited in police custody-death cases for decades. It is now being blamed more and more by medical examiners for deaths that occur following a police Taser strike, including at least one in Maricopa County in recent years.

Taser has funded excited delirium studies and has been involved in promoting its research. The company maintains that excited delirium is a valid syndrome, and some doctors say it will gain acceptance as more research is conducted.

Mark Schlosberg, a lawyer with the American Civil Liberties Union of Northern California who has worked on several Taser cases, argued that excited delirium has become a convenient way to explain away deaths that occur at the hands of police.

"There are plenty of medical examiners who are very skeptical of excited delirium," he added. "But that is not what Taser is promoting . . . They attribute almost all of the deaths following a Taser strike to excited delirium."

Thanks for laying it out like that. It makes a very clear picture. The fact that they are able to commit murder with these devices everyday multiple times 'lawfully' makes me sick. The police, judges and anyone else who thinks these are just a safe method of compliance ought to have these devices used on them in the same manner. Then, let's see how many of them kick off 'because they're safe'.

This has now happened with tasers.

Tasers are electro-shock weapons that are currently used by more than 11,000 law enforcement agencies in the United States. Designed to cause instant incapacitation by delivering a 50,000-volt shock, tasers are hand-held electronic stun guns that fire two barbed darts. The darts, which usually remain attached to the gun by wires, deliver a high voltage shock and can penetrate up to two inches of clothing or skin. The darts can strike the subject from a distance of up to 35 feet, or the taser can be applied directly to the skin. Although a taser shot is capable of jamming the central nervous system for up to 30 seconds, it can disable the subject for even longer. And because tasers can be aimed anywhere on the body, they can immobilize someone more easily than pepper spray, which must be sprayed in the face.

Taser manufacturers and police agencies insist that tasers are a safer alternative to many conventional weapons typically used to restrain dangerous individuals. This may be true in situations where tasers are used as an alternative to other impact weapons that can cause serious injury, such as batons or lethal force. However, research shows that in many police departments, officers routinely use tasers primarily as a substitute for low-level force weapons such as pepper spray or chemical spray. Tasers have become a prevalent force tool, often used against individuals who pose no serious danger to themselves, the officers or others.

Amnesty International reports that in instances where tasers are used, 80% of the time they are used on unarmed suspects. In 36% of the cases, they are used for verbal non-compliance, but only 3% of the time for cases involving “deadly assault.”

Since 2001, over 300 cases indicate that tasers exacerbate health issues and accelerate death. In November 2003, a mentally disabled man was tasered by Georgia police a total of six times for violating a home detention order. Hours later, he died in jail.

Incredibly, police officers have tasered pregnant women, even when they are fully aware of their pregnancies. In 2001, Cindy Grippi was tasered in the back for entering her house against the instructions of police officers, despite the fact that she was not engaging in any truly disruptive or criminal behavior. As a result, Grippi fell onto her stomach and recounts that she “felt a sharp pain in her abdomen as the taser struck her.” Hours later, doctors diagnosed Grippi with “fetal demise,” and she delivered a stillborn child. Tianesha Robinson was tasered by police officers in 2006 for resisting arrest during a traffic stop. Days later, she suffered a miscarriage.

In Colorado, a man was repeatedly tasered in the genitals for “resisting” after being handcuffed and placed in the back of a police car. In 2003, an imprisoned African-American woman was asked to remove all her jewelry. When she asked for a mirror to help remove her eyebrow ring, she was pepper sprayed and tasered. The tasering caused her to “fall to the ground and lose control of her bladder. While on the ground, a male officer forcibly removed her eyebrow ring with pliers. She was left in her urine for several hours without being given anything to clean herself with.” In August 2007, a man was tasered while holding an infant—causing him to drop the child on its head.

Police using tasers are supposedly trained to press the trigger lightly to guarantee that the shock lasts no longer than five seconds. However, there are numerous cases in which police officers have continued to press down on their triggers in hopes of elongating the shot and maximizing pain. In other cases, police officers have continued to shock individuals repeatedly, despite the fact that the first shock achieved their goal of thoroughly immobilizing the target. In 2003, an elderly blind woman, who was also extremely hard of hearing, was struck by a taser three times for failing to respond to police officers. As a result of the taser shocks to her back and the pepper spray to her face, the woman’s prosthetic right eye was ultimately dislodged from its socket.

The use of tasers by police raises a number of concerns for the protection of human rights. Portable and easy to use, with the capacity to inflict severe pain at the push of a button without leaving substantial marks, tasers are obviously open to abuse by officers. Their use often violates standards set out under the United Nations Code of Conduct for Law Enforcement Officials, which requires that force be used as a last resort and that only the minimum amount necessary be used.

Taser International, the company that manufactures and sells the stun guns, has sold them primarily to law enforcement agencies. The company has sold several hundred thousand to such agencies nationwide. However, since 1994, slightly less powerful tasers have been sold to the general public.

This development is truly alarming. Silent and instantly crippling, the taser is an ideal weapon for criminals to assist them in robbery, rape, abduction, etc. An attacker can now carry his own personal victim-paralyzing device, powerful enough to instantly incapacitate the victim and give the attacker complete control.

Tasers are also ripe for sadistic use. For example, in January 2008, a man in Albany, N.Y., was sentenced to 46 months in prison and 24 months of probation for using a 30,000-volt stun gun on his 18-month-old son during a game of peek-a-boo. He claimed that he “wanted his child to be tough…to be the toughest cage fighter ever.” It is impossible to remain untroubled by these words, as well as the image of a father purposefully torturing his defenseless child. The Social Services caseworker who investigated the situation said, “The look in the child’s eyes will not easily be forgotten.”

Clearly, the use of tasers should be suspended immediately—or at least until a comprehensive medical study can be conducted proving they are safe to the general public when used by police officers. And the police must by law be severely restricted in their use. Otherwise, we are opening the door for rampant abuse and police state tactics.

Taser manufacturers and police agencies insist that tasers are a safer alternative to many conventional weapons typically used to restrain dangerous individuals. This may be true in situations where tasers are used as an alternative to other impact weapons that can cause serious injury, such as batons or lethal force. However, research shows that in many police departments, officers routinely use tasers primarily as a substitute for low-level force weapons such as pepper spray or chemical spray. Tasers have become a prevalent force tool, often used against individuals who pose no serious danger to themselves, the officers or others.

Amnesty International reports that in instances where tasers are used, 80% of the time they are used on unarmed suspects. In 36% of the cases, they are used for verbal non-compliance, but only 3% of the time for cases involving “deadly assault.”

Since 2001, over 300 cases indicate that tasers exacerbate health issues and accelerate death. In November 2003, a mentally disabled man was tasered by Georgia police a total of six times for violating a home detention order. Hours later, he died in jail.

Incredibly, police officers have tasered pregnant women, even when they are fully aware of their pregnancies. In 2001, Cindy Grippi was tasered in the back for entering her house against the instructions of police officers, despite the fact that she was not engaging in any truly disruptive or criminal behavior. As a result, Grippi fell onto her stomach and recounts that she “felt a sharp pain in her abdomen as the taser struck her.” Hours later, doctors diagnosed Grippi with “fetal demise,” and she delivered a stillborn child. Tianesha Robinson was tasered by police officers in 2006 for resisting arrest during a traffic stop. Days later, she suffered a miscarriage.

In Colorado, a man was repeatedly tasered in the genitals for “resisting” after being handcuffed and placed in the back of a police car. In 2003, an imprisoned African-American woman was asked to remove all her jewelry. When she asked for a mirror to help remove her eyebrow ring, she was pepper sprayed and tasered. The tasering caused her to “fall to the ground and lose control of her bladder. While on the ground, a male officer forcibly removed her eyebrow ring with pliers. She was left in her urine for several hours without being given anything to clean herself with.” In August 2007, a man was tasered while holding an infant—causing him to drop the child on its head.

Police using tasers are supposedly trained to press the trigger lightly to guarantee that the shock lasts no longer than five seconds. However, there are numerous cases in which police officers have continued to press down on their triggers in hopes of elongating the shot and maximizing pain. In other cases, police officers have continued to shock individuals repeatedly, despite the fact that the first shock achieved their goal of thoroughly immobilizing the target. In 2003, an elderly blind woman, who was also extremely hard of hearing, was struck by a taser three times for failing to respond to police officers. As a result of the taser shocks to her back and the pepper spray to her face, the woman’s prosthetic right eye was ultimately dislodged from its socket.

The use of tasers by police raises a number of concerns for the protection of human rights. Portable and easy to use, with the capacity to inflict severe pain at the push of a button without leaving substantial marks, tasers are obviously open to abuse by officers. Their use often violates standards set out under the United Nations Code of Conduct for Law Enforcement Officials, which requires that force be used as a last resort and that only the minimum amount necessary be used.

Taser International, the company that manufactures and sells the stun guns, has sold them primarily to law enforcement agencies. The company has sold several hundred thousand to such agencies nationwide. However, since 1994, slightly less powerful tasers have been sold to the general public.

This development is truly alarming. Silent and instantly crippling, the taser is an ideal weapon for criminals to assist them in robbery, rape, abduction, etc. An attacker can now carry his own personal victim-paralyzing device, powerful enough to instantly incapacitate the victim and give the attacker complete control.

Tasers are also ripe for sadistic use. For example, in January 2008, a man in Albany, N.Y., was sentenced to 46 months in prison and 24 months of probation for using a 30,000-volt stun gun on his 18-month-old son during a game of peek-a-boo. He claimed that he “wanted his child to be tough…to be the toughest cage fighter ever.” It is impossible to remain untroubled by these words, as well as the image of a father purposefully torturing his defenseless child. The Social Services caseworker who investigated the situation said, “The look in the child’s eyes will not easily be forgotten.”

Clearly, the use of tasers should be suspended immediately—or at least until a comprehensive medical study can be conducted proving they are safe to the general public when used by police officers. And the police must by law be severely restricted in their use. Otherwise, we are opening the door for rampant abuse and police state tactics.





Two things come to mind.

1. Was George Lucas giving a warning or was he being 'in our faces' about what was going to come down the pipe.

2. Do the police have to swear to uphold the Constitution before they take their position? If not, it explains why they're acting the way they are. If so, they're committing treason, are they not? And if they're committing treason, then aren't people able to make more citizen's arrests and file charges appropriately?


Regarding #2, some may think me naive because I don't live in the US, however, I feel that someone needs to find a way to hold these 'cops' accountable, and if that is the way to do it, then I hope that many people, along with honorable attornies and the support that they need start going at the 'police state' now, before they all become just a bunch of jackboot thugs that are 'just following orders'.

How many times have your heard that it's not the volts that'll kill you, but the amps? While mostly true (it takes only 100mA to stop your heart), amps and volts are eternally bound together by Ohm's Law:
V = IRIn plain English: volts (V) equals current (I) times resistance (R). So, assuming resistance is constant, voltage and current are in lockstep. As one goes up, so does the other, and vice versa. You can't have a lot of amps without a lot of volts.
So, back to which kills you, the amps or volts. Given your body is a constant resistance, it really is a combination of both. Higher voltage means higher amperage, and thus higher voltage has more potential to kill. It takes only 100mA to stop your heart. I believe the resistance of a person with dry skin is somewhere around 100,000 ohms. This means, even touching 120V is far from lethal. The probem is wet skin is around 1,000 ohms, and the inside of your body is even lower, thus making 120V potentially lethal. OSHA actually has a good page...

You also, of course, have to take the power supply into account. All power supplies, especially batteries, are far from ideal. As they supply current, the voltage drops. A standard 1.5V AA battery cannot source 1A for any sustained period of time (if at all), for example. That's what makes a 12V car battery a lot more powerful, than, say, 8 AA batteries. I sincerely doubt you could start your car with a pack of Duracells.

BTW, even a standard 9V battery can kill you. Don't believe me? It's happened in the Navy. And I've seen that story before, so I think it is actually true.

I also think that many people are injured or killed, not necessarily from direct contact with an electric shock, but the aftershock. For example, a television tube usually runs at somewhere around 20,000 volts. But, it doesn't have a lot of current capability. The voltage drops off quickly as it discharges (i.e. you touch it). So, even though the shock is not lethal, the involuntary muscle contractions can cause you to touch something else more dangerous. Perhaps something inside the TV (like the power supply), or maybe it'll through you off your chair and into something sharp in your workspace. Either way, the potential for injury is still significant.
Anyhow, that ends my rant on weather amps or volts will kill you. The truth of the matter is they are both dangerous in the right quantities and situation. So be careful around electricity!

A taser produces 17-22 pulses per second at 0.0021 amps, where 0.001 amps at 50,000 volts is sufficient to kill a person.

Lets say an average of 20 pulses per second for 5 seconds, that's 100 pulses times 0.0021 amps equals 0.21 amps in 5 seconds with the electrons traveling at near the speed of light destroying tissue and molecular structure as they charge througe the blood stream leaving toxic byproducts in the blood, which lowers the pH, a condition called "acidosis". A pH drop from 7.6 to 7.4 is sufficient to cause a heart attack.

I'll say it again . Are tazers being used on dangerous criminals? Are they being used on drug addicts? Do they stop shooting deaths? None of the above. Its just a new toy for the man to assert his sadistic dominance over you. And if you die, So what? The judges will say it was your fault.

My five line play. It really is that bad. Still not sure? Two words: Fouad Kaady. The police's own testimony ADMITS that this guy was critically hurt in a car accident, bleeding, severly burned and nearly non-responsive. So what did they do? TASER AND SHOOT HIM!!! Yeah! That's how we do things downtown, bitch!

This is already happening, but with APA (Ameri Psych Assoc) help.  The number of additional "syndromes" that have been added to the list of actual mental illnesses have been astounding lately.  Generally they amount to expertiese buffers (defending unaccountable ruler class) and corporate promotion (channeling people into various pharma companies).  All the while, real mental health and its various real practicioners and experts are made a mockery of.

The NYPD is expanding its use of the Taser stun gun, a common tool in the law enforcement arsenal that's seen limited use in the nation's largest police force.

Newer model Tasers are smaller, lighter and easier to carry in a holster, the main reason for the change, department spokesman Paul Browne said Saturday.

Starting Wednesday, thousands of police sergeants will begin carrying electronic stun guns on their belts. The NYPD has used Tasers since 1984, but policy called for sergeants to store the stun guns in their trunks while patrolling, rather than strapping the weapons to their hips.

"They were a little too cumbersome," Browne explained. He said older Tasers were about the size and weight of a large flashlight and were less essential than other items police carry.

About 3,500 uniformed sergeants and other supervisors on patrol duty will be issued Tasers, costing about $500 each. The NYPD has 36,000 officers.

Browne said stun guns can be valuable when dealing with psychologically distressed people who might mean no harm but who are acting violently and have lost their ability to comply with an officer's orders.

Police forces nationwide use stun guns as alternatives to guns.

Some critics have questioned whether the devices are used too hastily and on vulnerable people. Amnesty International has counted more than 300 deaths since June 2001 in which a Taser was used against someone, though the tally does not show what caused those deaths.

The manufacturer, Taser International Inc., says the devices have been listed as a contributing factor in about 12 deaths.

Paul Kennedy, head of the Commission for Public Complaints Against the RCMP, released a final report Wednesday outlining 12 government recommendations on the ' use of Tasers by the Mounties.

Among his key recommendations, Kennedy said "that individuals who are Tasered about whom police have no knowledge of underlying medical conditions receive prompt medical attention, thereby possibly saving their life."

He also said a new policy should be implemented that would restrict Taser usage to experienced officers...

White people die also from being tasered, making this post into a racial incident is very suspicious.  Do you care for the minorities in NM, CA, TX, DC, HI, AZ?  What color of skin do these minorities have?  White. Why no special rights or similar NAACP to represent and enforce and enable them?  RACISM.
