Now the daunting duty I have is to try and find some back-up reference of this. I have been looking for the last two days trying to find if Homeland Security has decided to roll these devices out or if different states are mandating them. So for not a peep.

I am wondering if a company that makes the dog collars are making these?
I have seen the Youtubes were idiots try out the dog collars, but nothing from DHS.
While showing people this video, they question everyone I talk to says, "One hundred of these will be distributive to patrol cars? That's a bit much." *SIGH* Of course, overlooking the fact that if they start this program, one collar should make people outraged!
