Could be, hard to tell as you only get to see him for a split second.  He's also controlling the drone with his back to it.

Does anyone know if that is a military/police model drone, or one that can be purchased by consumers?

I have recently spoken to a person who lives an inner-city type of life.  He said the drones are well-known and have been in the inner-city for many years.  He says people joke about them and a favorite "hover spot" is right in your face on a corner gas station.

He was terribly alarmed to learn they were armed.

Up to now, inner-city folks just put up with them as a nuisance because sometimes they would buzz right by, or be right in your face.
