Has anyone ignored this without being harassed afterward? Is there no way to get a ruling from a court that it's unconstitutional?

I filled out the online survey and on the questions that are too intrusive I wrote "I Decline to Answer", as instructed by a US Census operator. But they're sending field representatives to my house saying it's incomplete, even though the online survey said "Thanks for Completing the Survey".
