This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds.

ATK was the incumbent and won the contract with its HST bullet, which has proven itself in the field. The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions. HST is engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration.

ATK has secured a major Indefinite Delivery/Indefinite Quantity deal to supply up to 450 million rounds of .40 caliber ammunition to the Department of Homeland Security.

The 1 year contract with four option years comes at a time when many Americans believe that DHS, along with certain aspects of the military, will soon turn their sights on the American people during some sort of martial law scenario.

“We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS, ICE,” said Ron Johnson, the president of ATK’s Security and Sporting group,” reported a PR Newswire release.

The Department of Homeland Security has been extremely busy in the last few months.

Whether it be mastering their surveillance of social media, planning to build level 4 bio weapons labs in the middle of the country, defending Globalism, lying to Congress about their big brother policies, labeling people who believe in conspiracy theories as potential terrorists, or taking over cyber security, DHS seems to be actively working against the American people on every front.

Considering this, the fact that they are openly ordering millions more rounds of ammunition should at the very least give the American people pause.

Your right 1 revelator, I didn't shoot my 40 cal. S.W. or my 380 ( don't know why the 380 ) for a long time cause I couldn't find it or it was to expensive (china - mart) had nichts. 450 million sounds like a lot though but that in it self is only a little over 1 shot per American. Take away the military that wont fire on us and were good. God willing

Infowars has obtained a document from the New Jersey Office of Homeland Security & Preparedness that lists banal bodily activities such as yawning, staring and goose pumps as “suspicious activity” indicative of terrorism. The document (PDF), entitled Terrorism Awareness and Prevention, is presented as a guide for both “residents and workers of New Jersey,” along with employees of federal, state and local agencies, on how to “assist in combating terrorism” by identifying “unusual or suspicious activities and behaviors.” The guide encourages participants to “look for signs of nervousness in the people you come in contact with.” “Signs will become particularly evident in a person’s eyes, face, next and body movements.” The document then lists examples of suspicious behavior indicative of terrorism, which include, “Exaggerated yawning when engaged in conversation,” “glances,” “cold penetrating stare,” “rigid posture,” and “goose bumps”. Of course, any of these behaviors could be explained by a million other circumstances and the likelihood that they are indications of terrorist activity is virtually zero. However, as we have seen from recent literature put out by the DHS or related law enforcement bodies, the standard for being characterized as a potential terrorist is getting broader and broader all the time. Last month we reported on the FBI’s Communities Against Terrorism (CAT) program, which encourages store managers and staff of numerous different businesses to report examples of suspicious activity to the authorities. In a flyer handed out to Internet Cafes, workers are encouraged to report people who use cash to pay for their coffee as potential terrorists. Expressing an interesting in protecting online privacy when surfing the web in public is also characterized as a suspicious activity. In a flyer issued to Military Surplus stores, the purchase of storable food supplies in bulk, an increasingly popular trend amongst “preppers,” is also defined as a potential indication of terrorism. Even more chilling, the feds have also begun to characterize perfectly legitimate political and economic beliefs as those held by terrorists, effectively denouncing them as thought crimes. As Reuters reported in February, authorities are now treating those who “believe the United States went bankrupt by going off the gold standard” as extremists who are a potential violent threat to law enforcement. Characterizing behavior which millions of Americans engage in every day as a potential indication of terrorism only serves to breed paranoia and distrust. If anything, it actually helps terrorists to blend in and not be identified, by increasing the chances exponentially of innocent Americans being mistaken for terrorists.

A friend of mine who is a former EMT and is in Med school to be a doctor recently told me she will be receiving training to essentially be a combat medic, sponsored by the government. That they will train and equip her. I asked her if she meant overseas, and she was specific that it was here for homeland defense. I did not get to question her any further as she was late for rounds, but I thought it would be worth mentioning in case anyone else had heard of such a program.
The resistance starts here. Unfortunately, the entire thing is moving beyond the intellectual infowar. I vow I will not make an overt rush at violent authority, until authority makes it's violent rush at me and you. I will not falter, I will not die in this course. For that is how they win.

POLICE STATE USA: New Obama Executive Order Seizes U.S. Infrastructure and Citizens for Military Preparedness

In a stunning move, on March 16, 2012, Barack Obama signed an Executive Order stating that the President and his specifically designated Secretaries now have the authority to commandeer all domestic U.S. resources including food and water. The EO also states that the President and his Secretaries have the authority to seize all transportation, energy, and infrastructure inside the United States as well as forcibly induct/draft American citizens into the military. The EO also contains a vague reference in regards to harnessing American citizens to fulfill “labor requirements” for the purposes of national defense.

Not only that, but the authority claimed inside the EO does not only apply to National Emergencies and times of war. It also applies in peacetime.

The National Defense Resources Preparedness Executive Order exploits the “authority” granted to the President in the Defense Production Act of 1950 in order to assert that virtually every means of human survival is now available for confiscation and control by the President via his and his Secretaries’ whim.

The unconstitutionality of the overwhelming majority of Executive Orders is well established, as well as the illegality of denying citizens their basic Constitutional and human rights, even in the event of a legitimate national emergency. Likewise, it should also be pointed out that, like Obama’s recent Libyan adventure and the foregone conclusion of a Syrian intervention, there is no mention of Congress beyond a minor role of keeping the allegedly co-equal branch of government informed on contextually meaningless developments.

As was mentioned above, the scope of the EO is virtually all-encompassing. For instance, in “Section 201 – Priorities and Allocations Authorities,” the EO explains that the authority for the actions described in the opening paragraph rests with the President but is now delegated to the various Secretaries of the U.S. Federal Government. The list of delegations and the responsibility of the Secretaries as provided in this section are as follows:

    (1) the Secretary of Agriculture with respect to food resources, food resource facilities, livestock resources, veterinary resources, plant health resources, and the domestic distribution of farm equipment and commercial fertilizer;

    (2) the Secretary of Energy with respect to all forms of energy;

    (3) the Secretary of Health and Human Services with respect to health resources;

    (4) the Secretary of Transportation with respect to all forms of civil transportation;

    (5) the Secretary of Defense with respect to water resources; and

    (6) the Secretary of Commerce with respect to all other materials, services, and facilities, including construction materials.

One need only to read the “Definitions” section of the EO in order to clearly see that terms such as “food resources” is an umbrella that includes literally every form of food and food-related product that could in any way be beneficial to human survival.

That being said, “Section 601 – Secretary of Labor” delegates special responsibilities to the Secretary of Labor as it involves not just materials citizens will need for survival, but the actual citizens themselves.

Obviously, the ability of the U.S. government to induct and draft citizens into the military against their will is, although a clear violation of their rights, not an issue considered shocking by its nature of having been invoked so many times in the past. Logically, this “authority” is provided for in this section.

However, what may be shocking is the fact that Section 601 also provides for the mobilization of “labor” for purposes of the national defense.  Although some subsections read that evaluations are to be made regarding the “effect and demand of labor utilization,” the implication is that “labor” (meaning American workers) will be considered yet one more resource to be seized for the purposes of “national defense.” The EO reads,

You people need to get educated and quit sitting in the corner huddled in fear thinking every little thing is the big bad wolf.

Did any of you read that info? It is a contrct for ONE year, with 4 optional one year extensions. The government does not have to meet the contrct for a second year, etc., AND the contract is for whatever amount the government needs during that period, which is why it says "indefinate" amount and "up to" 450 million rounds. If the contract is not renewed after the first year, then they won't get anywhere near that many rounds. The contract is NOT for an amount of rounds, it's for a time period and whatever may be needed during that contract period.

And has anybody here even considered just how many law enforcement personel work under DHS? And how much shooting range practice they have? Ask a cop. They go through a lot rounds just themselves at the range.

And they don't have a clue how many rounds the public has in it's stores! Much more than the government would care to deal with I suspect.

Reminds me of chicken little!  ::)

Must be tough targets they are practicing on that they are in need of hollow point ammo. I guess the militarization of police over the past few decades with military hardware and all the urban warfare drills is just so they can look tough and cool also. ::)

The Pentagon Is Offering Free Military Hardware To Every Police Department In The US

The US military has some of the most advanced killing equipment in the world that allows it to invade almost wherever it likes at will.

We produce so much military equipment that inventories of military robots, M-16 assault rifles, helicopters, armored vehicles, and grenade launchers eventually start to pile up and it turns a lot of these weapons are going straight to American police forces to be used against US citizens.

Benjamin Carlson at The Daily reports on a little known endeavor called the “1033 Program” that gave more than $500 million of military gear to US police in 2011 alone.

1033 was passed by Congress in 1997 to help law-enforcement fight terrorism and drugs, but despite a 40 year low in violent crime, police are snapping up hardware like never before. While this years staggering  take topped the charts, next years orders are up 400 percent over the same period.

This upswing coincides with an increasingly military-like style of law-enforcement most recently seen in the Occupy Wall Street crackdowns.

Tim Lynch, director of the Cato Institute’s project on criminal justice told The Daily, “The trend toward militarization was well under way before 9/11, but it’s the federal policy of making surplus military equipment available almost for free that has poured fuel on this fire.”

Thanks to it, cops in Cobb County, Ga. — one of the wealthiest and most educated counties in the U.S. — now have an amphibious tank. The sheriff of Richland County, S.C., proudly acquired a machine-gun-equipped armored personnel carrier that he nicknamed “The Peacemaker.”

This comes on top of grants from the Department of Homeland Security that enable police departments to buy vehicles such as “BearCats” — 16,000-pound bulletproof trucks equipped with battering rams, gun ports, tear-gas dispensers and radiation detectors. To date, more than 500 of these tanklike vehicles have been sold by Lenco, its Massachusetts-based manufacturer, according to a report in the Orlando Sentinel.

“It’s kind of had a corrupting influence on the culture of policing in America,”
Lynch says. “The dynamic is that you have some officer go to the chief and say, people in next county have [military hardware], if we don’t take it some other city will. Then they acquire the equipment, they create a paramilitary unit, and everything seems fine.

“But then one or two years pass. They say, look we’ve got this equipment, this training and we haven’t been using it. That’s where it starts to creep into routine policing.”

ANOKA, Minn., March 12, 2012 /PRNewswire/ -- ATK (NYSE: ATK) announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds." which means that its an 450 mil up front offer and from there to no end and no set amount unless DHS ends the contract or such.


On the same note Winchester to Deliver 200 Million 40-Cal. Rounds to Homeland Security August 22, 2009  WASHINGTON, D.C. -- Winchester Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years.

The load selected for this contract is a 135-grain, hollow point designed for the office of Field Operations of Customs and Border Protection. It will fall under the Winchester Ranger line.

So yeah lets just say if they are stoking up and not using the rounds that would be 850,000,000 by June when the first instalment of the ATK order comes in and by August of this year add another 200 million and that will be 1,050,000,000 rounds for this year that would stoked up and the winchester order has till August of 2013 to finish and before that if fallowing sequence here then June for an unknown amount but for amusement we will say another 450 million so yeah the got a lot of lead.

DHS won't explain its order of 450 million hollow point bullets

After 9/11, the United States government created the Department of Homeland Security to prevent future acts of terrorism and deal with other domestic issues. Now in order to keep doing such, the agency is asking for 450 million hollow point bullets.

The DHS has signed off on an “indefinite delivery” from defense contractors ATK that will include, for some reason, nearly 500 million high-power ammunition for .40 caliber firearms. The department has yet to discuss why they are ordering such a massive bevy of bullets for an agency that has limited need domestically for doing harm, but they say they expect to continue receiving shipments from the manufacturer for the next five years, during which they plan to blow through enough ammunition to execute more people than there are in the entire United States.

“We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS,” reads an official statement from Ron Johnson, ATK’s president of Security and Sporting, who adds that his group will also be giving up weaponry to the DHS subdivision of ICE, or Immigrations and Custom Enforcement.

While ammunition itself seems not too unreasonable of a request by a major federal entity that emphasizes domestic durability and safeguarding the country from coast to coast, the choice — and quantity — of its hollow point order raises a lot of questions about future plans for the DHS. ATK says they won their contract with the US government by being able to provide them with 450 million HST bullets, which it describes as “the next generation in high performance duty ammunition.”

What does that mean, exactly? On their website, the contractor claims that the ammunition is specifically designed so that it can pass through a variety of obstructions and offers “optimum penetration for terminal performance.” Or, in other words, this is the kind of bullet designed to stop any object dead in its tracks and, if emptied into the hands of the DHS a few hundred million times, just might do as much.

Since its inception, the Department of Homeland Security has not only absorbed ICE and other government entities, but has arguably extended its powers much more broadly than many had imagined. Under the recently authorized Trespass Bill, H.R. 347, protesters that allegedly disrupt occurrences acknowledged by the DHS of being a National Special Security Event will be charged with a federal crime. As the DHS gains more and more ground in fighting terrorism domestically, the US at the same time has turned the tables to make its definition of terrorist way less narrow. With any American blogger or free thinking on the fringe of what the government can go after under H.R. 347, or the National Defense Authorization Act that allows for the indefinite detention of US citizens without charge, the DHS could just be blasting through what’s left of its budget to make sure that its roster of agents across the country can get in their target practice over the next few years.

Of course, the government might just want to ensure that each one of those agents is more than able to assassinate Americans not just around the globe, but on their own soil. After all, for all of those angsty alleged Americans engaged in terrorism abroad, the US has the largest military in the history of the world to deal with them. In that case, they could argue that it only makes sense to equip their armed forces at home as well.

The reason you cannot buy other ammo calibers(shortage) is because these huge government contracts take the assembly line down for other uses until they get the contract done. It has been happening for many years now. This effectually starves the individual while feeding the huge government organizations that are taking over. No one that shoots regularly will use hollow points for target practice as they cost 3 or 4 more then target rounds. The only time they are used at the range is to see if that particular round will feed properly with your handgun.

Hollow-points are in a class of bullet called frangible... they are designed to do maximum damage on unarmored targets... they are Kill rounds that mushroom to twice their diameter when they hit for maximum shock and at close range fragment when they hit each piece cutting its own path... These are not Geneva Convention FMJ wounding rounds we are talking about here...

That's what I'm talking about, they are not used except in self defense from citizens and checking weapon compatibility. They also do not over penetrate transferring all the energy to the target (that wouldn't be needed for paper right?). Our DHS and other agency's are not bound by the Geneva convention because it is considered an internal matter. The UN however would be a different matter if they just don't ignore all the laws and go full boar. We are in big trouble here as history has proven time and time again. They only need to find the people that just follow orders and shoot their own countrymen to start a cavil war(which is the plan i think). There is way to much corruption in both the Federal and local government because of the globalist. Hopefully many will turn back toward protecting the people and against the tyrants.

I don't agree with the above article. I mean of course every opportunity should be made to not to have to use a gun to defend yourself but if you have to use it then you shoot to stop the target and that often means shoot to kill. The article makes a big deal about police using hollow point bullets, but let's not forget that in America these bullets would be also beneficial for peopel defending their properties and for conceal carry people.

When you have a situation where a woman is alone with an attacker and often it means she has a limited opportunities to use that gun, hollow point bullets would help her in disabling her target. This is though a typical british article, oh hollow point bullets are bad because police use them to murder citizens. I advocate a different approach: the police have been trained to be vicious killers and have been desensitised to see the public as the enemy, but NOO let's blame hollo point bullets. Pathetic!

Agreed, that is worrying, but blaming hollow points for government aggression is like blaming guns for violence which is what I feel that article is trying to convey. I generally support the sovvereign independent, me being from the Uk but that article has it wrong in my opinion.

I don't think anyone is blaming JHP ammo for government aggression, but rather pointing out that had they secured a contract for 450m FMJ's, it would not be a big deal... might be for a shitload of target practice.  Hell, I know people that keep more than 5000rds of FMJ on hand for range practice and whantnot.  However, JHP's have only one purpose.


As for FC's comment "to kill every man, woman and child in America"... it's actually more like 1000rds for every potential patriot that is willing to fight back against the NWO.

In yet another example of the attempt to acclimate American citizens to the presence of the US military on their own streets, it has been reported by Channel 5 KSDK in St. Louis, MO that residents of the city as well as the rest of St. Charles County might be encountering military vehicles and personnel this week.

The original announcement was made by St. Louis Police in an effort to warn the public of the strange sights they might encounter over the coming days in anticipation of the fears that many might have in this regard.

The vehicles will be armored personnel carriers manned by Military Police who are engaging in a “training mission” designed to teach them to operate and drive the vehicles on highways and city streets. According to the news reports, the vehicles are unarmed and this operation is not a military drill.

However, the vehicles will be paraded on the highways of St. Louis, as well as the streets of the city as the operation is conducted.

Of course, one must wonder why this training mission couldn’t take place on a military base or at some other military facility as opposed to the populated city of St. Louis. That is, unless the goal was maximum visibility and acclimation of the populace to seeing military vehicles and military personnel on the streets of their own country.


In addition, one must also wonder why MPs would have to travel all the way from Ft. Mead, Maryland in order to practice driving a personnel carrier. If it were necessary to train in an urban setting, couldn’t the MPs have trained in Maryland or Virginia?

Yet there is also the strong possibility that the operation is indeed a training mission with the goal being the preparation for the deployment of US military troops inside the United States for purposes of quelling domestic unrest, “emergency response,” or Martial Law.


Either way, with the increase in the number of drills, “joint operations” with law enforcement, and “training maneuvers,” it is clear that both the public and the troops are being prepped for the eventual use of the US military against the American people.

As Alex Jones documented in his film 911 The Road To Tyranny, the military has been training for well over a decade to engage the American people in domestic operations and combat.

In 2008, it was reported by the Washington Post that the United States Military, under the U.S. Northern Command, planned to have 20,000 uniformed troops inside the United States for the purposes of operating domestically in response to a “terrorist attack” or some other domestic catastrophe.

Indeed, every year seems to bring an increase in the number of sightings of the US military on the streets of America and an even more brazen attempt to acclimate the American people to view this as normal.

Unfortunately, the latest incident in St. Louis is just one more in a long line of these types of operations that should make us question exactly who is really being trained.
