On a Tuesday afternoon, one James Ray Palmer, 48, of Kibler, Arkansas, went on a shooting rampage that began on the second floor of the Crawford County Courthouse in Van Buren. Despite firing at least 70 rounds, he only managed to lightly wound a secretary(Vickie Jones), before police shot him dead 12 minutes later at around 3:45 pm on the courthouse lawn. He had on a two-tone gray/black trenchcoat with some kind of logo on the back. According to police, Palmer was armed with three semi-automatic handguns, a semi-automatic rifle and a tactical vest with webbing, allowing the gunman to carry additional ammunition. The weapons were hidden under a trench coat
he was wearing.
The alleged motive was the suspect's unhappy divorce combined with recent loss of his job. Deputies say his target was the judge who presided over his divorce and custody hearing back in 2001, though ironically the judge was out sick that day.

"Judge Hall... said in a news conference Wednesday that security measures are changing starting now. He says the county does not have the extra money, but they plan to use 911 funds
to figure out a way to quickly secure the courthouse."
