I found a way to track my local HAARP activity using a ping statistics program over a wireless system. I wish we had a national network setup to monitor it all. It is a bit harder than a basic Windows system to setup, but once it's done you know what's happening. For instance, when they shoot the thing off, when I see it on my graph, my kids start to act up and I start feeling tired and irritable. It's science 101 ... data points.

I found a way to track my local HAARP activity using a ping statistics program over a wireless system. I wish we had a national network setup to monitor it all. It is a bit harder than a basic Windows system to setup, but once it's done you know what's happening. For instance, when they shoot the thing off, when I see it on my graph, my kids start to act up and I start feeling tired and irritable. It's science 101 ... data points.

Late last year, James Walbert went to court, to stop his former business associate from blasting him with mind-altering electromagnetic radiation. Walbert told the Sedgwick County, Kansas panel that Jeremiah Redford threatened him with “jolts of radiation” after a disagreement over a business deal.

Later, Walbert, said, he began feeling electric shock sensations, hearing electronically generated tones, and getting popping and ringing sounds in his ears. On December 30th, the court decided in Walbert’s favor, and issued a first-of-its-kind order of protection, banning Redford from using “electronic means” to further harass Walbert. No, seriously.

I recently took part in a BBC Radio 4 program, which took a light-hearted look into the “the real Manchurian Candidate” — and examined whether there is any truth in stories of mind control. It gave me a chance to talk about exotic non-lethal weapon concepts like the so-called telepathic raygun, the system which beams sound directly into your skull, and the “voice of god” talking fireball. Most of these projects are just lab experiments, or examples of Powerpoint engineering. But in some legal, policy, and business circles, electromagnetic brain assaults are being taken seriously.

Walbert’s cause is supported by Jim Guest, a Republican member of the Missouri House of Representatives. He’s working on proposed legislation to addresses electronic harassment
, including a bill against the forced implantation of RFID chips.
The U.N. is also now taking the possibility of electromagnetic terrorism against people seriously. And for the first time this year’s European Symposium on Non-lethal Weapons included a session on the social implications of non-lethal weapons, with specific reference to “privacy-invasive remote interrogation and behavioral influence applications.” Those who believe they are being targeted are getting a bit of official recognition.

For some, this opens up a new business opportunity. There are already quite a few companies out there offering “Technical Surveillance Counter Measures,” or sweeps to determine if you are the victim of electronic harassment. As well detecting the usual bugging devices, they can check if you are being covertly bombarded by microwaves which may be the cause of “headache, eye irritation, dizziness, nausea, skin rash, facial swelling, weakness, fatigue, pain in joints and/or muscles, buzzing/ringing in ears.”

Much of this trade may come from people with symptoms caused by something less exotic than high-tech military hardware. But companies will no doubt be willing to sell them expensive protection measures, anyway. And as awareness of these developing technology projects increases, we are likely to be hearing a lot more about “electronic harassment,” “gang stalking” and the like over the next few years.

And there is also likely to be what folklorists call “Ostension,” or acting out. Now that there are so many websites explaining how easy it is to harass people by zapping them with a modified microwave oven, sooner or later someone is bound to try it.

1          The community of alleged electromagnetic harassment targeted individuals

There exists an international subculture, or community, about whom Col John B Alexander wrote in the Proceedings of the 4th Symposium.  Col Alexander opened the topic of “controversial … electromagnetic weapons that impact the mind”, stating that, “there is extensive literature addressing such systems.”  He continued, “There are a substantial number of people who believe that THEY (some external body - usually governmental) are beaming waves into their minds and disrupting them.  Medically speaking, the number of people making these reports is nontrivial.”

Twenty such “targeted individuals” (TIs), representing six European nations, converged on the Stadhalle, Ettlingen, in May 2007, to demonstrate and to exhibit outside the 4th European Symposium on Non-Lethal Weapons”.  This year, the TI community is represented inside the symposium, here at this workshop.

For a decade or more before the 1999 report Bioeffects of Selected Non-Lethal Weapons was declassified from SECRET NOFORN, TIs were complaining of the ill-effects documented.  How do TIs’ sceptical detractors suppose TIs knew what ill-effects to complain about spuriously, before the US miltary’s documentation of the effects was made public seven years after the report was compiled, in response to a Freedom of Information Act request for information?

2          The four capabilities covered by this presentation

The research of the Christians Against Mental Slavery group into the “extensive” unclassified literature Col Alexander mentioned, is focussed upon documenting four specific capabilities.  See the literature review papers (and primary sources) published (or linked to) on that group’s science page, www.slavery.org.uk/science.htm.

This presentation presents a concise introduction to these four capabilities.

2.1       Voice transmission using the Frey effect

The first published demonstration of voice transmission using the Frey Effect, conducted by Sharp and Grove, was  reported by Justensen DR, in “Microwaves and Behavior”, in American Psychologist, in 1975.

After at least a decade in the public domain, the entry on Voice-to-Skull (V2K) weapons in The Military Thesaurus published by The Center for Army Lessons Learned was removed last year, without adequate explanation when one was sought explanation from the Fort Leavenworth webmaster by telephone.  The removed definition had read,

Nonlethal weapon which includes (1) a neuro-electromagnetic device which uses microwave transmission of sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device which can transmit sound into the skull of person or animals. NOTE: The sound modulation may be voice or audio subliminal messages. One application of V2K is use as an electronic scarecrow to frighten birds in the vicinity of airports.

Weaponisation of the Frey Effect for voice transmission to “selected adversaries” (i.e. targeted individuals), which those targeted would find “disturbing” is contemplated in New World Vistas: Air and Space Power for the 21st Century. June 1996.  USAF Scientific Advisory Board (SAB)

The first weaponisation of The Frey Effect that I know that has been covered by the mass media is Medusa, as reported in New Scientist on 3 June 2008 by David Hambling.  Medusa is a weapon for crowd control applications, not individually targeted.  The New Scientist report includes this assertion on the part of the reporter: Previous microwave audio tests involved very "quiet" sounds that were hard to hear.  (“Hard to hear” is not very different in meaning from “subliminal”.)

2.2       Target-tracking

The final sentence of the adequately-referenced section on target tracking in Inner Voice, Target Tracking, and Behavioral Influence Technologies by John McMurtrey reads: “Target illumination tracking systems have nanosecond to microsecond response times.  Such responses do not require a wide scan area to lock illumination upon a person at achievable speeds.  At 90 miles per hour an auto travels less than 1/100 of an inch in a microsecond.”

2.3       Biotelemetry

The capability of collecting EEG data from human subjects remotely is discussed in Remote EEG Discussion, by John McMurtrey, on www.slavery.org.uk/science.htm.  (One benign application is locating buried earthquake survivors, and making assessments of their health from their EEG, measured from above ground.)  John cites the Malech Patent #3951134, “Apparatus and method for remotely monitoring and altering brain waves”, a patent granted in the days before it became unnecessary to prove feasibility of an invention before a patent would be granted in the USA.

2.4       Thought inference

John McMurtrey has reviewed relevant open literature in the following two papers:

·        Thought Reading Capacity
·        Physiologic Word Recognition

both published on www.slavery.org.uk/science.htm.

A primary source referenced is FEASIBILITY STUDY FOR DESIGN OF A BIOCYBERNETIC COMMUNICATION SYSTEM by Dr Lawrence R Pinneo and Mr D J Hall, published in 1975, which establishes the inference of pre-articulated human verbal thought from EEG and MEG data by 1975.  I was amazed to learn, from the first sentence of the second paragraph of the initial Summary section of Pinneo and Hall’s final report, that prior to 1972, the inference of pre-articulated human verbal thought was indicated feasible from captured data that measured “the electrical activity of the muscles of the vocal apparatus”, a feat that NASA claimed in 2004 as though the first to accomplish it, with greater publicity than Pinneo had enjoyed.

3          Discussion of applications enabled (and also alleged)

The four capabilities enable the remote infliction of far-from-benign interrogation and behavioural influence applications, corresponding closely to the complaints of the TI community.

4          Societal and ethical implications

4.1       The ethos of abusers

Whatever one thinks of TIs, in the light of the existence of the four capabilities, there is no room for complacency that the capabilities have not already, and will never, be abused as TIs allege that the capabilities have been abused to the TIs’ detriment, and I have shown today that they could be abused.  The following quote is not from a German politician in the 1930s.  It is from a publicly-funded American brain science researcher, long after World War II was over, the Nazis a distant memory.

"We need a program … for political control of our society.  The purpose is physical control of the mind [of] … everyone who deviates from the given norm.  The individual may think that the most important reality is his own existence, but this is only his personal point of view.  This lacks historical perspective.  Man does not have the right to develop his own mind. This kind of liberal orientation has great appeal.  We must electrically control the brain.  Some day armies and generals will be controlled by electric stimulation of the brain." - Dr Jose Delgado, a publicly-funded pioneer of the technology of Electrical Stimulation of the Brain (ESB); his remarks as they appeared in the February 24, 1974 edition of the Congressional Record, No. 262E, Vol. 118

4.2       Media coverage

On my birthday, 7 May 2007, I received an invitation to be interviewed for a television programme carried by one of the “God” channels in the USA, that would have reached a worldwide audience of about 50 million homes.  I was asked to talk about “The Spiritual Aspects of Mind Control”.  The show was cancelled, and the show host was fired, her series axed after four continuous years of being carried by the network concerned weekly.

This anecdote exemplifies par excellence a pattern that is repeated over and over again.  Whenever the TI community is offered a good opportunity to present our case publicly, the offer is withdrawn later.

Christians Against Mental Slavery was formed to make a contribution to public debate on the ethics of using the first and fourth capabilities, having been founded as a single issue group, with a religiously-informed ethical stance against non-consensual thought inference from biological data and technological thought (or behavioural) influence.  There are frequently stories in the mass media about, in particular, thought inference, almost invariably announcing capabilities that are tame even in comparison to that documented by Pinneo and Hall in 1975, such as the ability to move mouse cursors on screens by the power of thought alone (with protheses), but nevertheless calling for public ethical debate.  Yet my well-written letters offering a contribution to such public ethical debate, even if confined to our short mission statement, are never, ever published.

The capabilities presented here today are crying out for mass media coverage, as well as a higher profile than they have been afforded at this symposium today, dare I say.

4.3       Medicine

DSM IV and The World Health Organisation’s International classification of Diseases place TI’s at constant risk of psychiatric misdiagnosis that adds insult to injury.

"There is abundant evidence in the public domain that non-lethal weapons research is ongoing and funded annually in the tens of millions of dollars, or more. Given the fact that chemical and biological weapons, mind control drugs and radiation have been tested on unwitting civilian populations, it is possible that non-lethal weapons have also been tested on unwitting citizens... To date, organized and academic medicine have acted as if non-lethal weapons do not exist." [Emphasis the author's] - Dr. Colin A. Ross, Psychiatrist, p. 106 of Bluebird: Deliberate Creation of Multiple Personality By Psychiatrists

The mere title of an early paper by UK-resident Australian Psychotherapist Carole Smith says all that needs to be said:  On the Need for New Criteria of Diagnosis of Psychosis in the Light of Mind Invasive Technology.

4.4       Politics

European Parliament Resolution A4-0005/99 Para 27 calls for a global ban of weapons that might enable “any form of manipulation of human beings” to which Dr Caroline Lucas referred, writing to a British TI called Ruth B in 2004:

Electro-Magnetic (EM) weapons are one of the newest and most serious military developments in the world today. Enormous secrecy surrounds their development ... Unless this development is stopped, we are entering an Orwellian '1984' type scenario, which could potentially permanently transfer enormous power to those in control of the technology. ... We regard the unsuccessful attempts in the 70s ... to have these weapons controlled by a UN Convention as having been a major missed opportunity, which has now led to a new arms race in this field. We have sought to renew the attempt ... to outlaw these weapons and the research that leads to them, primarily that concerning external manipulation of the human central nervous system. - Dr Caroline Lucas MEP, 2004
 
Yet the national governments of the EU member states have done nothing in response to this eminently sensible European Parliament resolution.

4.5       Jurisprudence and law enforcement

TIs are human rights plaintiffs seeking justice, hampered because the are without an identifiable defendant to sue.  They are the victims of crime for which they have no credible suspect.  They need information in order to make any progress towards one day having their tort cases heard, and the perpetrators of the crimes against them brought to justice.

Simon Watkin was head of the Covert Surveillance Policy Team within The Intelligence and Security Liaison Unit of the UK’s Home Office.  When I started asking him questions to which TIs need answers, he wrote to me as follows.  (These are just examples.)

“Where I said ‘I cannot comment upon the capacity of law enforcement agencies and the intelligence services to undertake surveillance activities or the extent to which any capabilities are, or might be, considered to be thought influencing …” … I should have said … ‘considered to be thought monitoring’”.  - Simon Watkin, 2004

“… let me be frank: for reasons of national security no one in Government, that's no one, will ever do anything other than neither confirm nor deny whether UK has access to … ‘V2K weapons’.”

There is a conflict between the Official Secrets Acts and The Human Rights Act.  The former frustrates the latter continually where TIs are concerned.

Furthermore, the police are positively proactive in some cases in seeking the psychiatric discrediting, as witnesses to crimes of which they are victims, of TIs who report the crimes against them.  I prefer to think that this is more the result of ignorance than conspiracy.  Either way, it is another effect of putting official secrecy ahead of human rights.

4.6       A Christian perspective

The stated position of the Christians Against Mental Slavery group is that it is: “An international evangelical Christian group whose members want it to be regarded as crime against humanity worldwide for anyone to monitor or to influence human thought technologically without continuing, informed consent.”

In the bible (2 Thess 2), the apostle Paul predicts the future artificial infliction of effects that appear to be supernatural, leading to delusion.  (He associates this with a future time in history when there will be a successful attempt to establish global governance.)

Especially obnoxious to Christians would be the use of the four documented capabilities in order to deliver the “Voice of God” behavioural influence application developed by Prof Igor Smirnov, called Psycho-correction, which Prof Smirnov declined to use at the Waco siege when invited by the FBI to do so using the conventional acoustic technology available to the FBI at the time.  It is not at all far-fetched to interpret the scripture passage mentioned as prophetic of the delivery, by this sort of technology, of that sort of blasphemous application.

Last Hour Graph



This is a graph of my Internet connection at my house. What makes this work is I have a wireless ISP -- no not Sprint etc, but a HF Dish pointing at a tower 6 miles across a valley. It's direct line of site, and being wireless it is effected by the harmonics of other RF broadcasts that are powerful enough, such as HAARP. When they shoot it off, there is a recognizable pattern.

If you look at the graph you'll see a dip -- that's where it should be normally (4-6ms range roughly). The "hills" on the two sides are slower average ping rages, which in turn mean the wireless connection is being interrupted. It's pretty simple really.

This is a new computer, so I don't have my old data handy, but I'll let it run all night and post some data tomorrow.

Is there a way for you to broadcast this information in real time, like streaming it over USTREAM or something similar?

I for one am not savvy enough to construct such a system, but I sure as hell would like to have a place to go online to view it!

LOL bro, your wireless router operating in the 2.4ghz range is susceptible to tons of normal interference least of all is ELF from HAARP  Roll Eyes

Yes, I know HAARP is ELF, but you also have to account for the harmonics that would not normally be an issue for lower powered transmissions. For instance, with a high powered ham radio you can pick up the broadcast if you tune your FM/AM (depending on the band being used) and pick it up if you are close enough. It's all about harmonics.

Take a look at last night's graph:



Now you can see it better. The "bumps" on the left -- that's when they fire the thing off. The rest is the normal noise.

I for one am not savvy enough to construct such a system, but I sure as hell would like to have a place to go online to view it!

I may be able to set something up for my local graph, but not for anything else as it has to be physically setup on location to be able to have the data. You could probably do the same thing I am doing (albeit, not as sensitive) with a wireless router relay (bouncing wifi between two or three routers over a longer distance) and pinging the furtherest one. I have not done it myself, but I can pick up a little when I ping my wireless Tivo in the living room (~50 ft) -- same pattern as my 6 mile tower, but not as easy to see.

For you to say that is HAARP is ridiculous, there's a million variables. There are other sources of even high powered interference..radar for instance, which is more likely to cause interference in that range. iirc HAARPs website publishes testing info so you can get some real data of when it's actually fired up and compare to your info.

The local HAARP only shoots off when 1) a low pressure zone is near with accompanying weather system, 2) chemicals are being sprayed. It did not go off in summer hardly at all, but now, during winter/spring it is.



I collect data, it's what I do. I've been doing this for a year now. My observations and data coincide with radar signs of HAARP (when it is visible). They also coincide with the expected arrival of weather systems. I have recently noticed it also lines up closely with the 24-48 hour window before a forecasted weather system when mentioned on the local news.

You can debate all you want, but if you monitor it like I do you would have some questions that just can't be answered any other way with the available observations and data.
