   The "Secret Team" -- the Real Power Structure

          The most remarkable development in the management of America's relations with other countries during the quarter-century since the end of World War II has been the assumption of more and more control over military, financial and diplomatic operations at home and abroad by men whose activities are secret, whose budget is secret, whose very identities as often as not are secret -- in short, by a Secret Team whose actions only those implicated in them are in a position to monitor and to understand.

          For the purposes of this historical study, the choice of the word "Team" is most significant. It is well known that the members of a team, as in baseball or football, are skilled professionals under the direct control of someone higher up. They do not create their own game plan. They work for their coach and their owner. There is always some group that manages them and "calls the plays". Team members are like lawyers and agents, they work for someone. They generally do not plan their work. They do what their client tells them to do. For example: this is true of agents in the Central Intelligence Agency. It is an "Agency" and not a "Department" and its employees are highly skilled professionals who perform the functions their craft demands of them. Thus, the members of the highest level "Secret Team" work for their masters despite the fact that their own high office may make it appear to others that they, themselves are not only the Team but the Power Elite. This recalls a story related by the Rt. Hon. Lord Denning, Master of the Rolls, of Great Britain, during WW II.

          Winston Churchill had left the Admiralty to become Prime Minister. Frequently he would come down to the Admiralty basement on his way from #10 Downing Street, to his underground, bomb-proof bedroom. He made it his practice to visit the Officer in Charge for up-to-date Intelligence and then stroll into the Duty Captain's room where there was a small bar from which he sometimes indulged in a night-cap, along with his ever-present cigar.

          On this particular night there had been a heavy raid on Rotterdam. He sat there, meditating, and then, as if to himself, he said, "Unrestricted submarine warfare, unrestricted air bombing -- this is total war." He continued sitting there, gazing at a large map, and then said, "Time and the Ocean and some guiding star and High Cabal have made us what we are."

          This was a most memorable scene and a revelation of reality that is infrequent, at best. If for the great Winston Churchill, there is a "High Cabal" that has made us what we are, our definition is complete. Who could know better than Churchill himself during the darkest days of World War II, that there exists, beyond doubt, an international High Cabal? This was true then. It is true today, especially in these times of the One World Order. This all-powerful group has remained superior because it had learned the value of anonymity. For them, the Secret Team and its professionals operate.

          We may wish to note that in a book "Gentleman Spy, the Life of Allen Dulles" the author, Peter Grose cites Allen Dulles response to an invitation to the luncheon table from Hoover's Secretary of State, Henry L. Stimson. Allen Dulles assured his partners in the Sullivan & Cromwell law firm, "Let it be known quietly that I am a lawyer and not a diplomat." He could not have made a more characteristic and truthful statement about himself. He always made it clear that he did not "plan" his work, he was always the "lawyer" who carried out the orders of his client whether the President of the United States, or the President of the local bank.

          The Secret Team (ST) being described herein consists of security-cleared individuals in and out of government who receive secret intelligence data gathered by the CIA and the National Security Agency (NSA) and who react to those data, when it seems appropriate to them, with paramilitary plans and activities, e.g. training and "advising" -- a not exactly impenetrable euphemism for such things as leading into battle and actual combat -- Laotian tribal troops, Tibetan rebel horsemen, or Jordanian elite Palace Guards.

          Membership on the Team, granted on a "need-to-know" basis, varies with the nature and location of the problems that come to its attention, and its origins derive from that sometimes elite band of men who served with the World War II Office of Strategic Services (OSS) under the father of them all, General "Wild Bill" William J. Donovan, and in the old CIA.

          The power of the Team derives from its vast intragovernmental undercover infrastructure and its direct relationship with great private industries, mutual funds and investment houses, universities, and the news media, including foreign and domestic publishing houses. The Secret Team has very close affiliations with elements of power in more than three-score foreign countries and is able when it chooses to topple governments, to create governments, and to influence governments almost anywhere in the world.

          Whether or not the Secret Team had anything whatsoever to do with the deaths of Rafael Trujillo, Ngo Dinh Diem, Ngo Dinh Nhu, Dag Hammerskjold, John F. Kennedy, Robert F. Kennedy, Martin Luther King, and others may never be revealed, but what is known is that the power of the Team is enhanced by the "cult of the gun" and by its sometimes brutal and always arbitrary anti-Communist flag waving, even when real Communism had nothing to do with the matter at hand.

          The Secret Team does not like criticism, investigation, or history and is always prone to see the world as divided into but two camps -- "Them" and "Us". Sometimes the distinction may be as little as one dot, as in "So. Viets" and "Soviets," the So. Viets being our friends in Indochina, and the Soviets being the enemy of that period. To be a member, you don't question, you don't ask; it's "Get on the Team" or else. One of its most powerful weapons in the most political and powerful capitals of the world is that of exclusion. To be denied the "need to know" status, like being a member of the Team, even though one may have all the necessary clearances, is to be totally blackballed and eliminated from further participation. Politically, if you are cut from the Team and from its insider's knowledge, you are dead. In many ways and by many criteria the Secret Team is the inner sanctum of a new religious order.

          At the heart of the Team, of course, are a handful of top executives of the CIA and of the National Security Council (NSC), most notably the chief White House adviser to the President on foreign policy affairs. Around them revolves a sort of inner ring of Presidential officials, civilians, and military men from the Pentagon, and career professionals of the intelligence community. It is often quite difficult to tell exactly who many of these men really are, because some may wear a uniform and the rank of general and really be with the CIA and others may be as inconspicuous as the executive assistant to some Cabinet officer's chief deputy. Out beyond this ring is an extensive and intricate network of government officials with responsibility for, or expertise in, some specific field that touches on national security or foreign affairs: "Think Tank" analysts, businessmen who travel a lot or whose businesses (e.g. import-export or cargo airline operations) are useful, academic experts in this or that technical subject or geographic region, and quite importantly, alumni of the intelligence community -- a service from which there are no unconditional resignations. All true members of the Team remain in the power center whether in office with the incumbent administration or out of office with the hard-core set. They simply rotate to and from official jobs and the business world or the pleasant haven of academe.

          Thus, the Secret Team is not a clandestine super-planning-board or super-general-staff. But even more damaging to the coherent conduct of foreign and military affairs, it is a bewildering collection of semi-permanent or temporarily assembled action committees and networks that respond pretty much ad hoc to specific troubles and to flash-intelligence data inputs from various parts of the world, sometimes in ways that duplicate the activities of regular American missions, sometimes in ways that undermine those activities, and very often in ways that interfere with and muddle them. At no time did the powerful and deft hand of the Secret Team evidence more catalytic influence than in the events of those final ninety days of 1963, which the "Pentagon Papers" were supposed to have exposed.

          The New York Times shocked the world on Sunday, June 13, 1971, with the publication of the first elements of the Pentagon Papers.[1] The first document the Times selected to print was a trip report on the situation in Saigon, credited to the Secretary of Defense, Robert S. McNamara, and dated December 21, 1963. This was the first such report on the situation in Indochina to be submitted to President Lyndon B. Johnson. It came less than thirty days after the assassination of President John F. Kennedy and less than sixty days after the assassinations of President Ngo Dinh Diem of South Vietnam and his brother and counselor Ngo Dinh Nhu.

          Whether from some inner wisdom or real prescience or merely simple random selection, the Times chose to publish first from among the three thousand pages of analysis and four thousand pages of official documents that had come into its hands that report which may stand out in history as one of the key documents affecting national policy in the past quarter-century -- not so much for what it said as for what it signified. This report is a prime example of how the Secret Team, which has gained so much control over the vital foreign and political activities of this government, functions.

          Most observers might have expected that the inner group of men who had worked so closely with President Kennedy for three years would have lost heart in those days following his tragic death. On the contrary, they burst forth, as though from strong bonds and fetters and created this entirely new report, thus shaping the future of the Indochina conflict. Their energy and their new sense of direction seemed almost to rise from the flame of Kennedy's tomb in Arlington.

It aired on PBS in 1987 and is as good as anything on the tape (must see). Moyers is a very respected TV journalist who also worked for Lyndon B. Johnson and has a very professional approach. He interviews many different people involved with the CIA and other government agencies. His documentary gives quite an overview of what has actually happened in the last 50 years regarding the CIA and the cold war (including Iran, Guatamala, Cuba, Viet Nam and Chile). He features such people as Ralph McGeehee and Phil Retinger (both former CIA agents), Rear Admiral Gene La Rocque (Ret. U.S.N.), Theodore Bissell (active in the CIA at the time), Sen. Frank Church and many others. Moyers is so very credible. The full video "The Secret Government" is 90 minutes - this segment is edited by Frank Dorrel to 20 minutes.

"It is extremely easy for us to say that the German people, for instance, even under the threat of physical violence, shouldn’t have allowed their government to do what it did. But we of the United States, under no intimidating threats and with a long history of individual freedom, did not stop this forced evacuation which took place over a number of months and subjected many thousands of local citizens not only to bewilderment and misery of barren, crowded barracks but to large, permanent losses in the form of hard earned businesses and properties; sudden amputation of plans and hopes; disillusionment about their citizenship in America. If we ask ourselves why we did not stop it, and listen to the reasons we start to put forth, perhaps we may understand why similar questions asked Germans about ‘stopping Hitler’ are in reality too vague and inadequate to be helpful."

"Knowing what those camps meant to people caught up in the event of the 1940’s, knowing the shame that afflicts the American people as we look back on the incarceration and dislocation of a people because of their race, [or political beliefs], we can only feel repugnance and fear at the fact that today we have locations available for another round-up [1970’s and again in 1999] and that we live under a law which would permit another mass detention of people without any proof that they had committed any illegal actions."

U.S. Detention Camps During WW II

The socialist experiment with detention camps began during the era of 1931 – 1948 in Nazi Germany, the Soviet Union, and the United States. Stalin exterminated 7 – 10 million people in civilian detention camps from 1931 – 1933, and another 10 million between 1934 – 1939. Hitler opened Dachau on March 9, 1933, and Auschwitz in Poland in January, 1940. It has been determined that by the end of World War II as many as six million people died in Hitler’s detention camps. On August 24, 1939, the FBI Director, J. Edgar Hoover met with FDR to develop a detention camp program in the United States.

Some people today will remember the detention camps which were setup in the United States immediately after President Roosevelt declared war on Japan and formally entered World War II. What many don’t realize is that the Japanese were not the only people who were forced to go to these camps. Germans, Italians, and Mexicans were also sent to these camps during WW II. It should be said that the camps in the United States were not the death camps which were so feared in Europe, yet these people were denied their Constitutional rights when the federal government forced them into the camps.

Immediately after the Japanese attacked Pearl Harbor on December 7, 1941, the government began discussions concerning what to do with aliens that were from countries that were now considered enemies of the United States. There was an immediate call to evacuate the Japanese from the west-coast states of California, Oregon, Washington and the state of Hawaii.

Over the next two months, the public’s attitude toward the Japanese rapidly deteriorated. In February of 1942 the government began registering enemy aliens and large-scale "spot" raids were conducted to seek out potential dissidents and evidence of espionage. In the next four months the raids produced little in the way of proof that Japanese residents were plotting against the United States.

Due to the increasing anti-Japanese sentiment unemployment among the Japanese soared, reports of personal attacks grew, desperately needy were denied relief funds, and the Japanese were refused licenses to operate businesses. They were also subjected to heavy travel restrictions.

By the middle of February 1942, it was decided to begin to evacuate all persons of Japanese lineage and all other aliens whose presence would be considered dangerous to the defense of the United States. It was estimated that 100,000 enemy aliens would be involved in the evacuation. (NOTE: to this day the United States government still looks upon this forced evacuation as a voluntary evacuation.) It should be said that there were people in the government and the military that thought that these evacuations were wrong and should not be instituted, but their objections were ignored. On February 19, 1942, President Roosevelt signed Executive Order 9066, which ordered the evacuations to begin.

One month later on March 18, 1942, President Roosevelt signed Executive Order 9102 which established the War Relocation Authority. It ordered the establishment of this agency in the Office of Emergency Management to manage the evacuation. The Authority quickly began planning the building of ten relocation camps that would house over 110,000 people.

The Quakers helped the Japanese in the days prior to their evacuation. They helped to pack the few possessions they were allowed to take with them. They also made arrangements to find storage facilities for their personal possessions which the Japanese left behind. The Quakers also assisted in selling businesses and homes which the Japanese were forced to leave behind, and they found ways to ensure that the Japanese would get their money. The Quakers even attempted to provide protection for properties which were not sold. Their assistance did not stop there. They continued to maintain contact with the detainees in the camps as a means of counteracting the demoralization and fear which overcame many of the detainees.

Two of these camps which received trainloads of evacuees were located in Arizona. One was the Colorado River Relocation Center, which housed 18,000 people at its peak, and operated from April 1942 – March 1946. The other was the Gila River Relocation Center that held 13,000 people, and it was in operation from May 1942 – February 1946.

The government had set up the camps in block formations with each block having 14 barracks. Each barracks measuring 20 feet by 100 feet. Each block had one mess hall, one recreation center, laundry facilities, and separate men and women bathrooms. The camps also had cold warehouses, repair facilities, administration offices, schools, a library, facilities for religious services, medical facilities, and a post office. The detainees were allowed to have gardens and raise livestock.

One of the better known civilian detention camps during World War II, was at Crystal Lake, Texas. News articles and a documentary were made detailing life at Crystal Lake. The Crystal Lake camp has been referred to as a concentration camp, but it was not. The camp was occupied by people of Japanese and German decent, who had immigrated to the United States prior to the beginning of WW II.

After World War II, the detainees of these camps filed lawsuits, and brought grievances before Congress because of the violation of their civil rights, which these people had suffered because of these forced evacuations and detainment. In 1988, President Reagan signed into law the Civil Liberties Act of 1988. The purpose of the law was to acknowledge and apologize for the wrongs done to these people that were forced to live in the detention camps. To date, restitution has been paid to approximately 80,000 Japanese-Americans, yet the federal government still considers the evacuations as "voluntary".

The Detention Act of 1950

In 1950, Congress, concerned about communism, passed the Detention Act of 1950. The Detention Act of 1950 (the "Act") can be found in the series of books called the "Statutes at Large" in any law library. This law gave the government the capability to arrest and detain those people or groups which were deemed to be subversive and a threat to the government of the United States, and hold people in detention camps around the country.

As the concern over the conflict in Korea grew, Congress’s anxiety over the existence of communist groups located in the United States also grew. A survey was ordered to assess available confinement facilities in the United States. The Department of Justice recommended that the camps located at Army and Airforce bases, and former prisoner-of-war camps, be made available to be used as detention camps. It was also determined that it would also be more cost effective to repair existing camps than it would be to build new camps. In 1952, Congress appropriated $775,000 for the activation and rehabilitation of six camps.

These six camps were located at : Florence, Arizona; Wickenberg, Arizona; Avon Park, Florida; Allenwood, Pennsylvania; El Reno, Oklahoma; and Tule Lake, California. After the Korean conflict ended, the need for these camps also ended. In 1959, Tule Lake Camp was turned over to the General Services Administration. Wickenberg Camp was turned over to the city. Avon Park Camp became the Avon Park Correctional Institution. Twenty acres of the Florence Camp became a Federal detention center for people serving short sentences. El Reno remained under the control of the Bureau of Prisons. Allenwood Camp is now used as a regular federal prison camp for minimum security prisoners.

By the end of the 1960’s, sixteen bills had been submitted to repeal the "Act". The public opinion was growing against the "Act" in that the public felt that the government could not be trusted to protect the civil rights of those people arrested under this law. One portion of the Detention Act of 1950 which was the cause of great concern read:

Sec. 103. (a) Whenever there shall be in existence such an emergency, the President, acting through the Attorney General, is hereby authorized to apprehend and by order detain, pursuant to the provisions of this title, each person as to whom there is reasonable ground to believe probably will engage in, or probably will conspire with others to engage in, acts of espionage or of sabotage,

The problem with the above section is that it violates the civil rights of those arrested. It is unacceptable to arrest someone on the suspicion that someday that person may break the law. There were other short comings to the "Act". They included:

the implementation of the law required no further Congressional action, but simply a declaration by the President of a state of emergency;

group affiliation could be a basis for detention, without necessarily any evidence as to individual behavior;

confrontation of adverse witnesses and full knowledge of charges and evidence were effectively denied in order to protect the government’s sources of information;

the only way to prove innocence would be the impossible task of guaranteeing future behavior;

bail was not permitted;

the law provided no trial by jury but rather a series of administrative appeals after the fact of detention;

and, the penalty provided under the law is incarceration of an indefinite duration.

Though this law was never actually used, it caused a great deal of concern as when people around the country became aware of its dangers. In the late 1960’s, minorities and particularly the Japanese community turned to Congress in an attempt to get the law repealed. It wasn’t until 1970 that any real attention was given to repealing the "Act". The fear among many Americans was that this law might become an instrument for apprehending and detaining people that held unpopular beliefs and views.

On September 14, 1970, the Internal Security Committee held a hearing on the "Act". At the end of the hearings the committee reported that it had a bill which would not repeal "the Act" but would simply amend it. This bill went nowhere because the 91st Congress adjourned before a ruling was granted. When the 92nd Congress reconvened, over 150 members of Congress supported an effort to have the "Act" repealed.

Since the Vietnam era the federal government has been focusing on ways to control civil unrest. Executive orders, Department of Defense Directives, and laws have been written addressing the issue of the military assisting in controlling civilian disturbances. Federal Emergency Management Agency (FEMA) has been given greater and greater authority and power over these matters to such a degree that even minor civil disturbances today may come under the jurisdiction of FEMA.

In the early 1980’s, President Reagan, the Department of Defense (DOD), and FEMA began to change the role that FEMA would play in the security of the United States. In 1983, it was recommended that FEMA expand its role to include survivability training, imposing martial law, controlling civil disturbances, and placing greater emphasis on protecting the country from foreign threats and domestic terrorism.

REX – 84 (Readiness Exercise 1984)

In 1981, FEMA and the DOD began training exercises to test plans for civil mobilization, civil security, and counter-terrorism. The REX – 84 exercises were established under the premise that FEMA might have to detain a large number of refugees, crossing the Mexican/U.S. border in a mass exodus as a result of a war in Central America (remember the Iran-Contra Affair). REX – 84 also provided for the closing of military bases around the country, of which some would then be turned into detention camps. One of the ten military bases that were setup as detention camps, was Camp Krome in Florida. This camp was designated as a joint FEMA – Immigration Service interrogation center.

REX – 84 coordinated 34 federal departments and agencies to conduct a civil readiness exercise during April 5 – 13, 1984. In the combined exercise, REX – 84 Bravo, FEMA and the Department of Defense led, among other agencies, the Central Intelligence Agency (CIA), Secret Service, the Treasury, Federal Bureau of Investigation (FBI), and the Veterans Administration, through the exercise to test military preparedness in civil defense.

The training exercise included the use of the military to control civil disturbances, major demonstrations, and strikes, which would affect government operations and resource mobilization. It also included exercises in fighting terrorism, conducting large movements of the population, and imposing martial law.

Several months after REX – 84 had been completed, it was suggested that Executive Order 11490 should be amended to give FEMA greater control in national emergencies. Serious concerns were raised over these amendments. Some of the concerns included:

Objections to the creation of an emergency czar type of role in FEMA (this has happened today).

The abandonment of the use of the "several agency responsibility" system.

The defining of severe emergencies to include routine law enforcement emergencies.

The absence of Presidential or Congressional authorization for unilateral FEMA Directives which would attempt to establish new federal government structures, etc. (Which is the case today.)

Operation Garden Plot

Operation Garden Plot refers to federal military assistance given to local and state law enforcement agencies during times of civil disturbances to control the civilian population. It was a spin off of Rex-84. This operation is also referred to as Oplan Garden Plot, Garden Plot, MACDIS (Military Assistance to Civil Disturbances), and Garden MACDIS. This operation was first made public in the mid-1980’s.

The United States Civil Disturbance Plan 55-2, or Operation Garden Plot, is a direct support operation for the Army, Airforce, Navy, and Marines with airlift and logistic support to respond to civil disturbances. The airlift force will be composed of MAC organic airlift resources, aircraft from the USAF, air reconnaissance, and airborne psychological operations.

This operation will target people or groups the government considers "disruptive elements". It defines "disruptive elements" as resistance groups, tax protesters, right wing extremist groups, people who will be considered non-conformists, or people who simply protest governmental actions such as Martial Law. Its activation will be deemed necessary when local or state authorities cannot maintain law and order. Deadly force may be permitted against any group or person perpetrating what the Federal government will consider civil disorder.

Furthermore, Operation Garden Plot also provides for federal troops and the National Guard to combine their efforts with United Nation troops while conducting operations. The cement that pulls all this together is Presidential Decision Directive – 25 (PDD-25). Though PDD-25 is classified, an executive summary is available and discusses the relationship between the United States troops and the United Nations forces in operations here and abroad.

One such example for the use of Operation Garden Plot occurred on April 29, 1992. California experienced the worst riots since the 1960’s in Los Angeles. It began as a small disturbance and quickly accelerated into a full-blown riot that killed 44 people, injured hundreds of others, and cost close to one billion dollars in property damage. The riots were so overwhelming that the L.A. police in many instances would not attempt to stop the rioters. They left citizens to defend themselves and their property.

The governor of California directed the National Guard to mobilize and assist the local police. On May 1, 1992, President Bush signed Executive Order 12804, ordering federal troops in to assist the National Guard and local police. The plan they followed was the Department of Defense Civil Disturbances Plan (Operation Garden Plot). The operation included such agencies as LAPD Emergency Operations Center, City Command, the Sheriff’s office, FBI, and the ATF.

Today, what could possibly happen in this country to activate such an operation? The federal government could initiate Operation Garden Plot if there were serious social unrest, political turmoil, or an economic disaster resulting in civil disturbances that local and state authorities could not control. Could Y2K be such an event?

Today, under a state of national emergency the President, after declaring Marshal Law, would give FEMA the authority to take control of the internal infrastructure of the United States and suspend the Constitution and the Bill of Rights. Congress would be prevented from conducting hearings over the actions of the President or FEMA, for six months or until the President lifted marshal law. Today the Executive Order that establishes this authority is Executive Order 12919 (see Appendix), and combined today with DODD 3025.12, FEMA would be empowered to hold civilian detainees in detention centers. They could also use the detainees as civilian labor which would be monitored by the Department of Defense, but supervised by the FBI. Also, FEMA’s Federal Response Plan as amended in June of 1999 also makes mention of Operation Garden Plot.

It is estimated that there are between 160 – 190 detention (internment) facilities in the United States, each capable of housing between 10,000 to 300,000 civilians. Most of these camps are located on active military bases, or closed military bases which have been converted to detention facilities. Very few lists of such facilities are available to the general public, and with good reason. It simply makes sense to keep these facilities secret in order to reduce the repercussions that would be experienced from such knowledge. The lists that can be found are vague, old, and incomplete.

Photos do exist of detention camps at Camp Grayling in Grayling, Michigan; Fort Dix, New Jersey; and the Federal Transfer Center-Temporary Facility at Will Rogers Airport in Oklahoma City, Oklahoma. Miscellaneous pictures have been taken of other sites showing empty fields with ten foot fences topped with razor wire creating holding pens. These sites also have stadium lighting and guard towers surrounding the sites. The question that should be asked is who are these holding pens for, because cattle do not climb fences, and they don’t need guard towers?

Operation Cable Splicer

Operation Cable Splicer is a Department of Defense operation for the orderly take- over of local and state governments. The development of this operation had its start while President Ronald Reagan was governor of California. Governor Reagan enlisted the assistance of the head of the state’s National Guard to put an operation together, which would assist the government during times of civil unrest. This condition required the declaration of Martial Law. It’s purpose was to legitimize the arrest and detainment of anti-war protesters and political troublemakers during the Vietnam era. Initially the operation was presented to the public disguised as a program to protect against civil disturbances. Its’ stated purpose was to:

Keep the people from gathering in the streets.

Isolate and neutralize the revolution’s leadership.

Disperse crowds and demonstrations.

and prosecution followed to:

Validate the action of the police.

Deny the defendant propaganda material.

To deny them the opportunity to recover money damages against the police for arresting them.

This operation involved three different scenarios, which justified its use in controlling civil disturbances and ultimately taking over government functions in an emergency. The scenarios are:

Scenario One - The police arrest someone and during the process a shooting occurs provoking the crowd. Threats against public officials occur and riots begin.

Scenario Two – Police vehicles are ambushed, a variety of assassinations are attempted against public officials, the public begins to gather in crowds protesting police or political actions, and the police lose control.

Scenario Three – Riots increase, crowds must be dispersed before they become sympathetic to the rioters, and the National Guard and local police lose control.

Does Operation Cable Splicer still exit today? Yes it does! After a Y2K meeting held in the city of Wayne, Michigan, on September 16, 1999, a Lieutenant from the Michigan State Police Emergency Management Division was asked if he was aware of Operation Cable Splicer. He said that he was, and did not appear happy that he was asked that question.

He was also asked why stickers were being placed on the back of some highway signs in such a manner that they could be read as a code, and that if someone knew the code he could follow the stickers to police stations and/or prisons. He fumbled with his response and tried to say that these stickers were simply bar codes used to identify a sign if a sign was damaged and had to be replaced. The problem with his answer is that not all highway signs have these stickers on them.

In Conclusion

Prior to 1878 it was not unusual for civilian law enforcement agencies to call for military support to assist with enforcing civilian law. After the Civil War, southern states called for an end to this practice, citing abuses and oppression by the military. In 1878, Congress passed the Posse Comitatus Act, which was to stop the use of federal troops in civilian law enforcement matters. Yet today, through DoD Directives, Executive Orders, and Federal laws, the Federal government has steadily increased its authority over what should be strictly local law enforcement issues, on the premise that these laws protect the government from violating the Posse Comitatus Act. In essence what they have done is to allow the federal government and the DoD to supply the equipment, the training, and the personnel to (figuratively speaking) hold the gun as long as someone from a local or state police agency pulls the trigger.

Waco is an example of a local law enforcement problem, which the federal government and the DoD should have allowed local police agencies to handle. When a government sends groups, which act as if they are immune to prosecution like the Nightstalkers and the FBI, into a civilian situation, it is inevitable that tragedies such as Waco and Ruby Ridge will occur. At Waco these groups were responsible for the death of 80 people, of which 23 were children. It means nothing to have Attorney General Janet Reno accept responsibility for what happened at Waco if she does not have to worry about any consequences.

Local and state governments can request federal assistance through federal representatives of the FBI and FEMA. If the request is approved, which during Martial Law will be a given, those federal troops approved to assist in controlling civil disturbances will remain under federal control, but will be overseen by the FBI and FEMA.

Should this country experience a national emergency, whether real or fabricated, that grows into a perceived crisis situation, the President, through Executive Order 12919 may declare Martial Law, and federal resources will be committed with or without local or state requests. It should also be noted that FEMA will take control of all aspects of the government infrastructure, the Constitution will be suspended, and in fact this country will be under the control of a military dictatorship.

Should the course of future emergencies lead to the above action, it will most assuredly result in civil unrest throughout the country, and the DoD will institute operations Garden Plot and Cable Splicer.

It should also be noted that if the President turns the control of the federal government over to FEMA, he will be in clear violation of Article 4, Section 4, of the Constitution for the United States of America. Article 4, Section 4 reads:

"The United States shall guarantee to every State in this Union a Republican form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence."

Furthermore, Article 4, Section 4 of the Constitution reads "or of the Executive (when the Legislature cannot be convened)". Remember that if the President declares Martial Law, Congress will be suspended, and the President and FEMA will be able to institute what-ever laws they feel necessary. They could even finish instituting the New World Order in this country.

The Constitution provides for a republican form of government and FEMA is not a republican form of government. It is not elected by the people to govern this country, it is an organization setup by people in government with questionable motives, that are corrupt, without morals or ethics. This country did not need FEMA during World War I, World War II, Korean War, or Vietnam, and it is not needed now. What is needed is a government that does not create problems in order to justify their unconstitutional acts. What is needed is a government that not only knows the Constitution, but also upholds and obeys the Constitution and its protections.

The following documents have been included so that the citizens in this country can read for themselves just what the Federal government, the Department of Defense, FEMA, and the FBI, have been planing for many years.

The Secretary of Labor (hereinafter referred to as the Secretary) shall prepare national emergency plans and develop preparedness programs covering civilian manpower mobilization, more effective utilization of limited manpower resources including specialized personnel, wage and salary stabilization, workers incentives and protection, manpower resources and requirements, skills development and training, research, labor-management relations, and critical occupations. These plans and programs shall be designed to develop a state of readiness in these areas with respect to all conditions of national emergency, including attack upon the United States.

Sec. 2. Functions. The Secretary shall:

Civilian manpower mobilization. Develop plans and issue guidance designed to utilize to the maximum extent civilian manpower resources, such plans and guidance to be developed with the active participation and assistance of the States and local political subdivisions thereof, and of other organizations and agencies concerned with the mobilization of the people of the United States. Such plans shall include, but necessarily be limited to:

Manpower Management. Recruitment, selection and referral, training, employment stabilization (including appeals procedures), proper utilization, and determination of the skill categories critical to meeting the labor requirements of defense and essential civilian activities.

Priorities. Procedures for translating survival and production urgencies into manpower priorities to be used as guides for allocating available workers.

National guidance. Technical guidance to States for the utilization of the nationwide system of public employment offices and other appropriate agencies for screening, recruiting, and referring workers, and for other appropriate activities to meet mobilization and civil defense needs in each community.

Improving mobilization base. Programs for more effective utilization of limited manpower resources, and in cooperation with other appropriate agencies, programs for recruitment, training, allocation, and utilization of persons possessing specialized competence or aptitude in acquiring such competence.

Resources. Periodically assess manpower resources in total, by specific skills categorie.

Many people don't like Hillary Clinton because she seems dodgy and shady. Her background at the Rose Law Firm in the 1980s has really not been examined, because the American press, the GOP and the Democrats don't want to once again wheel out the huge, Bush-powered empire of 1980s corruption labeled Iran-Contra.

However, the truth will reveal itself. The corporate fronts, the paper trails, and most persuasive of all, government documents like these freely available FOIA CIA docs candidly talk about how branches of the scandal were set up in Arkansas. Hillary is not clean here. It's a heavily censored discussion between GOP Rep. Leach of IOWA, the CIA and the DIA. There ain't a real smoking gun, *but* this should be enough to prove to any sane person that *more of these documents are out there.* Can we get some sunshine on this??!! Can we get this into the Iowa scene??

The Rose Law Firm set up Trinity Oil & Gas, and one Iran-contra veteran, Al Martin, has claimed that Hillary was counsel on that deal. Webster Hubbell certainly chartered a lot of these 'funny' businesses. So: This doc asks all the funny questions about those old scandals. More stuff like this has to be out there. The totally uncensored version of this would look bad for both the Clintons. All voters should know about the existence of this document (and documents like this!!).

The journalistic and political problem with this document is that no one wants to go here, so Sen. Clinton is totally immunized from the issue. But at the same time, the full version of this doc, and surely plenty of others probably stashed around VP Cheney's wallet, could get dropped into the media as an October Surprise!

Make your own judgments. The media's reluctance to go back into old scandals and old documents doesn't mean the GOP won't try it on October 25th, 2008. Maybe I'm being too conspiratorial or crazy, but I say, let this document speak for itself!

I tried putting the post below on just a few sites. After it got a strong, immediate reaction on DailyKos, the leading liberal mega-blog of our day, I decided that another, more refined post will later be needed to really get over people's bullshit filters. Or better yet, a comical video!

Indeed the post was written pretty much off the cuff. I didn't go stuffing in links that corroborated many basic parts of Iran-Contra. In any case, many people thought that this whole area of skepticism had already been discredited (the conventional wisdom seemed to frame it as a Richard Mellon Scaife-induced Kool Aid episode.) A couple valiant souls pointed out that the broad outline of this shit is well proven, but the crowd wouldn't cop to that reality!

On the other hand, my framing of the whole thing as "rose law firm not really examined" was indeed not quite accurate. This ticked people off. But so did the idea that Hillary is "shady", which I'm surprised the DKos crowd can't handle.

The best of all was when people believed that the whole background of the Clintons in Arkansas was already off the table. And the guy who demanded about 8 times that the whole post get deleted off DailyKos because it was a 'conspiracy theory' article. Didn't have anything better to do on a Friday night.

There are a lot more double negatives to the case. It's a censored government document about a suppressed scandal the media has buried involving a presidential candidate. Therefore, um... it's too crazy to try to put into our conventional frame of reference?

ADMIRAL Bobby Ray Inman, nominated by President Bill Clinton yesterday to replace Les Aspin as US Defense Secretary, has had a long and close relationship with a US arms dealer convicted last year of smuggling South African weapons into the US and of defrauding Britain's Ferranti International of dollars 1.14bn ( pounds 765m).

The dealer, James Guerin, is serving a 15-year sentence in a Florida prison for crimes including smuggling, money laundering, fraud, embezzlement, tax evasion and securities fraud. He sold International Signal and Control (ISC) to Ferranti in 1987.

Admiral Inman served for many years on the 'proxy board' of ISC, lending his credibility to the company's dealings with the Pentagon and dozens of foreign customers. The board was a group of non-executive directors whose names gave weight to the company in its dealings in Washington and abroad. It was essential to ISC because it enabled the company to perform classified US defence contracts from which ISC, as a foreign listed company, would otherwise have been excluded.

Ferranti management discovered two years after the sale that Guerin had used a series of fake orders and customers to inflate grossly the value of ISC's contracts. Ferranti never recovered and was forced into receivership at the beginning of this month.

Admiral Inman, then director of the US National Security Agency, recruited Guerin in 1975 to provide intelligence about South Africa's military, particularly its nuclear programme. The agency picked ISC in 1976 to provide South Africa with a dollars 200m electronics jamming system, but the contract was cancelled in 1978 under the anti-apartheid sanctions imposed by the Carter administration.

In a character reference to a US court in April 1992, before Guerin's sentencing, Admiral Inman said he came to know and work with Guerin on classifed US government activities between 1975 and 1978, adding that his information was of 'substantial value' to the US intelligence community.

'In this period of direct observation on my part, Mr Guerin displayed patriotism toward our country and a willingness to provide useful information,' wrote the former deputy director of the CIA.

ISC's extensive dealings with South Africa included the smuggling of South African anti-tank weapons worth dollars 50m into the US in the early 1980s for testing.

These issues may be raised - to the embarrassment of Mr Clinton - when Admiral Inman appears for confirmation hearings before the Armed Services Committee of the Senate.

We can now look into the illegal arms trade to Iraq which in itself became very sophisticated with its concealed web of distribution. The UK played a major role in support for Saddam Hussein with one company that really did stand out from the rest.

A  Scottish Company called Allivane was at the heart of this activity and did so over a period of six years during the Iraq-Iran War. Needless to say this also involved the US who used the backyard of Britain to promote this joint effort.

It was back in 1976 when George Bush Snr, who was then Nixon’s Envoy in China, came across James Guerin, the founder of International Signal and Control (ISC), a US Defense Contractor. After a long discussion they decided that they could do business together.

Soon after this time there were many investigations carried out by US Congress regarding covert arms shipments and the workings of the CIA. A clean up of the CIA took place plus a complete shutdown of covert arms routes that involved many countries.

However, by this time George Bush Snr himself was running the CIA and realised that with the help of James Guerin, together they could re establish this covert business but not out of the USA. It became obvious that their ally Britain could now become the staging post for such an operation. Britain at the time was on an economical low and so the Prime Minister, James Callaghan, jumped at the idea. Callaghan was later to become an advisor to the Bank of Credit and Commerce International (BCCI) who would soon have a track record of drugs and illegal arms running as their backbone……one could add many more major banks to this list.

The down side to the BCCI was the fact that when it was closed down on 5 July 1991, a million people throughout the world lost their deposits. Many of the losers were from the Third World; small businessmen who had struggled to make a living in countries other than their own, and who had been impressed by BCCI’s multilingual staff and its often-trumpeted concern for the starving millions……no doubt we have all heard this before….a sort of Pandora’s Box!

The formation of this covert Bush – Guerin – Callaghan led to the resurrection of Allivance and the start of one of the biggest cover weapons supply and destabilization operations in the world………..nothing new hey?……..it goes on all the time with the same key players, Heads of State, CIA, MI5 and Mossad etc. The formation and working of this scam did not only involve the British Labour Party but also followed on with the Conservative Party. By this time it was well and truly out of control.

Back in the US meantime (In 1974) the ISC with the knowledge and assistance of US agencies, advanced radar-controlled anti-aircraft systems were shipped to South Africa. South Africa, together with ISC, also developed a sophisticated ground-to-air missiles for its own use and for export. All this equipment was restricted US technology requiring export licenses, which were not obtained. James Guerin claimed the company’s activities were sanctioned by the US government. Mr. Guerin set up a front company with the South African authorities for the US Nnational Security Agency, , as part of a US covert in 1974. This involved shipping advanced electronic sensors, optics and related equipment to South Africa without licenses so as to set up listening posts to track Soviet submarines off the Cape of Good Hope. The company, Gamma Systems Associates, ordered restricted equipment from ISC, then shipped it on to South Africa on board airliners. The equipment was repackaged and the airline companies given false descriptions of the equipment. The operation ceased to have official sanction in 1977 and the activities were dismantled.

From 1984 to 1988, ISC sentSouth Africa more than $30 million in military-related equipment, including telemetry tracking antennae to collect data from missiles in flight, gyroscopes for guidance systems, and photo-imaging film readers, all of which would form the “backbone” of a medium-range missile system. Some of this technology was reportedly transferred to Iraq. Another link to Iraq was the supply of the specifications for the  MK-20 Rockeye cluster bomb through Chilean defence company Carlos Cardoen, which was able to build an almost identical weapon that was subsequently used against coalition forces in the Persian Gulf War of January-February 1991. These activities allegedly happened with the knowledge and assistance of U.S. intelligence agencies (including the CIA) and in violation of United States and United Natons sanctions.

Allivane’s contribution to Iraq certainly allowed both the US and UK to benefit from the exercise and to elongate the war effort between Iraq and Iran which was always paramount in the minds of our leaders. One has to remember that Geo-Politics does not possess any ethics or morality……just simply greed!
 
There were many other issues behind these covert arms shipments on the political front and none other than Donald Rumsfeld was right in the middle of it all. No doubt his partner in crime Dick Cheney was sitting in the sidelines. Perhaps this account throws more light of events:

Middle East envoy Donald Rumsfeld to Baghdad in 1983, stated:  

“While a Staff Member to the National Security Council, I was responsible for the Middle East and for Political-Military Affairs. During my five year tenure on the National Security Council, I had regular contact with both CIA Director William Casey and Deputy Director Robert Gates…CIA Director Casey personally spearheaded the effort to ensure that Iraq had sufficient military weapons, ammunition and vehicles to avoid losing the Iran-Iraq war. Pursuant to the secret NSDD (National Security Decision Directive), the United States actively supported the Iraqi war effort by supplying the Iraqis with billions of dollars of credits, by providing U.S. military intelligence and advice to the Iraqis, and by closely monitoring third country arms sales to Iraq to make sure that Iraq had the military weaponry required. The United States also provided strategic operational advice to the Iraqis to better use their assets in combat. For example, in 1986, President Reagan sent a secret message to Saddam Hussein telling him that Iraq should step up its air war and bombing of Iran. This message was delivered by Vice President Bush who communicated it to Egyptian President Mubarak, who in turn passed the message to Saddam Hussein. Similar strategic operational military advice was passed to Saddam Hussein through various meetings with European and Middle Eastern heads of state. I authored Bush’s talking points for the 1986 meeting with Mubarak and personally attended numerous meetings with European and Middle East heads of state where the strategic operational advice was communicated.”

One can clearly see the double standards that existed and the means of delivery a message from one country to another by way of a third party (Egypt). No doubt the CIA had their own stock of carrier pigeons to spread the word…..one would have to ask the question how did they manage to deliver the messages amidst all the nerve gas and mustard gas etc?    

The British origin of anthrax strain 14578 – “Vollum” strain

Anthrax strain 14578 may be found listed in past ATCC catalogues, in which the company’s ordering procedures explain that any request for it (and other pathogenic agents) “should be made on the institution’s official stationery (purchase order) and signed by the director of the institution, the chairman of the department concerned, or the scientist in charge of the project”. So, presumably, ATCC files will hold copies of Iraq’s original purchase orders. Such back-up documents do not appear to have been supplied to Senator Riegle in 1994, but should now be produced during a proper investigation under the auspices of the United Nations Security Council.

Each strain in the ATCC catalogue is listed together with its known history – or rather the individuals who have maintained the strain over the years are named in succession. Anthrax strain 14578 appears to have been deposited with ATCC after being held by P H A Sneath, H M Darlow, P Fildes, R L Vollum, and originally Dunkin. So, who are these people through whose hands this anthrax apparently passed en-route to the ATCC and thence to Saddam Hussein’s Iraq, from where it became the principal element in the widely trumpeted ‘forty-five minute threat’ which provided the pretext for the invasion of Iraq in 2003?

Prof P H A Sneath, now of Leicester University, has recently stated (by e-mail) that he was never in charge of the strain, or a collection that included it. Instead, he suggests that “it was probably sent to ATCC by the National Collection of Type Cultures, Central Public Health Laboratory, Colindale Avenue, London”. However, the ATCC catalogue entry references a paper co-authored by Prof Sneath, which was published in 1964 in the Journal of General Microbiology. The article discusses the anthrax strain and notes that it was isolated from bovine anthrax, has retained its virulence, and was previously in the care of the Microbiological Research Establishment (MRE), Porton Down, Wiltshire. According to the article, Prof Sneath was then at the National Institute for Medical Research, Mill Hill, London NW7.

British Channel 4’s Dispatches has produced a scathing documentary, called Undercover Mosque, about the negative influence of Saudi Arabia, through its promotion of Wahhabism, among the Muslim community of Britain. But the video is clear to point out that, “Wahhabism is opposed to the traditional tolerant beliefs of classical Islam”. What the video does not cover, however, is that the spread of the Wahhabi interpretation of Islam is part of a larger Western agenda, involving the CIA, to denigrate Islam.

The Wahhabis insinuate themselves as legitimate members of the Muslim community, but Wahhabism was created by the British, in the eighteenth century, to undermine Islam. It has since been promoted by the state of Saudi Arabia, which was originally established by the British to achieve Western control of the world’s primary oil resource. In modern times, the Wahhabis have aligned themselves with a still more pernicious deviation from Islam, the Salafi. These name themselves accordingly because they claim to follow the earliest generations of the Muslims, known as the Salaf, and therefore, to be nearest to the purity of the original faith. Nothing could be further from the truth.

Salafism was the result of a policy, at the turn of the century, of the Oxford Movement, headed by Lord Palmerston, Benjamin Disraeli and Edward Bullwer-Lytton, to spread Scottish Rite Freemasonry in the Middle East (Robert Dreyfuss, Hostage to Khomeini). Lord Palmerston was a fellow member of the Palladian Rite, along with Albert Pike, who originally devised a plot for three world wars, culminating in a third against the Muslim world. Bulwer-Lytton was a leading occult figure, heading the English Rosicrucians, which evolved directly from the Shabbatean heresy, through the Asiatic Brethren.(author, Terrorism and the Illuminati, “The Salafi“)

The agent of this strategy was a notorious impostor by the name of Jamal ud Din al Afghani, the Grand Master of the Freemasons of Egypt. According to K. Paul Johnson, it was Afghani, as head of the occult Hermetic Brotherhood of Luxor, or HB of L, who was responsible for teaching Helena Blavatsky her central doctrines (In Search of the Masters). Helena P. Blavatsky, the famous medium and mystic, was the godmother of the occult revival of the late nineteenth century. According to Manly P. Hall, a leading Masonic historian:

    The Secret Doctrine and Isis Unveiled are Madame Blavatsky’s gifts to humanity, and to those whose vision can pierce the menacing clouds of imminent disaster it is no exaggeration to affirm that these writings are the most vital literary contribution to the modern world. No more can they be compared with other books than can the light of the sun be compared with the lamp of the glowworm. The Secret Doctrine assumes the dignity of a scripture.

Numerous other leading occultists affiliated with Bullwer-Lytton’s English Rosicrucians travelled to Egypt at the time, and on their return, established branches of the HB of L, out of which emerged the Ordo Templi Orientis (OTO), the most notorious member of which was Aleister Crowley.

The Nazis were the result of a merging of the O.T.O of Crowley and the Thule Gesselschaft of Germany. It is presumably for this reason that Hitler, when he wished to create an arm of German Intelligence in Egypt, contact a leading Salafi and Freemason, named Hasan al Banna. It was eventual head of the CIA, Allen Dulles, after WWII, who spearheaded the move to hire ex-Nazis to train the terrorists. This was part of the same plot that created the Stay-Behind or Gladio network, that were behind the “Strategy of Tension” that used the Red Brigade to destabilize Italy throughout the seventies.

In 1954, after it was discovered that the Muslim Brotherhood was responsible for an attack on his life, President Gamal Nasser of Egypt ordered a crackdown. Interrogations revealed that the Muslim Brotherhood functioned virtually as a German Intelligence unit. As well, as divulged by Miles Copeland, a former CIA operative specializing in the Middle East, in his autobiography, The Game Player:

    Nor was that all. Sound beatings of the Moslem Brotherhood organizers who had been arrested revealed that the organization had been thoroughly penetrated, at the top, by the British, American, French and Soviet intelligence services, any one of which could either make active use of it or blow it up, whichever best suited its purposes. Important lesson: fanaticism is no insurance against corruption; indeed, the two are highly compatible. (p. 184.)

Fleeing members of the Muslim Brotherhood were then shuttled to the CIA’s ally, Saudi Arabia. When John Loftus, a Justice Department official in the eighties, was permitted to peruse classified government documents, he discovered that the British Secret Service convinced American intelligence that the Arab Nazis of the Muslim Brotherhood would be indispensable as “freedom fighters” in preparation for the next major war, which was anticipated against the Soviet Union. There, according to Loftus, “they were given jobs as religion education instructors.” (“The Muslim Brotherhood, Nazis and Al-Qaeda”. Jewish Community News, October 4, 2004)

Among those transferred to Saudi Arabia by the CIA was Mohammed Qutb, brother of the executed head of the Brotherhood, Sayed Qutb, who then befriended Osama bin Laden, and recruited him into the organization.

The first important strategy which they served in, at the height of the Cold War, was as pawns in the US’s strategy against the Soviet Union. The US sought to covertly undermine the USSR by dragging it into its own version of Vietnam in Afghanistan (Le Nouvel Observateur, interview with Zbigniew Brzezinski, 15-21 January 1998). The CIA accomplished this by beginning to fund members of the Muslim Brotherhood in the country, following which the Soviets had no choice but to intervene. What ensued was a 20 year brutal struggle, after which, again through CIA support, the fanatical and Wahhabi indoctrinated Taliban were brought to power.

Being the largest covert operation in CIA history, it was all secretly financed through the Iran-Contra affair. The regime in Iran itself was also brought about through Western conspiring with members of the Muslim Brotherhood in that country, culminating in the establishment as ruler of British agent Ayatollah Khomeini. Arms were sold to Iran, traded with the right-wing Contras of Nicaragua for Cocaine, then brought to the Mena, Arkansas, under Clinton’s supervision, before being distributed to LA street gangs, thus igniting the so-called Crack Epidemic of the eighties. Funds accumulated were then transmitted to Afghanistan, to fund the “Mujahideen”, headed by Gulbuddin Hekmatyar, who was also responsible for the CIA’s opium cultivation in that country (author, Terrorism and the Illuminati, “Guns, Drugs and Jihad“).

The novelty of the ruse of the Wahhabis is that they do not present themselves as a sect of Islam, but merely as a group within the majority, known as Sunnis, committed to orthodoxy. In Western countries, as pointed out by Stephen Schwartz, in The Two Faces of Islam, the Muslim communities there are newly created, and do not have long-standing traditions of classical Islam. It is possible, therefore, for Saudi Arabia to move in and dominate the burgeoning communities. Through their immense oil wealth, they have financed the construction of mosques, printed the majority, if not all, of the Muslim literature in English, and have financially backed all the so-called “moderate” organizations which purportedly represent the interests of the Muslims.

The purpose of promoting Wahhabism is not merely to create the mindset of the terrorist, but to indoctrinate certain Muslims to become aberrations of human beings, exemplifying all that is despicable, including misogyny, ignorance, intolerance and bigotry, as the video painfully exposes. The intent is to create an egregious image of the Muslims, to secure their identity with the prevailing prejudices against them, in order to bring about a Clash of Civilizations, or the so-called War on Terror, in other words, the War on Islam.

This video will certainly inflame hatred among the bigoted right in America and elsewhere, who will surely claim “I told you so”. But more importantly, the message provided in this video is a wake-up call for the Muslims, to recognize the vipers hiding their midsts who have hijacked their religion. It is high time for Muslims to return to the noble principles of their religion, and start acting like the examples the world is waiting to see.

Santorum to North Dakota: Terrorists 'will bother you'

(CNN) - Rick Santorum warned a quiet North Dakota audience Wednesday that their state's booming oil industry positioned the region as a prime target for terrorism.

"Folks, you've got energy here. They're going to bother you. They'll bother you, because you are a very key and strategic resource for this country," the Republican presidential candidate said. "No one is safe. No one is safe from asymmetric threats of terrorism."

Santorum pointed to Iran as the source behind future terrorist attacks, ramping up his rhetoric on a country he frequently discusses on the campaign trail.

"That's what Iran will be all about unless we stop them from getting that nuclear weapon," Santorum said.

He specifically cited a recent report from National Intelligence Director James Clapper, who indicated in a Congressional hearing that Iran may be willing to sponsor future attacks on U.S. soil.

His comments came the same day Iran unveiled new developments in its nuclear energy program, including its intent to start production of yellowcake, a chemically treated form of uranium ore used for making enriched uranium.

Santorum largely focused his speech at the Tioga Public School Gymnasium on North Dakota energy production, specifically the area's oil-rich shale rock formation known as the Bakken.

The former Pennsylvania senator pledged to eliminate Obama-era rules and regulations that he claims hold the region back form its full potential in oil production.

He also blasted the president for opposing the controversial Keystone pipeline project, which would run through North Dakota and carry crude oil from Canada to the U.S. Gulf Coast.

"You have a president who's not interested in science. He's interested in politics. Instead of doing something that is in the best interest of creating energy security for our country and economic growth, he plays petty politics and partisan politics and special interest politics," Santorum said.

The appearance was one of three events Santorum was scheduled to hold Wednesday in North Dakota, a state that holds its caucuses on Super Tuesday, March 6.

The state carries 28 total delegates.

Oklahoma City (CNN) - Speaking in one of the top energy-producing states in the country, Rick Santorum tailored his stump speech here on Thursday to appeal to a raucous crowd of domestic energy-loving Okies. Reaffirming his support for domestic natural gas production using hydraulic fracturing (or fracking), Santorum called those who oppose the process purveyors of a "reign of environmental terror." "We have to have all sorts of government regulations because of the threats of hydrofracking," Santorum said. "It's the new boogey man. It's the new way to try to scare you." This tactic is used primarily in areas less familiar with the process than Oklahoma and Texas, Santorum said.  "They're preying on the northeast, saying look what's going to happen," he said. "Ooh, all this bad stuff's going to happen, we don't know all these chemicals and all this stuff. What's going to happen? Let me tell you what's going to happen, nothing's going to happen."
