President-elect Barack Obama, the next commander in chief starting Jan. 20, 2009, is expected to emphasize technological investments under national security and space exploration efforts at the expense - albeit still uncertain - of the Defense Department's bigger-ticket acquisition efforts.

The Illinois Democratic senator has declared his support for technological innovation across the federal government, but in particular, Obama's campaign says he advocates unmanned aircraft, electronic warfare capabilities and cyber security among several other national security efforts. The tech emphasis aligns with Obama's promises to buttress the military's personnel ranks while wrangling control of the DOD's problem-plagued acquisition portfolio.

"We must adapt and make tradeoffs among systems originally designed for the Cold War and those required for current and future challenges," the Obama camp says on its campaign Web site. "We need greater investment in advanced technology ranging from the revolutionary, like unmanned aerial vehicles and electronic warfare capabilities, to systems like the C-17 cargo and KC-X air refueling aircraft - which may not be glamorous to politicians, but are the backbone of our future ability to extend global power."

The tech industry is, not surprisingly, responding positively.

"You are correct that this is an important moment during which our nation faces daunting challenges - our prosperity and security are plainly at stake," Information Technology Association of America chief Phil Bond wrote Obama in a letter Nov. 5. "America's technology industry stands ready to work with you and to support you in the difficult work ahead."

Yet, the technological push is eyed far beyond just national security and into outer space. Obama during the late summer appeared to shift his support toward the Bush Exploration Vision goal of returning astronauts to the moon by 2020, noting that he "endorses the goal" of a lunar return "as a precursor in an orderly progression to missions to more distant destinations, including Mars."

He further states that he wants the Constellation program to have the flexibility to explore other sites such as asteroids and Lagrangian points. Major space program supporters have raised asteroids as a much better stepping stone to Mars than the moon.

Still, while neither Obama nor rival Sen. John McCain (R-Ariz.) openly expressed support for development of a moon base, both voiced strong support for science operations on the International Space Station.

Nevertheless, while the Democrats assert their willingness to develop, buy and equip the U.S. military with the best weapons and technology, the platform of Obama and Vice President-elect Sen. Joseph Biden (D-Del.) still paints a person-over-program picture. An Obama administration will "place our troops before CEOs, reining in military outsourcing and restoring honesty, openness, and economic good sense to our defense contracting and budgeting processes."

Obama denies Poland missile vow

The US plans a global shield to protect against "rogue" states

US President-elect Barack Obama has not given a commitment to go ahead with plans to build part of a US missile defence system in Poland, an aide says.

He was speaking after Polish President Lech Kaczynski's office said a pledge had been made during a phone conversation between the two men.

But Mr Obama's foreign policy adviser, Denis McDonough, denied this.

Russia opposes the US scheme and has announced plans to deploy missiles on Poland's border as a counter-measure.

On Friday, EU leaders said the decision would not contribute to creating a climate of confidence or to the improvement of security.

'No commitment'

In a statement published on his website on Saturday, Poland's president said Mr Obama had "emphasised the importance of the strategic partnership of Poland and the United States and expressed hope in the continuation of political and military co-operation between our countries."

"He also said that the missile defence project would continue," the statement added.

When asked about the declaration, McDonough said that the US president-elect had had "a good conversation" with Mr Kaczynski about the American-Polish alliance and discussed missile defence, but "made no commitment on it".

"His position is as it was throughout the campaign, that he supports deploying a missile defence system when the technology is proved to be workable," Mr McDonough told the Associated Press.

In the past, Mr Obama has said he wants to review the plans for a missile defence system in central Europe to ensure it would be effective and not target Russia.

But the BBC's Adam Easton in Warsaw says the Russian government believes the plan to locate 10 interceptor missiles in northern Poland and a tracking radar in the Czech Republic will do exactly that.

In his first state of the nation address on Wednesday, Russian President Dmitri Medvedev said Moscow would neutralise the system by deploying short-range missiles in its western enclave of Kaliningrad on Poland's border.

The US military insists the shield is incapable of destroying Russian rockets and is designed solely to guard against missile attack by so-called "rogue states", such as Iran.

WHICH WAS IT?





Obama has not even been sworn into office yet and already the sparks are flying across the Atlantic.

The BBC reported on November 8 that Polish President Lech Kaczynski said in a statement published on his website that during a phone call with Mr. Obama the president-elect had "emphasised the importance of the strategic partnership of Poland and the U.S. and expressed hope in the continuation of political and military co-operation between our countries."

"He also said that the missile defence project [Bush's plan to deploy U.S. interceptor missiles in Poland] would continue," the statement added.

During his campaign Obama had said otherwise.

Then, the same day, the BBC published a second article quoting an Obama spokesperson saying, "U.S. President-elect Barack Obama has not given a commitment to go ahead with plans to build part of a U.S. missile defence system in Poland."

When asked about the declaration, Obama foreign policy adviser, Denis McDonough said that the president-elect had "a good conversation" with Mr. Kaczynski about the American-Polish alliance and discussed missile defence, but "made no commitment on it".

OK, are you just a bit confused? I am.

Someone is speaking with a forked tongue. Is it Polish President Lech Kaczynski who is telling a tall tale? Why would he, after his first conversation with Obama, lie to the world about their talk? That would constitute getting off to a very bad start with the new U.S. president which I would imagine is not something the Polish government would want to do. I would venture to guess Kaczynski was excited about the conversation and wanted to share it with the whole world that Obama had changed his mind on the deployment issue.

On Obama's part I can imagine he might have figured their conversation was private and "off the record." But when it suddenly was splashed across the world via the BBC that Obama had changed his position the embarrassment was too much and a denial had to be immediately issued.

So who was telling the fib?

What it indicates to me, if it turns out to be true that Obama had changed his mind, is that the new president cannot be trusted to really buck the military industrial complex.

The deployment of "missile defense" interceptors in Poland and the Star Wars radar in the Czech Republic, aimed at Russia, stand to create a new arms race in Europe. If Obama is willing to take that step then we are in big trouble for sure.

I'd strongly suggest that people who are concerned about this write the Obama transition team immediately and ask for clarification on his position. You can reach them at:

I anticipate that the various consortiums of the high energy projects(the CERN,FERMI LABS,stanford linear reactors and brookhaven national labs,as well as those at the los alamos project in new mexico and many others in foreign countries) are not working on these projects for their health,but because of the pressing need to find a shield for the various ballistic missles that would head our way from rogue nations.
president bush is well aware,as is the senate and house intel commitees,of the pressing need for these "shields" which will make missle launch weapons obsolete,but create many other dangers in the process.
remember the "PHILADELPHIA EXPERIMENT"? WHERE A BATTLESHIP..THE USS ELDRIDGE AND ITS SAILORS WERE DISAPPEARED OR SENT INTO A TIME WARP,THIS IN 1943!?
there is something similar but far more imposeing in the works by the DOE AND INTL. GOVERNMENTS AS WELL AS NRO,NASA,NSA.
WHAT IF THIS CONSORTIUM AND ITS VARIOUS SUPER-HEATED RADAR ANTENNAE GENERATED ENOUGH POWER TO MAKE A MID SIZED CITY "DISAPPEAR!?. THIS,OF COURSE WOULD NOT BE THE PRIMARY FOCUS OF THE EXPERIMENT,BUT THE UNNINTENDED CONSEQUENCE!

yes,FUSION! the results of a super heateing of the ions and the various additives of barium and other oxides in the chemtrails experiments(a part of this experiment)could cause the same sort of radiation fallout as well as the temporary or permanent disappearance of all physical elements in a particular fire zone.
magine 250,00 people or more who would almost immediately become non-existent and the cover up and blame of an radiological bomb or other by terrorists would soon be revealed to the news networks as a cover.
maybe this is why the government is so fervently working the war on terror thesis to the general public,knowing full well the implications of such an experiment for the so-called"GREATER GOOD"!
there have been several ramp ups to this comeing project in the past besides the philly experiment. there was one in nevada as recently as 1996,and several power grid drains in the west and east coast grids...one in new york and upper midwest in 2000,and 2003 I beleive.
any experiment such as the one in our near future will create a similar temporary power grid drain up to the fireing of this radar-ion-neutron device in the lower atmosphere.

the city may or may not have been chosen as a target yet,but the choice is not far off,pray to god it is not your city!

THE H.A.A.R.P project is the key focal point of the research carried on at the university and doe research levels,and the mechanical means to activate the grid are being created in the underground linear reactors and circular grids at the main facilities I mentioned above.
