I think the veterans and troops are pre-infected with part of the weapon and some current or future swine flu laced shot will complete the killer cocktail of "so much worse than AIDS" mortality.... the terrorists are the ones who made these things in the first place not the lucky finder.
Swiss, Germany, USA, UK research without morality is just as dangerous as anything Saddam or the Russians could do.
In fact, I wouldn't put it past our country to hire out unsavory jobs to China and Europe... jobs like designing bioweapons.
