SACRAMENTO, Calif. (KABC) -- California Gov. Jerry Brown has signed a measure that bans the open carrying of handguns, his office announced Monday morning.

The law, AB144, makes it a misdemeanor to carry an exposed and unloaded gun in a public place.

Top state law enforcement officials supported the law. Opponents said the bill violates the public's Second Amendment rights.

Brown had more than 100 bills to sign or veto before a midnight deadline.

The governor signed a bill that makes it illegal for teenagers under 18 to use tanning beds. Right now, it's illegal for those 14 and under to use them, but teens 15 to 17 can do so with their parents' permission. The bill makes California the first state to set a higher age limit.

Brown also signed a new measure requiring health insurance companies in California to provide coverage for autism.

He also signed an STD vaccinations bill that allows children as young as 12 to get the HPV vaccination without their parents' consent.

SACRAMENTO (Reuters) - California Governor Jerry Brown on Saturday signed a bill giving illegal immigrant college students access to state-funded financial aid, the second half of two-part legislation known as the "Dream Act."
 
The controversial measure, which passed the Democrat-controlled legislature on a party-line vote in September, represents a victory for immigrant-rights activists ahead of the 2012 presidential election. California is the nation's most populous state.
 
Only two other states, Texas and New Mexico, allow illegal immigrants to qualify for state financial aid for college, according to the National Conference of State Legislatures.
 
"Going to college is a dream that promises intellectual excitement and creative thinking," Brown said in a written statement issued by his office.
 
"The Dream Act benefits us all by giving top students a chance to improve their lives and the lives of all of us," he said.
 
Brown in July fulfilled a campaign promise by signing into law a companion bill to allow illegal immigrants to receive privately-funded college scholarships. Together the two bills have been dubbed the "California Dream Act."

I believe unless you have a felony  or a mental disabilty  that it should be mandatory to graduate Highschool that you take a gun safety course and actually have to fire  the gun at paper targets .

Then everyone would have better knowledge of firearms and the myths used by anti gun groups would be shown to be LIES..

Dont worry this will end up benefiting gun owners. A judge not too recently denied a case about freely getting CCW permits because he said everyone had a right to carry unloaded weapon and therefor did not have a right to CCW.

Now that thats not an option the case will have a great chance in appeal / supreme.

"For a majority of Californians, this creates an absolute ban on the bear part of the right to keep and bear arms because they can't get a conceal carry permit," he said.

C.D. Michel, a civil rights attorney for the National Rifle Association, said the group has a lawsuit challenging the concealed carry licensing system in San Diego. He said the federal judge in the case ruled the system wasn't a violation of the Second Amendment because residents still had the option of unloaded open carry.

"This strengthens our lawsuit because that option has been eliminated," he said.

The only law that will and could ever truly benefit law-abiding gun owners would be the law that rescinds ALL previous gun control legislation.

The Right of the People to keep (as in: procure, have, own) and bear (as in: carry, in whatever way they see fit for themselves) arms shall not be infringed.  This could not be more clear.

pursuant to Sections 26965 and 27665.
(4) Curio and relic waiting period exemption pursuant to Sections
26970 and 27670.
(5) Auction or event waiting period exemption pursuant to Sections
26955 and 27655.
(6) California Firearms Dealer number issued pursuant to Article 1
(commencing with Section 26700) of Chapter 2.
(7) Full name of purchaser.

of the Welfare and Institutions Code, whether the purchaser is a

conservatorship by a court
pursuant to Section 8103 of the Welfare
and Institutions Code.
(19) Signature of purchaser.

(20) Signature of salesperson, as a witness to the purchaser's

information, or knowingly omitting any information required to be
provided for the register.
(b) The purchaser shall provide the purchaser's right thumbprint
on the register in a manner prescribed by the department. No
exception to this requirement shall be permitted except by
regulations adopted by the department.

(c) The firearms dealer shall record on the register or record of
electronic transfer the date that the firearm is delivered.
(d) This section shall remain in effect only until January 1,
2014, and as of that date is repealed, unless a later enacted
statute, that is enacted before January 1, 2014, deletes or extends
that date.

Arizona is about your best bet, gun law wise. Here we have open carry, no permit required, as well as concealed carry, no permit. No waiting, no permits, just register a handgun when purchased at a gun dealer shop. Private purchases are between private individuals.

Here in Arizona, just strap it on and go.

As for California, they get what they vote for! They already had one go-round with that nut hippy-socialist Brown, and apparently they didn't learn their lesson then. Seriously, what good does it do to have an unloaded gun on your hip? That's just stupid.

No wonder California is on the verge of collapse. Look at their mentality! They give benefits to trespassers, while ignoring their own legal residents.

SACRAMENTO, Calif. (AP) ó A new ban signed into law by Gov. Jerry Brown prohibiting the open carry of handguns in public could lead to an unintended proliferation of rifles and other long guns in public if gun enthusiasts continue to fight for their Second Amendment rights.

Brown signed AB144 by state Assemblyman Anthony Portantino, D-Pasadena Monday morning. The bill will make it a misdemeanor to carry an exposed and unloaded handgun in public or in vehicles. Violators could face up to a year in prison or a potential fine of $1,000 when the law takes effect Jan 1.

Gun owners have been protesting the legislation since it was introduced in January, a few days after a shooting in Tucson, Ariz., killed six people and wounded 13, including U.S. Rep Gabrielle Giffords. In April, gun owners began carrying unloaded handguns in public places and restaurants as a political statement in Pasadena.

The ban may push gun activists into openly carrying rifles in protest of the handgun ban, National Rifle Association civil rights attorney C.D. Michel said.

"You're not going to stop people from having these demonstrations," he said.

The bill exempts hunting and shooting events and doesn't apply to those are given permits to carry a concealed weapon by law enforcement authorities.

Sheriff's departments in most major cities in California, including Los Angeles, San Francisco and San Diego, make it difficult for citizens to get concealed carry permits, said Sam Paredes, executive director of Gun Owners of California. The association, which has 33,000 members in California, is a pro-gun lobbying association based north of the state capital.

"This is a ridiculous law," he said. "This is an immense infringement on the right to bear arms."

The bill is an opportunity to prevent tragedy before it happens, Portantino said.

"It's not if somebody is going be shot, it's when somebody is going to be shot," he said. "We have the opportunity to avoid that, and that's why this is so critical."

He said law enforcement officials have been concerned about the proliferation of guns in public and the tense situations that arise when someone sees another person carrying a firearm in public. He said the encounters can escalate quickly because others don't know whether the gun is loaded or unloaded.

One of the first rules of firearms safety is to always assume a weapon is loaded.

"Main Street California is not the Old West, and you don't need a gun to buy a cheeseburger," Portantino said.

Top California law enforcement groups, including the California Police Chiefs Association and the Los Angeles Sheriff's Department, supported the legislation.

Brown, a Democrat, told The Associated Press that "he listened to the police chiefs and they were concerned" about the open carry laws.

"By prohibiting the open carry of guns, we can now take our families to the park or out to eat without the worry of getting shot by some untrained, unscreened, self-appointed vigilante," Dallas Stout, president of the California chapters of the Brady Campaign to Prevent Gun Violence, said in a statement.

The Brady Campaign, which sponsored the legislation, said California joins Florida, Illinois, Oklahoma and Texas as the only states to ban the open carry of handguns. It said 33 states, including Pennsylvania, Michigan, Louisiana and Colorado, do no prohibit open carry. Twelve states, including South Carolina, Tennessee, Minnesota and Massachusetts require permits for open carry.

Alaska, Arizona and Vermont are the only states that don't require concealed carry permits.

The group viewed the open carry of unloaded handguns as a safety threat to communities and their officers. He said the bill will help assure that felons and gang members cannot openly carry an unloaded gun with impunity, said David Maggard Jr., president of the California Police Chiefs Association.

The organization represents the state's 336 municipal police chiefs.

Gun advocates and most Republican lawmakers have criticized the law, saying it targets law-abiding citizens. State Assemblyman Tim Donnelly, R-Hesperia, said Brown sent the message that he has no respect for the Constitution.

"There are risks to living in a free state, and for the governor to take away and chisel away at the Second Amendment right when he claimed to respect it, it just kind of shows his true colors," Donnelly said.

"It's really a form of tyranny," he said of the ban.
