Many of the looters in Birmingham and Manchester tonight are Asian and Euro-African knocking over high end retail shops and complaining about racism and police violence.  Different reports of the numbers of the looters, from 70 to 200.

Can't speak for Birmingham but the Manchester lot are mainly white, the usual local pondlife that think they own the local streets. I've seen these idiots grow up around me, each generation worse than the last. F*ck knows where we'll be when their Grandkids are patrolling the streets.

 Has the Brits MSM mainlined this?             “Man Did Not Open Fire” giving the impression the man was armed but didn't discharge his weapon.
Despite this the domestic damage has been done, the controll factor has gained speed.
 Have the constables been charged?

It was first alleged that the man, now known as Mark Duggan, 29, was in possession of a fire arm, but this later transpired to be totally untrue.
  The wording of the first post would give the assmuption the man was armed yet did not fire..The title throws people off a tad, the man did not open fires, as if he was armed but did not shoot.
T continue:The incident is being investigated by the IPCC (Independent Police Complaints Commission), who receive 35 million pounds every year from the British Government, but even where animals have been neglected and or mistreated by police, the IPCC always finds in favor of the police under investigation, so there is no confidence or credibility in anything they have given a verdict on to date. Do the accelerating information revolutions signal the beginning of a new age? Some key questions which have emerged out of the recent Socratic dialogue:

1. Jordan's King Abdullah dismisses government, names new prime minister amid protests. What next?

2. Balance of power shifts. Game changer is that Egypt's army decided not to stand in the way of a million-strong protesters. Will other Arab armies follow that example?

3. Oil drops from two year high: Are markets expecting a reasonably smooth transition to more democratic and therefore more stable governments?

4. UN human rights chief is deeply alarmed by sharp rise in casualties recently, which may be as high as 300 in Egypt. Will bloodshed increase?

5. Egypt is significant: a real trend-setter in the Arab world. Should other Arab regimes watch out, is there a revolutionary wind headed their way?

6. Speak-to-tweet system is live. Google and Twitter have launched a new service via phone which circumvents the ban on net services in Egypt. Switch off voice too?

7. How plausible is it that the Arab revolutions in North Africa will spread to petro-regimes like Saudi Arabia and its GCC neighbours?

8. How do you feel about the revolution-in-air events in Egypt, Tunisia and now Jordan? Where is this headed not just in the Arab world but worldwide?

We look forward to your views in regard to these questions.

Information Revolutions and The Future of Power

We are grateful to Dr Joseph Nye, chairman, Trilateral Commission, North America for his submission to ATCA in response to Lord Howell, Herv de Carmoy and our original briefings on digitally driven leaderless revolutions and self-assembling dynamic networks. He writes:


As authoritarian Arab regimes struggle with Twitter, Facebook and Al-Jazeera inflamed demonstrations; Iran tries to cope with the cyber sabotage of its nuclear enrichment program; and American diplomats try to understand the impact of Wikileaks, it is clear that smart policy in an information age will need a more sophisticated understanding of power in world politics.

Power Transition and Power Diffusion

That is the argument of my new book The Future of Power. Two types of power shifts are occurring in this century -- power transition and power diffusion. Power transition from one dominant state to another is a familiar historical event, but power diffusion is a more novel process. The problem for all states in today's global information age is that more things are happening outside the control of even the most powerful states. In the words of Richard Haas, president of the Council on Foreign Relations -- and once a faculty member at the Kennedy School -- 'the proliferation of information is as much a cause of nonpolarity as is the proliferation of weaponry.'

Barbarians and Non-State Actors

Regarding power transition, much attention is lavished on a supposed American decline, and facile historical analogies to Britain and Rome. But Rome remained dominant for more than three centuries after the apogee of Roman power, and even then, it did not succumb to the rise of another state, but died a death of a thousand cuts inflicted by various barbarian tribes. Indeed for all the fashionable predictions of China, India or Brazil surpassing the United States in the next decades, the greater threats may come from modern barbarians and non-state actors. In an information based world of cyber insecurity, power diffusion may be a greater threat than power transition.

Soft Power: Best Story

At an even more basic level, what will it mean to wield power in the global information age of the 21st century? What resources will produce power? In the 16th century, control of colonies and gold bullion gave Spain the edge; 17th century Netherlands profited from trade and finance; 18th century France gained from its larger population and armies; while 19th century British power rested on its primacy in the industrial revolution and its navy. Conventional wisdom has always held that the state with the largest military prevails, but in an information age it may be the state (or non-states) with the best story that wins. Soft power becomes a more important part of the mix.

GDP Growth v Smart Strategies

Today, it is far from clear how we measure a balance of power, much less how to develop successful strategies to survive in this new world. Most current projections of a shift in the global balance of power are based primarily on one factor -- projections of growth in the gross national product of different countries. They ignore the other dimensions of power that are discussed in my book, not to mention the policy difficulties of combining them into smart strategies. For example, while Hu Jintao told the 17th Congress of the Chinese Communist Party that China needs to invest more in its soft power, polls show that China's soft power is limited by a domestic authoritarian regime that puts people like Liu Xiaobo in jail.

Combining Hard and Soft Power Resources

Nation states will remain the dominant actors on the world stage, but they will find the stage far more crowded and difficult to control. A much larger part of the population both within and among countries has access to the power that comes from information. Governments have always worried about the flow and control of information, and the current period is not the first to be strongly affected by dramatic changes in information technology. Revolutions are not new, nor is transnational contagion, nor non-state actors. What is new -- and what we see manifested in the Middle East today -- is the speed of communication and the technological empowerment of a wider range of actors. An information world will require new policies that combine hard and soft power resources into smart power strategies.

Joseph S Nye, Jr is chairman, Trilateral Commission, North America. He is university distinguished service Professor at Harvard University and from 1995 to 2004 was dean of the Harvard Kennedy School. Prior to assuming the deanship he served as US assistant secretary of defense for international security affairs, in which position he won two distinguished service medals, and was chair of the National Intelligence Council. Dr Nye originally joined the Harvard faculty in 1964, serving as director of the Center for International Affairs and associate dean of arts and sciences. In a 2008 poll of international relations scholars, he was rated the sixth most influential scholar in the field over the past 20 years and the most influential on American foreign policy.

From 1977 to 1979, Dr Nye was deputy to the undersecretary of state for security assistance, science, and technology and chaired the National Security Council Group on Nonproliferation of Nuclear Weapons. Nye's most recent books are The Paradox of American Power (2002), Soft Power: The Means to Success in World Politics (2004), The Power Game: A Washington Novel (2004), and The Powers to Lead (2008) and The Future of Power (2011) which The Economist called 'rigorous and convincing.' Nye received his bachelor's degree summa cum laude from Princeton University. He did postgraduate work at Oxford University on a Rhodes scholarship and earned a PhD in political science from Harvard. He is a member of the American Academy of Arts and Sciences and an honorary member of The British Academy. He is a fellow of the American Academy of Arts and Sciences, the British Academy, the American Academy of Diplomacy, and an honorary fellow of Exeter College, Oxford. He is the recipient of Princeton University's Woodrow Wilson Award, the Charles Merriam Award from the American Political Science Association, and various honorary degrees.

Sorry to get off track a bit but I did want to mention that Rupert Murdoch is safe and sound in LA enjoying a steak dinner.  Although I agree with a previous posted when he said these riots do downplay the stock market crash...Murdoch is not the center of attention for his massive scandal in most of the papers.

There are hardly any stories about Murdoch the last 24 hours according to google.  I only found one headline that was serious.

It's a summer tradition at News Corp. Top Los Angeles-based entertainment executives, along with their spouses, mingle with members of the company's board of directors for an elegant dinner at Chief Executive Rupert Murdoch's Benedict Canyon home.

The affair -- held Monday night at Murdoch's mansion, once owned by MCA founder Jules Stein -- always occurs the evening before the summer board meeting in Los Angeles.

And this year, there were as many hot seats as hot dishes.

RupertBlueShirt News Corp. has seen its market value tumble during the last month in the wake of the British phone hacking scandal. The crisis has put a dark cloud over the company and its management. News Corp. last month shuttered its 168-year-old News of the World tabloid and withdrew its planned $12-billion purchase of the remaining shares of British Sky Broadcasting, the region's top pay-television provider. Two senior executives, sullied by the scandal, stepped down. More than 10 people in Britain have been arrested.

Probes of News Corp. activities have been launched by governments in both Britain and the United States. James Murdoch, often mentioned as the heir apparent to his father to eventually run the company, has been tarnished by the mess.  James Murdoch, who has been responsible for News Corp.'s European operations since 2007, approved large settlements to several victims of the phone hacking -- a decision he has said he now regrets because he had insufficient information.

Meanwhile, some investors have demanded action by News Corp.'s board.  They have complained that several of the independent directors are not as independent from Rupert Murdoch as they should be.

For example, a key independent director is Viet Dinh, a Georgetown University law professor who served in former President George W. Bush's Justice Department, is the godfather of a son of Lachlan Murdoch,  Rupert Murdoch's oldest son.  Dinh oversees the company's internal review of the phone hacking scandal, which was expected to be discussed at Tuesday's board meeting.

The menu Monday night included steak, a vegetarian dish and perhaps a little avoidance.

Rupert Murdoch thanked everyone for attending, according to people present.

The 80-year-old patriarch, who hosted the dinner along with wife Wendi Deng, then expressed his gratitude to the spouses for putting up with the long hours and hard work that their mates must put in to be part of the News Corp. family.

But Murdoch only briefly mentioned his British troubles.  He said the problems were isolated to one part of the company  -- and had no effect on the whole.

James Murdoch, who serves on the board and is deputy chief operating officer, was in attendance, as were more than a dozen executives who run key News Corp. operating units, including News Corp. Chief Operating Officer Chase Carey and Chief Financial Officer David DeVoe.

Other News Corp. executives who attended included: Fox Entertainment Chairman Peter Rice; 20th Century Fox Television Studio Co-Chairmen Gary Newman and Dana Walden: Fox Entertainment President Kevin Reilly; 20th Century Fox Film Production President Emma Watts; Fox Sports Chairman David Hill; Fox Sports Vice Chairman Ed Goren; Fox Sports co-Presidents Eric Shanks and Randy Freer; Twentieth Television President Greg Meidel; and the company's chief human resources officer, Beryl Cook.  Communications executives Teri Everett and Julie Henderson were on hand.

It was unclear whether Wendi Deng served pie for dessert.

This is a great example of how the corporatist media just can't handle anything that deviates from the scripted playbook -- so, in this case, they simply end the interview. You could tell it was going to happen during the first interruption. In PR they call it "refocusing the message", but she failed, so she cut him off. There's just no place for unauthorized/unmanaged information in the corporate media and that's why we all have to stop giving them any money at all.

A police station in Nottingham was firebombed on Tuesday night as violence also hit Liverpool, Leicester, Bristol and Leeds.

Canning Circus police station in Nottingham was attacked by a gang of 30 to 40 men but no injuries were reported, according to Nottinghamshire police. The force said at least eight people were arrested in connection with the attack.

Around the same time, a number of cars were firebombed at a car lot in Carlton Road in the city.

The violence followed the arrest of 10 youths earlier in the evening after a small group of people got on to the roof of one of the buildings at Nottingham High School. In another incident two men, aged 17 and 18, were arrested after rocks were thrown at Bulwell Police Station in the city.

Between 6pm on Monday and 1am on Wednesday, police said they dealt with "well over 1,000" reports of incidents taking place throughout the city and elsewhere, and more than 70 arrests were made. Fires were set in various different locations and police said they had investigated reports that children had been setting trees alight.

Damaged shop in Leicester Windows were smashed and shops looted, according to witnesses

A clean-up operation is under way in Leicester after groups of youths attacked buildings in the city centre.

Fourteen people have been arrested, aged between 14 and 50, on suspicion of offences such as criminal damage, burglary and violent disorder.

The disorder was focused on areas including Highcross Shopping Centre, Granby Street, Humberstone Gate and around the cultural quarter.

One nightclub owner has described how gangs smashed windows and looted shops.

Leicestershire Police said large numbers of officers, along with the force helicopter, were deployed to combat the disorder and disperse those causing damage.

Commander Rob Nixon said: "We would like to thank the community for their support during the evening, people have been helping us with our policing operation by passing on any intelligence or rumours they have heard about possible disturbances or criminal acts.

"We would like to reassure the public that we will continue to monitor the situation and carry out high visibility patrols in the city centre and investigate all incidents reported."

James Cockerill, who owns two pubs and a nightclub in the city, said: "There were swarms of hooded Asian, black and white youths in their 20s, and some as young as 12, being hounded out of Leicester city centre at around midnight.

"Thankfully, my businesses - two gay pubs and a gay nightclub - have not been affected, but my staff and managers have barricaded the premises. They were very shaken by what they saw."

Leicester's mayor Sir Peter Soulsby, said he had seen children aged under 12 taking part in the riots.

MANY commentators are on a mission to contextualise the riots that have swept parts of urban London and other British cities.

"It's very naive to look at these riots without the context," says one journalist, who says the reason the violence kicked off in the London suburb of Tottenham is because "that area is getting 75 per cent cuts [in public services]". Others have said the political context for the rioting is youth unemployment or working-class anger at Prime Minister David Cameron's cuts agenda.

"There is a context to London's riots that can't be ignored," says a writer for The Guardian, and it is the "backdrop of brutal cuts and enforced austerity measures". The "mass unrest" is a protest against unhinged capitalism, apparently.

These observers are right that there is a political context to the riots. While the police shooting of young black man Mark Duggan may ostensibly have been the trigger for the street violence, there is a broader context to the disturbances. But they are wrong about what the political context is. Painting these riots as some kind of action replay of historic political streetfights against capitalist bosses or racist cops might allow armchair radicals to get their intellectual rocks off, as they lift their noses from dusty tomes about the Levellers or the suffragettes and fantasise that a political upheaval of equal worth is occurring outside their windows. But such shameless projection misses what is new and deeply worrying about these riots. The political context is not the cuts or racist policing, it is the welfare state, which has nurtured a generation that has no sense of community spirit or social solidarity.

A few weeks after the U.S. city of Detroit was ravaged by 1967 race riots in which 43 people died, I was shown around the wrecked areas by a black  reporter named Joe Strickland.

He said: ‘Don’t you believe all that stuff people here are giving media folk about how sorry they are about what happened. When they talk to each other, they say: “It was a great fire, man!” ’

I am sure that is what many of the young rioters, black and white, who have burned and looted in England through the past few shocking nights think today.

It was fun. It made life interesting. It got people to notice them. As a girl looter told a BBC reporter, it showed ‘the rich’ and the police that ‘we can do what we like’.

If you live a normal life of absolute futility, which we can assume most of this week’s rioters do, excitement of any kind is welcome. The people who wrecked swathes of property, burned vehicles and terrorised communities have no moral compass to make them susceptible to guilt or shame.

Most have no jobs to go to or exams they might pass. They know no family role models, for most live in homes in which the father is unemployed, or from which he has decamped.

They are illiterate and innumerate, beyond maybe some dexterity with computer games and BlackBerries.

They are essentially wild beasts. I use that phrase advisedly, because it seems appropriate to young people bereft of the discipline that might make them employable; of the conscience that distinguishes between right and wrong.

They respond only to instinctive animal impulses — to eat and drink, have sex, seize or destroy the accessible property of others.

Their behaviour on the streets resembled that of the polar bear which attacked a Norwegian tourist camp last week. They were doing what came naturally and, unlike the bear, no one even shot them for it.

A former London police chief spoke a few years ago about the ‘feral children’ on his patch — another way of describing the same reality.

Police were ordered to 'stand and observe' rioters as they laid waste to London's streets instead of confronting them, it was claimed today.

Scotland Yard insiders have revealed teams were frustrated at their inability to wade in and arrest troublemakers while they looted and burnt out shops.

They had apparently been told to try and contain any violence but not to haul away offenders who would instead be identified through video footage later, according to The Times.


It was only on Monday night, when the riots escalated still further, that tactics changed and armoured vehicles called Jankels were used to disperse the crowds.

On Tuesday night, some 16,000 officers also flooded London's streets - almost triple the previous night's deployment - and they were finally given the green light to confront the gangs.

The Met has also come under fire for taking three days to issue any images of suspects - and then only releasing 12 grainy pictures. The Mail Online managed to produce another 30 with ease.



In contrast, Greater Manchester Police were issuing images online via social network sites within hours of similar violence in their area.

In Birmingham, police tracked down suspected rioters hours later and smashed into their homes to arrest them.

Officers mounted raids on around a dozen properties across the city and made seven arrests. They also recovered apparently looted items.

The police's tactics have led to much public criticism from residents and business owners, who are bemused at the 'soft' approach when their livelihoods are being ruined.

Eye witnesses have told of ranks of police standing by while mobs of youths rampaged and stole from shop fronts and terrorised residents.

However, it has been suggested that the approach may also have been dictated by the sheer scale of the problem with teams unable to spare officers to make arrests on the spot.

There have also been calls for far more robust measures - including plastic bullets, water cannon and even the Army - to quell the chaos.



It has been suggested that the softer approach has been sparked by controversy over the death of Ian Tomlinson during the G20 riots and wider criticism of policing during protests.

Mr Tomlinson was struck by a policeman wielding a baton during the G20 protests in 2009 and shoved to the ground.

He suffered massive internal bleeding and died minutes later. The officer involved is now awaiting trial for manslaughter over his death.

Scotland Yard was also heavily criticised in the High Court in April for using 'kettling' during the G20 demonstrations.

Judges ruled the Met had broken the law in the way it kettled 5,000 protesters because it was 'unjustified' and an unlawful deprivation of liberty.

Communities ''threatened'' by police cuts

Proposals that will see around 34,000 police jobs go between now and 2015 have been criticised for seemingly undermining the coalition government's claims to be supportive of a strong and effective police service. Critics have said that one inevitable consequence of the cuts will be a rise in crime.

The figures were revealed in the HM Inspectorate of Constabulary's (HMIC) report 'Adapting to Austerity' which estimated that the national police force would lose 16,200 officers and 16,100 civilian staff in the next four years, as well as 1,800 community support officers.
