According to the video description, this happened in 2000.

In the lead up to his Vancouver lecture in 2000, David Icke arrives at the radio 1040am studio to be interviewed. 15 minutes prior to his scheduled radio appearance, without any substance or explanation, the station's representative informs David that the interview has been cancelled.
