The mans name has been released. Charles B. Hill , 45, shot dead. No known address can be found for hill.

This interview is of Peter Keane, on KQED by host Stephanie Martin. Keane is the former San Fransisco Police Commissioner. In this interview Keane talks about police procedure. Of course hes careful not to place blame on the Bart Police.

Interesting document. It really highlights the concepts used by corporations, then adopted at the federal level and passed down through government channels until it reaches the local police force

The Operations section is identical to what you would see in a military unit. Mission/vision statements, core values, goals/strategic plan. These terms started showing up in military units in the early 90’s IIRC. They even do uniform and equipment inspections. All tightening up the mind control for all police officers from the top down.

It also clearly shows that they don’t consider themselves “civilians” by having an easily controlled, toothless, civilian oversight board.

The only mention of increased “accountability” is that officers must fill out a daily activity log. That and a new “watch commander” position with an unclear role.

No mention of any accountability to the public whatsoever. It’s all about more PR training for the managers and tighter mind control for the worker bees. Truly dehumanized.

How far we have shifted from "to protect and serve" the American public to "to protect and serve" government and corporate interests.

Essie Nelson, a 32-year-old Oakland resident who works at Alcatraz, also said she supports the protests.

"There should be a big protest," Nelson said. "It's ridiculous how they tried to justify that, them being sober and him being drunk. It's going back to a police state in a way."

Now when the BART cop blew away Grant, he claimed he mistakenly pulled his gun instead of the TAZER. hmmm...

No time for the TAZER this time either?Huh hmmm....  Another mistake???

Oh but he was just a drunk bum, so who cares? He was a useless eater in liberal S.F.  He could not justify his existence.

The San Francisco Medical Examiner has identified the knife-wielding man who was shot and killed Sunday night by BART police officers.

His name is Charles Hill, he is 45 years old, and he has no fixed address, said Felipe Fernandez, an investigator in the office. Fernandez declined to release any further information. The cause of death, believed to be three shots from the gun of a BART police officer, is still under investigation.

...spokesman for the medical examiner, Richard Vetterli, said that Hill was identified because his fingerprints were in a database, though he wouldn’t say which one. He said the office found Hill’s family Thursday, but he wouldn’t say where they lived.

Hill was shot and killed Sunday evening on the platform of Civic Center BART station. BART Deputy Police Chief Daniel Hartwig said at a news conference Tuesday that the officers confronted “an aggressive suspect who was holding a bottle and a knife.” BART Police received calls about a "wobbly drunk" and when they arrived, the confrontation lasted just one minute, BART has said.

A witness to the shooting told The Bay Citizen Wednesday that Hill was moving slowly toward the two officers who had their guns drawn. Myleen Hollero said that Hill was “definitely” not “running or lunging” at the officers when three shots were fired, killing Hill.

Hollero said Hill was wearing a green tie-dye tee-shirt and was balding with long white hair. "He just looked like a drunk hippie," she said.

Acquiescing to public demand, BART today released surveillance videos of the shooting death of Charles Hill, a transient who was killed by transit police over the July 4 weekend, sparking raucous protests.

Hill, 45, was shot on the Civic Center platform after purportedly menacing an officer with knives and a bottle.

Those hoping to understand why the homeless man died a violent death will not be satisfied by this footage. 

In this video, we do not see Hill. We do, however, see a police officer step off a train. At around the 53-second mark he unholsters his weapon and, not five seconds later, fires it. An object -- one of Hill's two knives, according to BART spokesman Jim Allison -- whisks through the periphery of the frame.

Witnesses to the shooting said Hill was not running or lunging toward the officers. No footage to verify that exists, according to Allison. Screen captures from the enhanced version of the video can be seen after the jump.

Video made public in interest of transparency, BART officials said

A video released earlier showed two BART officers arriving at the downtown San Francisco station, after officials say they were called by a passenger complaining that Hill was drunk on the platform.

In that video, the officers arrive and one walks off screen. The remaining officer puts on black gloves, and a few moments later, appears to draw and possibly fire his gun.

An enhanced version of the video is also online, highlighting what BART says is a knife Hill threw at the officers as it bounces off a waiting train a moment before Hill was shot.

Rainey said in the days after the shooting he believes both his officers acted correctly under their training. San Francisco police and district attorney's officers are investigating the death.

Op BART logo, proposed by @exiledsurfer. Anonymous put BART in its crosshairs after a mobile phone network shutdown at Civic Center station. The cell phone blockage was to prevent a protest against the BART PD's shooting of a drunk homeless man named Charles Blair Hill.

If Anonymous plans an operation against you, it's not a good sign. At all.

Bay Area Rapid Transit officials have said they shut down power Thursday evening to cellular towers for stations stretching from downtown to San Francisco's airport after learning protesters planned to use mobile devices to coordinate its demonstration.

"I'm just shocked that they didn't think about the implications of this," said Lynette Sweet, who serves on BART board.

BART Deputy Police Chief Benson Fairow on Friday told KTVU-TV that the agency decided to turn off underground cell service because it received reports that a rowdy group that had protested in July had similar plans.

BART’s action of blocking cell phone use at San Francisco’s Civic Center BART Station was illegal. According to a number of online sources, it’s a violation of Federal law, specifically Section 333 of The Communications Act of 1934.

According to a citation issued January 26, 2011, by the Federal Communications Commission against Comtrex Communications for illegal cell phone jamming, Section 333 of the Communications Act of 1934 states, “[n]o person shall willfully or maliciously interfere with or cause interference to any radio communications of any station licensed or authorized by or under this Act or operated by the United States Government.” and Section 302(b) of the Communications Act provides that “[n]o person shall manufacture, import, sell, offer for sale, or ship devices or home electronic equipment and systems, or use devices, which fail to comply with regulations promulgated pursuant to this section.”

There’s no evidence provided by any BART representative that such legal issues were considered before initiating the cell phone blocking action – BART seems to have just plain went ahead and done it.

SAN FRANCISCO (AP) — Transit officials said Friday that they blocked cellphone reception in San Francisco train stations for three hours to disrupt planned demonstrations over a police shooting.

Officials with the Bay Area Rapid Transit system, better known as BART, said they turned off electricity to cellular towers in four stations from 4 p.m. to 7 p.m. Thursday. The move was made after BART learned that protesters planned to use mobile devices to coordinate a demonstration on train platforms.

"A civil disturbance during commute times at busy downtown San Francisco stations could lead to platform overcrowding and unsafe conditions for BART customers, employees and demonstrators," BART officials said in a prepared statement.

The statement noted that it's illegal to demonstrate on the platform or aboard the trains. BART said it has set aside special areas for demonstrations.

The American Civil Liberties Union questioned the tactic. "Shutting down access to mobile phones is the wrong response to political protests," the ACLU's Rebecca Farmer said in a blog post.

The Electronic Frontier Foundation said on its website that "BART officials are showing themselves to be of a mind with the former president of Egypt, Hosni Mubarak." Mubarak's regime cut Internet and cellphone services in the country for days early this year while trying to squelch protests demanding an end to his authoritarian rule.

BART officials were confident the cellphone disruptions were legal. The demonstration planned Thursday failed to develop.

"We had a commute that was safe and without disruption," said BART spokesman Jim Allison.

The demonstrators were protesting the July 3 shooting of Charles Blair Hill by BART police who claimed Hill came at them with a knife.

A July 11 demonstration disrupted service during the rush-hour commute, prompting the closing of BART's Civic Center station. Several arrests were made.

Officials at the Bay Area Rapid Transit system, whose website was hit by a group of hackers known as Anonymous, say more cyber attacks are possible.
 
BART spokesman Jim Allison said the agency anticipated further attempts to disrupt its online presence and that it had brought in experts from the U.S. Department of Homeland Security for assistance. The FBI was also investigating.
 
BART was attempting to contact more than 2,400 customers Sunday afternoon to inform them that their personal information had been obtained and published by a group of hackers.
 
The security breach was perpetrated by the hacker-activist group Anonymous, which launched cyber attacks Sunday against BART and the Fullerton Police Department in retaliation for deadly confrontations between police and homeless men.

The latest battle between BART and its growing group of grassroots foes played out during today’s (Mon/15) afternoon rush hour, shutting down some San Francisco stations.
 
What started as a fizzled anti-police brutality protest at BART's Civic Center station has spiraled into a San Francisco moment with echoes of the Arab Spring and V For Vendetta. Following an unprecedented decision by BART officials to preemptively cut off cell phone service on August 11, in a bid to disrupt a protest that never developed, public outrage led to further protest today and a hacking attack on MyBart.org by the notorious international hacker group Anonymous over the weekend.

At issue in that protest and the one that never materialized on August 11 was the fatal shooting of Charles Hill by BART police on July 3, on the Civic Center BART station train platform.
 
Today’s protests to disrupt rush hour BART service threatened by Anonymous materialized out of the rush hour crowd. Protestors, some in Guy Faulks masks, some with bloody shirts, spoke into cell phones repeating, “Can you hear me now? Can you hear me now?” over and over and over.
 
Upset by what they characterized as BART's record of police brutality, and the recent disruption of cell phone service, they poured into the station as the platform swelled to capacity.
 
One protestor stood silently with a shirt that read, “Dear BART, you can't take away our ability to call 911 while also making it a habit to shoot your riders.”

“It's incredibly ironic to squelch free speech in San Francisco, which has long been a bastion of civil liberties,” said Rainey Reitman of the Electronic Frontier Foundation who was on hand for the protest.
 
Others sat on the platform floor, making messages on little red hearts decrying the shooting of Hill. A yellow handbill from #ObBART, the Anonymous name for the protest, even decried BART's record and free speech.
 
Some began to block trains from exiting the platforms, promoting riot police to move in and clear people away. After a half-hour, BART Police Sgt. Coosndz ordered the protestors to clear the platform.

Protesters peaceably complied, spreading out through the Market Street corridor and causing closures at other nearby stations.
 
“No arrests were made on the platform and the protesters have peaceably dispersed,” Sgt. Macaulay of the BART police told the Guardian later.
 
BART officials said they did not shut down in-station cell service during the protest, which hardly seemed relevant as the stations were closed. On the street, amidst the stranded rush hour commuters it was difficult to tell who was protesting, with small groups of protesters gathering vocally but briefly and then melding back into the crowd.
 
Though inconvenient, the protest took the form of perhaps the most civil of civil disturbances the city has seen surrounding the police brutality issue – a stark contrast to some of the recent tense stand-offs between police and protesters.
 
One BART official struggled to keep up with a stream of people on the corner of Market and Montgomery trying to find another way home. “People have been very understanding,” he said while catching his breath for a minute.
 
As of press time, well beyond the normal evening commute hours, BART stations throughout the city’s downtown remained closed.

SF Weekly's Caroline Chen headed down to Civic Center BART station where it was all quiet except for the sound of a lonely violin. But by 5:10 p.m. about 75 protesters are gathered downstairs, as promised.

Update 5:20 p.m.: One train was held up briefly at the Civic Center station while protesters chanted  "No justice, no peace, disband the BART police."

Update 5:30 p.m.: BART closed down Civic Center station and no trains are stopping. Police are there in riot gear, declaring it to be an illegal assembly.They will begin arresting protesters in five minutes.

Update 5:40: About 100 protesters left Civic Center BART and are marching on Market Street. Chen tells us that police say Powell Street station is now closed.

Update 5:50 p.m.: Protesters splintered off into separate groups. Chen is following a group down Van Ness Avenue, where they are walking in the middle of the street and disrupting traffic. Angry drivers are honking at the chanting protesters.

Update 6:10 p.m.: BART spokesman Jim Allison tells SF Weekly that Montgomery station is closed to all passengers while Civic Center and Powell Street stations are only allowing passengers to exit, not enter the station. BART could not confirm whether there have been any arrests yet, but Allison said that cell phone service was working as normal throughout BART. No word on whether Embarcadero station will be closed. "It's a fluid situation," Allison said. "We're just trying to keep the passengers safe."

Update 6:30 p.m.: Protesters have lost steam. The chants are dying down and the crowd has thinned out to about 20 people. Allison reports that Embarcadero was closed for five minutes but has since reopened. Montgomery Street station has also opened to passengers coming and going. However, if you are hoping to hop on Muni, word on the street is that the line to get on the F Market is a nightmare!

The fact that BART has called in the FBI, and the DHS is the most troubling to me. Will this be an excuse to bring in the TSA to BART stations? Only time will tell.
