President Barack Obama is attempting to block the execution in Texas on Thursday of a Mexican man because it would breach an international convention and do "irreparable harm" to US interests.

The White House has asked the US supreme court to put the execution of Humberto Leal Garcia on hold while Congress passes a law that would prevent the convicted rapist and murderer from being put to death along with dozens of other foreign nationals who were denied proper access to diplomatic representation before trials for capital crimes

In the early hours of May 21, 1994, 16-year-old Adria Sauceda and dozens of others attended a raucous Southside house party on Vincent Street, where witnesses reported seeing a dazed Sauceda — pumped full of alcohol, cocaine, and marijuana — pulled to the backyard. There she was stripped and circled by eight or nine men, each “taking turns” on the disoriented teenager. Friends who came to her aid were told to shut up, drink, and quit spoiling the party.

Humberto Leal later abducted this already brutally savaged teenager and raped her some more before finally ending your misery by crushing in her skull with a 35 lb chunk of asphalt. When police found her dead and ravaged body on the side of the dirt road where Leal left her, there was still a large stick that had a screw protruding from it that Leal left jammed up her lifeless body after he raped her with it.

The U.S. Supreme Court Thursday rejected a White House-backed appeal seeking to spare a Mexican citizen from execution Thursday evening in a death penalty case where Texas justice clashed with international treaty rights.

Justices voted 5-4, refusing to keep Humberto Leal from lethal injection, The decision came about an hour before Leal could be taken to the Texas death chamber for the 1994 rape-slaying of a 16-year-old girl.

The Obama administration and others asked the high court to delay Leal's execution so Congress could consider a law that would require court reviews in cases where condemned foreign nationals did not receive help from their consulates. They said the case could affect not only foreigners in the U.S. but Americans detained in other countries.

Texas executes Mexican after court stay rejected

Texas executed a Mexican citizen Thursday for the rape-slaying of a teenager after he and the White House pleaded in vain for a Supreme Court stay, saying he was denied help from his home country that could have helped him avoid the death penalty.

In his last minutes, Humberto Leal repeatedly said he was sorry and accepted responsibility.

"I have hurt a lot of people. ... I take full blame for everything. I am sorry for what I did," he said in the death chamber.

"One more thing," he said as the drugs began taking effect. Then he shouted twice, "Viva Mexico!"

"Ready warden," he said. "Let's get this show on the road."

Besides, look how many people have been determined to be innocent that were sitting in prison, and even on death row. Texas of all states knows that happens. They've had to release several inmates that DNA proved they were innocent. If you execute a person, there is no possibility they can be released from being wrongfully incarcerated.
