WASHINGTON — A yearlong experiment with America's electric grid could mess up traffic lights, security systems and some computers — and make plug-in clocks and appliances like programmable coffeemakers run up to 20 minutes fast.

"A lot of people are going to have things break and they're not going to know why," said Demetrios Matsakis, head of the time service department at the U.S. Naval Observatory, one of two official timekeeping agencies in the federal government.

Since 1930, electric clocks have kept time based on the rate of the electrical current that powers them. If the current slips off its usual rate, clocks run a little fast or slow. Power companies now take steps to correct it and keep the frequency of the current — and the time — as precise as possible.

The group that oversees the U.S. power grid is proposing an experiment that would allow more frequency variation than it does now without corrections, according to a company presentation obtained by The Associated Press.

Officials say they want to try this to make the power supply more reliable, save money and reduce what may be needless efforts. The test is tentatively set to start in mid-July, but that could change.

Tweaking the power grid's frequency is expensive and takes a lot of effort, said Joe McClelland, head of electric reliability for the Federal Energy Regulatory Commission.

"Is anyone using the grid to keep track of time?" McClelland said. "Let's see if anyone complains if we eliminate it."

Won't affect GPS or Internet
No one is quite sure what will be affected. This won't change the clocks in cellphones, GPS or even on computers, and it won't have anything to do with official U.S. time or Internet time.

But wall clocks and those on ovens and coffeemakers — anything that flashes "12:00" when it loses power — may be just a bit off every second, and that error can grow with time.

It's not easy figuring what will run fast and what won't. For example, VCRs or DVRs that get their time from cable systems or the Internet probably won't be affected, but those with clocks tied to the electric current will be off a bit, Matsakis said.

This will be an interesting experiment to see how dependent our timekeeping is on the power grid, Matsakis said.

The North American Electric Reliability Corp. runs the nation's interlocking web of transmission lines and power plants. A June 14 company presentation spelled out the potential effects of the change: East Coast clocks may run as much as 20 minutes fast over a year, but West Coast clocks are only likely to be off by 8 minutes. In Texas, it's only an expected speedup of 2 minutes.

Some parts of the grid, like in the East, tend to run faster than others. Errors add up. If the grid averages just over 60 cycles a second, clocks that rely on the grid will gain 14 seconds per day, according to the company's presentation.

Spokeswoman Kimberly Mielcarek said the company is still discussing the test and gauging reactions to its proposal, and may delay the experiment a bit.

Aimed at making grid more reliable
Mielcarek said in an email that the change is about making the grid more reliable and that correcting the frequency for time deviations can cause other unnecessary problems for the grid. She wrote that any problems from the test are only possibilities.

In the future, more use of renewable energy from the sun and wind will mean more variations in frequency on the grid, McClelland said. Solar and wind power can drop off the grid with momentary changes in weather. Correcting those deviations is expensive and requires instant backup power to be always at the ready, he said.

The test makes sense and should not cause too much of a hassle for people, said Jay Apt, a business professor and director of the Electricity Industry Center at Carnegie Mellon University.

But Tom O'Brian, who heads the time and frequency division at the National Institute of Standards and Technology, expects widespread effects.

He said there are alternatives if people have problems from the test: The federal government provides the official time by telephone and on the Internet.

The digital misfires could have to do with the network of power generators based in Sicily, or even with an underwater electric cable that is currently under construction.

Sicilian digital clock owners will have to go back to old-fashioned timepieces, or they are destined to be 20 minutes early for all their appointments until the electrical variations can be accounted for.

This is freaking weird...my digital clocks are all 10 minute behind.  I had to go around the last couple of days fixing the clocks in the house.  The last 10 days we have been having power outages.  These power outages happened with little wind and weather problems, but there were a couple of days when we had a T-storm and our power did go out.  One night we even experienced a brown-out type situation where the lights dimmed and some of the fluorescent lights would not even turn on because of the 1/2 pull of electricity.

I wonder if they are starting this tests earlier than what has been reported?

Everyone of these pieces of shit need to be fired, their entire group needs to be defunded and they must be grand jury investigated for treason, sedition, crimes against humanity, and engaging in the slow torture of millions of lower class citizens who are already stretched as far as they can be without all of their appliances losing their reliability because a few Enron type energy "masters" wish to engage in future trading scams which will be highly influenced by energy fluctuations.

I’ve been reading the stimulus bill. When I saw the term Smart Grid on page 232 of the “American Recovery and Reinvestment Act of 2009,” I stopped reading so fast I almost gave myself whiplash. If you haven’t heard about Smart Grid, listen up. Smart Grid is closely related to the National Animal Identification System (NAIS), and both programs are designed to spy on Americans. Even more disturbing than the purpose of these government-condoned intrusions into our lives is the fact that the Obama Administration feels that  Smart Grid is so important that it had to be funded in the stimulus package—which is supposed to be used for emergencies only. What’s the emergency? Why does Smart Grid need to be implemented within 60 days of the bill passing? Here come the answers, and none of them are good.
What is Smart Grid?
Smart Grid is part of a global initiative to manage information, all information. This is not some dire fictional prediction; it exists right now, right here in the United States, and thanks to President Obama, the Secretary of the Treasury can lend the Western Area Power Administration (WAPA), a division of the Department of Energy, $3.25 billion to implement Smart Grid:
“(B) the Secretary shall, without further appropriation and ‘without fiscal year limitation, loan to the Western Area Power Administration, on such terms as may be fixed by the Administrator and the Secretary, such sums (not to exceed, in the aggregate (including deferred interest),$3,250,000,000-in outstanding repayable balances at anyone time) as, in the judgment of the Administrator, are from time to time required for the purpose of [...] In carrying out the initiative, the Secretary shall provide financial support to smart grid demonstration projects in urban, suburban, tribal, and rural areas, including areas where electric system assets are controlled by nonprofit entities and areas where electric system assets are controlled by investor- owned utilities.
Ostensibly, Smart Grid is about energy efficiency and climate change. This intelligent power grid gathers information about individual energy use via sensors embedded in the transmission lines and in homes and businesses. The government, via WAPA, will know what temperature you keep your home or business at. If you keep your domicile warmer or cooler than the temperature approved by the federal government, you pay more. To some, this is an acceptable arrangement, until they discover what else Smart Grid can do.
What’s in your closet?
According to IBM, one of the two corporations which will receive most of the money (the other is GE),
The world is becoming instrumented. By 2010, there will be a billion transistors per human, each one costing one ten-millionth of a cent.
The world is becoming interconnected. With a trillion networked things—cars, roadways, pipelines, appliances, pharmaceuticals and even livestock—the amount of information created by those interactions grows exponentially.
All things are becoming intelligent. Algorithms and powerful systems can analyze and turn those mountains of data into actual decisions and actions that make the world work better. Smarter.
[efoods]Did you catch that? Smart Grid will allow the government to collect information about you, your habits, and possessions. All they need are a few sensors to know what is in your refrigerator; how long you spend in the bathroom; if you smoke in your home; if you drink alcohol in your home; and how many people are in your home or business at any one time. Science fiction? Don’t bet on it. IBM knows different.
And if the above statements aren’t enough to get you thinking, how about this:
Nanotechnology e-textiles for biomonitoring and wearable electronics-
If current research is an indicator, wearable electronics will go far beyond just very small electronic devices or wearable, flexible computers. Not only will these devices be embedded in textile substrates but an electronics device or system could ultimately become the fabric itself. Electronic textiles (e-textiles) will allow the design and production of a new generation of garments with distributed sensors and electronic functions. Such e-textiles will have the revolutionary ability to sense, act, store, emit, and move – think biomedical monitoring functions or new man-machine interfaces – while ideally leveraging an existing low-cost textile manufacturing infrastructure.
Here’s the scenario: you buy a pair of socks, using your credit or debit card (cash is already being discouraged). Because of Smart Grid, your house will be able to read the bar code on those socks as you bring them through the door and add them to a list it keeps of your clothes; size, price, origin, when worn, etc. The computer that controls your home’s thermostat and lights also controls your wardrobe, budget, social habits, and even your eating habits. The refrigerator reads the bar codes on your food. Someone with access to that information knows when you eat, what you eat, what you paid for it, and how long something has been in the fridge.
If you’re like me, and do a lot of canning, you’re probably thinking, “so what?” That’s what my initial thought was. It can’t read a bar code if there isn’t one. Hmmm. What if your home’s computer believed that based on how many people live in the home there’s not enough food being purchased? How long do you think it would take the electronic nanny to notify child protective services or other authorities?
Again, this isn’t science fiction. It’s happening right now in South Bend, Indiana, and Florida and California. Now that President Obama’s spending package has been pushed down our windpipes, effectively choking off any opposition, look for development of an electronic super nanny by Big Brother. This is change we can believe in? It’s change alright rural America, and it’s coming for you. Notice on GE’s page there are no pictures of urban or suburban dwellings, only a rural home? An oversight? Not according to Alan Keyes.
I had the pleasure of interviewing Dr. Keyes in the summer of 2008. He told me then that rural people should understand that there is a concerted effort to remove all control from rural areas and concentrate it in Washington D.C. After reading about the billions of dollars the White House has allocated to watching its rural citizens, I’d say he hit the nail on the head. We are the targets; the lonely little home on GE’s website might as well have a bull’s eye on the roof. Dr. Keyes told me the Illuminati who are running D.C. are worried about rural people because we are exposed to less media than our urban counterparts: we’re harder to control.
Apocalypse now
One of the largest components of Smart Grid is already being implemented by the USDA; it’s called the National Animal Identification System (NAIS) it requires farmers to implant a RFID tag into the body of all of their livestock–cows, pigs, goats, chickens, sheep, all livestock. The NAIS threatens to destroy small-scale family farms. If you’re not familiar with the NAIS, here are a couple of resources: Downsize DC, NAIS: Too little too late? and NAIS: Let’s do some fuzzy math. Coupled with Smart Grid, the NAIS strengthens the ability of Government officials to control rural Americans as completely as they control people in the cities.
Remember, President Obama believes implementing Smart Grid is urgent. He wants the program to expand quickly, with all of us on the thinking grid by 2011. All of us. Resistance is futile.

The dark horse of the New World Order is not Communism, Socialism or Fascism: It is Technocracy.

The development and implementation of Smart Grid technology in the U.S. - reinventing the electrical grid with Wifi-enabled digital power meters - is proceeding at breakneck speed. Although Smart Grid is the result of years of government planning, the recent kickoff was made possible through massive "green" grants that were quietly included in President Obama's economic stimulus package starting in 2009.

These lucrative grants have drawn in a host of corporate players, from utility companies to digital meter manufacturers to control software vendors. Global companies like IBM, GE and Siemens are putting their full effort behind the "build-out" that will consolidate all of America into a single, integrated, communication-enabled electric delivery and monitoring system, collectively called Smart Grid.


Proponents of Smart Grid claim that it will empower the consumer to better manage his or her power consumption and hence, costs. The utility companies will therefore be more efficient in balancing power loads and requirements across diverse markets.

However, like carnival barkers, these Smart Grid hocksters never reveal where or how SmartGrid came into being, nor what the ultimate endgame aims to achieve; perhaps most of them have no idea either, but simply repeat the mantra as if they know what they are talking about.

In SmartGrid: The Implementation of Technocracy?, I revealed the background of both Technocracy and Smart Grid, and most importantly, the links between them. Smart Grid is born out of Technocracy and not the other way around.

Technocracy is a totalitarian system of government where scientists, engineers and technicians monitor and control all facets of personal and civic life - economic, social and political. Herein lies the real danger: Who are these unelected controllers and why should anyone believe that they would be benevolent dictators instead of tyrants? Americans are a freedom-loving people who would certainly reject Technocracy's stealth takeover, if only they were aware of it. Indeed, Americans did pointedly reject Technocracy in the 1930's!

Thirty years ago, a researcher's mantra was "Follow the money, follow the power." This must now be restated: "Follow the energy, follow the power."

Requirements

In 1932, Technocracy, Inc. called for the destruction of price-based economic systems and the creation of an energy-based accounting system that would measure inputs and outputs of human activity in terms of energy production, distribution and consumption. The requirements for a successful system was co-authored by M. King Hubbert, a young geo-physicist who later developed "Hubbert's Peak Oil Theory" that provided intellectual backing for the modern environmental or "green" movement.

Specifically, Hubbert detailed the requirements for a successful implementation of Technocracy:

    Register on a continuous 24 hour-per-day basis the total net conversion of energy.
    By means of the registration of energy converted and consumed, make possible a balanced load.
    Provide a continuous inventory of all production and consumption
    Provide a specific registration of the type, kind, etc., of all goods and services, where produced and where used
    Provide specific registration of the consumption of each individual, plus a record and description of the individual." [Scott, Howard et al,                   Technocracy Study Source, p. 232]

Of course, the technology to fulfill these requirements did not exist in 1932. However, it is worth noting that Technocracy Inc.'s leadership was intimately familiar with the early work of International Business Machine's (IBM) computing technology. They clearly envisioned a time in the future where the advancement of the technology would meet the minimum level necessary to implement these requirements.

That day of advanced technology has come and the project is now called Smart Grid. The endgame is to implement a modernized version of historic Technocracy on a national, continental and global basis.

It is strongly recommended that the reader carefully review SmartGrid: The Implementation of Technocracy and Carbon Currency: A New Beginning for Technocracy? to gain a solid perspective on the historical aspect of Technocracy.

Some would argue that it is mere coincidence that these requirements are fully met with Smart Grid technology. However, the reasons for the existence of Technocracy in the 1930's are the same reasons given today: Energy efficiency, load balancing, fairness, alleviating poverty and hunger, etc.

The feigned concern for those in poverty and hunger in the underdeveloped nations is hollow. Technocracy is pointedly amoral in its practice: The means (their scientific method/process) justifies the end, whatever the end might turn out to be.
