i can think of a few things government needs to do, and i can think of many things they dont...

depending on your view of rights and such, but in my opinion,

-protecting and upholding contracts/privacy/property (justice system)
-providing for a national defense (regrettable imo, but workable with rules and adherence)
-issuance of currency (a complicated subject, but put simply, no usury)

thats about it.

I'm assuming you mean the US government, or just government in general, regardless of country?

In general secular terms of governing people, it needs to do what the people ask of it, because government is an agreed-upon means of cohabitating. In an organized way. It's an extention, the administration of what people as a whole want for where they live.

It's the mentality "Somebody needs to be in charge". Chaos doesn't work very well, and not everybody is all that organized or civil. It's not a master/slave relationship though, but representation and administration, a tool of the people.

Minimize.
Stop redundancy.
Stop burning through our cash faster than they can tax us for it.
Stop giving themselves raises.
Stop getting 100% retirement for 4 years "work."
Stop infringing our rights.
Stop conspiring with foreign powers against its own people.

That's just a start off the top of my head.

I am a realist that is slightly conservative yet I have some republican demeanor that can turn democrat when I feel the urge to flip independant.
