That plane that is on the ground is NOT a 707.  A 707 has 4 engines.  This one on the ground has two.

An Omega Air Refueling Services B707 crashes and explodes in flames at Point Mugu
A Boeing 707 aircraft (N707AR) has crashed on take-off and burst into flames Wednesday on a runway at the Point Mugu naval air station. Three people aboard the aircraft -- a pilot, co-pilot and navigator -- received minor injuries as they escaped the burning fuselage, the Ventura County Fire Department said. They worked for Omega Aerial Refueling Services, a company the Navy contracts to refuel planes.

The plane was loaded with 150,000 pounds of fuel, according to Fire Department spokesman B. Nash. Air station spokeswoman T. Reid says the tanker is used for fleet operations support and transporting fuel. No structures were threatened by the flames, but thick black smoke poured from the crash site and could be seen for miles. Authorities warned local residents to stay indoors to avoid breathing in the smoke.

That is the Omega Air site.

I have a hard time believing that a company, would be refueling our airborne jets.  Our militaries fleet of refuelers are mission critical planes.  Planes like KC-10 are used by the Air Force.  In war time, you need military pilots doing that job.

So... A very likely cover story here for this company.

The company supposedly has 1 KC-10.  If so, that is the one that crashed.

The refueling arms on it, would make for a perfect dispersant agent.

Current Fleet of Aircraft
•2 x Boeing K-707s (specially modified B-707-300)
•1 x McDonnell Douglas KDC-10 (specially modified DC-10-40)


Pretty small company. Just 3 planes.
