NEW YORK – The leader of the International Monetary Fund and a possible candidate for president of France was pulled from an airplane moments before he was to fly to Paris and was being questioned Saturday by police in connection with the sexual assault of a hotel maid, police said.

Dominique Strauss-Kahn was taken off the Air France flight at John F. Kennedy International Airport by officers from the Port Authority of New York and New Jersey and turned over to police Saturday afternoon, said Paul J. Browne, New York Police Department spokesman.

He was being questioned by the NYPD special victims office. No charges have yet been filed.

The 32-year-old woman told authorities that she entered Strauss-Kahn's room at the Sofitel near Manhattan's Times Square at about 1 p.m. Saturday and he emerged from the bedroom naked, threw her down and tried to sexually assault her, Browne said. She somehow broke free and escaped the room and told hotel staff what had happened, authorities said. They called police.

When New York City police detectives arrived moments later, Strauss-Kahn had already left the hotel, leaving behind his cellphone and other personal items, Browne said. "It looked like he got out of there in a hurry," Browne said.

The NYPD discovered he was at the airport and contacted the Port Authority, who plucked Kahn from the Air France flight that had not yet departed.

The maid was taken by police to an area hospital. John Sheehan, a spokesman for the hotel, said its staff was cooperating with the authorities in the investigation.

William Murray, a spokesman for the IMF in Washington, said the IMF had no immediate comment on the reports of Strauss-Kahn's arrest.

Strauss-Kahn was briefly investigated in 2008 over whether he had an improper relationship with a subordinate female employee. The IMF board found his actions "regrettable" and said they "reflected a serious error of judgment." The board found that the relationship was consensual.

The 62-year-old Strauss-Kahn, rejected by the French Socialists as their presidential candidate in 2006, gained international recognition as France's finance minister in 1997-99. He's a possible challenger to French President Nicolas Sarkozy in the 2012 election.

He is credited with preparing France for the adoption of the euro by taming its deficit and persuading then-Prime Minister Lionel Jospin to sign up to an EU pact of fiscal prudence.

A former economics professor, Strauss-Kahn joined the Socialist party in 1976 and was elected to parliament in 1986 from the Val-d'Oise district, north of Paris. He went on to become mayor of Sarcelles, a working-class immigrant suburb of Paris.

His first government post was industry minister under former President Francois Mitterrand. As finance minister, he reduced France's debt repayments through a raft of privatizations including the sale of shares in France Telecom SA and Air France.

Strauss-Kahn is a married father of four. His third wife, Anne Sinclair, is a former television presenter.

Looks like a classic neutralization...grab him off a plane...run a cover story in the news to freak him out...a confidant tells him he needs to run or something to also freak him out (not necessarily in that order). "There is now a totally structured and orchestrated campaign, which has already been announced by Mr. Sarkozy and his closest allies, to attack the character of Strauss-Kahn," Socialist politician Jean-Marie Le Guen told Europe 1 radio.

This is not the first time Strauss-Kahn has been embroiled in a sex scandal.

Mr Strauss-Kahn is expected to be brought before a state court judge later today, where his lawyer, Benjamin Brafman, said he ``will plead not guilty.''

Such a panic to run out and leave 100% guaranteed incriminating evidence?

Academic career

In 1977, Strauss-Kahn became an academic. He taught at the University of Nancy-II (1977–1980), the University of Nanterre (after 1981) and the École nationale d'administration (ENA). He is full professor of Macroeconomics and Microeconomics at Sciences-Po. In 1971, he worked at the Centre de recherche sur l'épargne (Research Centre on Savings) alongside Paul Hermelin, who many years later (1991) was to become his chief of staff at the Ministry of Industry, and Denis Kessler, a future vice-president of the MEDEF employers' union. Political career

Strauss-Kahn was first an activist member of the Union des Etudiants Communistes (UEC, Union of Communist Students),[6] before joining in the 1970s the Centre d'études, de recherches et d'éducation socialiste (Center on Socialist Education Studies and Research, CERES) led by Jean-Pierre Chevènement, future presidential candidate for the 2002 election.[6] There, he befriended the future French prime minister Lionel Jospin (PS). After the election of President François Mitterrand (PS) in 1981, he decided to stay out of government. He got involved in the Socialist Party (PS), which was led by Lionel Jospin, and founded Socialisme et judaïsme ("Socialism and Judaism"). Minister for Industry (1991–1993)

In 1991, he was nominated by Mitterrand to be Junior Minister for Industry and Foreign Trade in Édith Cresson's social-democrat government. He kept his position in Pierre Bérégovoy's government until the 1993 general elections.

After the electoral defeat of 1993, Strauss-Kahn was appointed by former Prime Minister Michel Rocard chairman of the groupe des experts du PS ("Group of Experts of the Socialist Party"), created by Claude Allègre. The same year, he founded the law firm "DSK Consultants" and worked as a business lawyer.

In 1994, Raymond Lévy, who was director of Renault, invited him to join the Cercle de l’Industrie, a French industry lobby in Brussels, where he met the billionaire businessman Vincent Bolloré and top manager Louis Schweitzer; Strauss-Kahn served as secretary-general and later as vice-president. This lobbyist activity earned him criticism from the alter-globalization left.

In June 1995, he was elected mayor of Sarcelles and married Anne Sinclair, a famous television journalist working for the private channel TF1 and in charge of a political show, Sept sur Sept. She ceased presenting this show after Strauss-Kahn's nomination as Minister of Economics and Finance in 1997 to avoid conflict of interest, while Strauss-Kahn himself would cede his place as mayor to François Pupponi in order to avoid double responsibilities.
Minister for Economics, Finances, and Industry (1997–1999)

In 1997, Prime Minister Lionel Jospin (PS) appointed Strauss-Kahn as Minister for Economics, Finance, and Industry, making him one of the most influential ministers in his Plural left government.

Although it was in theory contrary to the Socialist Party's electoral program, he implemented a wide privatization program, which included among others the IPO of France Telecom; he also implemented some deregulation policies in the research and development sector. The French economy achieved an excellent performance during his term of office: the GDP increased, whereas unemployment and public debt decreased (creation of 300,000 jobs in 1998, a level not seen since 1969). This helped to strengthen his popularity and managed to win the support of former supporters of Lionel Jospin and Michel Rocard, making him the leader of the reform-oriented group Socialisme et démocratie. Strauss-Kahn has been originally of the working time reduction to 35 hours, a measure implemented by Martine Aubry, Minister for Social Policies.

In 1998 he became one of the leaders of the Socialist Party for the regional elections in the Ile-de-France region (Paris and suburbs), which were won by the PS. But as Strauss-Kahn refused to exchange his ministry for the executive leadership of the Ile-de-France, Jean-Paul Huchon became the president of the regional council.

In 1999, he was accused of corruption in two financial scandals related to Elf Aquitaine and the MNEF, a student mutual health insurance, and decided to resign from his ministerial office to fight these charges, in agreement with the "Balladur jurisprudence." He was replaced by Christian Sautter. He was acquitted in November 2001, and was reelected in a by-election in the Val-d'Oise.

As Minister of Economics and Finance, Strauss-Kahn succeeded in decreasing the VAT to 5.5% for renovation works in construction, thus supporting this activity. At the same time, he decreased the budget deficit, which was more than 3% of GDP under Alain Juppé's center-right government (1995–97). He thus prepared France's entrance in the euro zone. Strauss-Kahn also repealed the Thomas Act on hedge funds and launched the Conseil d'orientation des retraites (Orientation Council on Pensions). Strauss-Kahn succeeded in combining followers of Jospin and Rocard in the same political movement, Socialisme et démocratie, but failed to make it more than an informal network.
In the opposition

After Jacques Chirac's success in the 2002 presidential election and the following Union for a Popular Movement (UMP)'s majority in Parliament, Strauss-Kahn was reelected deputy on 16 June 2002, in the 8th circonscription of the Val-d'Oise. He first declined in taking part in the new leadership of the PS, then in the opposition, in the 2003 congress of the party. But he joined the party's leadership again at the end of 2004, and was given overall responsibility for drawing up the Socialist programme for the 2007 presidential election, along with Martine Aubry and Jack Lang. During the summer meeting of 2005, he announced that he would be a candidate for the primary elections of the Socialist Party for the presidential election.

At the same time, Strauss-Kahn co-founded the think tank À gauche en Europe (To the Left in Europe) along with Michel Rocard.[7] He presided jointly with Jean-Christophe Cambadélis over the Socialisme et démocratie current in the PS. Strauss-Kahn was one of the first French politician to enter the blogosphere;[8] his blog became one of the most visited, along with Juppé's blog during his stay in Quebec.[9]  Strauss-Kahn then campaigned for the "Yes" at the referendum on the Project for a Treaty establishing a Constitution in Europe. More than 54% of the French citizens refused it, damaging Strauss-Kahn's position inside the PS, while left-wing Laurent Fabius, who had campaigned for a "No" vote, was reinforced. Strauss-Kahn had been widely expected to seek the Socialist nomination for President of France in 2012,[10] and was considered an early favorite.[11]
IMF Managing Director

Strauss-Kahn sought the nomination for the Socialist candidacy in the 2007 presidential election. His challengers were former prime minister Laurent Fabius and Ségolène Royal, the president of the Poitou-Charentes region. Strauss-Kahn finished second, behind Royal. On 13 April 2007, Strauss-Kahn called for an "anti-Sarkozy front" between the two rounds of the forthcoming presidential election.[12] Following Ségolène Royal's defeat, Strauss-Kahn criticized the PS's strategy and its chairman, François Hollande.[13] Along with Fabius, he then resigned from the party's national directorate in June 2007.[14]

On 10 July 2007, he became the consensus European nominee to be the head of the IMF, with the personal support of President Nicolas Sarkozy (member of the right UMP party). Former Polish Prime Minister Marek Belka withdrew his candidacy as it was opposed by the majority of European countries.[15] Some critics alleged that Sarkozy proposed Strauss-Kahn as managing director of the IMF to deprive the Socialist Party of one of its more popular figures.[16]

Strauss-Kahn became the front runner in the race to become Managing Director of the IMF, with the support of the 27-nation European Union, the United States, China and most of Africa. On 28 September 2007, the International Monetary Fund's 24 executive directors selected him as the new managing director. Strauss-Kahn replaces Spain's Rodrigo de Rato.[17] On 30 September 2007, Dominique Strauss-Kahn was formally named as the new head of the International Monetary Fund (IMF). The only other nominee was the Czech Josef Tošovský, a late candidate proposed by Russia. Strauss-Kahn said: "I am determined to pursue without delay the reforms needed for the IMF to make financial stability serve the international community, while fostering growth and employment." [18]
Allegations of rape

On May 14, 2011, Strauss-Kahn was arrested and removed from an Air France flight moments before taking off, as part of an investigation of his alleged sexual assault of a hotel maid in a room at the midtown Sofitel New York Hotel shortly before leaving for the airport.[3][19][20] New York Police Department spokesman Brian Sessa said Strauss-Kahn would likely be charged the next day after being held overnight at a police precinct. A police spokesman said he was charged with "a criminal sexual act, attempted rape, and unlawful imprisonment".[21][22] His lawyer said he will plead not guilty.[23]

The leader of the International Monetary Fund now embroiled in a criminal assault case in New York City was cleared in 2008 of harassment charges after an affair with an IMF economist.

But it's that kind of behavior that should make the world wonder about trusting the IMF, Rep. Ron Paul said Sunday.

The 2008 Republican presidential candidate told "Fox News Sunday" that Dominique Strauss-Kahn, who was pulled off an Air France flight moments before take-off from New York Saturday and arrested on charges of a criminal sex act, attempted rape and unlawful imprisonment, said the whole course of events "is a bit ironic."

Paul, who makes no secret about his disgust of IMF policies, said Strauss-Kahn demonstrates why the Fund has problems.

"These are the kind of people that are running the IMF and we want to turn the world finances and the control of the money supply to them," Paul said. Dominique Strauss-Kahn was told he does not have diplomatic immunity from prosecution against charges including alleged rape, said Paul Browne, an NYPD spokesman.

According to the IMF's Articles of Agreement, officials have immunity "with respect to acts performed by them in their official capacity except when the Fund waives this".

The organisation demands that member countries notify it when officials are arrested, so that it can assess whether this applies. It is unclear what Mr Strauss-Kahn was doing in New York.

Under normal circumstances it is the managing director – Mr Strauss-Kahn – who decides whether immunity applies, provided the IMF's executive board does not veto his decision.

In a short statement, the IMF did not mention immunity and referred enquiries to Mr Strauss-Kahn's "personal lawyer and to the local authorities" It also appears that Nicolas Sarkozy's government is not making any attempt to protect Mr Strauss-Kahn.

One unnamed aide has told Le Monde: "To me, there is no immunity. It is a matter for the IMF and the host country, the United States. His Frenchness is not at stake."

Did he rent the hotel personelly, or a second party, there are records, at what time did he arrange for the flight, what taxi company picked him up-there are tapes, or was it his driver. Was he checked for bruises, scratches, was the maid checked for injurys.

In Lineup, Maid Picks I.M.F. Chief as Sexual Attacker

A woman who told the police that she had been sexually attacked by Dominique Strauss-Kahn, the managing director of the International Monetary Fund, in a Midtown Manhattan hotel suite picked Mr. Strauss-Kahn from a police lineup on Sunday, the police said.

The identification came less than a day after Mr. Strauss-Kahn, 62, was taken into custody by detectives of the Port Authority of New York and New Jersey at Kennedy Airport in the first-class section of an Air France plane bound for Paris. He was turned over to detectives from the Midtown South Precinct and later taken to the Manhattan Special Victims Unit in East Harlem.

After identifying Mr Strauss-Kahn about 4:30 p.m., the woman, a maid at the Sofitel New York on West 44th Street, where Mr. Strauss-Kahn was a guest, left the Special Victims Unit in a police van that drove past a gaggle of reporters, photographers and camera crews from local and foreign news organizations. A blanket was covering her head.

“The victim picked him out of a lineup a little while ago,” a police official said.

Mr. Strauss-Kahn remained at the Special Victims Unit, near the Robert F. Kennedy Memorial Bridge, well into the evening, and it was unclear when he would be taken to Manhattan Criminal Court for arraignment.

Ira Judelson, a bail bondsman who is involved in the case, said the Manhattan district attorney’s office was expected to ask that Mr. Strauss-Kahn remain in custody, at least until Monday, when a comprehensive bail package had been worked out that would outline specifics of where Mr. Strauss-Kahn would stay. He said the bail amount could be millions of dollars.

Benjamin Brafman, a prominent New York defense lawyer who has represented the hip-hop impresario Sean Combs, the Manhattan jeweler Jacob Arabov and Plaxico Burress, the New York Giants wide receiver, said that he was representing Mr. Strauss-Kahn and that he would plead not guilty. He had no further comment on Sunday.

The police have provided few details about the woman at the center of the case beyond saying she was 32 and an African immigrant.

The police said the woman eventually escaped from the hotel suite and reported the attack to other hotel personnel, who called 911. But when the police arrived, Mr. Strauss-Kahn was not there, they said. Deputy Commissioner Paul J. Browne, the department’s chief spokesman, said Mr. Strauss-Kahn appeared to have left in a hurry.
