MORGANZA, La. – Engineers prepared Saturday to slowly open emergency floodgates for the first time in nearly four decades, purposefully inundating farmlands and homes in Louisiana's Cajun country to drain the swelling Mississippi River.
Across the countryside, people fled to higher ground, shored up levees that held the last time the Morganza spillway was opened and built new walls of sand and dirt to hold back the flood they have known was coming for weeks. Sheriffs and National Guardsmen were warning people in a door-to-door sweep, and shelters were ready to accept up to 4,800 evacuees.
It will take about 10 minutes for one of the Morganza gates to open, then several hours before any of the water hits sparsely populated communities. The corps plans to open three gates Saturday afternoon in a painstaking process that gives residents and animals a chance to get out of the way.
"It's better for the people. It's better for the critters, and it's better for the structure," said corps spokeswoman Rachel Rodi said of the slow opening.
About 25,000 people and 11,000 structures could be in harm's way when the Morganza spillway is unlocked for the first time since 1973, but diverting the river water will help take the pressure off levees downstream. Easing the strain on the river walls helps make sure the river doesn't flood more populated cities like Baton Rouge and New Orleans, and the numerous oil refineries and chemical plants along the lower reaches of the Mississippi.

As we reported previously, Obama has found himself on the verge of another environmental scandal now that he has no choice but to redirect the Mississippi river via the Morganza spillway - either lose millions in barrels of daily refined production and potentially the impairment of the Colonial Pipeline, two events which would promptly cause gas prices to soar to new records, or redirect the river via the Spillway, and cause the flooding of millions of acres, and numerous towns and cities, and possibly another New Orelans bases crisis. It seems Obama has picked the lesser of two evils: i.e., protect the oil: "The U.S. Army Corps of Engineers said on Friday it anticipates opening the Morganza Spillway on the western bank of the swollen Mississippi River to divert floodwaters into the Atchafalaya River basin and protect Baton Rouge, Louisiana, New Orleans and refineries from flooding. The Corps of Engineers had been planning next week to open the spillway, about 45 miles (72 km) northwest of Baton Rouge, but could do so as soon as Saturday as high water continues making its way downriver." On the other hand, opening the spillway will also lead to plant impairments: " Opening the spillway will disrupt operations at Alon USA Energy's  80,000-bpd Krotz Springs, Louisiana, refinery. An Alon spokesman said on Friday that the plant was operating normally as crews continued to build a second levee to prevent Atchafalaya River waters from flooding the refinery within 10 to 14 days of the Morganza opening. The new levee will supplement existing levees." And there is more: it appears that not only are refineries in danger, but three nuclear power plants are also in danger of being flooded: Entergy's 1,176-megawatt Waterford nuclear plant in St. Charles Parish, Louisiana; its 978-megawatt River Bend nuclear plant in West Feliciana Parish, Louisiana, and the 1,268-megawatt Grand Gulf nuclear station in Clairborne County, Mississippi."

Weather modification technology is in use today by both the United States and the Soviet Union. Both the U.S. and Soviet projects involve the manipulation of the ionosphere and the alteration of the earth’s magnetic fields. This technology seems to have both localized and global capabilities. Evidence indicates that this technology also has the capability of manipulating human behavior and mood patterns.

Nikola Tesla

All of this seemingly Star Trek-like technology originated from a Serbian immigrant named Nikola Tesla who came to the United States just before the turn of the century. This man, without question, proved to be the greatest scientific genius of this century. Tesla worked with both Westinghouse and Edison during the infancy of electricity and it was actually Tesla who developed alternating current.
Tesla also experimented with electromagnetic flux and studied the earth’s gravitational field. During his research he discovered that the ionization of the atmosphere would alter when it was charged by radio wave transmissions in the low frequency range of 10 to 80 hertz. Tesla also discovered that he could cause both positive and negative ionization of the atmosphere by manipulating the radio frequency. Further studies indicated that with positive ionization, people and animals became tired and lethargic and with negative ionization the effect was one of feeling active and energetic.

Another interesting aspect of this technology is the effect which harmonious radio frequencies make when they impact air molecules. The molecules become excited and give off negatively charged electrons which readily combine with hydrogen and oxygen to produce water molecules. But even more profound is the fact that this type of radio wave also carries positively charged ions through the ionosphere into the magnetosphere. The positively charged ions then become trapped in the Van Allen belts, traveling between the Aurora Borealis and the Aurora Australis, right where we coincidentally have holes in the ozone layers.

Freon, the ozone killer, by its nature dissipates quickly. This inherent quality is a contradiction to the concept that a concentration of freon is creating holes in the ozone layers at the North and South Poles. However, when radio waves hit already unstable freon precipitates, they are so reactive that they can not move on and dissipate into the magnetosphere.

As far-fetched as this subject may seem, leaders in the elite global establishment have intimated the existence of this technology and its capabilities. In 1970 Zbigniew Brzezinski published a book titled Between Two Ages. Brzezinski is one of the founding directors of the Trilateral Commission. In this book he said, "Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised…Technology of weather modification could be employed to produce prolonged periods of drought or storm."

Further confirmation of the Western power elite’s interest in weather modification was revealed in an article which appeared in the September 12, 1989 edition of the Washington Post. This article reported on the 1989 Tokyo conference on global environment. The president of the World Bank, Barber Conable, who is also a Trilateral Commission member, gave a speech in which he outlined the long-range goals of the one world elite. In this speech he said, "while higher temperatures may cause ‘a number of natural disasters,’ they might also warm cold and unproductive lands in the north into productivity."

There is very good evidence that the one world group and the Soviets have been jointly involved in weather modification over the Northern Hemisphere since the early 1970s. In 1971 it was alleged that the U.S. and the Soviets started cooperating in secret weather modification projects. One such project was named POLEX, Polar Experiment of the Global Atmospheric Research Program, and another in 1973 was called AIDJEX, the Arctic Ice Dynamics Joint Experiment. It is purported that these experiments involved attempts to melt the polar ice cap. Other U.S. projects such as Nile Blue and Climate Dynamics involved the changing of the arctic ice pack. There was even an article in the December 16, 1980, edition of the New York Times discussing a joint U.S.-Soviet project involving the transmission of ELF waves from Antarctica designed "to interfere with the earth’s magnetic field."

Soviet Woodpecker System

The Soviet weather modification project is referred to as the Woodpecker system. It involves the transmissions of extreme low frequency (ELF) waves at about 10 hertz using Tesla transmitters in Angarsk and Khabarovsk in Siberia, Gomel, Sakhalin Island, Nikolayev in the Ukraine, Riga in Latvia and also a site 60 miles south of Havana in Cuba. To give you an idea of the magnitude of this system, the facility near Havana, Cuba, is said to be maintained and operated by a staff of 2,500 Soviet personnel.

These transmitters generate electromagnetic transmissions that produce an ELF scalar grid over the United States. This is done by transmitting these low frequency scalar waves in pairs so that they converge at a predetermined point on the earth’s surface and cause a disruption of the atmosphere. This technology can be used to alter the course of the jet stream and set up long- term weather blocks.

Long-term Weather Blocking

The long-lasting California drought in the 80s was caused by a massive ridge of high pressure 800 miles off the California coast which hovered for extended periods of time, blocking the usual flow of moist air coming in from the Pacific and pushing storms around to the north. Meteorologists who have analyzed this phenomena consider it to be one of the most unusual national patterns ever recorded, unique in the annals of weather recording. Such long-lasting centers of high pressure were unheard of until 1977. Evidence suggests that this was possibly caused by Woodpecker generated giant standing ELF waves which are transmitted by the Soviets intentionally to block the flow of normal weather patterns.

This phenomenon of long-lasting centers of high pressure is not limited to producing drought. In 1993 the Midwest region experienced severe flooding which was a result of the wettest period in this particular area since rainfall record keeping began in 1876. This flood was a result again of what meteorologists called a blocking pattern.

The normal weather systems usually move from west to east across the U.S., but during the ’93 flood the weather systems stalled for six weeks over the upper Midwest. A high pressure system over the eastern part of the United States was causing warm, moist air to move up from the Gulf of Mexico and dump moisture in the Midwest, where it met the jet stream. This weather pattern involved an unusual shift in the jet stream, which during the summer is usually weak and typically found much farther north in Canada.

This stationary high pressure front also blocked the path of cold Canadian air, resulting in record low temperatures in the Northwest. According to the September 1993 issue of Storm, The World Weather Magazine:
"It is extremely unusual for weather patterns to persist for so many weeks, bringing heavy rainfall to the same area almost on a daily basis… The reasons for the weather patterns to become fixed, as they did in June and July, 1993, are unclear."

GWEN

A system somewhat similar to the Soviet Woodpecker has been set up in the United States called the Ground Wave Emergency Network, or GWEN. This network was built under the guise, or possible dual use, of an emergency communication system that would not be interrupted by electromagnetic pulse during a nuclear war.

GWEN units are capable of altering the magnetic field within a 200- to 250-mile radius. The individual units themselves are made up of 300-foot tall towers which transmit radio waves through hundreds of bare copper wires which are each 300 feet in length. These wires are buried in the ground in a spoke pattern radiating out from the base of the tower. The wires interact with the earth like a thin-shelled conductor, radiating the radio wave energy for very long distances through the ground.

These units are located in Texas, Nevada, Maine, North Carolina, Maryland, Georgia, Oregon, Washington, California, Iowa, Wisconsin, Minnesota, Missouri, North Dakota, South Dakota, Pennsylvania, Mississippi, New York, Alabama, Virginia, Kansas, Nebraska, New Jersey, Arkansas, Massachusetts, Oklahoma, Colorado and Montana.
There is fairly significant evidence to suggest that these GWEN units in combination with the Soviet Woodpecker transmissions made a significant contribution to creating the extensive flooding in the Midwest in 1993.

It is interesting to note that the Russians are now openly marketing a small version of their weather engineering system called Elate, which can fine tune weather patterns over a 200-mile area. These units seem to have the same range as the individual GWEN unit. One of these Elate units operates at Moscow’s Bykovo Airport.

The threats of weather warfare, totalitarian government and famine dovetail together. As we saw in the famine which the Soviets artificially created in the Ukraine prior to World War II, famine is an effective means of subjugating a people. By controlling food, you can control people. Weather modification can affect food production and eventually the available supply. Starving resisters out is much more effective than having to track them down and shoot it out with them. If you have not surrendered your weapons, you don’t get a food ration coupon. Long-term food storage, well hidden, is the only insulation against famine and totalitarian oppression.

Tesla-Scalar Electromagnetic Weapons
An article in the spring 1993 edition of Orbis Magazine reported on another article which had appeared in the 1992 edition of a Russian magazine called Military Thought. This article, among other things, revealed Soviet involvement in the development of Tesla-scalar electromagnetic weapons: "…The current civil-military consensus also includes an image of future war based on the development and deployment of advanced conventional munitions, direct-energy weapons, space-based strike weapons and anti-ballistic missiles, and third-generation nuclear weapons."

there is only one Thing i fear, and this aint it.

but the scare tactics are in full force down here. a guy who works for me lives along the levee, his wife and neighbors are hysterical, he seems to be keeping pretty calm and i try to help calm him as much as possible.

the feeling right now is kind of a desperate helplessness. the DJ on the radio was like "the army corps of engineers is going to blow the levee" he kept emphasizing THEY ARE going to blow it. it just made you feel like a helpless serf under the beauracratic machine. no real effort to calm people.

i'm on a pretty big highway right here, so i'll be keeping my eyes open for those fema bastards.

Texas, the biggest U.S. cattle producer and second-largest winter-wheat grower, got just 4.7 inches (12 centimeters) of rain on average in the five months through February, the least for the period since 1967, State Climatologist John Nielsen- Gammon said. More than half the wheat fields and pastures were rated in poor or very poor condition on March 20.

Dry conditions extending to Oklahoma, Kansas and Colorado may cut crop yields in the U.S., the world’s largest exporter, as too much moisture threatens fields in North Dakota and in Canada. Wheat futures in Chicago are up 50 percent in the past year, after drought in Russia and floods in Australia hurt output and sent global food prices surging. Wholesale beef reached a record this week, and the U.S. cattle herd in January was the smallest since 1958.

“We’re probably already seeing some damage, but in the next couple of weeks, we’ll surely go downhill major if we don’t get some rain,” said David Cleavinger, who is irrigating 75 percent of his 1,000 acres (405 hectares) of wheat in Wildorado, Texas. “With the prices we’re seeing, we’re trying to hold on, but there’s nothing that takes the place of a rainstorm.”

As the gate was raised, the river poured out like a waterfall, at times spraying 6 feet into the air. Fish jumped or were hurled through the white froth and within 30 minutes, 100 acres of what was dry land was under about a foot of water.
The opening of the Morganza spillway diverted water from Baton Rouge and New Orleans, and the numerous oil refineries and chemical plants along the lower reaches of the Mississippi. Shifting the water away from the cities will ease the strain on downriver levees and thwart potential flooding in New Orleans that could have been much worse than during Hurricane Katrina.

"We're using every flood control tool we have in the system," Army Corps of Engineers Maj. Gen. Michael Walsh said during a news conference on the dry side of the spillway, before the bay was opened.
The Morganza spillway is part of a system of locks and levees built following the great flood of 1927, which killed hundreds and left many more without homes. When the Morganza opened Saturday, it was the first time three flood-control systems have been unlocked at the same time along the Mississippi River, a sign of just how historic the current flooding has been.
Earlier this month, the corps intentionally blew holes into a levee in Missouri to employ a similar cities-first strategy, and it also opened a spillway northwest of New Orleans.
Snowmelt and heavy rain swelled the Mississippi, and the river has peaked at levels not seen in 70 years.

The devastating flood in Pakistan has create an opportunity for the U.S. government to show its commitment to the country and improve America's tattered image there, but that will be a tough slog, experts say.

The U.S. government is already heavily involved in the humanitarian response to the flood crisis, shipping tons of food and supplies into the affected areas while helping the Pakistan civilian and military institutions mobilize their response. But in a country that still harbors strong aversions to U.S. influence and remains deeply skeptical of American intentions, progress is likely to be slow.

"These kinds of crises are opportunities for the U.S. to get it right more than before and make a dent in Pakistani attitudes toward the U.S, but there's an underlying structural issue that isn't going to be overcome rapidly, if at all," said Daniel Markey, senior fellow at the Council on Foreign Relations.

The last major improvement in attitudes toward the U.S. in Pakistan was during and immediately after U.S. efforts to respond to the 2005 earthquake near Kashmir, Markey said. But that newfound popularity didn't last because U.S. efforts trailed off and ordinary Pakistanis didn't see Americans sticking around for the long term, he said.

This time may be different. The Obama administration has been aggressively expanding cooperation with Pakistan's civilian government through the 13 working groups that emerged from the new strategic dialogue consultations. And the $7.5 billion Kerry-Lugar-Berman aid bill is meant to show Pakistanis that the U.S. is there to stay.

But extremist groups will surely try to use the flood to improve their currently low standing among the public by providing their own assistance efforts, as they did during the earthquake.

"In each of these instances, you can lose ground as well," Markey said.

The large infrastructure, water and energy projects that Secretary of State Hillary Clinton unveiled during her visit to Pakistan last month are aimed specifically at getting maximum bang for the buck in terms of changing Pakistani attitudes toward the U.S. -- targeting the middle- and upper-class workers and industrialists who stand to benefit most from economic growth.

"Our goal is, and the secretary's goal of her trip, was to convince Pakistan that U.S. commitment to the region is not short-run, is not limited to our current military engagement," said Vali Nasr, a top advisor to Special Representative Richard Holbrooke, last week at the Center for Strategic and International Studies.

So is it working? Well, according to the latest Pew Research Center survey, Pakistani attitudes toward the U.S. are still overwhelmingly negative. Only 17 percent surveyed viewed the U.S. favorably and 59 percent viewed the U.S. as an enemy. However, the numbers have moved up from last year and 64 percent of Pakistanis surveyed said they hoped U.S.-Pakistan relations would improve, despite their skepticism.

The poll numbers don't tell the whole story, American officials argue, and those who traveled with Clinton claimed that her reception was notably warmer in all respects than it was during her previous trip last autumn. For example, she was never asked about drones, and questions about her belief that Pakistani government officials were allowing Osama bin Laden to hide there came primarily from Western journalists, Nasr said.

"It was very clear from the secretary's public engagements this time ... that there was a different tenor to the relationship.  From engagements with the media, town-hall meetings, meetings with business leaders -- the kind of questions she got, the general attitude of Pakistanis towards her trip and towards her message were very different from November," Nasr said.

A significant portion of the Pakistani news media is avowedly anti-American, complicating U.S. and Pakistani government efforts to get the word out.

"Part of it is not just whether we're doing the right things, but whether we have voices that are capable of explaining that to the Pakistani public, which is in a very heated, difficult, and messy media environment," said Markey.

Back at home, the Obama administration's outreach to Pakistan is getting favorable review in some unlikely quarters, such as the Republican caucus in the Senate.

"Things generally are the best they have been with Pakistan in a long time. And this is one area where President Obama doesn't get enough credit," GOP Sen. Lindsey Graham said on CNN's State of the Union. "His team, in my view, have brought out the Pakistanis into the fight better than anybody in recent memory. They are cooperating with us more. They are allowing us to use these drone attacks ... The aid packages that we have given to the Pakistani army have been well used. General Kayani has been a good partner in taking the fight to the frontier regions."

well they hyped the crap out of this, and so far it's no big deal. it is flooding but nowhere near the hype. should be noted in this thread that while this area is flooding, the rest of the state is in a drought. i think it has to do with all the spraying. yesterday there was thunder and clouds, but no rain. every day there is just a haze in the sky. maybe 1 or 2 clouds, but the upper atmosphere is just completely blanketed in a gray haze.
